सा.का.नि. 162.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और के न्द्रीय कु ष्ठ प्रशिक्षण और अनुसंधान संस्थान, चिंगलपेट (समूह 'ग' पद) भर्ती नियम, 1980 जहां तक प्रैसिंग मैन (माइक्रोसेलुलर रबड़ यूनिट) के पद से संबंधित है, को उन बातों के सिवाए अधिक्रांत करते हुए जिन्हें अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, के न्द्रीय कु ष्ठ शिक्षण अनुसंधान संस्थान चेंगलपट्टु, प्रैसिंग मैन (माइक्रोसेलुलर रबड़ यूनिट) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ - (1) इन नियमों का सक्षिंप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, के न्द्रीय कु ष्ठ शिक्षण और अनुसंधान संस्थान, चेंगलपट्टु, प्रैसिंग मैन (माइक्रो सेलुलर रबड़ यूनिट) [समूह 'ग' पद] भर्ती नियम, 2022 है।

2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि- उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
4. निरर्हता - वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति - जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 162.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Leprosy Training and Research Institute, Chingleput (Group C posts) Recruitment Rules, 1980, in so far as it relates to the post of Pressing Man (Microcellular Rubber Unit), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Pressing Man (Micro Cellular Rubber Unit), Central Leprosy Teaching and Research Institute, Chengalpattu, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Central Leprosy Teaching and Research Institute, Chengalpattu, Pressing Man (Micro Cellular Rubber Unit) [Group 'C' Post] Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 163.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और के न्द्रीय मात्स्यिकी तटवर्ती इंजीनियरी संस्थान, बंगलुरू कनिष्ठ अभियंता, सहायक अभियंता (सिविल) सहायक निदेशक (सिविल इंजीनियरी) और उपनिदेशक (सिविल इंजीनियरी) भर्ती नियम, 2016 को जहाँ तक उनका संबंध सहायक अभिंयता (सिविल) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, मत्स्यपालन, पशुपालन और डेयरी मंत्रालय, मत्स्यपालन विभाग के अधीन के न्द्रीय मात्स्यिकी तटवर्ती इंजीनियरी संस्थान, बंगलुरू में सहायक इंजीनियर (सिविल) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनातें हैं, अर्थात:-

2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरः उक्त पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हता आदि - भर्ती की पद्धति, आयु-सीमा, अर्हता और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।

