सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन.320320320320....———— राष्ट्रपित, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए और संघ लोक सेवा आयोग (वित्त और बजट अधिकारी) भर्ती नियम, 1990 को उन बातों के सिवाए अधि3ांत करते &ए, जिन्हें ऐसे अधि3मण से पहले किया गया है या करने का लोप किया गया है, संघ लोक सेवा आयोग के कार्यालय में वित्त और बजट अधिकारी के पद पर भर्ती की प;ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह Nयक्ति-
(क) जिसने ऐसे Nयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है; या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Nयक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहO होगा:
परंतु यदि कें Pीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Nयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुQेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Nयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....———— जहां कें Pीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब; करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Nयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. -या-या-या-यावृत्तिवृत्तिवृत्तिवृत्ति....———— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहO डालेगी, जिनका कें Pीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Nयक्तियों के िलए उपबंध करना अपेक्षित है।

New Delhi, the 24th September, 2019
G.S.R.320.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Union Public Service Commission, (Finance and Budget Officer) Group - A post Recruitment Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Finance and Budget Officer in the office of Union Public Service Commission, namely:-
1. Short title and commencement.— (1) These rules may be called the Union Public Service Commission (Finance and Budget Officer) Group 'A' post, Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post: provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age - limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.321.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital (Group -'D' posts) Recruitment Rules , 1979 in so far as they relate to the post of Tailor except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Tailor in Lady Hardinge Medical College in New Delhi, namely:-
1. Short title and commencement.—(1) These rules may be called the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi (Tailor), Group 'C' Post, Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, Level in pay matrix.—The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other backward Classes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्र नहO होगा :
परन्तु यदि के न्Pीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुQेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

| Promotion from the post of Office Superintendent with six years of regular service in Level- 6 in Pay Matrix (Rs. 35400 to Rs. 112400) and have successfully completed four weeks training in the field of administration, establishment and accounts.
