G.S.R. 69.—In exercise of the powers conferred by section 9 of Civil Defence Act, 1968 (27 of 1968), the Central Government hereby makes the following regulations further to amend the Civil Defence Regulations, 1968, namely:
1. Short title and commencement.-
(1) These regulations may be called the Civil Defence (Amendment) Regulations, 2021.
(2) It shall come into force on the date of its publication in the official Gazette.
2. In the Civil Defence Regulations, 1968, in regulation 3, on sub-regulation (1) for clause (a); the following shall be substituted, namely:-
"(a) he shall be a citizen of India, or a subject of Bhutan or of Nepal;" ;

सा.का.नि. 70.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय मलेरिया उन्मूलन कार्यक्रम (समूह "ग" पद) भर्ती नियम, 1980 को, जहाँ तक उनका संबंध प्रयोगशाला सहायक / कनिष्ठ तकनीशियन के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हे ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महानिदेशालय के अधीन राष्ट्रीय वेक्टर जनित रोग नियंत्रण कार्यक्रम में प्रयोगशाला सहायक श्रेणी-I और श्रेणी-II के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
607 [भाग II—खण्ड 3(i)] भारत का राजपत्र : जुलाई 17, 2021/आषाढ़ 26, 19431. संक्षिप्त नाम और प्रारंभ .— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, राष्ट्रीय वेक्टर जनित रोग नियंत्रण कार्यक्रम प्रयोगशाला सहायक श्रेणी-I और श्रेणी-II (समूह "ग" पद) भर्ती नियम, 2021 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उनका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हता, आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।
4. निरर्हता .— वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है ; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 70.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Malaria Eradication Programme (Group 'C' posts) Recruitment Rules, 1980 in so far as they relate to the post of Laboratory Assistant/Junior Technician except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Laboratory Assistant Grade-I and Grade-II in the National Vector Borne Disease Control Programme (NVBDCP), under the Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement .— (1) These rules may be called the Ministry of Health and Family Welfare, National Vector Borne Disease Control Programme, Laboratory Assistant Grade-I and Grade-II ( Group 'C' Posts) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
612 THE GAZETTE OF INDIA : JULY 17, 2021/ASHADHA 26, 1943 [PART II—SEC. 3(i)]3. Method of Recruitment, age-limit, qualification etc .—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification .—No person,-
(i) who has entered into or contracted a marriage with any person having a spouse living; or
(ii) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 71.— राष्ट्रपति, संविधान के अनुच्छेद 309 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और ग्रामीण स्वास्थ्य प्रशिक्षण के न्द्र, नजफ़गढ़(समूह'ग' और घ' पद) भर्ती नियम, 1989 को,जहां तक उनका संबंध दफ्तरी, जमादार, चौकीदार, माली या गार्डनर, वाहक (बियरर), क्लीनर, सफ़ाईवाला या सफ़ाईवाली और चपरासी के पदों से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, ग्रामीण स्वास्थ्य प्रशिक्षण के न्द्र,नजफ़गढ़ में बहु-कार्यकर्मचारीवृ ंद के विभिन्न समूह-ग पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते है अर्थात :-
1. संक्षिप्त नाम और प्रारंभ .—(1) इन नियमों का संक्षिप्त नाम ग्रामीण स्वास्थ्य प्रशिक्षण के न्द्र, नजफ़गढ़ (बहु-कार्य कर्मचारीवृ ंद) (समूह-ग) भर्ती नियम, 2021 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ(13) में विनिर्दिष्ट हैं ।
4. निरर्हता.—वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहॉं के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति .— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 71.—In exercise of the powers conferred by the provision to article 309 of the Constitution, and in supersession of the Rural Health Training Centre, Najafgarh (Group 'C' and 'D' posts), Recruitment Rules, 1989, in so far as they relate to the posts of Daftry, Jamadar, Chowkidar, Mali or Gardener, Bearer, Cleaner, Safaiwala or Safaiwali and peon, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to various Group-C posts of Multi Tasking Staff in the Rural Health Training Centre, Najafgarh, namely :-
1. Short title and commencement.— (1) These rules may be called the Rural Health Training Centre, Najafgarh, (Multi Tasking Staff) (Group-C) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.

(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.72.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Rural Health Training Centre, Najafgarh, New Delhi, (Group 'C'and 'D'posts), Recruitment Rules, 1989, in so far as it relates to the post of Driver, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Driver (Ordinary Grade), Staff Car Driver Grade-II and Staff Car Driver Grade-I, in the Rural Health Training Centre, Najafgarh, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Rural Health Training Centre, Najafgarh, New Delhi, Staff Car Driver (Ordinary Grade), Staff Car Driver Grade-II and Staff Car Driver Grade-I (Group 'C' Posts) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in colomn (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be a specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

सा.का.नि.73.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और लेडी हार्डिंग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल (समूह 'घ' पद) भर्ती नियम, 1979 को, जहां तक उनका संबंध वाहक और खलासी के पदों से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, लेडी हार्डिंग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली में वाहक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ .—(1) इन नियमों का संक्षिप्त नाम लेडी हार्डिंग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली, वाहक (समूह 'ग' पद) भर्ती नियम, 2021 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .—उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ(2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि .—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता .—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति .—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए कारणों को लेखबद्ध करके , और इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति .— इन नियमों की कोई बात आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों,भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

a. who has entered into or contracted a marriage with a person having a spouse living; or
b.who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

सा.का.नि. 74.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वास्थ्य और परिवार कल्याण मंत्रालय, डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली में समुदाय आधारित पुनर्वास कार्यकर्ता के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली, समुदाय आधारित पुनर्वास कार्यकर्ता (समूह 'ग' पद), भर्ती नियम, 2021 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .— पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.— उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह कारणों को लेखबद्ध करके आदेश द्वारा, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के संदर्भ में शिथिल कर सके गी ।
6. व्यावृत्ति.—इन नियमों की कोई बात आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R.74.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Community Based Rehabilitation Worker in the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New Delhi, namely:-
1. Short title and commencement .— (1)These rules may be called the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New Delhi, Community Based Rehabilitation Worker, (Group 'C' Post), Recruitment Rules, 2021.
(2)They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix .— The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc .— The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification .— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
