भारत सरकार के मंत्रालयों (रक्षा मंत्रालय को छोड़कर) और के न्द्रीय अधिकारियों ( संघ राज्य क्षेत्र प्रशासनों को छोड़कर) द्वारा विधि के अंतर्गत बनाए गए और जारी किए गए साधारण सांविधिक नियम (जिनमें साधारण प्रकार के आदेश, उप-नियम आदि सम्मिलित हैं ) General Statutory Rules (Including Orders, Bye-laws etc. of a general character) issued by the Ministries of the Government of India (other than the Ministry of Defence) and by the Central Authorities (other than the Administrations of Union Territories) नई दिल्ली, 14 जुलाई, 2021 राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी हैदराबाद उच्च श्रेणी लिपिक भर्ती नियम, 2018, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अंतर्गत सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी, हैदराबाद में उच्च श्रेणी लिपिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. :
(i) इन नियमों का संक्षिप्त नाम सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी उच्च श्रेणी लिपिक भर्ती नियम, 2021 है।
(ii) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।
6. -इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों और भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 75.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Sardar Vallabhbhai Patel National Police Academy Hyderabad Upper Division Clerks Rules, 2018, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely :-
1. Short title and commencement.— (1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy Upper Division Clerk Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the above said post:

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of person.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward classes,Ex-servicemen and the other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 76.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal, Head Constable, Group 'C' Combatised (Non Gazetted) Motor Transport and Mechanic Cadre posts Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the Head Constable, Group 'C' Combatised (Non- Gazetted) Motor Transport and Mechanic Cadre posts under the Ministry of Home Affairs, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Head Constable, Group 'C' Combatised (Non-Gazetted) Motor Transport and Mechanic Cadre Posts, Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification .—No person, -

6. Medical Fitness.—Notwithstanding any thing contained in these rules, only those persons who are in medical category SHAPE-1, shall be eligible for appointment under the provisions of these rules.
Explanation.—For the purpose of this rule, "SHAPE-1" means Medical category defined as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function:-
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity
E - Eyesight
(ii) Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1. General evaluation of these numerals is as under:-
(a) Fit for all duties any wherein India;
(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;
(d) Temporarily unfit for duties on account of hospitalization or sick leave;
(e) Permanently unfit for duties.
653 [भाग II—खण्ड 3(i)] भारत का राजपत्र : जुलाई 24, 2021/श्रावण 2, 19437. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.
8. Superannuation.—A person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years:
Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
9. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
10. Liability of service.—Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad.
11. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
12. Interpretation.—If any question relating to the interpretation of these rules arises, it shall be decided by the Central Government.

सा.का.नि. 77.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वनस्पति संरक्षण, संगरोध एवं संग्रह निदेशालय, तकनीकी सहायक (विष विज्ञान) भर्ती नियम,1979, वनस्पति संरक्षण संगरोध एवं संग्रह निदेशालय, ज्येष्ठ तकनीकी सहायक (विष विज्ञान) भर्ती नियम 1990 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कृ षि एवं किसान कल्याण मंत्रालय, कृ षि सहकारिता एवं किसान कल्याण विभाग के अंतर्गत वनस्पति संरक्षण, संगरोध एवं संग्रह निदेशालय में सहायक वनस्पति संरक्षण अधिकारी (विष विज्ञान), वनस्पति संरक्षण अधिकारी (विष विज्ञान), सहायक निदेशक (विष विज्ञान) उप-निदेशक (विष विज्ञान) और संयुक्त निदेशक (विष विज्ञान) के पदों की भर्ती प्रणाली को विनियमित करने वाली निम्नलिखित नियमावली को एतद्द्वारा बनाते हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का सक्षिप्त नाम वनस्पति संरक्षण संगरोध और संग्रह निदेशालय, (विष विज्ञान) भर्ती नियम 2021 है।
659 [भाग II—खण्ड 3(i)] भारत का राजपत्र : जुलाई 24, 2021/श्रावण 2, 1943(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृतत होंगे।
2. पदों की संख्या, वर्गीकरण, वेतन बैंड और वेतन मैट्रिक्स में स्तर– उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु सीमा, अन्य अर्हताएं आदि- उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 13 में विनिर्दिष्ट हैं ।
4. निरर्हता: वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह की संविदा की है, जिसका पति या जिसकी पत्नी जीवित है, या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा।
परन्तु यदि के न् द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति: जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक है या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्ति यों के लिए उपबंध करना अपेक्षित है।

G.S.R. 77.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in supersession of the Directorate of Plant Protection, Quarantine and Storage, Technical Assistant (Toxicology) Recruitment Rules, 1979 and the Directorate of Plant Protection, Quarantine and Storage, Senior Technical Assistant (Toxicology) Recruitment Rules, 1990 except in respect of things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Assistant Plant Protection Officer (Toxicology), Plant Protection Officer (Toxicology), Assistant Director (Toxicology), Deputy Director (Toxicology) and Joint Director (Toxicology), in the Directorate of Plant Protection, Quarantine and Storage under the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, namely:-
1. Short title and commencement.— (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Toxicology Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
a) who has entered into or contracted a marriage with a person having a spouse living; or
b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, कें द्रीय अनुसंधान संस्थान, कसौली तकनीशियन (समूह 'ग' पद) भर्ती नियम, 2021 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
677 [भाग II—खण्ड 3(i)] भारत का राजपत्र : जुलाई 24, 2021/श्रावण 2, 19432. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स का स्तर.—उक्त पद की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.—भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
4. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है!
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 78.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Research Institute, Kasauli (Class III and Class IV posts), Recruitment Rules, 1965, in so far as it relates to the post of Technician, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulation the method of recruitment to the post of Technician in the Central Research Institute, Kasauli, Ministry of Health and Family Welfare, namely:-
1.Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Technician (Group 'C' Post) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No persons,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.— जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह कारणों को लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R.79.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Safdarjang Hospital Group-'D' Posts Recruitment Rules , 1982 , in so far as they relate to the posts of Packer, Nursing Attendant, Aya, Strecher Bearer and Animal Attendant, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Nursing Attendant in Safdarjang Hospital in New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, the Safdarjang Hospital, New Delhi, Nursing Attendant, (Group 'C' Post), Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment age-limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

(a) who has entered into or contracted a marriage with a person having a spouse living , or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.
