G.S.R. 1.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), and in supersession of the Assam Rifles (Group 'C' combatised posts) Recruitment Rules, 2000, in so far as it relates to the post of Havildar (General Duty), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the Group 'C' combatised post of Havildar (General Duty) in the Assam Rifles, namely :-
1. Short title and commencement.– (1) These rules may be called the Assam Rifles, Havildar (General Duty), Non-Gazetted, Non-Ministerial Group 'C' Combatised post Recruitment (Amendment) Rules, 2022.

2. Number of posts, classification and level in the pay matrix.– The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.
3. Method of recruitment, age-limit, qualifications etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the afore said schedule.
4. Disqualification.– No person, –
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Medical Fitness.–Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, as specified in the Ministry of Home Affairs guidelines for recruitment Medical Examination in Central Armed Police Forces and Assam Rifles dated the 20th May, 2015 and further instructions issued by Ministry of Home Affairs from time to time, shall be eligible for appointment under the provisions of these rules.
6. Superannuation.–Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time:
Provided that a person whose date of birth is on the first day of the month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years:
Provided further that no person shall be granted extension in service beyond the prescribed age of retirement on superannuation.
7. Interpretation.– If any question relating to the interpretation of these rules arises it shall be referred to the Central Government who shall decide the same.
8. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
9. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

केन्द्रीय सरकार, असम राइफल्स अधिनियम, 2006 (2006 का 47) की धारा 165 की उप-धारा (2) के खंड (क) और खंड (ख) के साथ पठित उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, असम राइफल्स में वारंट ऑफिसर (बीजलेख) समूह 'ग' योधक पदों पर भर्ती पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :-
.–(1) इन नियमों का संक्षिप्त नाम असम राइफल्स, वारंट ऑफिसर (बीजलेख) समूह 'ग' 1. योधक पद भर्ती नियम, 2022 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को लागू होंगे।
.– पदों की संख्या, उनका वर्गीकरण और इसमें 2. सलंग्न वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्व अनुसूची के स्तम्भ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
.– उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे
, 3. संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिषट हैं।

.– व्यक्तिः - (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;

उक्त पदों पर नियुक्ति का पात्र नहीं होगाः
यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीकृत विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार ह,ैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी 5. .–दृष्टिया योग्यता केंद्रीय सशस्त्र बलों और असम राइफल्स में भर्ती के लिए गृह मंत्रालय द्वारा भर्ती चिकित्सा परीक्षण के लिए जारी मार्गदर्शन सिद्वांत और बाद में उस पर संशोधन के अनुसार एक समान होगी।
6. –जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्व करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की वाबत, आदेश द्वारा शिथिल की जा सकती है।
7. –इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा जारी किए गए आदेंशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे वर्गों, भूतपूर्व सैनिकों और अन्य विषेश प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

1. Short title and commencement.– (1) These rules may be called the Assam Rifles Warrant Officer (Cipher) Group 'C' Combatised Posts Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.

3. Method of recruitment, age limit, qualifications etc.–The method of recruitment to the said posts, age limit, qualifications and other matters relating to the said posts shall be as specified in Columns (5) to (13) of the above said Schedule.

7. 1. Short title and commencement.–(1) These rules may be called the Assam Rifles (Recovery Vehicle Mechanic), Group 'C' Combatised Posts Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.– These rules shall apply to the posts specified in column (1) of the Schedule amended to these rules.
3. Number of posts, classification and level in the pay matrix.– The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
4. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.– No person, –
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Medical Fitness.–Medical fitness shall be as per revised uniform guidelines for recruitment medical examination for recruitment in the Central Armed Police Forces and Assam Rifles issued by Ministry of Home Affairs.
7. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए, गृह मंत्रालय के अधीन सरदारवल्लभ भाई पटेल राष्ट्रीय पुलिस अकादमी, हैदराबाद में प्रयोगशाला परिचर के पद पर भर्ती की पद्धति का विनियमन के लिए निम्नलिखित नियम बनाती हैं, अर्थातः-

(i) इन नियमों का संक्षिप्त नाम सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी, प्रयोगशाला परिचर भर्ती नियम, 2022 है।
(ii) ये नियम राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
- पद संख्या, उसका वर्गीकरण, वेतन मैट्रिक्स स्तर वे होंगे, जो इन 2.
नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे 3.
होंगी, जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. -वह व्यक्ति- (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, से विवाह किया है ; या विवाह की संविदा की है, या

G.S.R. 4.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Sardar Vallabhbhai Patel National Police Academy (Laboratory Attendant) Recruitment Rules, 1981except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Attendant in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely:-
1. Short title and commencement. - (l) These rules may be called the Sardar Vallabhbhai Patel National Police Academy (Laboratory Attendant) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

