सा.का.नि. 172.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों और इस संदर्भ में सामथ्र्यकारी अन्य सभी शक्तियों का प्रयोग करते हुए, राष्ट्रपति सचिवालय (भर्ती और सेवा शतें) नियम 2017 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. (1) इन नियमों को राष्ट्रपति सचिवालय (भर्ती और सेवा शतें) द्वितीय संशोधन नियम, 2022 कहा जाएगा।

G.S.R. 172.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and of all other powers enabling in this behalf, the President hereby makes the following rules to amend the President's Secretariat (Recruitment and Conditions of Service) Rules, 2017, namely:-

1. (1) These rules may be called the President's Secretariat (Recruitment and Conditions of Service) Second Amendment Rules, 2022.

(2) They shall deem to have come into force from 01st September, 2022.

2. In the President's Secretariat (Recruitment and Conditions of Service) Rules, 2017 :-

(a) in Schedule-I, SI. No. 16A added vide The President's Secretariat (Recruitment and Conditions of Service) First Amendment Rules, 2019, against Number of Post of Manager– 03 may be read as 01 with effect from 01.09.2022.

(b) in Schedule-I, SI. No. 11, against Number of Post of Under Secretary– 06 may be read as 08 with effect from 01.09.2022.

(d) in Schedule-I, SI. No. 20, against Number of Post of Section Officer– 24 may be read as 25 with effect from 01.09.2022.

सा.का.नि. 173.—के न्रीय सरकार, कें रीय रिजर्व पुलिस बल अधिनियम, 1949 (1949 का 66) की धारा 18 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और कें रीय रिजर्व पुलिस बल निरीक्षक (हिंदी अनुवादक) और सूबेदार मेजर (हिंदी अनुवादक) भर्ती नियम, 2015 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, के न्रीय रिजर्व पुलिस बल में निरीक्षक (हिंदी अनुवादक) और उप निरीक्षक (हिंदी अनुवादक) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात:-

1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का संक्षिप्त नाम कें रीय रिजर्व पुलिस बल, निरीक्षक (हिंदी अनुवादक) और उप निरीक्षक (हिंदी अनुवादक) समूह 'ख' राजभाषा काडर पद भर्ती नियम, 2022 है ।

(2) ये, राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे।

2. लागू होना - ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विर्निर्दष्ट पदों को लागू होंगे।

3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे, जो उक्त अनुसूची के स्तम्भ (2) से स्तम्भ (4) तक में विर्निर्दष्ट हैं।

4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि - भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में विर्निर्दष्ट हैं ।

5. निरर्हता – वह व्यक्ति

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, या

(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परंतु यदि कें रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसे करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. चिकित्सा स्वास्थ्य - इन नियमों में किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा श्रेणी शेप-I में हैं, प्रोन्नति के लिए पात्र होंगे और सीधी भर्ती द्वारा नियुक्ति के लिए के वल वे व्यक्ति जो कें रीय सशस्त्र पुलिस बलों और असम राइफल्स में भर्ती हेतु कें न्रीय सरकार द्वारा जारी मार्गदर्शक सिद्धांत में यथा विहित चिकित्सक दृष्टया योग्यता हैं, वे इन नियमों के उपबंधों के अधीन पात्र होंगे।

7. शिथिल करने की शक्ति.- जहां कें रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी।

8. व्यावृत्ति.- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपलब्ध करना अपेक्षित है।

भर्ती की पद्धति, भर्ती सीधी होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता ।	प्रोन् नति /प्रतिनियुक्ति /आमेलन द्वारा भर्ती की दशा में, वे श्रेणियां जिनसे प्रोन्नति/ प्रतिनियुक्ति/आमेलन किया जाएगा ।

