सा.का.नि. 79.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और के न्द्रीय न्यायालयिक विज्ञान प्रयोगशाला, के न्द्रीय अन्वेषण ब्यूरो, नई दिल्ली (समूह 'ख' पद) भर्ती नियम, 1995 में उन बातों के सिवाए अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, के न्द्रीय न्यायालयिक विज्ञान प्रयोगशाला, के न्द्रीय अन्वेषण ब्यूरो, नई दिल्ली गृह मंत्रालय में वरिष्ठ वैज्ञानिक सहायक, के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

(471)472 THE GAZETTE OF INDIA : JUNE 4, 2022/JYAISTHA 14, 1944 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारम्भ :- (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, के न्द्रीय न्यायालयिक विज्ञान प्रयोगशाला, के न्द्रीय अन्वेषण ब्यूरो, वरिष्ठ वैज्ञानिक सहायक समूह 'ख' पद भर्ती नियम, 2022 है।
(2) ये नियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर:- पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ उपाबद्ध अनुसूची के स्तम्भ (2) से (4) में विनिदिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा एवं अन्य अर्हताएं इत्यादि :- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से (13) में विनिदिष्ट हैं।
4. निरर्हता :- वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से विवाह या विवाह की संविदा की है जिसका पति या जिसकी पत्नी जीवित है, या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा;
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति :- जहाँ कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति:- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| आवश्यक अर्हताएं 1. वरिष्ठ वैज्ञानिक सहायक (बेलैस्टीक्स) (क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या भौतिक विज्ञान या गणित या न्यायालयिक विज्ञान में स्नातकोत्तर डिग्री; और (ii) आग्नेयास्त्र और विस्फोटक परीक्षण में एक वर्ष का अनुभव। अथवा (ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या भौतिक विज्ञान या गणित या न्यायालयिक विज्ञान में स्नातक की डिग्री; और (ii) आग्नेयास्त्र और विस्फोटक परीक्षण में दो वर्ष का अनुभव। 2. वरिष्ठ वैज्ञानिक सहायक (जीव विज्ञान) (क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से जन्तु विज्ञान या मानव विज्ञान (फिजिकल) या वनस्पति विज्ञान या जैव रसायन या आणविक जीव विज्ञान या सूक्ष्म जीव विज्ञान या न्यायालयिक विज्ञान में स्नातकोत्तर डिग्री; और |
(ii) जैविक नमूनों के परीक्षण में एक वर्ष का अनुभव।
अथवा
(ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से जीव विज्ञान या मानव विज्ञान (फिजिकल)
या वनस्पति विज्ञान या जैव रसायन या आणविक जीव विज्ञान या सूक्ष्म जीव विज्ञान या
न्यायालयिक विज्ञान में स्नातक डिग्री; और
(ii) जैविक नमूनों के परीक्षण में दो वर्ष का अनुभव।
3. वरिष्ठ वैज्ञानिक सहायक (रसायन एवं विष विज्ञान)
(क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या न्यायालयिक विज्ञान में
स्नातकोत्तर डिग्री; और
(ii) विभिन्न रसायनों के परीक्षण में एक वर्ष का अनुभव।
अथवा
(ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या न्यायालयिक विज्ञान में
स्नातक की डिग्री; और
(ii) विभिन्न रसायनों के परीक्षण में दो वर्ष का अनुभव।
4. वरिष्ठ वैज्ञानिक सहायक (दस्तावेज)
(क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या भौतिक विज्ञान या
न्यायालयिक विज्ञान में स्नातकोत्तर डिग्री; और
(ii) न्यायालयिक दस्तावेज परीक्षण में एक वर्ष का अनुभव।
अथवा
(ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या भौतिक विज्ञान या
न्यायालयिक विज्ञान में स्नातक की डिग्री; और
(ii) न्यायालयिक दस्तावेज परीक्षण में दो वर्ष का अनुभव। ।
5. वरिष्ठ वैज्ञानिक सहायक (फिगर प्रिट)
(क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या न्यायालयिक विज्ञान में
स्नातकोत्तर डिग्री; और
(ii) फिगर प्रिट विकास एवं पहचान में एक वर्ष का अनुभव।
अथवा
(ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान या न्यायालयिक विज्ञान में
स्नातक की डिग्री; और
(ii) फिगर प्रिट विकास एवं पहचान में दो वर्ष का अनुभव।
6. वरिष्ठ वैज्ञानिक सहायक (न्यायालयिक मनोविज्ञान)
(क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से अपराध शास्त्र या मनोविज्ञान में स्नातकोत्तर
डिग्री; और
(ii) व्यावहारिक मनोविज्ञान या अपराध शास्त्र या अपराध अन्वेषण या लाई-डिटेक्सन में एक वर्ष
का अनुभव।
अथवा[भाग II—खण्ड 3(i)] भारत का राजपत्र : जून 4, 2022/ज्येष्ठ 14, 1944 475 (ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से अपराध शास्त्र या मनोविज्ञान में स्नातक
डिग्री; और
(ii) व्यावहारिक मनोविज्ञान या अपराध शास्त्र या अपराध अन्वेषण या लाई-डिटेक्सन में दो वर्ष
का अनुभव।
7. वरिष्ठ वैज्ञानिक सहायक (फोटो)
(क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से विज्ञान में स्नातकोत्तर डिग्री; और
(ii) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से फोटोग्राफी में डिग्री या कम से कम एक वर्ष
की अवधि का डिप्लोमा; और
(iii) वैज्ञानिक फोटोग्राफी सहित फोटोग्राफी में एक वर्ष का अनुभव।
अथवा
(ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से विज्ञान में स्नातक डिग्री; और
(ii) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से फोटोग्राफी में डिग्री या कम से कम एक वर्ष
की अवधि का डिप्लोमा; और
(iii) वैज्ञानिक फोटोग्राफी सहित फोटोग्राफी में दो वर्ष का अनुभव।
8. वरिष्ठ वैज्ञानिक सहायक (भौतिक विज्ञान)
(क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से भौतिक विज्ञान या न्यायालयिक विज्ञान में
स्नातकोत्तर डिग्री; और
(ii) स्पेक्ट्रोग्राफिक विश्लेषण, स्पेक्ट्रोफोटोमैट्रिक विश्लेषण, एक्स-रे विश्लेषण, भौतकीय संपत्ति एवं
विभिन्न सामग्री (भवन सामग्री सहित) का अन्य मापन में एक वर्ष का अनुभव।
अथवा
(ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से भौतिक विज्ञान या न्यायालयिक विज्ञान में
स्नातक की डिग्री; और
(ii) स्पेक्ट्रोग्राफिक विश्लेषण, स्पेक्ट्रोफोटोमैट्रिक विश्लेषण, एक्स-रे विश्लेषण, भौतकीय सम्पत्ति एवं
विभिन्न सामग्री (भवन सामग्री सहित) के अन्य मापन में दो वर्ष का अनुभव।
9. वरिष्ठ वैज्ञानिक सहायक (सीरम विज्ञान)
(क) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से जन्तु विज्ञान या सूक्ष्म जीव विज्ञान या जैव
रसायन या बैक्ट्रियरोलॉजी या न्यायालयिक विज्ञान में स्नातकोत्तर डिग्री; और
(ii) मनुष्य के ब्लड ग्रुपिग एनालाइसिस और पशुओ के बल्ड स्टेनस, स्लाइवा एवं सिमन स्टेनस
के परीक्षण में एक वर्ष का अनुभव।
अथवा
(ख) (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से जन्तु विज्ञान या वनस्पति विज्ञान या
न्यायालयिक विज्ञान में स्नातक डिग्री; और
(ii) मनुष्य के ब्लड ग्रुपिग एनालाइसिस और पशुओ के बल्ड स्टेनस, स्लाइवा एवं सिमन स्टेनस
के परीक्षण में दो वर्ष का अनुभव।
टिप्पण 1: अर्हताएं, अन्यथा सुअहित अभ्यथियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है।

