सा.का.नि. 32.-संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा सरकारी अफीम एवं क्षारोद कारखाने उपक्रम के वर्ग "ग" एवं "घ" अराजपत्रित (दवाखाना कर्मचारी) के पूर्व भर्ती नियमावली 1983 के अतिक्रमण में इस प्रकार के अतिक्रमण से पूर्व किए गए कार्यों तथा विलोपित किए जाने वाले कार्यों को छोडकर, राष्ट्रपति एतदद्वारा नर्स के पद पर भर्ती की पद्वति को नियमित करने हेतु निम्नलिखित नियम बनाते हैं अर्थातः 1. लधु श् .- (I) इन नियमों को सरकारी अफीम एवं क्षारोद कारखाना, नीमच एवं गाजीपुर (नर्स) भर्ती नियम 2020 कहा जाएगा।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्र्रिक्स पर स्तर. पदों की संख्या.-उनका वर्गीकरण और वेतन मैट्र्रिक्स पर स्तर इन नियमों के साथ संलग्न अनुसूची के कॉंलम (2) से (4) में यथा विनिर्दिष्ट अनुसार होंगे।
3. भर्ती पद्वति, आयु –सीमा योग्यता आदि.-इन पदों से संबंधित भर्ती पद्धति, आयु सीमा, योग्यता, तथा अन्य मामले, उपर्युक्त अनुसूची के कॉंलम (5) से (13) में तथा विनिर्दिष्ट होंगे।
4. अयोग्यता कोई व्यक्ति
(क) जो किसी ऐसे व्यक्ति से विवाह अथवा उसका करार करता है जिसका पति अथवा पत्नी जीवित हो अथवा
(ख) जो जीवित पति अथवा पत्नी के होते हुए किसी अन्य व्यक्ति से विवाह अथवा उसका करार करता है।
उपर्युक्त पद पर नियुक्ति के पात्र नहीं होगा। इसके अतिरिक्त प्रावधान है कि यदि केन्द्र सरकार ऐसे व्यक्ति पर लागू होने वाले स्वयी विधियों के अंतर्गत ऐसे विवाह तथा विवाह के दूसरे पक्ष से तथा ऐसे कृत्य हेतु अन्य कारणों से संतुष्ट हो तो वह इस नियम के लागू होने से किसी व्यक्ति को छूट प्रदान कर सकती हैं।
5. छूट प्रदान करने का अधिकार.-यदि केन्द्र सरकार की राय में ऐसा करना अपेक्षित अथवा आवश्यक हो तो वह किसी वर्ग अथवा श्रेणी के व्यक्ति को आदेश द्वारा लिखित में रिकार्ड किए गए ऐसे कारणो के लिए संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी प्रावधान में छूट प्रदान कर सकती है।
6. इसके अतिरिक्त.-इन नियमों में केन्द्र सरकार द्वारा समय समय पर जारी किए गए आदेशाें के अनुसरण में अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछडा वर्ग तथा भूतपूर्व सैनिक तथा अन्य विशेष श्रेणियोंं अथवा व्यक्ति को दी जाने वाली आयु सीमा तथा अन्य छूट आरक्षण को प्रभावित नहीं करेगा।

G.S.R. 32.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Government Opium and Alkaloid Works Undertaking Group 'C' and 'D' non-gazetted (Dispensary Staff) Recruitment Rules, 1983, in so far as they relate to the post of Nurse, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Nurse, namely:-
[भाग II—खण्ड 3(i)] भारत का राजपत्र : मार्च20, 2021/फाल्गुन 29, 1942 3991. Short title and commencement.— (1) These rules may be called the Government Opium and Alkaloid Works, Neemuch and Ghazipur (Nurse) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age- limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा का.नि. 33.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और कार्मिक, लोक शिकायत और पेंशन मंत्रालय (कार्मिक और प्रशिक्षण विभाग) समूह 'ग' (तकनीकी) पद भर्ती नियम, 2014 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है, कार्मिक, लोक शिकायत और पेंशन मंत्रालय, कार्मिक और प्रशिक्षण विभाग में समूह 'ग' तकनीकी पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ .— (1) इन नियमों का संक्षिप्त नाम कार्मिक, लोक शिकायत और पेंशन मंत्रालय, कार्मिक और प्रशिक्षण विभाग, समूह 'ग' तकनीकी पद भर्ती नियम, 2021 है ।
402 THE GAZETTE OF INDIA : MARCH 20, 2021/PHALGUNA 29, 1942 [PART II—SEC. 3(i)]2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम् भ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता .— वह व्यक्ति.-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन् य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सशस्त्र बल कार्मिक के लिए प्रतिनियुक्ति/पुनर्नियोजन : सशस्त्र बल के ऐसे कार्मिकों के संबंध में विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले है और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं है। ऐसे व्यक्ति को उस तारीख तक प्रतिनियुक्ति के निर्बंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निमु र्क्त किया जाता है, तत्पश्चात उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है।
टिप्पण 1 :- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी।

