का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 97979797.—राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए और रक्षा अनुसंधान और विकास संगठन, रक्षा मंत्रालय, हिंदी अिधकारी पद भर्ती नियम, 2006 को, उन बातों के सिवाय अधि6ान्त करते (ए जिन्हें ऐसे अधि6मण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, में हिंदी अिधकारी पद भर्ती नियम, 2006 पदों पर भर्ती की प>ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1.1.1.1. संक्षिप्त नाम और प्रारम्भ संक्षिप्त नाम और प्रारम्भ संक्षिप्त नाम और प्रारम्भ संक्षिप्त नाम और प्रारम्भ - (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, सहायक िनदेशक (राजभाषा) समूह 'क' पद भर्ती नियम, 2019 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर.–पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में 2222.... पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर. पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर. पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर.

(क) जिसने ऐसे Vक्ति से जिसका पति या जिसकी पXी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पXी के जीवित रहते (ए किसी Vक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पदों में से किसी पद पर नियुक्ति का पात्र नहY होगा :
परन्तु यदि के न्Zीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Vक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु[ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Vक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5555.... शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.–जहां के न्Zीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब> करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Vक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6666.... 1ावृत्ति.1ावृत्ति.1ावृत्ति.1ावृत्ति.–इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहY डालेगी, जिनका के न्Zीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे वग', भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Vक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 97.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Defence Research and Development Organisation 'Hindi Officer' Recruitment Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Official Language) in the Defence Research and Development Organisation, Ministry of Defence, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Defence Research and Development Organisation, Assistant Director (Official Language) Group 'A' post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—Number of post, their classification, and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed with these rules.
3. Method of recruitment, age-limit and other, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the Schedule aforesaid.
4. Disqualification.—No person,
(a) Who has entered into or contacted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: Studied one of the languages other than Hindi included in the 8th Schedule to the Constitution at 10th Standard from a recognised board. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age- limit for appointment by transfer on deputation shall not exceed fifty six years as on the closing date of receipt of applications. Note 3 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 98989898.—राष्ट्रपति, संिवधान के अनु(cid:26)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए और रक्षा मंत्रालय, आयुध निर्माणियों के महािनदेशालय मुख्यालय पद भर्ती िनयम, 2005 जहां तक सहायक स्टाफ आफिसर िसिवल के पद से संबंिधत है, उन बातों के िसवाए अधि6ांत करते (ए जिन्हें अधि6मण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, आयुध निर्माणियों के महािनदेशालय मुख्यालय में सहायक स्टाफ आफिसर के पदों पर भर्ती की प>ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थातः—
1.1.1.1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभप्रारंभप्रारंभप्रारंभ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, आयुध निर्माणियों के महािनदेशालय मुख्यालय सहायक स्टाफ आफिसर िसिवल पद (समूह 'ख' पद) भर्ती िनयम, 2019 है ।
(2) यह राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2.2.2.2. पदपदपदपद संख्यासंख्यासंख्यासंख्या, , , , वर्गीकरणवर्गीकरणवर्गीकरणवर्गीकरण औरऔरऔरऔर वेतनवेतनवेतनवेतन मैट्रिक्समैट्रिक्समैट्रिक्समैट्रिक्स मेंमेंमेंमें स्तरस्तरस्तरस्तर....————उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाब> अनुसूची के स्तंभ (2) से (4) में विनिRर्दष्ट हैं।
3.3.3.3. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प$तिप$तिप$तिप$ति, , , , आयुआयुआयुआयु सीमासीमासीमासीमा औरऔरऔरऔर अर्हअर्हअर्हअर्हताएंताएंताएंताएं आदिआदिआदिआदि....————उक्त पदों पर भर्ती की प>ति, आयु सीमा, अर्हताएं और उससे संबंिधत अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिRर्दष्ट हैं।
4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह yयक्ति-
(क) िजसने ऐसे Vक्ति से िजसका पित या जिसकी पXी जीिवत हैं, िववाह किया है या िववाह की संिवदा की है; या
(ख) िजसने, अपने पित या अपनी पXी के जीिवत रहते (ए किसी अन्य Vक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पद पर नियुक्ति का पात्र नहY होगाः
परंतु यदि कें Zीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Vक्ति और िववाह के अन्य पक्षकार के िलए स्वीय िविध के अधीन अनु[ेय है और ऐसा करने के अन्य आधार हैं तो वह किसी Vक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....————जहां कें Zीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है तो वह उसके िलए जो कारण हैं उन्हें लेखब> करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के Vक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
6.6.6.6. 1ावृति1ावृति1ावृति1ावृति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहY डालेगी, िजनका कें Zीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगk, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Vक्तियों के िलए उपबंध करना अपेक्षित है ।

S.R.O. 98.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Directorate General, Ordnance Factories Headquarters Staff Officer and Assistant Staff Officer Civil Posts Recruitment Rules, 2005, in so far as they relate to the post of Assistant Staff Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Staff Officer in the Ministry of Defence, Directorate General, Ordnance Factories Headquarters, namely :—
1. Short Title and Commencement.—(1) These rules may be called the Ministry of Defence, Directorate General, Ordnance Factories Headquarters Assistant Staff Officer Civil Post (Group 'B' Post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix.—The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment to the said post, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.—No person ,−
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
