G.S.R. 328 .—In terms of Section 4 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, it has been decided to constitute an "Internal Complaints Committee", comprising of the following members to provide protection against sexual harassment of women at workplace of Lok Sabha Secretariat and for redressal of complaints of harassment and for matters connected therewith or incidental thereto. The tenure of the members of the Committee constituted for the purpose will be for a period of one year or until further orders whichever is earlier.

सासासासा....काकाकाका....िनिनिनिन....329329329329....————राष्ट्रपित, संिवधान के अनु(cid:17)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:30)ए, और कें "ीय अनुवाद ब्यूरो, गृह मंत्रालय (समूह 'क' और समूह 'ख' पद) भर्ती िनयम, 1972, को जहां तक कि उनका संबंध प्रशासनिक अिधकारी के पद से है और कें "ीय अनुवाद ब्यूरो, गृह मंत्रालय (समूह 'ग' और समूह 'घ' पद) भर्ती िनयम,1972, को जहां तक कि उनका संबंध कार्यालय अधीक्षक के पद से है, उन बातों के िसवाय अधि.ांत करते (cid:30)ए, जिन्हें ऐसे अधि.मण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय, कें "ीय अनुवाद ब्यूरो, राजभाषा िवभाग में प्रशासनिक अिधकारी और कार्यालय अधीक्षक के पदों पर भर्ती की प6ति का िविनयमन करने के िलए निम्निलिखत िनयम बनाते हैं, अर्थात:—
1. 1. 1. 1. संक्षिप् तसंक्षिप् तसंक्षिप् तसंक्षिप् त नामनामनामनाम औरऔरऔरऔर प्राप्राप्राप्रारंभरंभरंभरंभ....———— (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, राजभाषा िवभाग, कें "ीय अनुवाद ब्यूरो, समूह 'ख' पद, भर्ती िनयम, 2019 है ।
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अक्तूबर 26, 2019/कार्तिक 4, 1941 1519(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

3.3.3.3. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प(cid:30)तिप(cid:30)तिप(cid:30)तिप(cid:30)ति,,,, आयुआयुआयुआयु----सीमासीमासीमासीमा औरऔरऔरऔर अन्यअन्यअन्यअन्य अर्हताएंअर्हताएंअर्हताएंअर्हताएं,,,, आदिआदिआदिआदि....————भर्ती की प6ति, आयु-सीमा, अर्हताएं और उससे संबंिधत अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिAर्दष्ट है।
4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह Cयक्ति —
(क) िजसने ऐसे Cयक्ति से िजसका पित या जिसकी पत्नी जीिवत है, िववाह किया है या विवाह की संविदा की है; या
(ख) िजसने अपने पित या अपनी पत्नी के जीिवत रहते (cid:30)ए किसी Cयक्ति से िववाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहD होगा:
परंतु यदि कें "ीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Cयक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुEेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Cयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5. 5. 5. 5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....————जहां कें "ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब6 करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Cयक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6.6.6.6. )या)या)या)यावृितवृितवृितवृित....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहD डालेगी, िजनका कें "ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य पिछड़े वगJ, भूतपूर्व सैनिकों, और अन्य िवशेष प्रवर्ग के Cयक्तियों के िलए उपबंध करना अपेक्षित है ।

