सा.का.नि.38.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और पुलिस अनुसंधान एवं विकास ब्यूरो, अनुसचिवीय (समूह -ख पद) भर्ती नियम 1976 को, उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय, न्यायालयिक विज्ञान सेवा निदेशालय एवं इसकी बाहरी इकाइयो में प्रशासनिक अधिकारी, (समूह ख पद) पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थातः-

(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, न्यायालयिक विज्ञान सेवा निदेशालय, प्रशासनिक अधिकारी (समूह -ख पद) भर्ती नियम, 2020 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत होगें ।
2. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.—पदों की संख्या, उनका वर्गीकरण, वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनूसुची में स्तम्भ (2) से स्तंभ (4) में विनिदिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.—उक्त पदों की भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनूसुची के स्तंभ (5) से (13) तक में विनिदिष्ट हैं ।
4. निरर्हता.— वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या,
(ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का समाधान हो जाए कि ऐसा विवाह ऐसे व्यक्ति ओर विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इन नियम के प्रवर्तन में छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह, उसके लिए जो कारण है उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए, आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

| प्रोन्नति: सहायक जिन्होने वेतन मैट्रिक्स में स्तर 6 (35400-112400/- रु.) में नियमित आधार पर नियुक्ति के पश्चात् पाँच वर्ष की सेवा की है तथा संबंधित क्षेत्र में, सचिवालय प्रशिक्षण तथा प्रबंध संस्थान द्वारा संचालित 2-4 सप्ताह का प्रशिक्षण सफलतापूर्वक पूरी की है । टिप्पण : जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हों, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो I | समूह 'ख' विभागीय प्रोन्नति समिति (प्रोन्नति पर विचार करने के लिए) जिसमें निम्नलिखित होंगे :- 1. निदेशक, कें द्रीय न्यायालयिक विज्ञान प्रयोगशाला, न्यायालयिक विज्ञान सेवा निदेशालय - अध्यक्ष; 2. उप-निदेशक, कें द्रीय न्यायालयिक विज्ञान प्रयोगशाला, न्यायालयिक विज्ञान सेवा निदेशालय - सदस्य; 3. भारत सरकार गृह मंत्रालय का एक अधिकारी जो भारत सरकार के अवर सचिव की पंक्ति से नीचे ना हो - सदस्य। | लागू नहीं होता I |

G.S.R.38.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Bureau of Police Research and Development Ministerial (Group B) Posts Recruitment Rules, 1976 in so far as they relate to the post of Section Officer/Administrative Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to the post of Administrative Officer (Group B post) in the Ministry of Home Affairs, Directorate of Forensic Science Services and its outlying units, namely:-
1. Short title and commencement.—
(1) These rules may be called the Ministry of Home Affairs, Directorate of Forensic Science Services
Administrative Officer (Group ‗B' post) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and the
level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि.39.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के महारजिस्ट्रार का कार्यालय एवं राज्यों और संघ राज्यक्षेत्रों में स्थित जनगणना कार्य निदेशालयों, अवर श्रेणी लिपिक/टंकक भर्ती नियम, 2010, का इस प्रकार के अधिक्रमण करने से पूर्व, किए गए कार्य या छोड़े गए, किए जाने वाले कार्य के अतिरिक्त, राष्ट्रपति एतदद्वारा भारत के महारजिस्ट्रार का कार्यालय एवं राज्यों और संघ राज्य क्षेत्रों में स्थित जनगणना कार्य निदेशालयों में, अवर श्रेणी लिपिक/टंककों के पदों पर भर्ती की पद्धति का विनियमित करते हुए निम्नलिखित नियम बनाते हैः-

