362 THE GAZETTE OF INDIA : MARCH 13, 2021/PHALGUNA 22, 1942 [PART II—SEC. 3(i)]किया गया है। कें द्रीय अप्रत्यक्ष कर और सीमाशुल्क बोर्ड, वित्त मंत्रालय, राजस्व विभाग में आयुक्तालयों तथा निदेशालयों में निजी सचिव के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्न नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम वित्त मंत्रालय, राजस्व विभाग, कें द्रीय अप्रत्यक्ष कर और सीमाशुल्क बोर्ड, आयुक्तालयों तथा निदेशालयों, निजी सचिव (समूह 'ख' पद) भत्र्ती नियम, 2021 है।
(2) ये नियम राजपत्र में उनके प्रकाशन होने की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—पद की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ (2) से (4) में विनिर्दिष्ट हैं।
3. विशेष उपबंध.— (1) आयुक्तालयों तथा निदेशालयों के प्रत्येक संवर्ग नियंत्रक प्रधिकारी का अपना एक अलग संवर्ग होगा जब तक कि कें द्रीय अप्रत्यक्ष कर और सीमा शुल्क बोर्ड (जिसे इसमें इसके पश्चात बोर्ड कहा गया है।) द्वारा उसकी ओर से अन्यथा उपबंधित नहीं किया जाए। निष्पादन प्रबंधन महानिदेशक, कें द्रीय अप्रत्यक्ष कर और सीमा शुल्क बोर्ड, नई दिल्ली निम्नलिखित निदेशालयों के संबंध में उक्त पद के लिए बोर्ड द्वारा यथा अनुमोदित संवर्ग नियंत्रक प्राधिकारी होंगे, अर्थात्:-
(i) निष्पादन प्रबंधन महानिदेशालय;
(ii) राजस्व आसूचना महानिदेशालय;
(iii) माल एवं सेवा कर आसूचना महानिदेशालय;
(iv) रसद निदेशालय;
(v) करदाता सेवा महानिदेशालय;
(vi) प्रणाली और आंकड़ा प्रबंधन महानिदेशालय;
(vii) कें द्रीय राजस्व नियंत्रक प्रयोगशाला;
(viii) सतर्क ता महानिदेशालय;
(ix) एन्टी प्रोफीटियरिंग महानिदेशालय;
(x) निर्यात संवर्धन महानिदेशालय;
(xi) लेखा परीक्षा महानिदेशालय;
(xii) विधिक मामले निदेशालय;
(xiii) मानव संसाधन विकास महानिदेशालय;
(xiv) मुख्य आयुक्त (प्राधिकृ त प्रतिनिधि), सीमाशुल्क, कें द्रीय उत्पाद शुल्क और सेवा कर अपीलीय न्यायाधिकरण (सीइएसटीएटी);
(xv) विश्लेषिकी और जोखिम प्रबंधन महानिदेशालय;
(xvi) मूल्यांकन महानिदेशालय;
(xvii) अंतर्राष्ट्रीय सीमाशुल्क निदेशालय;
(xviii) माल एवं सेवा कर महानिदेशालय;
[भाग II—खण्ड 3(i)] भारत का राजपत्र : मार्च13, 2021/फाल्गुन 22, 1942 363(2) समूह 'ख' श्रेणी में सभी विलय किए गए निदेशालय के पदों की परस्पर ज्येष्ठता को, इस संदर्भ में सरकार द्वारा समय-समय पर जारी किए गए अनुदेशों या दिशा-निर्देशों के अनुसार एकीकृ त किया जाएगा।
4. भत्र्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बाते वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में विनिर्दिष्ट है।
5. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया हैं, या विवाह की संविदा की हैं;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता हैं कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय हैं और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबन्ध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है।

G.S.R. 25.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance, Department of Revenue, Central Board of Excise and Customs, Commissionerates and Directorates, Private Secretary (Group 'B' Post) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Private Secretary in the Commissionerates and Directorates under the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, namely:-
1. Short title and Commencement.— (1) These rules may be called the Ministry of Finance, Department of Revenue, Central Board of Indirect Taxes and Customs, Commissionerates and Directorates, Private Secretary (Group 'B' Post) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.
3. Special provision.— (1) Each Cadre Controlling Authority of Commissionerates and Directorates shall have its own separate cadre unless otherwise specifically prescribed by the Central Board of Indirect Taxes and Customs (hereinafter referred to as the Board) in this behalf. The Directorate General of Performance Management, Central Board of Indirect Taxes and Customs, New Delhi, shall be the Cadre Controlling Authority for the said post in respect of the following Directorates, as approved by the Board, namely:-
(i) Directorate General of Performance Management;