| प्रशासन और वित् तीय विषय में दो से चार सप् ताह का आEापक प्रशिक्षण पूरा किया हो । टिप् प टिप् पणणणण : जहां ऐसे कनिष् ठ & यक् ितयों के संबंध में, जिन् होंने अपनी टिप् प टिप् प अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन् नित के िलए िवचार किया जा रहा हो, वहां उनके ज् येष् ठ & यक् ितयों के संबंध में भी िवचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अिधक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन् होंने अपने ऐेसे कनिष् ठ & यक् ितयों सिहत, जिन् होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उJ चतर 9ेणी में प्रोन् नित के िलए अपनी परिवीक्षा की अविध सफलतापूवर्क पूरी कर ली हो । 2. 2. 2. 2. प्रतिनियुक् ित प्रतिनियुक् ित ::::---- कें ीय सरकार या राज् य सरकारों या संघ राज् य प्रतिनियुक् ित प्रतिनियुक् ित क्षेत्रों के अधीन ऐसे अिधकारी: — (i) जो मूल कॉडर या िवभाग में िनयिमत आधार पर सदृश पद धारण किये Lए हैं; या (ii) जिन् होंने मूल कॉडर या िवभाग में वेतन मैट्रिक् स के स् तर—6 (35400-112400 `) या समतुल् य में िनयिमत आधार पर उस पद पर नियुक् ित के पश् चात उस 9ेणी में पांच वर्ष की सेवा की हो; और िजनके पास निम् निलिखत शैक्षिक अर्हताएं और अनुभव हो, अर्थात:- (i) किसी मान् यताप्राप् त विश् वविद्यालय से बैचलर डिSी या समतुल् य (ii) मैट्रिक् स स् तर पर एक िवषय के रूप में हिंदी में अध् ययन किया होना चािहए, और (iii) प्रशासन, स् थापन, बजट और लेखा कार्य में पांच वर्ष का अनुभव । टिप् प टिप् पणणणण 1:1:1:1:---- पोषक प्रवर्ग के ऐसे िवभागीय अिधकारी, जो प्रोन् नित की टिप् प टिप् प सीधी पंक् ित में हैं, प्रतिनियुक् ित पर नियुक् ित के िलए िवचार किए जाने के पात्र नह3 होंगे । इसी प्रकार प्रतिनियुक् त & यक् ित प्रोन् नित द्वारा नियुक् ित के िलए िवचार किए जाने के पात्र नह3 होंगे । टिप् प टिप् पणणणण 2:2:2:2:---- प्रतिनियुक् ित की अविध, िजसके अंतर्गत कें ीय सरकार के टिप् प टिप् प उसी या किसी अन् य संगठन या िवभाग में इस नियुक् ित से ठीक पहले धारित किसी अन् य काडर बाW पद पर प्रतिनियुक् ित की अविध है साधारणतया 3 वर्ष से अिधक नह3 होगी । टिप् प टिप् पणणणण 3:3:3:3:---- प्रतिनियुक् ित द्वारा नियुक् ित के िलए अिधकतम आयु टिप् प टिप् प सीमा आवेदन प्राप् त करने की अंितम तारीख को 56 वर्ष से अिधक नही होगी । | |

G.S.R.329.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Translation Bureau, Ministry of Home Affairs (Group 'A' and Group 'B' posts) Recruitment Rules, 1972, so far as they relate to the post of Administrative Officer and the Central Translation Bureau, Ministry of Home Affairs, (Group C and Group D posts) Recruitment Rules, 1972, so far as they relate to the post of Office Superintendent except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Administrative Officer and Office Superintendent in the Central Translation Bureau, Department of Official Language, Ministry of Home Affairs, namely :Ñ
1. Short title and commencement.— (i) These rules may be called the Ministry of Home Affairs, Department of Official Language, Central Translation Bureau, Group 'B' posts, Recruitment Rules, 2019.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.— The number of said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2 ) to (4 )of the Schedule amended to these rules.
3. Method of recruitment, age- limit and other qualifications etc., .—The method of recruitment, age–limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.— Nothing in these rules shall affect reservations, relaxation of age- limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion failing which by deputation. | PROMOTION 1.Office Superintendent in the Level-6 in the pay matrix (`35400-112400/-) with five years regular service in the grade and with two to four weeks mandatory training in administrative and financial matters from Institute of Secretariat Training and Management (ISTM). Note- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. DEPUTATION 2. Officers under the Central Government or State Governments or Union territories:- (i) holding analogous post on regular basis in the parent cadre or department; OR (ii) with five year's service in the grade rendered after appointment there to on a regular basis in posts in Level-6 of the pay matrix(` 35400-112400) or equivalent in the parent cadre or department; and possessing the following educational qualifications and experience, namely:- (i) Bachelor's degree from a recognized University or equivalent; (ii) should have studied Hindi as a subject at matriculation level; and (iii) five years experience in administration, establishment, budget and accounts work. Note-1:The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note-2:- Period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not exceed three years. Note- The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of the receipt of application. |

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:30)ए किसी Cयक्ति से विवाह किया है या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहD होगा:
परन्तु यदि के न्"ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Cयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुEेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Cयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

(क) जिसने ऐसे Cयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है या विवाह की संविदा की है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:30)ए किसी Cयक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहD होगा, परन्तु यदि कें "ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Cयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुEेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Cयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R.331.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Union Public Service Commission Accounts Branch Group 'B' Posts Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Accounts Officer, Junior Accounts officer and Technical Assistant (Accounts) in the Union Public Service Commission, namely:-
1. Short title and commencement.— (1) These rules may be called the Union Public Service Commission Accounts Branch Group 'B' posts Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in the column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to ( 4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.— No person,-
(a) who has entered into or contracted a marriage with any person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax in consultation with Union public service Commission, any of the provisions to these rules with respect to any class or category of persons.
7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The Departmental Officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