G.S.R. 33. —In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) Group 'C' (Technical) posts Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'C' Technical posts in the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, namely:-
1. Short title and the commencement. — (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Group 'C' (Technical) posts Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix. —The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. . —The method of recruitment to the said posts, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. — No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of person.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 34.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Medical Physicist in Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Medical Physicist ( Group 'A' Post ) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, --
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. G.S.R. 35 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjang Hospital, New Delhi ,Chief Sanitary Superintendent (Group 'C') Recruitment Rules 1996 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Chief Sanitary Superintendent in the Ministry of Health and Family Welfare, Safdarjang Hospital, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Safdarjang Hospital, New Delhi, Chief Sanitary Superintendent (Group 'B' Post) , Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age- limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person, in accordance with the orders issued by the Central Government from time to time in this regard.

(iv) Diploma in Sanitary inspectors course or Diploma in Health Inspectors course or Diploma in Sanitary Health Inspector from a recognised University or institute or Board; (v) Two years experience in dealing with sanitation works in any recognised organisation. सा.का.नि. 36.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और विलिंगडन अस्पताल और नर्सिंग होम, (वर्ग ।।। पद) भर्ती नियम, 1973 को, जहां तक उनका संबंध ड्राइवर, एम्बुलेंस ड्राइवर और ड्राइवर (भारी वाहन) के पदों से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, डॉ राम मनोहर लोहिया अस्पताल, नई दिल्ली में ड्राइवर, एम्बुलेंस ड्राइवर और ड्राइवर (भारी वाहन) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम डॉ राम मनोहर लोहिया अस्पताल, नई दिल्ली, स्टाफ कार ड्राइवर (सामान्य श्रेणी), स्टाफ कार ड्राइवर (श्रेणी-II) और स्टाफ कार ड्राइवर (श्रेणी-I) भर्ती नियम, 2021 है ।

2. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु सीमा, अन्य अर्हताएं, आदि.—उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
5. निरर्हता .—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है अथवा विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
बशर्ते के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी ।
7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 36.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Willingdon Hospital and Nursing Home, (Class III posts) Recruitment Rules ,1973, in so far as they relate to the post of the Driver, Ambulance Driver and Driver (Heavy Vehicle) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Driver, Ambulance Driver and Driver (Heavy Vehicle) in Dr. Ram Manohar Lohia Hospital ,New Delhi, namely:
1. Short title and commencement.— (1) These rules may be called the Staff Car Driver (Ordinary Grade), Staff Car Driver Grade-II and Staff Car Driver Grade-I in the Dr. Ram Manohar Lohia Hospital, New Delhi, Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be a specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age limit, qualifications, and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and the other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, लेडी हार्डिंग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली, स्टाफ कार ड्राइवर (विशेष श्रेणी), समूह 'ख' पद, भर्ती नियम, 2021 है ।
(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
3. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ(2) से स्तंभ (4) में विनिर्दिष्ट है ।
4. भर्ती की पद्धति, आयु सीमा, अन्य अर्हताएं, आदि.—उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
5. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है अथवा विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
[भाग II—खण्ड 3(i)] भारत का राजपत्र : मार्च20, 2021/फाल्गुन 29, 1942 4336. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and commencement.— (1) These rules may be called the Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Staff Car Driver (Special Grade) Group 'B' Post, Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix .—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and the other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि.38.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और क्षेत्रीय कु ष्ठ प्रशिक्षण और अनुसंधान संस्थान, रायपुर (कनिष्ठ आशुलिपिक) भर्ती नियम, 2001 को उन बातों के सिवाए अधिक्रांत करते हुए, जिन्हें अधिक्रमण से पहले किया गया है या करने का लोप किया है, क्षेत्रीय कु ष्ठ प्रशिक्षण और अनु ंसधान संस्थान रायपुर, छत्तीसगढ़ में कनिष्ठ आशुलिपिक पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
4. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है,; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस सबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 39.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Leprosy Training Institute, Aska(Group 'D' posts) recruitment Rules, 1980, in so far as it relates to the post of Washerman/Dhobi, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Washerman/Dhobi (Multi-Tasking Staff) in the Regional Leprosy Training and Research Institute, Aska, Odisha namely:-
1.Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, the Regional Leprosy Training and Research Institute, Aska, Odisha, Washerman/Dhobi (Multi-Tasking Staff) (Group 'C' post) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.Number of post, classification, level in the pay matrix.—The number of said post and its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in column (5) to (13) of the said Schedule.
4.Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with anyperson,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5.Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6.Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 40.—कें द्रीय सरकार, श्री चित्रा तिरुनल आयुर्विज्ञान और प्रौद्योगिकी संस्थान, त्रिवेन्द्रम अधिनियम, 1980 (1980 का 52) की धारा 31 की उपधारा (2) के खंड (च) और खंड (ज) के साथ पठित धारा 11 की उपधारा (5) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और श्री चित्रा तिरुनल आयुर्विज्ञान और प्रौद्योगिकी संस्थान, त्रिवेन्द्रम नियम, 1981 के नियम 7 के खंड (ii) को, जहां तक उसका संबंध निदेशक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है, श्री चित्रा तिरुनल आयुर्विज्ञान और प्रौद्योगिकी संस्थान, त्रिवेन्द्रम के परामर्श से निम्नलिखित नियम बनाती है, अर्थात् :--
1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम विज्ञान और प्रौद्योगिकी मंत्रालय, श्री चित्रा तिरुनल आयुर्विज्ञान और प्रौद्योगिकी संस्थान, त्रिवेन्द्रम (निदेशक की नियुक्ति और वेतन तथा भत्ते) नियम, 2021 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. परिभाषाएं .—इन नियमों में जब तक संदर्भ से अन्यथा अपेक्षित न हो,--
(क) "अधिनियम" से श्री चित्रा तिरुनल आयुर्विज्ञान और प्रौद्योगिकी संस्थान, त्रिवेन्द्रम अधिनियम, 1980 (1980 का 52) अभिप्रेत है ;
(ख) "निदेशक" से संस्थान का निदेशक अभिप्रेत है ;
(ग) "संस्थान" से अधिनियम के अधीन निगमित श्री चित्रा तिरुनल आयुर्विज्ञान और प्रौद्योगिकी संस्थान, त्रिवेन्द्रम नामक संस्था अभिप्रेत है ।
3. पद का नाम, वर्गीकरण, कार्य वर्णन और वेतन मैट्रिक्स में स्तर.—पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतनमान और कार्य वर्णन वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) से स्तंभ (6) में विनिर्दिष्ट है ।
[भाग II—खण्ड 3(i)] भारत का राजपत्र : मार्च20, 2021/फाल्गुन 29, 1942 4454. भर्ती की पद्धति, आयु-सीमा, अर्हता, अधिवर्षिता की आयु और परिवीक्षा अवधि.—उक्त पद पर भर्ती की पद्धति, उसकी आयु-सीमा, अर्हता और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (7) से स्तंभ (13) में विनिर्दिष्ट हैं ।
5. निरर्हता.— वह व्यक्ति--
(क) जो भारत का नागरिक नहीं है या जिसने भारत की नागरिकता छोड़ दी है; या
(ख) जो विकृ त्त चित का है; या
(ग) जिसने किन्हीं तात्त्विक तथ्यों या सूचना को छिपाया है या उनका दुव्र्यपदेशन किया है; या
(घ) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6. हटाया जाना या नियुक्ति का पर्यवसान .— कें द्रीय सरकार, संस्थान की सिफारिश पर, विधि की सम्यक् प्रक्रिया का अनुसरण करने के पश्चात्, और इस निमित्त कें द्रीय सरकार के वतर्मान अनुदेशों को ध्यान में रखते हुए, साबित अवचार, कपट, मुख्य वित्तीय अनियमितताओं, दुर्विनियोग या दांडिक कार्यवाहियों की दशा में निदेशक को हटा सके गी या निदेशक की नियुक्ति को पर्यवसित कर सके गी ।
7. प्रकीर्ण.—जहां कहीं भारत सरकार का अनुदेश, मंत्रिमंडल नियुक्ति समिति का अनुमोदन प्राप्त करने का उपबंध करता है, वहां कें द्रीय सरकार का अनुमोदन, उक्त मंत्रिमंडल नियुक्ति समिति का अनुमोदन प्राप्त करने के अध्यधीन होगा ।

(c) has done any concealment or misrepresentation of material facts or information; or
(d) who, has entered into or contracted a marriage with a person having a spouse living; or (e) who having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

7. Miscellaneous

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5.शिथिल करने की शक्ति.— जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 41.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Project Director (Member Level Scientific post in Central Ground Water Board) under Atal Bhujal Yojana, Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Project Director (Group 'A' Post) , Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

New Delhi, the 17th March, 2021
G.S.R. 42.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Translator in the National Centre for Medium Range Weather forecasting, Ministry of Earth Sciences, namely :-
1. Short title and commencement .— (1) These rules may be called the National Centre for Medium Range Weather Forecasting, Junior Translator, Group 'B' post Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix .—The number of post, its classification and the pay level in the pay matrix attached thereto, shall be as specified in Column (2) to (4) of the Schedules annexed to these rules.
3. Method of recruitment, age-limit and other qualifications etc .—The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in column (5) to (13) of the aforesaid Schedule.
4. Disqualification .—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to any of the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party the marriage and that there are other grounds for so doing, except any person from the operation of this rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions, required to be provided for person belonging to the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