(ii) 75 प्रतिशत सीधी भर्ती द्वारा।
8. वरिष्ठ वैज्ञानिक सहायक (भौतिक विज्ञान)
(i) 25 प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा (अल्पकालिक संविदा
सहित);
(ii) 75 प्रतिशत सीधी भर्ती द्वारा।
9. वरिष्ठ वैज्ञानिक सहायक (सीरम विज्ञान)
(i) 33 प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा (अल्पकालिक संविदा
सहित);
(ii) 67 प्रतिशत सीधी भर्ती द्वारा।
| ड जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन के े मामले में, प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाना है। | यदि कोई विभागीय प्रोन्नति समिति है, तो इसकी संरचना क्या है। | वे परिस्थितियाँ जिनमें संघ लोक सेवा आयोग से नियुक्ति करने में परामर्श लिया जाना है। |

| प्रोन्नति प्रयोगशाला सहायक जिन्होंने स्तर-5 वेतनमान (रू. 29200-92300/-) में इस ग्रेड में 6 वर्षों की नियमित सेवा तथा सुसंगत क्षेत्र में दो-चार सप्ताह का सफल प्रशिक्षण को पूर्ण किया हो। टिप्पण- जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा कि गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली | निम्नलिखित से मिलकर बनने वाली समूह 'ख' विभागीय प्रोन्नति समिति (प्रोन्नति पर विचार हेतु) :- 1. संयुक्त निदेशक, कें द्रीय अन्वेषण ब्यूरो -अध्यक्ष 2. निदेशक, कें द्रीय न्यायालयिक विज्ञान प्रयोगशाला, कें द्रीय अन्वेषण ब्यूरो - सदस्य 3. उप सचिव, गृह मंत्रालय - सदस्य 4. उप निदेशक (प्रशासन) कें द्रीय अन्वेषण ब्यूरो - सदस्य निम्नलिखित से मिलकर बनने वाली समूह 'ख' विभागीय पुष्टिकरण | |