G.S.R. 163.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Coastal Engineering for Fishery, Bengaluru Junior Engineer (Civil), Assistant Engineer (Civil), Assistant Director (Civil Engineering) and Deputy Director (Civil Engineering) Recruitment Rules, 2016, in so far as they relates to the post of Assistant Engineer (Civil) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Engineer (Civil) in the Central Institute of Coastal Engineering for Fishery, Bengaluru under the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely: -
1. Short title and commencement.- (1) These rules may be called the Central Institute of Coastal Engineering for Fishery, Bengaluru, Assistant Engineer (Civil) (Group `B`) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.- The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualification, etc. - The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.
4. Disqualifications. - No Person, -
(i) who has entered into or contracted a marriage with a person having a spouse living; or
(ii) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of person
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Schedules Tribes, other Backward classes, Ex-Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 165.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत शक्तियों का प्रयोग करते हुए राष्ट्रीय अनुसूचित जनजाति आयोग में मल्टी टास्क स्टाफ (एमटीएस) (समूह 'ग' पद) के पद पर भर्ती की प्रक्रिया को विनियमित करते हुए एतद्द्वारा, निम्नलिखित नियम बनाते हैं, अर्थात : -
1. संक्षिप्त नाम और प्रारम्भ – (1) इन नियमों को 'राष्ट्रीय अनुसूचित जनजाति आयोग', मल्टी टास्क स्टाफ (एमटीएस) (समूह 'ग' पद) भर्ती नियमावली, 2022 कहा जाएगा।
(2) ये सरकारी राजपत्र में इनके प्रकाशन की तिथि से प्रवृत्त होंगे।
2. प्रारंभिक गठन - (1) इन नियमों के लागू होने से ठीक पहले नियमित आधार पर मल्टी-टास्किं ग स्टाफ का पद धारण करने वाले कर्मियों को इन नियमों के प्रावधानों के अनुसार नियुक्त किया गया समझा जाएगा।
(2) इन नियमों के प्रारंभ होने से ठीक पहले ग्रेड में ऊपर निर्दिष्ट पदधारियों की नियमित निरंतर सेवा को परिवीक्षा, वरिष्ठता, पदोन्नति के लिए अर्हक सेवा, स्थायीकरण और सेवा में पेंशन के प्रयोजनों के लिए गिना जाएगा।
3. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर (लेवल) - उक्त पदों की संख्या, उनका वर्गीकरण और तत्संबंधी संबद्ध वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों के साथ सलंग्न अनुसूची के कॉलम (2) से (4) में विनिर्दिष्ट है।
4. भर्ती की पद्धति, आयु सीमा तथा अर्हताएं आदि - उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं (योग्यताएं) और उससे संबंधित अन्य मामले वे होंगे जो उपयु र्क्त अनुसूची के कॉलम (5) से (14) में विनिर्दिष्ट हैं।
5. निर्रहता (अपात्रता) – कोई भी व्यक्ति -
(क) जिसने ऐसे किसी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है जिसकी पत्नी/पति जीवित है, अथवा (ख) जिसकी पत्नी/पति जीवित है, ने किसी भी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है, उपरोक्त पद पर नियुक्ति के लिए पात्र नहीं होगा:
बशर्ते कि के न्द्रीय सरकार, यदि संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति और विवाह वाले अन्य पक्ष के लिए लागू स्वीय विधि (पर्सनल लॉ) के तहत अनुज्ञेय है और उस व्यक्ति के द्वारा ऐसा करने के अन्य कारण हैं तो किसी व्यक्ति को इस नियम के लागू होने में छू ट प्रदान कर सकती है।
6. शिथिल करने की शक्ति – जहां कें द्रीय सरकार का यह विचार (राय) है कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेशानुसार, कारणों को लिखित में दर्ज करते हुए किसी भी वर्ग या श्रेणी के व्यक्तियों के संबंध में इन नियमों के किसी भी प्रावधान को शिथिल कर सके गी।
7. व्यावृत्ति (अपवाद) – इन नियमों में से कोई भी नियम इस संबंध में कें द्र सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, पूर्व सैनिकों और अन्य विशेष श्रेणी के व्यक्तियों के लिए प्रदान किए जाने वाले आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों को प्रभावित नहीं करेगा।

1. Short title and commencement. – (1) These rules may be called the National Commission for Scheduled Tribes, Multi-Tasking Staff (Group C) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Initial Constitution. - (1) The personnel holding the post of Multi-Tasking Staff immediately before the commencement of these rules on regular basis shall be deemed to have been appointed in accordance with the provisions of these rules.
(2) The regular continuous service of personnel referred above in the grade immediately before the commencement of these rules shall count for the purpose of period of probation , seniority, qualifying service for promotion, confirmation and pension in the service.
3. Number of posts, classification, level in pay matrix. - The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

