सा.का.नि. 26.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उप- धारा (2) के खंड (क) और खंड (ग) के साथ पठित उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय, सशस्त्र सीमा बल, परा-पशुचिकित्सा काडर योधक निरीक्षक (पशुचिकित्सा) अराजपत्रित, समूह 'ख' पद भर्ती नियम, 2012 और गृह मंत्रालय, सशस्त्र सीमा बल, समूह 'ख' योधक (अराजपत्रित) परा- पशुचिकित्सा पद भर्ती नियम, 2011 को, उन बातों के सिवाय अधिक्ांत करते हुए जिन्हें ऐसे अधिक्मण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन सशस्त्र सीमा बल में निरीक्षक (पशुचिकित्सा) और उप-निरीक्षक (पशुचिकित्सा) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात:-

(145)146 THE GAZETTE OF INDIA : MARCH 25, 2023/CHAITRA 4, 1945 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सशस्त्र सीमा बल, योधक, समूह 'ख' (अराजपत्रित) परा-पशुचिकित्सा पद भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.- ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विर्निर्दष्ट पदों को लागू होंगे।
3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- पदों की संख्या, उनका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध पूवोक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
4. भर्ती की पद्धति, आयु-सीमा, अर्हता, आदि.- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
5. निरर्हता.- वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. चिकित्सक रष्टया योग्यता.- इन नियमों में अन्र्तर्वष्ट किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा प्रवर्ग 'शेप-1' में हैं, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।
स्पष्टीकरण:- इस नियम के प्रयोजन के लिए, 'शेप-1' से निम्नानुसार परिभाषित चिकित्सा प्रवर्ग अभिप्रेत है:-
(i) कोड अक्षर शेप (एस.एच.ए.पी.ई.), जो निम्नलिखित कृ त्यों का प्रतिनिधित्व करते हैं, द्वारा उपर्दर्शत दिए गए कारकों के अधीन अधिकारी की उपयुक्त्ता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण:-
एस - मनोवैज्ञानिक
एच - श्रवणता
ए - उपांग
पी - शारीरिक क्षमता
ई - दृष्टि
(ii) प्रत्येक कारक के अधीन, किसी अधिकारी की कार्यात्मक क्षमता का द्योतक घटते कार्यात्मक दक्षता को, उपर्दर्शत करते हुए प्रत्येक कोड अक्षर के सामने 1 से 5 अंक द्वारा किया जाएगा और अंकों को कोड अक्षर के बाद लिखा जाएगा, सिवाय इसके जहाँ कोई अधिकारी सभी कारकों में ग्रेड-1 में है, वहाँ उसका प्रवर्ग एस1, एच1, ए1, पी1, ई1 लिखने के बजाय, शेप-1 लिखकर द्योतक किया जा सके गा । इन अंको का सामान्य मुल्यांकन निम्नानुसार है:-
(क) भारत में कहीं भी सभी कर्तव्यों के लिए योग्य।
(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों के प्रकार और इस आधार पर कि क्या कर्तव्य घोर दबाव या कान या आँख दोनों की सुनने या देखने की तीव्र माँग के है, नियोजनीयता के क्षेत्र से सम्बंधित सीमाएं लगाई जा सकती है।
(ग) "एस" घटक को छोडकर, नेमी या निष्क्यि कर्तव्यों के लिए योग्य किन्तु अत्यधिक शीत क्षेत्र या पहाड़ी क्षेत्र में अत्यधिक ऊँ चाई (2700 मीटर से ऊपर) और दीर्घ समनुदेशन के लिए नियोजनीयता की सीमाएं हो सकती है।
(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य ।
(ड.) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।
147 [भाग II—खण्ड 3(i)] भारत का राजपत्र: मार्च 25, 2023/चैत्र 4, 19457. अधिर्वर्षता.- इन नियमों के अधीन नियुक्त किए गए कार्र्मक, उस मास के अंतिम दिन के अपराह्न से जिसमें साठ वर्ष की आयु प्राप्त करता है, सेवानिवृत होगा:
परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास की पहली तारीख है, तो उस माह के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है, पूर्व मास के अंतिम तारीख के अपराह्न में सेवानिवृत होगा ।
8. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः
परन्तु इस नियम में अंर्तर्वष्ट कोई बात बल में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन को र्वर्जत नहीं करेगी ।
9. शिथिल करने की शक्ति.- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
10. सेवा का दायित्व.- इन नियमों के अधीन उक्त पदों पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी सेवा करने का दायी होगा ।
11. व्यावृति.- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंघ में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