(iii) Directorate General of Goods and Service Tax Intelligence;
(iv) Directorate of Logistics;
(v) Directorate General of Tax Payer Services;
(vi) Directorate General of Systems and Data Management;
(vii) Central Revenues Control Laboratory;
(viii) Directorate General of Vigilance;
(ix) Directorate General of Anti-Profiteering;
(x) Directorate General of Export Promotion;
(xi) Directorate General of Audit;
(xii) Directorate of Legal Affairs;
(xiii) Directorate General of Human Resource Development;
(xiv) Chief Commissioner (AR), Customs, Central Excise and Service Tax Appellate Tribunal (CESTAT);
(xv) Directorate General of Analytics and Risk Management;
(xvi) Directorate General of Valuation;
(xvii) Directorate of International Customs; and
(xviii) Directorate General of Goods and Service Tax.
(2) Inter-se-seniority of all merged Directorate posts in the grade of Group 'B' shall be integrated as per the instructions or guidelines issued by the Government of India from time to time in this regard.
4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.—No person, -
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment for the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 26.—In the Notification of Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Directorate of Marketing and Inspection, Field Cadre Posts, Deputy Agricultural Marketing Adviser, Assistant Agricultural Marketing Adviser, Senior Marketing Officer, Marketing Officer (Group-I) Recruitment Rules, 2018 published in the Gazette of India vide Notification G.S,R No. 173 dated 08.06.2018, in Rule 7 of Hindi version, the words " आयु-सीमा में छू ट" may be deleted.
Further, following contents of the Schedule in Hindi version may be read as part and parcel of the Notification :
(i) At page No. 1020, Column No. 6, Line 1 for the post of Assistant Agricultural Adviser (Group- I), for the digits and words "50 वर्ष से अधिक नहीं " may be read as "40 वर्ष से अधिक नहीं "

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है,; या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस सबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 27.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Leprosy Training and Research Institute, Aska (Non-Medical Supervisor) Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Non-Medical Supervisor in the Regional Leprosy Training and Research Institute, Aska, Odisha, namely:-
1.Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Aska, Odisha, Non-Medical Supervisor (Group 'C' Post) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons recorded to be in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त शीर्षक और प्रारंभ.— (1) इन नियमों को रसायन और उर्वरक मंत्रालय, (उर्वरक विभाग) स्टाफ कार ड्राइवर (समूह 'ग'पद) भर्ती नियम, 2020 कहा जाएगा।
(2) ये नियम सरकारी राजपत्र में उनके प्रकाशित होने की तारीख से लागू होंगे।
2. लागू होना.—ये नियम इन नियमों की संलग्न अनुसूची के कॉलम (1) में विनिर्दिष्ट पदों पर लागू होंगे।
3. पदों की संख्या, वर्गीकरण तथा पे मैट्रिक्स में लेवल.—उक्त पदों की संख्या, उनका वर्गीकरण, और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
4. भर्ती की पद्धति, आयु सीमा, योग्यता, आदि .—भर्ती की पद्धति, आयु सीमा, अर्हताएं और इससे संबंधित अन्य बातें वे होंगी उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट है ।
5. प्रारंभिक गठन: इन नियमों के प्रारंभ से तत्काल पूर्व नियमित आधार पर स्टाफ कार चालक साधारण ग्रेड के पद के पदधारकों को इन नियमों के तहत नियुक्त किया गया समझा माना जाएगा और उक्त पद पर उनकी निरंतर सेवा को परिवीक्षा, पदोन्नति और पेंशन के लिए अर्हक सेवा के लिए विचार किया जाएगा।
6. निरर्हता.—वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है,; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 28 .—In exercise of the powers conferred by the proviso to article 309 of the constitution, the President hereby makes the following rules regulating the method of recruitment of the posts of Staff Car Drivers in the Department of Fertilizers, Ministry of Chemicals and Fertilizers, namely :-
1. Short title and commencement .— (1) These rules may be called the Ministry of Chemicals and Fertilizers, Department of Fertilizers, Staff Car Drivers (Group 'C' Posts) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application .—These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix .—The number of said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said schedule.
4. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the aforesaid schedule.
5. Initial Constitution .—The incumbents holding the post of Staff Car Drivers Ordinary Grade on regular basis immediately before the commencement of these rules shall be deemed to have been appointed under these rules and their continuous service in the said post shall be taken into consideration for the purpose of qualifying service for probation, promotion and pension.
6. Disqualification .—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from operation of these rules.
7. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