प्रोन्नति द्वारा, जिसके न हो सकने पर प्रतिनियुक्ति/आमेलन द्वारा।	प्रोन्नति: वेतन मैट्रिक्स के स्तर 6 ( 35400-112400 रुपये) की श्रेणी में कें रीय रिजर्व पुलिस बल के उप निरीक्षक (हिंदी अनुवादक) में से जिन् होंने उस श्रेणी में पांच वर्ष नियमित सेवा, चिकित्सा श्रेणी शेप-I और निरीक्षक (हिंदी अनुवादक) पद के लिए विर्निर्दष्ट प्रशिक्षण/पाठ्यक्रम सफलतापूर्वक पूर्ण की हो। टिप् पण : जहां ऐसे कनिष् ठ व् यक्तियों के संबंध में, जिन् होंने अपनी अर्हक सेवा पूरी कर ली है, प्रोन् नति के लिए विचार किया जा रहा हो, वहां उनसे ज् येष् ठ व् यक्तियों के संबंध में भी विचार किया जाएगा । परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक सेवा, अपेक्षित अर्हक सेवा के आधे से अधिक से, या दो वर्ष से, इनमें जो भी कम हो, कम न हो और उन् होंने अपने ऐसे कनिष् ठ व् यक्तियों जिन् होंने ऐसी अर्हक सेवा पहले ही पूरी कर ली है, अगली उच् चतर ग्रेड में प्रोन् नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति/आमेलन द्वारा: क ें रीय सशस्त्र पुलिस बलों/के न् रीय/ संघ राज् यक्षेत्रों/राज्य पुलिस संगठन के योद्धक अनुसचिवीय कर्मचारीवृ ंद में से: (क) (i) जो नियमित आधार पर सदृश पद धारण किए हुए है ; या (ii) जिन् होंने वेतन मैट्रिक्स में स्तर 6 (35400-112400 रुपये) या समतुल् य स्तर में पांच वर्ष नियमित सेवा की है। (ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं हैं: - किसी मान्यता प्राप्त विश्वविद्यालय से हिंदी में मास् टर डिग्री जिसमें डिग्री स् तर पर अंग्रेजी एक अनिवार्य या वैकल्पिक विषय के रूप में रहा हो या परीक्षा का माध्यम रहा हो; या किसी मान्यता प्राप्त विश्वविद्यालय से अंग्रेजी में मास् टर डिग्री जिसमें डिग्री स् तर पर हिंदी एक अनिवार्य या वैकल्पिक के रूप में रहा हो या परीक्षा का माध्यम रहा हो; या किसी मान्यता प्राप्त विश्वविद्यालय से हिंदी या अंग्रेजी से भिन् न किसी भी विषय में मास् टर डिग्री जिसमें डिग्री स् तर पर हिंदी माध् यम रहा हो और अंग्रेजी एक अनिवार्य या वैकल्पिक विषय के रूप में रहा हो या परीक्षा का माध् यम रहा हो ; या किसी मान्यता प्राप्त विश्वविद्यालय से हिंदी या अंग्रेजी से भिन् न किसी भी विषय में मास् टर डिग्री जिसमें डिग्री स् तर पर अंग्रेजी माध् यम रहा हो और हिन् दी एक अनिवार्य या वैकल्पिक विषय के रूप में रहा हो या परीक्षा का माध् यम रहा हो; या किसी मान्यता प्राप्त विश्वविद्यालय से हिंदी या अंग्रेजी से भिन् न किसी भी विषय में मास् टर डिग्री जिसमें डिग्री स् तर पर अंग्रेजी और हिन् दी अनिवार्य या वैकल्पिक विषय के रूप में रहा हो या इन दोनों में से कोई एक परीक्षा का माध् यम और दूसरा अनिवार्य या वैकल्पिक विषय के रूप में रहा हो ; और क े न् रीय सरकार या राज् य सरकार के कार्यालय जिसके अंतर्गत भारत सरकार के उपक्रम भी है में हिंदी से अंग्रेजी में अनुवाद और विपर्ययेन में मान्यताप्राप्त डिप्लोमा या र्सर्टफिके ट कोर्स या हिंदी से अंग्रेजी अनुवाद कार्य और विपर्ययेन में दो वर्ष का अनुभव। (ग) चिकित्सा श्रेणी शेप-I टिप् पण 1 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न् रीय सरकार के उसी या किसी अन् य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन् य काडर वाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी। टिप् पण 2 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन् नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार
	प्रतिनियुक् त व् यक्ति प्रोन् नत द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप् पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप् पन वर्ष से अधिक नहीं होगी।
यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना	भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

टिप्पण 2 : अनुभव संबंधी अर्हता कर्मचारी चयन आयोग या सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों या जनजातियों के अभ् र्यर्थयों की दशा में तब शिथिल की जा सकती है, जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग या सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ् र्यर्थयों के पर्याप् त संख् या में उपलब् ध होने की संभावना नहीं है। शारीरिक मानक :-

	अनुसूचित जनजाति से संबंधित सभी अभ् र्यार्थयों		162.5 से.मी.	150 से.मी.

	वजन: चिकित्सा मानदंडों के अनुसार ऊं चाई और आयु के अनुरूप (पुरुषों और महिलाओं क े लिए) और; चिकित्सा मानक :- ऑंखों की दृष्टि – दोष सुधार यानि चश् मा या लेंस धारण किए बिना एक ऑंख की न्यूनतम दूर की नजर 6/6 और दूसरी आँख की 6/9 होनी चाहिए। अभ् र्यार्थयों के घुटने आपस में नहीं टकराने चाहिए, चपटे पांव, भेंगी आंखे या वेरीकोस वेन नहीं होनी चाहिए और उनकी वर्ण दृष्टि उच् च होनी चाहिए। उन्हें अच्छे मानसिक और शारीरिक रूप से स्वस्थ होने के साथ किसी अन् य ऐसी शारीरिक विकृ ति से मुक् त होना चाहिए जो कु शलतापूर्वक उनके दायित् वों का निर्वहन करने में बाधा उत् पन् न कर सकती है और कें न् रीय सरकार द्वारा भर्ती हेतु चिकित्सा परीक्षाओं के लिए समय-समय पर जारी दिशा-निदेशों के अनुसार सभी तरह से चिकित्सकीय रूप से फिट होने चाहिए। वांछनीय : क ं प्यूटर संचालन तथा हिंदी और अंग्रेजी में टाइपिंग का ज्ञान।

1. संक्षिप्त नाम और प्रारंभ : (1) इन नियमों का संक्षिप्त नाम कार्र्मक, लोक शिकायत और पेंशन मंत्रालय, (कार्र्मक और प्रशिक्षण विभाग),विभागीय कैं टीन (समूह 'ख') पद (संशोधन) भर्ती नियम, 2022 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. कार्र्मक, लोक शिकायत और पेंशन मंत्रालय, कार्र्मक और प्रशिक्षण विभाग, विभागीय कैं टीन (समूह 'ख') पद भर्ती नियम, 2016 (जिसे इसमें इसके पश्चात उक्त नियम कहा गया है) में नियम 3 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात:-

सा.का.नि. 175.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और "विलिंगडन अस्पताल और र्नसंिग होम (तृतीय श्रेणी पद) भर्ती नियम, 1973" को, जहाँ तक उसका संबंध प्रयोगशाला तकनीशियन के पद से है और डॉ राम मनोहर लोहिया अस्पताल, नई दिल्ली, ज्येष्ठ प्रयोगशाला तकनीशियन भर्ती नियम, 1985 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली में चिकित्सा प्रयोगशाला प्रौद्योगिकीविद् के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ: (1) इन नियमों का संक्षिप्त नाम डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली, चिकित्सा प्रयोगशाला प्रौद्योगिकीविद्, भर्ती नियम, 2022 है ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं ।