G.S.R. 79.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Forensic Science Laboratory, Central Bureau of Investigation, New Delhi (Group 'B' posts) Recruitment Rules 1995, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Scientific Assistants, in the Ministry of Home Affairs, Central Forensic Science Laboratory, Central Bureau of Investigation, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Central Forensic Science Laboratory, Central Bureau of Investigation, Senior Scientific Assistant, Group 'B' Non-Gazetted post Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.- The number of the posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(a) (i) Master's degree in Criminology or Psychology from a recognised University or Institute; and (ii) one-year experience in applied Psychology or Criminology or Crime Investigation or Lie Detection.
OR
(b) (i) Bachelor's degree in Criminology or Psychology from a recognised University or Institute; and (ii) two-year experience in applied Psychology or Criminology or Crime Investigation or Lie Detection.
7. Senior Scientific Assistant (Photo):
(a) (i) Master of Science degree from a recognised University or Institute; and
(ii) Degree in Photography or Diploma of at least one-year duration in Photography from a recognised University or Institute; and
(iii) one-year experience in Photography including Scientific Photography.
OR
(b) (i) Bachelor of Science degree from a recognised University or Institute; and
(ii) Degree in Photography or Diploma of at least one-year duration in Photography from a recognised University or Institute; and
(iii) two-year experience in Photography including Scientific Photography.
8. Senior Scientific Assistant (Physics):
(a) (i) Master of Science degree in Physics or Forensic Science from a recognised University or Institute; and (ii) one-year experience in spectrographic analysis, spectrophotometric analysis, X ray analysis and Physical properties and other measurements of various materials (including building material).
OR
(b) (i) Bachelor of Science degree in Physics or Forensic Science from a recognised University or Institute; and (ii) two-year experience in spectrographic analysis, spectrophotometric analysis, X ray analysis and Physical properties and other measurements of various materials (including building material).
9. Senior Scientific Assistant (Serology):
(a) (i) Master of Science degree in Zoology or Microbiology or Biochemistry or Bacteriology or Forensic Science from a recognised University or Institute; and
(ii) one-year experience in blood grouping analysis of human and animal blood stains, saliva and semen stains.
OR
(b) (i) Bachelor of Science degree in Zoology or Botany or Forensic Science from a recognised University or Institute; and
(ii) two-year experience in blood grouping analysis of human and animal blood stains, saliva and semen stains.
Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent Authority for reasons to be recorded in writing in case of candidates otherwise well qualified.
Note 2: The qualification regarding experience is relaxable at the discretion of the Staff Selection Commission or Competent Authority for reasons to be recorded in writing in case of candidates belonging to Scheduled Castes or Scheduled Tribes, if at any stage of selection, the Staff Selection Commission or Competent Authority is of the opinion of that sufficient number of candidates from these communities possessing the requisites experience are not likely to be available to fill up the vacancies reserved for them.