| विश्वविद्यालय या संस्थान से पुस्तकालय विज्ञान या पुस्कालय और सूचना विज्ञान में स्नातक डिग्री हो। : वेतन मैट्रिक्स के स्तर 7 (44900- 142200. रु.) में सहायक पुस्तकालय और सूचना अधिकारी के पद पर कार्यरत व्यक्तियों की पात्रता सेवा इन नियमों की अधिसूचना की तारीख को नियमित आधार पर 7 वर्ष की रहेगी। : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा पंरतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है। - केंद्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र या स्वशासी या कानूनी संगठन या मान्यता प्राप्त अनुसंधान और शैक्षिक संस्था या विश्वविद्यालय या पब्लिक सेक्टर के उपक्रम के अधीन ऐसे अधिकारी - (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए है; या (ii) मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-10 (56100-177500/-रू.) में या समतुल्य में पांच वर्ष की नियमित सेवा की हो, या (iii) मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-9 (53100-167800/-रू.) या समतुल्य में 7 वर्ष की नियमित सेवा की हो, या (iv) मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-8 (रू. 47600-151100/-रू.) में या समतुल्य में 8 वर्ष की नियमित सेवा की हो, या (v) मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-7 (रू. 44900-142400/-रू.) में या समतुल्य में 9 वर्ष की नियमित सेवा की हो, और (ख) जो निम्नलिखित अर्हताएं और अनुभव रखते हो - श् - किसी मान्यता प ्राप्त विश्वविद्यालय या (i) संस्थान के पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में मास्टर डिग्री; |
| (ii) केन्द्रीय सरकार या राज्य सरकार या स्वाशासी या कानूनी संगठन या पब्लिक सेक्टर के उपक्रम या विश्वविद्यालय या मान्यता प्राप्त अनुसंधान या शैक्षिक संस्थान के अधीन पुस्कालय में 5 वर्ष का व्यावसायिक अनुभव। - राज्य सरकार या (i) केन्द्रीय सरकार या स्वाशासी या कानूनी संगठन या पब्लिक सेक्टर के उपक्रम या विश्वविद्यालय या मान्यता प्राप्त अनुसंधान या शैक्षिक संस्थान के अधीन पुस्तकालय में पुस्तकालय संबंधी क्रियाकलापों का कंप्यूटर पर कार्य करने का 1 वर्ष का अनुभव। किसी मान्यताप्राप्त विश्वविद्यालय या (ii) संस्थान से कंप्यूटर अनुप्रयोग में डिप्लोमा। पोषक वर्ग के ए ेसे विभागीय टिप्पण 1: अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। प्रतिनियुक्ति (जिसके अंतर्गत : अल्पकालिक संविदा भी है) की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहय पद पर प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि, साधारणतया 4 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (जिसके अंतर्गत, अल्पकालिक संविदा भी है) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । | ||||

G.S.R. 5.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Sardar Vallabhbhai Patel National Police Academy (Librarian) Recruitment Rules, 1981, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Officer in the Sardar Vallabhbhai Patel National Police Academy under the Ministry of Home Affairs, namely : -
1. Short title and commencement .- (a) These rules may be called the Sardar Vallabhbhai Patel National Police Academy (Library and Information Officer) Group'A' post Recruitment Rules, 2022.
(b) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and pay level in the pay matrix. - The number of post, its classification and the pay level in the pay matrix attached thereto shall be a specified in Columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
4. Power to Relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
5. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| By promotion:- Assistant Library and Information Officer with nine years regular service in level-7 (Rs.44900-142200) in the pay matrix and possessing Bachelors Degree in Library science or Library and Information Science from recognised University or Institute. Note1: The eligibility service shall continue to be seven years for persons holding the post of Assistant Library and Information Officer in level-7 ( Rs 44900-142400) in the pay matrix on regular basis on the date of notification of these rules. Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. By deputation (including short term contract): Officers under the Central Governments or State Governments or Union Territory or Autonomous or Statutory Organisation or Recognized Research and Educational Institution or University or Public Sector Undertaking:- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with five years regular service in level-10 (Rs 56100-177500) in the pay matrix or equivalent in the parent cadre or department; or (iii) with seven years regular service in level-9 ( Rs 53100-167800) in the pay matrix or equivalent in the parent cadre or department; or (iv) with eight years regular service in level-8 (Rs 47600-151100) in the pay matrix or equivalent in the parent cadre or department; or (v) with nine years regular service in level-7 (Rs 44900-142400) in the pay matrix or equivalent in the parent cadre or department ; and | Departmental Promotion Committee (for considering promotion) consisting of :- 1. Chairman/Member, Union Public Service Commission – Chairman; 2. Joint Director, Sardar Vallabhbhai Patel National Police Academy–Member; 3. Deputy Director, Sardar Vallabhbhai Patel National Police Academy- Member. Departmental Confirmation Committee (for considering confirmation) consisting of :- 1. | (b) possessing the following qualifications and experience: Essential (i) Master Degree in Library Science or Library and Information Science of a recognised University or Institute; (ii) Five years professional experience in Library under Central Government or State Government or Autonomous or Statutory Organisaion or Public Sector Undertaking or University or recognised Research or Educational Institution. Desirable: (i) One year's experience of computerising Library activities in a Library under Central Government or State Government or Autonomous or Statutory Organisation or Public Sector Undertaking or University or recognised Research or Educational Institution. (ii) Diploma in Computer Application from a recognised University or Institute. Note 1:- The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, Deputationsts shall not be eligible for consideration for appointment by promotion. Note 2 : Period of deputation (including short term contract ) including period of deputation (including short term contract ) in another ex- cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed four years. The maximum age-limit for appointment by Deputation (including short term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications. |