4. निरर्हता: वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परंतु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्ति: जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी ।

6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना

अपेक्षित है।

सा.का.नि. 176.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और डॉ राम मनोहर लोहिया अस्पताल, नई दिल्ली, तकनीकी पर्यवेक्षक (प्रयोगशाला) और ज्येष्ठ तकनीकी सहायक (प्रयोगशाला) भर्ती नियम, 1996 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली में तकनीकी अधिकारी (चिकित्सा प्रयोगशाला प्रौद्योगिकी) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

G.S.R. 176.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of Dr. Ram Manohar Lohia Hospital, New Delhi Technical Supervisor (Laboratories) and Senior Technical Assistant (Laboratories) Recruitment Rules, 1996, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Officer (Medical Laboratory Technology),Dr. Ram Manohar Lohia Hospital, New Delhi, namely:-

2. Number of posts, classification and level in pay-matrix. – The number of the said post, its classification and level in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, -

a) who has entered into or contracted a marriage with a person having a spouse

living; or

b) who, having a spouse living, has entered into or contracted a marriage with any

person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परंतु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्ति: जहाँ के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 177.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi, (Stenographer Grade II and Stenographer) Group 'C' posts, Recruitment Rules, 2007, in so far as they relate to the post of Stenographer Grade-II, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade-II, in the Dr. Ram Manohar Lohia Hospital, New Delhi, of the Ministry of Health & Family Welfare namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New Delhi, Stenographer Grade-II (Group 'C' Post), Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

G.S.R. 179.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Radiotherapy Technologist (Grade–I) in the Radiotherapy Department of the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi, Junior Radiotherapy Technologist (Grade–I) (Group 'C' Post), Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Disqualification. – No person, -

a. who has entered into or contracted a marriage with a person having a spouse living; or

b. who, having a spouse living, has entered into or contracted a marriage with any Person,

shall be eligible for appointment to the said post:

Degree course based on the minimum course content prescribed by the competent authority passed from a recognised Institution with infield training in radiotherapy; or (c) Two years' Radiation Therapy Technologist diploma course based on the minimum course content prescribed by the competent authority Atomic Energy Regulatory Board passed from a recognised institution with infield training in radiotherapy and minimum three years of post- diploma experience from a recognised hospital or institute. Desirable: Experience in working in an advanced radiotherapy centre or Institute with latest techniques or equipment. Note 1: Qualifications are relaxable at the discretion of the Competent Authority in case of candidates otherwise well qualified. Note 2: Qualifications are relaxable at the discretion of the competent authority for the reasons to be recorded in writing in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if, at any stage of selection the competent authority is of the opinion that sufficient number of candidates belonging to these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

G.S.R. 180.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Regional Leprosy Training and Research Institute at Gouripur in Bankura District, West Bengal (Group 'C' and Group 'D' Posts) Recruitment Rules, 1985, in so far as they relate to the posts of Cook-cum-Kitchen Assistant, Tailor, Dhobi-cum-Pressman except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Cook-cum-Kitchen Assistant, Tailor, Dhobi-cum-Pressman in the Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Gouripur, Bankura, West Bengal, namely:-

1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Gouripur, Bankura, West Bengal, Cook-cum-Kitchen Assistant, Tailor, Dhobi-cum-Pressman, (Group 'C' posts) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

3. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age- limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 181.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जहां तक चपरासी–सह-ड्यूटी-परिचर, स्वच्छता कार्यकर्ता, माली के पदों का संबंध है, अधिक्रांत करते हुए क्षेत्रीय कु ष्ठ प्रशिक्षण और अनुसंधान संस्थान, गौरीपुर जिला बांकु रा, पशिचम बंगाल (समूह 'ग' और 'घ' पद) भर्ती नियम, 1985 और क्षेत्रीय कु ष्ठ प्रशिक्षण संस्थान, गौरीपुर (चपरासी-सह-रात्री-प्रहरी) भर्ती नियम 2001 में भी अधिक्रांत करते हुए अधिक्रमण किया है या करने का लोप किया गया है स्वास्थ्य एवं परिवार कल्याण मंत्रालय, क्षेत्रीय कु ष्ठ प्रशिक्षण संस्थान, गौरीपुर, बांकु रा पशिचम बंगाल में बहुकार्यकर्मचारीवृ ंद (चपरासी-सह-रात्री ड्यूटी-परिचर, स्वच्छता कार्यकर्ता, माली) के पद पर भर्ती की पद्धति का विनियमन के लिए निम्नलिखित नियम बनाते है, अथोत्:-

1. संक्षिप्त नाम और प्रारंभ : (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, गौरीपुर, बांकु रा, पमिि बंगाल बहुकार्यकर्मचारीवृ ंद (चपरासी-सह-रात्री प्रहरी, चपरासी-सह-साधारण ड्यूटी, स्वच्छता कार्यकर्ता, माली) (समूह 'ग' पद) भर्ती नियम, 2022 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद - संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विर्निर्दष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विर्निर्दष्ट हैं ।

4. निरर्हता- वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्ति - जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

6. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगो, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 181.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Regional Leprosy Training and Research Institute at Gauripur in Bankura District, West Bengal (Group 'C' and Group 'D' Posts) Recruitment Rules, 1985, in so far as they relate to the posts of Peon-cum-Duty Attendant, Sanitary Worker, Mali and also in supersession of the Regional Leprosy Training and Research Institute, Gauripur (Peon-cum-Night Watchman) Recruitment Rules, 2001 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff (Peon-cum-Night Watchman, Peon-cum-General Duty Attendant, Sanitary Worker, Mali) in the Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Gauripur, Bankura, West Bengal, namely:-

1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare , Regional Leprosy Training and Research Institute, Gauripur, Bankura, West Bengal, Multi-Tasking Staff (Peon-cum- Night Watchman, Peon-cum-General Duty Attendant, Sanitary Worker and Mali) (Group 'C' posts) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।

2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर– पद की संख्या, इससे संलग्न उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विर्निर्दष्ट है।

3. भर्ती की पद्धति, आयु-सीमा, अन्य अर्हताएँ आदि- उक्त पद पर भर्ती कीपद्धति, आयु-सीमा, अन्य अर्हताएँ और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में र्विर्नदिष्ट है।

4. निरर्हता-– वह व्यक्ति, -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगाः

परन्तु यदि के न्रीय सरकार का यह सामाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है, और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिः- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेख बद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी।

6. व्यावृतिः- इन नियमों की कोई बात, ऐसे आरक्षण आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गये आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों,अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

वांछनीयः- किसी मान्यता प्राप्त बोर्ड से दसवीं स्तर तक संविधान की आठवीं अनुसूची में सम्मिलित हिंदी से भिन्न भाषाओं में से किसी एक का अध्ययन किया हो ।

टिप्पणः- (1) ऐसे विभागीय ज्येष्ठ अनुवाद अधिकारी के संबंध में भी बाह्य व्यक्तियों के साथ विचार किया जाएगा जिन्होंने वेतन मैट्रिक्स के स्तर-7 (रूपये 44900-142400) की श्रेणी में तीन वर्ष नियमित सेवा की हो और जिनके पास प्रतिनियुक्ति के लिए विहित शैक्षिक अर्हताएँ और अनुभव हो उस पर भी अन्य व्यक्तियों के साथ विचार किया जायेगा और यदि उसका उस पद पर चयन हो जाता है तो वह पद प्रोन्नति द्वारा भरा गया समझा जायेगा ।

Short title and commencement. – (1) These rules may be called the Technical Officer (Medical Laboratory Technology), Dr. Ram Manohar Lohia Hospital, New Delhi, Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. ↩
Number of post, classifications and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. ↩