सा.का.नि. 166.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत शक्तियों का प्रयोग करते हुए राष्ट्रीय अनुसूचित जनजाति आयोग में डिस्पैच राइडर (समूह 'ग' पद) के पद पर भर्ती की प्रक्रिया को विनियमित करते हुए एतद्द्वारा, निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त नाम और प्रारम्भ – (1) इन नियमों को 'राष्ट्रीय अनुसूचित जनजाति आयोग', डिस्पैच राइडर (समूह 'ग' पद) भर्ती नियमावली, 2022' कहा जाएगा।
(2) ये सरकारी राजपत्र में इनके प्रकाशन की तिथि से प्रवृत्त होंगे।
2. पदों की संख्या, वेतन मैट्रिक्स में वर्गीकरण तथा स्तर (लेवल) - उक्त पद की संख्या, तत्संबंधी संबद्ध वेतन मैट्रिक्स में उनका वर्गीकरण और स्तर वह होगा जो इन नियमों के साथ सलंग्न अनुसूची के कॉलम (2) से (4) में विनिर्दिष्ट है।
3. भर्ती की पद्धति, आयु सीमा तथा अर्हताएं आदि - उक्त पद पर भर्ती की पद्धति, आयु सीमा, योग्यताएं (अर्हताएं) और उससे संबंधित अन्य मामले वे होंगे जो उपयु र्क्त अनुसूची के कॉलम (5) से (13) में विनिर्दिष्ट हैं।
4. अयोग्यता (अपात्रता) – कोई भी व्यक्ति -
(क) जिसने ऐसे किसी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है जिसकी पत्नी/पति जीवित है, अथवा
(ख) जिसकी पत्नी/पति जीवित है, ने किसी भी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है,
उपरोक्त पद पर नियुक्ति के लिए पात्र नहीं होगा:
बशर्ते कि के न्द्रीय सरकार, यदि संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति और विवाह वाले अन्य पक्ष के लिए लागू स्वीय विधि (पर्सनल लॉ) के तहत अनुज्ञेय है और उस व्यक्ति के द्वारा ऐसा करने के अन्य कारण हैं तो किसी व्यक्ति को इस नियम के लागू होने में छू ट प्रदान कर सकती है।

6. व्यावृत्ति (अपवाद) – इन नियमों में से कोई भी नियम इस संबंध में कें द्र सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, पूर्व सैनिकों और अन्य विशेष श्रेणी के व्यक्तियों के लिए प्रदान किए जाने वाले आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों को प्रभावित नहीं करेगा।

G.S.R. 166.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Despatch Rider (Group 'C' post) in the National Commission for Scheduled Tribes, namely: -
1.Short title and commencement. - (1) These rules may be called the National Commission for Scheduled Tribes, (Despatch Rider) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of Post, Classification, and level in pay matrix. - The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.Method of recruitment, age-limit, qualifications etc. - The method of recruitment , age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4.Disqualification. — No person,
(a) who has entered into or contracted a marriage with a person having a spouse living;or
(b) who, having a spouse living, has entered into or contracted a marriage with any person
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

(2) इन नियमों के लागू होने से ठीक पहले क्रमश: ग्रेड में ऊपर निर्दिष्ट कर्मी की नियमित निरंतर सेवा को परिवीक्षा अवधि, वरिष्ठता, पदोन्नति के लिए अर्हक सेवा, पुष्टिकरण और सेवा पेंशन के प्रयोजन के लिए ध्यान में रखा जाएगा।
3. पदों की संख्या, वेतन मैट्रिक्स में वर्गीकरण तथा स्तर (लेवल) - उक्त पदों की संख्या, तत्संबंधी संलग्न वेतन मैट्रिक्स में उनका वर्गीकरण और स्तर, इन नियमों के साथ सलंग्न अनुसूची के कॉलम (2) से (4) में यथा निर्दिष्ट होंगे।
4. भर्ती की पद्धति, आयु सीमा तथा अर्हताएं आदि - उक्त पदों की भर्ती की पद्धति, आयु सीमा, योग्यताएं और उससे संबंधित अन्य मामले उपयु र्क्त अनुसूची के कॉलम (5) से (13) में यथा निर्दिष्ट होंगे।
5. निरर्हता – कोई भी व्यक्ति -
(क) जिसने ऐसे किसी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है जिसकी पत्नी/पति जीवित है, अथवा
(ख) जिसकी पत्नी/पति जीवित है ने किसी भी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है, उक्त पदों पर नियुक्ति के लिए पात्र नहीं होगा।
बशर्ते कि के न्द्रीय सरकार, यदि संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति और विवाह वाले अन्य पक्ष के लिए लागू वैयक्तिक कानून के तहत मान्य है और उस व्यक्ति के द्वारा ऐसा करने के अन्य कारण हैं तो किसी व्यक्ति को इस नियम के लागू होने में छू ट प्रदान कर सकती है।
6. छू ट देने की शक्ति – जहॉं कें द्रीय सरकार का यह विचार है कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेशानुसार, कारणों को लिखित में दर्ज करते हुए किसी भी वर्ग या श्रेणी के व्यक्तियों के संबंध में इन नियमों के किसी भी प्रावधान के तहत छू ट दी जा सके गी।
7. व्यावृत्ति – इन नियमों में से कोई भी इस संबंध में समय-समय पर कें द्र सरकार द्वारा जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग, पूर्व सैनिकों और अन्य विशेष श्रेणी के व्यक्तियों के लिए प्रदान किए जाने वाले आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों को प्रभावित नहीं करेगा।

G.S.R. 167.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Group 'C' post) in the National Commission for Scheduled Tribes, namely: -
1. Short title and commencement. – (1) These rules may be called the National Commission for Scheduled Tribes, Staff Car Driver (Group C) Recruitment Rules, 2022,
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Initial Constitution. - (1) The personnel holding the post of Staff Car Driver immediately before the commencement of these rules on regular basis shall be deemed to have been appointed in accordance with the provisions of these rules.
(2) The regular continuous service of personnel referred above in the respectively grade immediately before the commencement of these rules shall count for the purpose of period of probation, seniority, qualifying service for promotion, confirmation and pension in the service.
3. Number of Posts, classification and level in pay matrix. - The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age limit, qualification etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2: The maximum age limit for appointment by deputation or absorption shall be not exceeding fifty- six years as on the closing date of receipt of applications. |

सा.का.नि. 168.—राष्ट्रपति, संविधान के अनुच्छेद 309 के उपबंध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और कें द्रीय विद्युत प्राधिकरण (समूह ग) अननुसचिवीय पदों के भर्ती नियम, 1979 के अधिक्रमण में, जहां तक वे स्टाफ कार चालक/चालक के पद से संबंधित हैं, उन बातों के सिवाए अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गयाहै या करने का लोप किया गया है, कें द्रीय विद्युत प्राधिकरण मुख्यालय औरउसके अधीनस्थ कार्यालयों में स्टाफ कार चालक (साधारण ग्रेड, ग्रेड-II ग्रेड-I और विशेष ग्रेड) पदों पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं अर्थात्:
1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का संक्षिप्त नाम विद्युत मंत्रालय कें द्रीय विद्युत प्राधिकरण, स्टाफ कार चालक (साधारण ग्रेड, ग्रेड-II, ग्रेड-I और विशेषग्रेड) (समूह 'ख' और समूह 'ग' पद), भर्ती नियम 2022 हैं।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे।
2. लागू होना - ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तम्भ (1) में विनिर्दिष्टपदों पर लागू होंगे।
3. पद संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर - पदों की संख्या, उनका वर्गीकरण और उससे संबद्ध वेतनमान पूर्वोक्त अनुसूची के स्तम्भ (2) से (4) में विनिर्दिष्ट अनुसार होगा।
4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं इत्यादि - भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य मामले उक्त अनुसूची के स्तम्भ (5) से (13) में विनिर्दिष्ट अनुसार होंगे।
5. निरर्हता - कोई व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह का अनुबंध किया है, जिसका पति या जिसकी पत्नी जीवित है; या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह का अनुबंध किया है,
कथित पद पर नियुक्ति का पात्र नहीं होगा।
परंतु कें द्रीय सरकार की यह राय है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के दूसरे पक्ष पर लागू स्वीय विधि के अधीन अनुज्ञेता और ऐसा करने के लिए अन्य आधार हैं, तो किसी भी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति -जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति –इन नियमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 168.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in supersession of the Central Electricity Authority (Group C) Non-Ministerial posts Recruitment Rules, 1979, in so far as they relate to the post of Staff Car Driver/Driver, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Driver (Ordinary Grade, Grade-II, Grade-I and Special Grade) posts in the Central Electricity Authority headquarter and its subordinate offices, namely:
1. Short title and commencement. - (1) These rules may be called the Ministry of Power, Central Electricity Authority, Staff Car Driver (Ordinary Grade, Grade-II, Grade-I and Special Grade) (Group 'B' and Group 'C' posts), Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules.
3. Number of posts, classification, level in the pay matrix. – The number of the posts, its classification and pay scale attached thereto shall be as specified in Columns (2) to (4) of the aforesaid Schedule.
4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.
5. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons.
7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
