का.िन.आ. का.िन.आ. का.िन.आ. का.िन.आ. 99999999....————राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए और रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ3ासन महानिदेशालय समूह "ख" (दमकल चालक 8ेणी) पद भर्ती नियम, 2012 और रक्षा मंत्रालय (रक्षा उत्पादन विभाग)गुणता आ3ासन महानिदेशालय समूह "ग" (दमकल चालक) भर्ती नियम, 2011 को उन बातों के सिवाय अधि>ान्त करते )ए, जिन्हें ऐसे अधि>मण से पहले किया गया है या करने का लोप किया गया है, गुणता आ3ासन महानिदेशालय, रक्षा उत्पादन विभाग (1) दमकल चालक ( विशेष 8ेणी) (2) दमकल चालक 8ेणी-I (3) दमकल चालक 8ेणी-II (4) दमकल चालक (साधारण 8ेणी) के पदों पर भर्ती की पEति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ3ासन महािनदेशालय दमकल चालक (समूह 'ख' और समूह 'ग' पद) भर्ती नियम, 2019 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. लागू होनालागू होनालागू होनालागू होना ....———— ये नियम, इससे उपाबE अनुसूची के स्तम्भ (1) में विनिQर्दष्ट पदों पर लागू होंगें।

वेतनमान वें होगें जो इन नियमों से उपाबE अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिQर्दष्ट हैं ।

4. भर्ती की प&ति, आयुभर्ती की प&ति, आयुभर्ती की प&ति, आयुभर्ती की प&ति, आयु----सीमा, अर्हसीमा, अर्हसीमा, अर्हसीमा, अर्हताएं आदिताएं आदिताएं आदिताएं आदि....———— उक्त पद पर भर्ती की पEति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिQर्दष्ट हैं ।

5. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह Yक्ति-

(क) जिसने ऐसे Yक्ति से जिसका पति या जिसकी पZी जीवित है, विवाह किया है ; या विवाह की संविदा की है या

(ख) जिसने अपने पति या अपनी पZी के जीवित रहते )ए किसी Yक्ति से विवाह किया है, या विवाह की संविदा की है

उक्त पद पर नियुक्ति का पात्र नह[ होगा :

परन्तु यदि के न्\ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Yक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु]ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Yक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहाँ के न्\ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखबE करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Yक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

7. 2ावृत्ति2ावृत्ति2ावृत्ति2ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह[ डालेगी, िजनका के न्\ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किये गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगb, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Yक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति प्रोन्नति प्रोन्नति प्रोन्नति :- वेतन मैट्रिक्स (29200-92300 c.) के स्तर- 5 में ऐसा दमकल चालक 8ेणी – I जिसने नियमित आधार पर नियुक्ति के पfात् उस 8ेणी में छः वर्ष की सेवा की है और भारी यानों के चालन के लिए दक्षता परीक्षण सफलतापूर्वक उत्तीर्ण किया हो। टिप्पण : जहाँ ऐसे कनिष्ठ Yक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा टिप्पण टिप्पण टिप्पण हो वहाँ उनके ज्येष्ठ Yक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ट Yक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उkतर 8ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

प्रोन्नति : वेतन मैट्रिक्स (19900 - 63200 c.) के स्तर- 2 में ऐसा दमकल चालक (साधारण 8ेणी) जिसने 8ेणी में आठ वर्ष की नियमित प्रोन्नति प्रोन्नति प्रोन्नति स ेवा की हो और भारी यान चालन के लिए दक्षता परीक्षण उत्तीर्ण किया हो। टिप्पण : जहाँ ऐसे कनिष्ठ Yक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा टिप्पण टिप्पण टिप्पण हो वहाँ उनसे ज्येष्ठ Yक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ट Yक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उkतर 8ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

S.R.O. 99.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Group`B' [Fire Engine Driver(special Grade)] posts Recruitment Rules, 2012 and the Ministry of Defence (Department of Defence Production) Directorate General of Quality Assurance, Group 'C' (Fire Engine Drivers) Recruitment Rules, 2011, except as repects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of (1) Fire Engine Driver (Special Grade); (2) Fire Engine Driver Grade-I ; (3) Fire Engine Driver Grade-II and (4) Fire Engine Driver (Ordinary Grade) in the Department of Defence Production, Directorate General of Quality Assurance, namely:—

1. Short title and commencement.–(1)These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Fire Engine Drivers (Group 'B' and Group 'C' Posts) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. – These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix . – The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. –The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving . –Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(i) Matriculation (10th class pass) from any recognised Board. (ii) Professional skill in driving, knowledge of motor mechanics, and holding of a valid permanent license for driving cars and heavy vehicles, having at least four years experience in driving issued by State Government or Central Government or Union Territories. Note : The qualifications regarding experience is relaxable for persons belonging to the Scheduled Castes and the Scheduled Tribes, if at any stage of selection, the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

1. (1) These rules may be called the Ministry of Defence (Defence Security Corps) Carpenter Group 'C' posts (Non Gazetted, Non-Ministerial, Non-Industrial) Recruitment (Amendment) Rules, 2019.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. In the Defence Security Corps, Carpenter Group 'C' posts (Non Gazetted, Non-Ministerial, Non-Industrial) Recruitment Rules, 2012,—

(a) for rule 2, the following rule shall be substituted, namely:—

"2. Number of post, classification and level in pay matrix or pay scale.—the number of post, its classification and level in pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules";

(b) in the Schedule, in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:
