सा.का.सा.का.सा.का.सा.का.िनिनिनिन....361361361361....————राष्ट्रपति, संिवधान के अनु(cid:18)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते ए और मंत्रिमंडल सिचवालय कार्य&मक और आँकड़ा प्रसंस्करण सहायक /ेणी 'ख' भर्ती िनयम, 2000 को, जहाँ उनका संबंध कार्य&मक के पद से है, उन बातों के सिवाय अधि&ान्त करते ए, जिन्हें ऐसे अधि&मण से पहले किया गया है या करने का लोप किया गया है, मंत्रिमंडल सचिवालय में कार्य&मक के पदों पर भर्ती की प=ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात् :—

(क) िजसने ऐसे Mक्ति से िजसका पित या जिसकी पNी जीिवत हैं, िववाह किया है, या िववाह की संिवदा की है ; या
(ख) िजसने अपने पित या अपनी पNी के जीिवत रहते ए किसी Mक्ति से िववाह किया है, या िववाह की संिवदा की है, उक्त पद पर नियुक्ति का पात्र नहO होगा :
परन्तु यदि के Pीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Mक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुQेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Mक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

6666.... -ावृत्ति-ावृत्ति-ावृत्ति-ावृत्ति ....———— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहO डालेगी, िजनका के Pीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगS, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Mक्तियों के िलए उपबंध करना अपेक्षित है ।

(ii) मूल प्रवर्ग या विभाग वेतन मैट्रिक्स में स्तर-7 या समतुल्य में नियमित आधार पर नियुक्ति के पmात् उस /ेणी में 2 वर्ष की नियमित सेवा की हो; और
(ख) निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों :
(i) किसी मान्यता प्राप्त विiविद्यालय या संस्थान से कं प्यूटर उपयोजन या सूचना प्रौद्योगिकी या कं प्यूटर विQान में मास्टर्स डि'ी; या किसी मान्यता प्राप्त विiविद्यालय या संस्थान से इंजीनियरी का बेचलर या कं प्यूटर इंजीनियरी या कं प्यूटर विQान या कं प्यूटर प्रौद्योगिकी या कं प्यूटर विQान और इंजीनियरी और सूचना प्रौद्योगिकी में प्रौद्योगिकी की बेचलर डि'ी।
(ii) किसी सरकारी कार्यालय या पब्लिक सेक्टर उप&म या स्वशासी निकाय या कानूनी निकाय या किसी मान्यता प्राप्त संस्थान में पीएचपी, .नेट, माय एस क्यू एल, वेब सेवा (जावा, पी एच पी, .नेट) बूटस्ट्रेप, जावास्&िप्ट, जे क्वेरी प्रो'ामिग में 2 वर्ष का अनुभव ।
टिप्पणटिप्पणटिप्पणटिप्पण 1 : 1 : 1 : 1 : पोषक प्रवर्ग के ऐसे िवभागीय अिधकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के िलए िवचार किए जाने के पात्र नहO होंगे । इसी प्रकार, प्रतिनियुक्त Mक्ति प्रोन्नति द्वारा नियुक्ति के िलए िवचार किए जाने के पात्र नहO होंगे ।
टिप्पणटिप्पणटिप्पणटिप्पण 2222 : : : : प्रतिनियुक्ति (अल्प कालिक संविदा सहित) की अविध, िजसके अन्तर्गत के Pीय सरकार के उसी या किसी अन्य संगठन या िवभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाq पद पर प्रतिनियुक्ति (अल्प कालिक संविदा सहित) की अविध है, साधारणतया तीन वर्ष से अिधक नहO होगी ।
टिप्पणटिप्पणटिप्पणटिप्पण 3333 :::: प्रतिनियुक्ति द्वारा नियुक्ति के िलए अिधकतम आयु सीमा आवेदन प्राप्त करने की अंितम तारीख को 56 वर्ष से अिधक नहO होगी ।

G.S.R. 361.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Cabinet Secretariat Programmer and Data Processing Assistant Grade 'B' Recruitment Rules, 2000 in so far as they relate to the post of Programmer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Programmer in the Cabinet Secretariat, namely: -
1. Short title and commencement.— (1) These rules may be called the Cabinet Secretariat Programmer Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.— The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, economically weaker sections, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time.

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. (a) (i) holding analogous posts on regular basis in the parent department; or (ii) with two years' regular service in the grade rendered after appointment thereto on a regular basis in posts in level-7 in the pay matrix or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience: (i) Masters Degree in Computer Applications or Information Technology or Computer Science of a recognised University or Institute; or Bachelor of Engineering or Bachelor of Technology in Computer Engineering or Computer Science or Computer Technology or Computer Science and Engineering or Information Technology from a recognised University or Institute. (ii) two years experience in PHP, .Net, MySQL, Web Services (Java, PHP, .Net), Bootstrap, Javascript, JQuery Programming in a Government office or Public Sector Undertakings or Autonomous Body or Statutory Body or in any recognised institution. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The Maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding 56 years as on the closing date of receipt of applications.

7. 7. 7. 7. -ावृत्ति-ावृत्ति-ावृत्ति-ावृत्ति....———— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहO डालेगा, जिनका कें Pीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनूसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगS, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Mक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 362.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the president hereby makes the following rules, regulating the method of recruitment to Group 'A' posts of Deputy Director (Communication Navigation and Surveillance) and Assistant Director (Communication Navigation and Surveillance) in the Ministry of Civil Aviation, Directorate General of Civil Aviation, namely:- 1. Short title and commencement .— (1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Deputy Director (Communication Navigation and Surveillance) and Assistant Director (Communication Navigation and Surveillance) Group 'A' Gazetted Posts Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette. 2. Application .—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

Number of posts, classification and level in the pay matrix etc., .— The number of the posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit and other qualifications.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification .—No Person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person.
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.
6. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving .—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(b) Experience in regulatory audits or technical audits or quality audits pertaining to Communication, Navigation and Surveillance Systems. (c) Maintenance and inspection of Communication, Navigation and Surveillance Systems. Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be ligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed four years.
