(क) िजसने ऐसे Lक्ति से िजसका पित या जिसकी पMी जीिवत हैं, िववाह किया है या िववाह की संिवदा की है ; या
(ख) िजसने अपने पित या अपनी पMी के जीिवत रहते ए किसी Lक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पदों में से किसी पर नियुक्ति का पात्र नहN होगा :
परन्तु यदि के Oीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Lक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुPेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Lक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

6666.... .ावृत्ति.ावृत्ति.ावृत्ति.ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहN डालेगी, िजनका के Oीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगR, आSथक रूप से कमजोर वगR, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Lक्तियों के िलए उपबंध करना अपेक्षित है ।

G.S.R. 343.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the "Cabinet Secretariat Data Entry Operator Grade 'C' Group 'C' post Recruitment Rules, 1996'', except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Data Entry Operator Grade 'C' in the Cabinet Secretariat, namely: -
1. Short title and commencement .— (1) These rules may be called the Cabinet Secretariat, Data Entry Operator Grade 'C' Group 'B' Post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix .— The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment to said post, age limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules in respect of any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Economically Weaker Sections, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time.

| Promotion : Data Entry Operator Grade B in level-5 of pay matrix with six years regular service in the grade and have successfully completed training of four weeks in data entry and programming. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation : Officers of the Central Governments,- (a) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with six years service in the grade rendered after appointment thereto on a regular basis in posts in level-5 of pay matrix or equivalent in the parent cadre or Department; and (b) possessing the educational qualifications and experience prescribed for direct recruits under column (7). Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation, and similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. (क) जिसने ऐसे Lक्ति से, जिसका पति या जिसकी पMी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पMी के जीवित रहते ए किसी Lक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहN होगा:
परंतु यदि के न्Oीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Lक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुPेय है और ऐसा करने के िलए अन्य आधार है, तो वह किसी Lक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....————जहां के न्Oीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब8 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Lक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 344.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules, regulating the method of recruitment to the post of Technical Officer (Medical Laboratory Technology ), Kalawati Saran Children's hospital of New Delhi namely:—

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix .— The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc .— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification .— No person, -
a) who has entered into or contracted a marriage with a person having a spouse living; or
b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, and in consultation with the Union Public Service Commission, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.347.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Field Publicity, Hindi Officer, Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersessions, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Official Language) in the Bureau of Outreach and Communication under the Ministry of Information and Broadcasting, namely:-
1. Short title and commencement.— (1) These rules may be called the Bureau of Outreach and Communication, Assistant Director (Official Language) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.— The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, other qualifications, etc. .— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in Consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