| Promotion Laboratory Assistant in level 5 in the pay matrix (Rs. 29200- 92300/-) with six years' of regular service in the grade and having successfully completed two-four weeks' training in the relevant field. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. सा.का.नि. 80.—राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत शक्तियों का प्रयोग करते हुए जनजातीय कार्य मंत्रालय में स्टाफ कार ड्राइवर (सामान्य ग्रेड) की भर्ती की प्रक्रिया को विनियमित करते हुए निम्नलिखित नियमों को एतदद्वारा बनाते हैं, नामत : -
1. संक्षिप्त नाम और प्रारम्भ – (1) इन नियमों को 'जनजातीय कार्य मंत्रालय (स्टाफ कार ड्राइवर (सामान्य ग्रेड)) समूह 'ग' पर भर्ती नियमावली, 2022' कहा जाए।
(2) ये सरकारी राजपत्र में इनके प्रकाशन की तिथि से प्रवृत्त होंगे।
2. पदों की संख्या, वेतन मैट्रिक्स में वर्गीकरण तथा स्तर (लेवल) - उक्त पदों की संख्या, तत्संबंधी संलग्न वेतन मैट्रिक्स में उनका वर्गीकरण और स्तर, इन नियमों के साथ सलंग्न अनुसूची के कॉलम (2) से (4) में यथा निदिष्ट होंगे।
3. भर्ती की पद्धति, आयु सीमा तथा अर्हताएं आदि - उक्त पदों की भर्ती की पद्धति, आयु सीमा, योग्यताएं और उससे संबंधित अन्य मामले उपयु र्क्त अनुसूची के कॉलम (5) से (13) में यथा निदिष्ट होंगे।
4. निरर्हता – कोई भी व्यक्ति -
(क) जिसने ऐसे किसी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है जिसकी पत्नी/पति जीवित है, अथवा
(ख) जिसकी पत्नी/पति जीवित है ने किसी भी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है, उक्त पदों पर नियुक्ति के लिए पात्र नहीं होगा।
बशर्ते कि के न्द्रीय सरकार, यदि संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति और विवाह वाले अन्य पक्ष के लिए लागू वैयक्तिक कानून के तहत मान्य है और उस व्यक्ति के द्वारा ऐसा कृ त्य करने के अन्य कारण हैं तो किसी व्यक्ति को इस नियम के लागू होने में छू ट प्रदान कर सकती है।
5. प्रारंभिक संघटन/गठन - स्टाफ कार ड्राइवर के पद का पदधारी, जो इन नियमों के प्रारंभ होने से पहले उक्त पद पर नियुक्त किया गया था, इन नियमों के तहत नियुक्त किया गया माना जाएगा और इन नियमों के लागू होने से पहले उक्त पद पर उसके द्वारा की गई सेवाओं को अगले उच्चतर ग्रेड में पदोन्नति हेतु पात्रता के लिए ध्यान में रखा जाएगा।
6. छू ट देने की शक्ति – जहॉं कें द्रीय सरकार का यह विचार है कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेशानुसार, कारणों को लिखित में दर्ज करते हुए किसी भी वर्ग या श्रेणी के व्यक्तियों के संबंध में इन नियमों के किसी भी प्रावधान के तहत छू ट दी जा सके गी।
7. व्यावृत्ति – इन नियमों में से कोई भी इस संबंध में समय-समय पर कें द्र सरकार द्वारा जारी आदेशों के अनुसार अनुसूचित जातियो, अनुसूचित जनजातियों, पूर्व सैनिकों और अन्य विशेष श्रेणी के व्यक्तियों के लिए प्रदान किए जाने वाले आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों को प्रभावित नहीं करेगा।

होने पर नियमित आधार पर डिस्पैच राइडर का पद धारण करने
वाले कर्मचारी या के न्द्र सरकार के अन्य मंत्रालयों में वेतन मैट्रिक्स
में लेवल -1 (18000-56900 रुपये) में नियमित समूह 'ग'
कर्मचारियों में से जो कॉलम (7) में उल्लिखित आवश्यक योग्यताओं
को पूरा करते हैं।
सशस्त्र बल कामिकों के लिए प्रतिनियुक्ति/पुननियोजन:
ऐसे सशस्त्र बल कामिक जो सेवानिवृत्त होने वाले हैं या जिन्हें एक
वर्ष की अवधि के भीतर रिजर्व में स्थानांतरित किया जाना है और
जिनके पास निर्धारित आवश्यक अनुभव और योग्यताएं हैं, पर भी
विचार किया जाएगा और ऐसे व्यक्तियों को उस तारीख तक

MINISTRY OF TRIBAL AFFAIRS
New Delhi, the 30th May, 2022
G.S.R. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Ordinary Grade) in the Ministry of Tribal Affairs , namely :—
1. Short title and commencement. — (1) These rules may be called the Ministry of Tribal Affairs (Staff Car Driver (Ordinary Grade), Group 'C' post Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of the post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Initial Constitution.— The incumbent of the post of Staff Car driver who was appointed to the said post prior to the commencement of these rules shall be deemed to have been appointed under these rules and the services rendered by him in the said post before such commencement shall be taken into account for deciding this eligibility for promotion to the next higher grade.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Three years service as Home Guard or Civil Volunteer. —
Note: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti District and Pangi Sub Division of Chamba District of Himachal Pradesh, union territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep).
Note 1. — The qualification regarding experience is relaxable at the discretion of the Competent Authority. The case of candidates otherwise well qualified.
Note 2. — The qualification regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes, if at any stage of selection, the competent authority is of the opinion that the sufficient number of candidates with requisite experience are not likely to be available to fill up the vacancy reserved for them.

Deputation/re-employment for Armed Forces Personnel: The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed shall also be considered and such persons shall be given deputation terms upto the date on which they are due for release from the Armed Forces and thereafter they may be continued on re- employment. Note 1: Period of deputation, including period of deputation in another ex- cadre post, held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. |
