का.िन.आ. 106.—राष्ट्रपति, संिवधान के अनु(cid:19)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते !ए इलैक्ट्रानिकी और यांत्रिकी इंजीनियर कोर मुख्य नक्शानवीस (समूह 'ख' राजपत्रित) भर्ती नियम, 2002 संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1 (1) इन नियमों का संक्षिप्त नाम इलैक्ट्रानिकी और यांत्रिकी इंजीनियर कोर मुख्य नक्शानवीस (समूह "ख" राजपत्रित) भर्ती (संशोधन) िनयम, 2019 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. इलैक्ट्रानिकी और यांत्रिकी इंजीनियर कोर मुख्य नक्शानवीस (समूह "ख" राजपत्रित) में जिसमें तत्पDात उक्त नियम कहा गया है, नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात:-

3. उक्त नियमों में, अनुसूची में-
(i) स्तंभ (4) में, स्तंभ शीर्षक और इससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्षक और प्रविष्टियां रखी जाएंगी, अर्थात:-

S. R. O.106.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Corps of Electronics and Mechanical Engineers Chief Draughtsman (Group 'B' Gazetted) Recruitment Rules, 2002 namely:
1. (1) These rules may be called the Corps of Electronics and Mechanical Engineers, Chief Draughtsman (Group 'B' Gazetted) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Corps of Electronics and Mechanical Engineering Chief Draughtsman (Group 'B' Gazetted) Recruitment Rules, 2002 hereinafter referred to as the said rules, for rule 2, the following rule shall be substituted, namely:-
"2. Number of posts, classification Level in the pay matrix.- Number of the post, classification and Level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the schedule annexed to these rules";
3. In said rules, in the Schedule.-
(i) In column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely.-

2. िवधुत और यांत्रिक इंजीिनयर कोर आरेखन कार्यालय कर्मचारिवृन्द भर्ती नियम, 2002 में -
(i) नियम 1 के उपनियम (1) में, "िवधुत और यांत्रिक इंजीनियर कोर", शब्दों के स्थान पर, "इलेक्ट्रोनिक और यांत्रिक इंजीिनयर कोर" शब्दो को रखा जाएगा;
(ii) नियम 2 के स्थान निम्नलिखित नियम रखा जाएगा, अर्थात:-
"2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पदों की संख्या, उसका वर्गीकरण और उसका वेतन मैट्रिक्स में स्तर या वेतनमान वे होगे जो इन नियमों से उपाबI अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिLदष्ट है";

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Corps of Electrical and Mechanical Engineering Drawing Staff Recruitment Rules, 2002,- (i) in rule 1, in sub-rule (1), for the words "the Corps of Electrical and Mechanical Engineering", the words "the Corps of Electronics and Mechanical Engineers" shall be substituted;
(ii) for rule 2, the following rule shall be substituted, namely:-

का.िन.आ.108.—राष्ट्रपति, संविधान के अनु(cid:19)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते !ए, रक्षा मंत्रालय, इलेक्टाँनिक और यांत्रिक इंजीिनयर कोर (औद्योगिक) ट्रेडसमैन मेट भर्ती नियम, 2011 को संशोधन करने के लिए निम्निलिखत िनयम बनाते है, अर्थात्:-
1. (1) संक्षिप्त नाम और प्रारंभ .—इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, इलेक्टाँनिक और यांत्रिक इंजीिनयर कोर (औद्योिगक) ट्रेडसमैन मेट भर्ती (संशोधन) नियम, 2019 है।

2. रक्षा मंत्रालय, इलेक्टाँनिक और यांत्रिक इंजीिनयर कोर (औद्योिगक) ट्रेडसमैन मेट भर्ती नियम, 2011 के नियम 2, के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्:-
(क) "नियम 2 के स्थान पर, पद संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर:- उक्त पद की संख्या, उनका वर्गीकरण और उससे संलb वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाबI अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिLदष्ट है।"

(2) They shall come into force on the date of their publication in the Official Gazette.
2. For Rule 2 of Ministry of Defence, Corps of Electronics and Mechanical Engineers, (Industrial) Tradesman Mate Recruitment Rules, 2011, the following rule shall be substituted, namely:-
(A) " for rule 2, Number of posts, classification, level in pay matrix.- The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".
(B) in the Schedule, in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

