का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 93939393.—राष्ट्रपति, संविधान के अनुछेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, और (i) रक्षा सेवा खाद्य निरीक्षण संगठन (कनिष्ठ वै1ानिक अधिकारी - िसिविलयन) समूह 'ख' राजपत्रित पद भर्ती िनयम, 2002,
(ii) सेना सेवा कोर (साधारण के न्6ीय सिविल) समूह 'ख' (अराजपत्रित) भर्ती नियम, 2003,
(iii) सेना सेवा कोर (के न्6ीय सिविल) (समूह 'ग' पद) भर्ती नियम, 2003, को; उन बातों के सिवाय अधि>ान्त करते 'ए जिन्हें ऐसे अधि>मण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा सेवा खाद्य निरीक्षण संगठन में कनिष्ठ वै1ानिक अधिकारी- िसिविलयन, वरिष्ठ वै1ानिक सहायक और वै1ानिक सहायक के पदों पर भर्ती की पDति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1.1.1.1. संक्षिप्त नाम और प्रारंसंक्षिप्त नाम और प्रारंसंक्षिप्त नाम और प्रारंसंक्षिप्त नाम और प्रारंभभभभ.— इन नियमों का संक्षिप्त नाम रक्षा सेवा खाद्य निरीक्षण संगठन वै1ानिक कर्मचारिवृन्द – िसिविलयन (समूह 'ख' पद) भर्ती नियम 2019 है ।
ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4.4.4.4. भर्ती कीभर्ती कीभर्ती कीभर्ती की प"ति, आयु सीमा, अर्हताएं आदिप"ति, आयु सीमा, अर्हताएं आदिप"ति, आयु सीमा, अर्हताएं आदिप"ति, आयु सीमा, अर्हताएं आदि.— उक्त पद पर भर्ती की पDति, आयु-सीमा, अर्हताएं और उससे संबंिधत अन्य बाते वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिQर्दष्ट हैं ।
5.5.5.5. निरर्हतानिरर्हतानिरर्हतानिरर्हता .— वह Xक्ति –
(क) जिसने ऐसे Xक्ति से जिसका पति या जिसकी पYी जीिवत है, विवाह किया है; या विवाह की संविदा की है या
(ख) िजसने अपने पित या अपनी पYी के जीवित रहते 'ए किसी Xक्ति से विवाह किया है; या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहZ होगा :
परंतु यदि के न्6ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु1ेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6.6.6.6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.— जहां के न्6ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबD करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों के बाबत, आदेश द्वारा शिथिल कर सके गी ।
7.7.7.7. /ावृत्ति/ावृत्ति/ावृत्ति/ावृत्ति.— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका के न्6ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, अन्य पिछड़े वग', भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Xक्तियों के लिये उपबंध करना अपेक्षित है ।

S.R.O. 93.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of (i) the Defence Services Food Inspection Organisation Junior Scientific Officer-Civilian Group 'B' posts Recruitment Rules, 2002; (ii) the Army Service Corps (General Central Civil (Group 'B' Non Gazetted) posts Recruitment Rules, 2003; (iii) the Army Service Corps (General Central Civil (Group 'C') posts Recruitment Rules, 2003; except as respects things done or omitted to be done before such supersession, the President hereby makes the474 THE GAZETTE OF INDIA : OCTOBER 19, 2019/ASVINA 27, 1941 [PART II—SEC. 4] following rules regulating the method of recruitment to the posts of Junior Scientific Officer-Civilian, Senior Scientific Assistant and Scientific Assistant in the Defence Services Food Inspection Organisation, Ministry of Defence, namely:-
1. Short title and commencement.—These rules may be called the Defence Services Food Inspection Organisation Scientific Staff - Civilian (Group 'B' Posts) Recruitment Rules, 2019.
They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall be apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and level in the pay matrix thereto attached shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating the said post & shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualifications.—No person, -
(a) who has entered into or contracted a marriage with a person having, a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of the rule.
6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 94.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), (Administrative Officer), Recruitment Rules, 2011 in so far as they relate to the post of Administrative Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Administrative Officer, in the Department of Defence Production, Directorate of Quality Assurance (Naval), namely:-
1. Short title and commencement.— (1)These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), (Administrative Officer), (Group 'B' Post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 95.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence, Indian Air Force, Draughtsman Grade III, Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Draughtsman in the Indian Air Force, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Defence, Indian Air Force, Draughtsman, Group 'C', Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.— The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. रक्षा मंत्रालय, इलैक्ट्रॉनिक्स और यांत्रिक इंजीनियर अनुवादक, समूह 'ग' (अराजपत्रित) पद भर्ती नियम, 2014 में के नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्:-
(क) पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर या वेतनमान वे होंगे जो इन नियमों से उपाबD अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिQर्दष्ट है।
(ख) अनुसूची के स्तंभ (4) में, स्तंभ शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्षक और प्रविष्टियां रखे जाएंगे, अर्थात्:-