G.S.R. 39.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Office of the Registrar General, India and the Offices of the Director of Census Operations in States and Union Territories, Lower Division Clerk/Typist Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk/Typist in the Office of the Registrar General, India and the Offices of the Director of Census Operations in the States and the Union territories, namely:—
1. Short title and commencement.— (1) These rules may be called the Office of the Registrar General, India and the Offices of the Director of Census Operations in States and Union territories, Lower Division Clerk/Typist Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person, having a spouse living; or258 THE GAZETTE OF INDIA : FEBRUARY 29, 2020/PHALGUNA 10, 1941 [PART II—SEC. 3(i)] (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त शीर्षक और प्रारंभ.— (1) ये नियम कृ षि एवं किसान कल्याण मंत्रालय, कृ षि, सहकारिता एवं किसान कल्याण विभाग, बागवानी आयुक्त (समूह 'क' पद) भर्ती नियम, 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्या, उनका वर्गीकरण और वेतन मेट्रिक्स में स्तर.— उक्त पद की संख्या, उसका वर्गीकरण और वेतन मेट्रिक्स में स्तर वह जो इन नियमों से उपाबध अनुसूची के स्तंभ (2) से (4) में विनिदिष्ट है।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.— भर्ती की पद्धति, आयु-सीमा, अर्हताएं और इससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिदिष्ट है।
4. निरर्हताएं.—वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पद पर नियुक्ति के लिए पात्र नही होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है। तो वह इस व्यक्ति को इस नियम के प्रवर्तन से छू ट दी जा सके गी।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है। वहां, वह उसके लिए जो कारण है लेखबद्ध करने हेतु तथा संघ लोक सेवा आयोग से परामर्श करके नियमों में किसी उपबंध को किसी वर्ग यह प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।
6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

1. (1) These rules may be called the Ministry of Agriculture & Farmers Welfare, Department of Agriculture, Cooperation & Farmers Welfare (Cooperation and Credit Division), Group ‗A' and Group ‗B' Technical posts Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Agriculture, Department of Agriculture and Cooperation (Cooperation and Credit Division), Group ‗A' and Group ‗B' Technical posts Recruitment Rules,2015, in the Schedule -
(i) Under column (3) of post no. 5 (Senior Technical Assistant Grade-II (Cooperation/Credit) of the English Version, the existing entry, ―Gazetted‖ , shall be read as ―non-Gazetted‖
(ii) Under column (7) of post no. 5 [Senior Technical Assistant Grade-II (Cooperation/Credit)] of the Hindi Version the existing entry, ―मास्टर डिग्री‖, shall be read as ―बैचलर डिग्री‖ under heading ―आवश्यक‖ (i).