का.िन.आ.109.— राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, और महािनदेशक सश) सेना चिकित्सा सेवा (समूह 'घ' पद) भर्ती िनयम, 1978, जहां तक उनका संबंध (i) दर्जी, (ii) बूट बनाने वाला, (iii) रसोईया (iv) नाई और (v) धोबी के पदों से संबंधित है को उन बातों के सिवाय अधि6ांत करते 'ए, जिन्हें ऐसे अधि6मण से पूर्व किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, महािनदेशक, सश) सेना िचकित्सा सेवा समूह (ग) पदों पर भर्ती की प>ति का विनियमन करने के लिए निम्नलिखित नियम बनाते है, अर्थात :-
1. संक्षिप्त नाम और प्रारंभ .— (1) इन नियमों का संक्षिप्त नाम महानिदेशक सश) सेना चिकित्सा सेवा, 'समूह 'ग' कर्मचारी' बृ ंद (i) दर्जी, (ii) बूट बनाने वाला, (iii) रसोईया (iv) नाई और (v) धोबी पद 'भर्ती िनयम 2019' है I
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे I
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .— उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर या वेतन मान वें होंगे जो इन नियमों से उपाब> अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिNदष्ट हैं I
3. भर्ती की प(cid:31)ति, आयु-सीमा, अर्हताएं आदि .— उक्त पद पर भर्ती की प>ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिNदष्ट हैं I
4. निरर्हता .— वह Sक्ति –
(क) जिसने ऐसे Sक्ति से जिसका पति या जिसकी पUी जीवित हैं, विवाह किया है या विवाह की संविदा की है; या
(ख) िजसने अपने पति या अपनी पUी के जीवित रहते 'ए किसी Sक्ति से विवाह किया है, या िववाह की संविदा की है;

परंतु यदि कें Wीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Sक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Sक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी I
5. शिथिल करने कि शक्ति.— जहां के न्Wीय सरकार कि यह राय है कि ऐसा करना आवश्यक या समीचीन हैं, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखब> करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Sक्तियों कि बाबत, आदेश द्वारा िशिथल कर सके गी I
6. ,ावृत्ति.— इन नियमों की कोई बात, ऐसे आरक्षणो, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहV डालेगी, जिनका के न्Wीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, अन्य पीछड़े वर्ग, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Sक्तियों के लिए उपबंध करना अपेक्षित है I

S.R.O. 109.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Director General Armed Forces Medical Services (Group 'D' posts) , Recruitment Rules, 1978 in so far as they relate to the posts of (i) Tailor, (ii) Bootmaker, (iii) Cook, (iv) Barber and (v) Washerman/Dhobi except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to certain Group 'C' posts under Director General Armed Forces Medical Services, Ministry of Defence, namely: -
1. Short title and commencement.—(1) These rules may be called the Director General Armed Forces Medical Services (Group 'C' Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.— The number of the said posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit and other qualifications etc.— The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

का.िन.आ.110.—राष्ट्रपति, संिवधान के अनु(cid:19)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते !ए और रक्षा अनुसंधान और िवकास संगठन रक्षा मंत्रालय, कैं टीन काडर (समूह 'ग' एवं समूह 'घ') पद भर्ती िनयम, 1999 को, उन बातों के िसवाय, जिन्हें ऐसे अधिnमण से पहले किया गया है या करने का लोप किया गया है रक्षा मंत्रालय, रक्षा अनुसंधान एवं िवकास संगठन में कैं टीन संवर्ग (समूह 'ग' व समूह 'घ') पदों की, भर्ती की पIति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात् :-
601 [भाग IIखण्ड 4] भारत का राजपत्रा : दिसम्बर 21, 2019/्र अग्रहायण, 30, 19411. संक्षिप्त नाम और प्रारम्भ.— (1) इन नियमों का संक्षिप्त नाम, रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, कैं टीन काडर (समूह 'ग') पद भर्ती नियम, 2019 है।
(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.— ये नियम इन नियमों में उपाबI अनुसूची के स्तंभ (1) में विनिLदष्ट पदों पर लागू होंगे।
3. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.— उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों में उपाबI अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिLदष्ट हैं ।
4. भर्ती की प-ति, आयु सीमा एवं अन्य अर्हताएं.—उक्त पदों पर भर्ती की पIति, आयु-सीमा, अर्हताएं और उक्त पद से संबंिधत अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिLदष्ट हैं ।
5. निरर्हता.—वह dक्ति.-
(क) िजसने ऐसे dक्ति से िजसका पित या जिसकी पwी जीिवत है िववाह किया है या िववाह की संिवदा की है, या (ख) िजसने अपने पित या पwी के जीिवत रहते !ए किसी dक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पदों पर नियुक्ति का पात्र नहf होगा:-
परन्तु यदि के न्eीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस dक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुxेय है और ऐसा करने के िलए अन्य आधार है, तो वह किसी dक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।
6. िशिथल करने की शक्ति.—अगर के न्eीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखबI करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के dक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
7. ;ावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहf डालेगी, िजनका के न्eीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगy, पूर्व सैनिकों और अन्य िवशेष प्रवर्ग के dक्तियों के िलए उपबंध करना अपेक्षित है।

S.R.O.110.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Defence Research and Development Organisation, Ministry of Defence, Canteen Cadre (Group 'C' and Group 'D') posts Recruitment Rules, 1999, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of Recruitment to the Canteen Cadre (Group 'C' and Group 'D') posts in the Defence Research and Development Organisation, Ministry of Defence, namely:-
1. Short title and commencement.— (1) These rules may be called the Defence Research and Development Organisation, Ministry of Defence, Canteen Cadre (Group 'C') Posts Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of post, classification, level in pay matrix.— The number of posts, their classification and level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment age-limit and other qualifications.—The method of recruitment, age-limit, qualifications and other matters relating to thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualifications.—No person,610 THE GAZETTE OF INDIA : DECEMBER 21, 2019/AGRAHAYANA 30, 1941 [PART II—SEC. 4] (a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time.
