सा.का.नि. 103.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पुलिस अनुसंधान और विकास ब्यूरो, ( निदेशक न्याय संबंधी विज्ञान/मुख्य न्याय संबंधी वैज्ञानिक ) भर्ती नियम 1985 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, न्यायालयिक विज्ञान सेवा निदेशालय और इनकी दूरस्थ इकाइयों में निदेशक – सह - मुख्य न्यायालयिक वैज्ञानिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, न्यायालयिक विज्ञान सेवा निदेशालय, निदेशक – सह - मुख्य न्यायालयिक वैज्ञानिक भर्ती नियम, 2020 है ।
(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत होगें ।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.— पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनूसुची में स्तम्भ (2) से स्तंभ (4) में विनिदिष्ट है ।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि.— उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनूसुची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं ।
4. निरर्हता.— वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या
विवाह की संविदा की है; या ,
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा ।
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इन नियमों के प्रवर्तन में छू ट दे सके गी ।
5. शिथिल करने की शक्ति.— जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति.— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए, आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

| या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है (जिसके अंतर्गत अल्पकालीन संविदा भी है ) साधारणतया 5 वर्ष से अधिक नहीं होगी I टिप्पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 58 वर्ष से अधिक नही ँ होगी I |

G.S.R. 103.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Bureau of Police Research and Development (Director Forensic Science / Chief Forensic Scientist) Recruitment Rules,1985, except as respects things done or omitted to be done before such supersession, the president hereby makes the following rules regulating the method of recruitment to the post of Director-Cum-Chief Forensic Scientist in the Directorate of Forensic Science Services and its outlying units, namely:-
1. Short title and commencement.—
(1) These rules may be called the Ministry of Home Affairs, Directorate of Forensic Science Services, Director –Cum- Chief Forensic Scientist Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

(ii) eighteen years research, training and analytical experience in any one of the above subjects with a minimum twelve years of working experience in Forensic Science Laboratory. Desirable qualification: Doctorate degree in the relevant subjects from a recognised university or equivalent. Note-1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment on promotion. Note-2: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note-3: The maximum age-limit for ppointment by deputation (including short-term contract) shall be not exceeding fifty-eight years' as on the closing date of receipt of applications. |

सा.का.नि.104.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और वर्ग-III पद [समन्वय निदेशालय (पुलिस बेतार)] भर्ती नियम,1962 को, जहाँ तक उनका संबंध सवार हरकारा के पदों से है, का उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन, समन्वय निदेशालय (पुलिस बेतार) में सवार हरकारा (ग्रेड-I), सवार हरकारा (ग्रेड-II) और सवार हरकारा (साधारण ग्रेड) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

G.S.R. 104.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Class III posts [Directorate of Co-ordination (Police Wireless)] Recruitment Rules, 1962 in so far as they relate to the posts of Despatch Rider except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of to recruitment to the posts of Despatch Rider (Grade I), Despatch Rider (Grade II) and Despatch Rider (Ordinary Grade) in the Directorate of Co-ordination (Police Wireless), under the Ministry of Home Affairs, namely:-
1. Short title and commencement .— (1) These rules may be called the Ministry of Home Affairs, Directorate of Co-ordination Police Wireless, Despatch Rider (Grade -I), Despatch Rider (Grade -II) and Despatch Rider (Ordinary Grade), Recruitment Rules 2020.
(2). They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, level in the pay matrix .— The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc. .—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification .—No person.—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 105.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भूमि संसाधन विभाग, वैज्ञानिक (प्रोद्योगिकी विस्तार) भर्ती नियमावली, 2000 का उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या किए जाने का लोप किया गया है, भूमि संसाधन विभाग, ग्रामीण विकास मंत्रालय में वरिष्ठ अपर आयुक्त (वाटरशेड विकास) के पद के लिए भर्ती की पद्धति को विनियमित करते हुए एतद्द्वारा निम्नलिखित नियम बनाते हैं, अर्थातः-
1. संक्षिप्त नाम और प्रारंभ-(i) इन नियमों का संक्षिप्त नाम भूमि संसाधन विभाग, वरिष्ठ अपर आयुक्त (वाटरशेड विकास), भर्ती नियमावली, 2020 है।
(ii) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- पद की संख्या, उसका वर्गीकरण और उससे संबद्ध वेतन मैट्रिक्स में स्तर, इस नियमावली के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथा-विनिदिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा और अर्हता, इत्यादि- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य मामले पूर्वोक्त अनुसूची के कॉलम (5) से (13) में यथा विनिदिष्ट हैं।
4. निरर्हता- वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगाः
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति- जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्ति के बाबत, आदेश द्वारा शिथिल कर सके गी।

G.S.R. 105 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Land Resources, Scientist (Technology Extension), Recruitment Rules, 2000, except as respects things done or omitted to have been done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Additional Commissioner (Watershed Development) in the Department of Land Resources, Ministry of Rural Development, namely:-
1. Short title and commencement.— (i) These rules may be called the Department of Land Resources, Senior Additional Commissioner (Watershed Development), Recruitment Rules, 2020.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
652 THE GAZETTE OF INDIA : JULY 25, 2020/SRAVANA 3, 1942 [PART II—SEC. 3(i)]3. Method of recruitment, age-limit and qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in column (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person - ,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxations of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-service-men and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Experience (i) Fifteen years' experience in a supervisory capacity of planning and implementation of wastelands development or watershed development or agriculture or forestry or rural development programmes or land use planning or resource conservation. Desirable Qualification: (i) Doctorate degree or Ph. D. in Agriculture or Soil Science or Agricultural Chemistry or Horticulture or Botany from a recognised University or Institute or Master degree in Civil or Agriculture Engineering from a recognised University or Institute; (ii) Experience in formulation of plan or schemes for watershed or rural development or devising strategy for inter-state coordination. Note 1: The departmental Deputy Commissioner (Watershed Development) in Level-12 (Rs. 78800 - 209200/-) of the pay matrix with six years of regular service in the grade and possessing the educational qualifications and experience prescribed for considering appointment on deputation basis is considered along with outsiders and if the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion. | ||
| Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. The Maximum age-limit for appointment by deputation shall be not exceeding fifty six years as on the last date of receipt of applications. |