सा.का.नि. 42.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वास्थ्य
और परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महानिदेशालय, नई दिल्ली के अधीन राष्ट्रीय अंग और ऊतक प्रत्यारोपण संगठन (नोटो) में प्रयोगशाला तकनीशियन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय राष्ट्रीय अंग और
ऊतक प्रत्यारोपण संगठन, सफदरजंग अस्पताल, नई दिल्ली, प्रयोगशाला तकनीशियन समूह 'ग' पद की भर्ती
नियम, 2020 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.—उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.— भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं ।
4. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य
पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के लिए आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति.—इन नियमों की ऐसी कोई बात आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 42.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Lab Technician in the National Organ and Tissue Transplant Organisation (NOTTO) under the Directorate General of Health Services, Ministry of Health and Family Welfare, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, National Organ and Tissue Transplant Organisation, Safdarjung Hospital, New Delhi, Lab Technician (Group ‗C' Post) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| संयुक् त पद्धति से [ प्रतिनियुक्ति (जिसके अन् तर्गत अल् पकालिक संविदा भी है) /प्रोन् नति द्वारा ] क े न् द्रीय सरकार/राज् य सरकार या संघ राज् य क्षेत्र प्रशासन या स् वायत्त या कानूनी संगठन या सार्वजनिक क्षेत्र के उपक्रम या मान् यता प्राप् त विश् वविद्यालय या संस् थान या अनुसंधान संस् थान के ऐसे अधिकारी: (क) (i) जिन् होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है; या (ii) जिन् होंने मूल काडर या विभाग में वेतन मैट्रिक् स में स् तर-9 (53,100-167,800 रू.) / वेतन मैट्रिक् स में स् तर-8 (47600-151100 रू.) में नियमित आधार पर उस पद पर नियुक्ति के पश् चात् उस श्रेणी में 2 वर्षो की नियमित सेवा की हो, या (iii) जिन् होंने मूल काडर या विभाग में वेतन मैट्रिक् स में स् तर-7 (44900-142400 रू.) या उसके सदृश, में नियमित आधार पर उस पद पर नियुक्ति के पश् चात उस श्रेणी में तीन वर्ष की नियमित सेवा की हो, या iv) जिन् होने मूल काडर या विभाग में वेतन मैट्रिक् स में स् तर-6 (35400-112400 रू.) या इसके सदृश, में नियमित आधार पर उस पद प र नियुक्ति के पश् चात् उस श्रेणी में आठ वर्ष की नियमित सेवा की हो; और (ख) जो निम् नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों: आवश् यक: (i) किसी मान् यता प्राप् त विश् वविद्यालय या संस् थान से सांख्यिकी या अनुप्रयुक् त सांख्यिकी में मास् टर डिग्री। (ii) सांख्यिकी आंकड़ों के विश् लेषण और संकलन में तीन वर्षो का अनुभव। वांछनीय मान् यता प्राप् त विश् वविद्यालय या संस् थान से कम् पयूटर उपयोजन /सूचना प्रौद्योगिकी में डिप् लोमा या प्रमाण पत्र टिप्पण 1: ऐसे विभागीय सांख्यिकी अधिकारी जिन् होंने वेतन मैट्रिक् स में स् तर-6 (35400- 112400 रू.) में 8 वर्ष तक की नियमित सेवा की हो और जो शैक्षणिक अर्हताएं रखते हों और प्रतिनियुक्ति के आधार पर नियुक्ति पर विचार करने के लिए विहित अनुभव रखते हों और जिन् होंने के न् द्रीय मंत्रालय/ मान् यताप्राप् त संस् थान या विश् वविद्यालय से अनुप्रयुक् त सांख्यिकी में चार सप् ताह का प्रशिक्षण पूरा कर लिया है उन पर बाहरी आवेदकों के साथ विचार किया जाएगा। यदि विभागीय अभ् यर्थी का चयन इस पद के लिए होता है, तब यह माना जाएगा कि इसको प्रोन् नति द्वारा भरा गया है। टिप्पण 2:- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया 3 वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। | विभागीय पुष्टिकरण समिति (पुष्टि पर विचार करने के लिए) जिसमें निम् नलिखित होंगे:- 1. निदेशक, राष् ट्रीय एटलस और थिमैटिक मानचित्रण संगठन - अध् यक्ष 2. संबद्ध संयुक् त सचिव, विज्ञान और प्रौद्योगिकी विभाग -सदस् य 3. निदेशक या संबद्ध उपसचिव, विज्ञान और प्रौद्योगिकी विभाग -सदस् य | संघ लोक सेवा आयोग से परामर्श करना आवश् यक है। |

G.S.R.44.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Atlas and Thematic Mapping Organisation (Senior Statistical Officer) Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the said post of Senior Statistical Officer in the National Atlas and Thematic Mapping Organisation, Department of Science and Technology, Ministry of Science and Technology, namely:-
1. Short title and commencement.— (1) These rules may be called the National Atlas and Thematic Mapping Organisation (Senior Statistical Officer) Recruitment Rules, 2020.
[भाग II—खण्ड (i)] भारत का राजपत्र : फरवरी 29, 2020/फाल्गुन 10, 1941 273(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Three years experience in compilation and analysis of Statistical data. Desirable: (i) Diploma or certificate in computer application/IT from a recognized university or institute. Note 1: The departmental Statistical officer in Level-6 in the pay matrix (Rs. 35,400- Rs.1,12,400/-) with 8 years of regular service and having the educational qualifications and experience prescribed for considering appointment on deputation basis and having successfully completed four weeks training in the area of Applied Statistics from Central Ministry/recognised institute or University is considered along with outsiders. If the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years.