[भाग II—खण्ड 3(i)] भारत का राजपत्र : मार्च13, 2021/फाल्गुन 22, 1942 3812. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—पद की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर वें होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अन्य अर्हताएं आदि.—भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बाते वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. प्रारंभिक गठन.— (1) ऐसे कार्मिक जो इन नियमों के प्रारंभ की तारीख पर नियमित आधार पर पद धारण कर रहे हैं, इन नियमों के प्रावधानों के अनुसार नियुक्त किए गए समझे जाएंगे।
(2) प्रारंभिक गठन के पूर्ववर्ती उप नियम 1 में उल्लिखित कार्मिक द्वारा की गई निरंतर सेवा को परीवीक्षा, पुष्टि और पेंशन की सेवा में परीवीक्षा अवधि और अर्हक सेवा के प्रयोजनों के लिये गणना में लिया जायेगा।
5 निरर्हता.—वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है,: या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति .—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

1. Short title and commencement.— (1) These rules may be called the Ministry of Chemicals and Fertilizers, Department of Fertilizers (Multi-Tasking Staff) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the post, its classification and level in the pay matrix attached thereto shall be as specified in the columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age - limit and other qualifications, etc.—The method of recruitment, age - limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

(2) The regular continuous service of personnel mentioned in the sub-rule (1) prior to the initial constitution shall count for the purpose of probation period, qualifying service for promotion, confirmation and pension in the service.
5. Disqualification.—No person,-

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservations, relaxation of age - limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम के न्द्रीय मत्स्य उद्योग तटीय इंजीनियरिंग संस्थान बंगलौर, बहु कार्य कर्मचारी वृन्द (समूह 'ग') भर्ती नियम, 2021 है।

2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर या वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.—उक्त पद पर भर्ती की पद्धित, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
4. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है; या विवाह की संविदा की है या[भाग II—खण्ड 3(i)] भारत का राजपत्र : मार्च13, 2021/फाल्गुन 22, 1942 385 (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष, प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 30 .—In exercise of the powers conferred by the proviso to article 309 of the constitution and in supersession of the Ministry of Agriculture, the Central Institute of Coastal Engineering for Fishery Bangalore (Multi Tasking Staff), Group 'C', Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in Central Institute of Coastal Engineering for Fishery, Bangalore under the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely: -
(1) Short title and commencement.— (1) These rules may be called the Central Institute of Coastal Engineering for Fishery, Bangalore, Multi Tasking Staff, (Group 'C'), Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications.—No Person, -

G.S.R. 31.—In exercise of the powers conferred by the proviso to article 309 of the constitution and in supersession of the Central Institute of Coastal Engineering for Fishery (Administrative Officer and Accountant). Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Administrative Officer in Central Institute of Coastal Engineering for Fishery, Bangalore under the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely: -
1. Short title and commencement.— (1) These rules may be called the Central Institute of Coastal Engineering for Fishery, (Administrative Officer) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and pay band and grade pay or pay scale.—The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualification, etc. .— The method of recruitment to the said post, age- limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.— No Person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Composite Method (Deputation plus Promotion): 1. Officers under the Central Government or State Governments or Union territories: — (a) (i) holding analogous post on a regular basis in the parent cadre or department; or (ii) With five years' service in the grade rendered after appointment thereto on a regular basis in the level – 6 (Rs. 35,400 – 1,12,400) or equivalent inthe parent cadre or department; and (b) Possessing the educational qualifications and experience prescribed for direct recruits under column (7). Note 1: The Departmental Accountant in the level – 6 (Rs. 35,400 – 1,12,400) with five years' regular service in the grade shall also be considered along with outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note 2: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 3: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation/Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment on deputation shall be not exceeding 56 years as on the closing date of the receipt of application. |