| प्रोन्नति द्वारा: वेतन मैट्रिक्स के स्तर-6 (रु. 35400-112400/-) में ऐसे उप-निरीक्षक (पशुचिकित्सा) में से प्रोन्नति, जिन्होंने उस श्रेणी में पाँच वर्ष से अन्यून नियमित सेवा की है और जिन्होंने समय-समय पर महानिदेशक, सशस्त्र सीमा बल द्वारा यथाविहित प्रोन्नति पाठ्यक्म या पाठ्यक्मों को सफलतापूर्वक पूरा किया हो एवं जिनका चिकित्सा श्रेणी शेप-1 हो। टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति द्वारा: के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र पुलिस संगठनों के ऐसे अधिकारी: (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; और (ii) ऐसे व्यक्ति जो वेतन मैट्रिक्स के स्तर-6 (रु. 35400-112400/-) में उप-निरीक्षक (पशुचिकित्सा) की पंक्ति या समतुल्य रैंक धारण किए हुए हैं और जिन्होंने मूल काडर या विभाग में विशिष्ट श्रेणी में पाँच वर्ष से अन्यून सेवा की है या ऐसे व्यक्ति जो ऐसे पद पर नियुक्ति के लिए पात्र है। (ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हो; (i) किसी मान्यताप्राप्त बोर्ड या विश्वविद्यालय से मुख्य विषय के रूप में जीव विज्ञान के साथ 12वीं (विज्ञान) की परीक्षा उत्तीर्ण; और (ii) किसी मान्यताप्राप्त पशु चिकित्सालय में विभिन्न प्रजातियों के पशुओं के उपचार में एक वर्ष का अनुभव । टिप्पण 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । टिप्पण 2: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । टिप्पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी । (ग) चिकित्सा श्रेणी शेप-1 हो । भूतपूर्व सैनिकों के लिए पुर्नर्नयोजन: ऐसे भूतपूर्व सैनिक, जिनकी चिकित्सा श्रेणी शेप-1 है और सशस्त्र बलों में समान या समतुल्य रैंक प्राप्त किया है । टिप्पण: सशस्त्र बलों के ऐसे कार्र्मकों के सम्बंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बलों से निमु र्क्त किया जाना है, तत्पश्चात उन्हें पुर्नर्नयोजन पर बने रहने दिया जा सकता है। | NaN | NaN | NaN | |

भूतपूर्व सैनिकों के लिए पुर्नर्नयोजन: ऐसे भूतपूर्व सैनिक, जिनकी चिकित्सा श्रेणी शेप-1 है और सशस्त्र बलों में समान या समतुल्य रैंक प्राप्त किया है ।
टिप्पण: सशस्त्र बलों के ऐसे कार्र्मकों के सम्बंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले है और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं है। ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बलों से निमु र्क्त किया जाना है, तत्पश्चात उन्हें पुर्नर्नयोजन पर बने रहने दिया जा सकता है।

G.S.R. 26.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub- section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Ministry of Home Affairs, Sashastra Seema Bal, Combatised Inspector (Veterinary) Non-Gazetted Group 'B' Para-Veterinary Cadre Recruitment Rules, 2012 and the Ministry of Home Affairs, Sashastra Seema Bal, Group 'B' Combatised (Non- Gazetted) Para-Veterinary Post Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Veterinary) and Sub- Inspector (Veterinary) in the Sashastra Seema Bal, under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised, Group 'B' (Non-Gazetted) Para-Veterinary Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.- The number of posts, their classification and the level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the aforesaid Schedule.
4. Method of recruitment, age-limit, qualification, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to the said posts:

6. Medical Fitness.- Notwithstanding anything contained in these rules, only those persons who are in the medical category of SHAPE-1, shall be eligible for appointment under the provisions of these rules.
Explanation.- For the purpose of this rule, "SHAPE-1" means medical Category defined as under, namely:-
(i) medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function: -
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity
E - Eye-Sight
(ii) functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-1 instead of writing S1H1A1P1E1 and general evaluation of these numerals is as under:-
(a) fit for all duties anywhere in India;
(b) fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;
(c) excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;
(d) temporarily unfit for duties on account of hospitalisation or sick leave;
(e) permanently unfit for duties.
7. Superannuation.- A person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years:
Provided that a person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.
8. Ineligibility of Aliens:- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall bar the appointment or employment of a subject of Nepal or Bhutan in the Force.
9. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect to any class or category of persons.
10. Liability of service.- Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad and perform the work and duties assigned to him while

Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| By Promotion : Promotion from amongst Sub-Inspector (Veterinary) in level-6 (Rs. 35400-112400/-) in the pay matrix who have rendered not less than five years regular service in the grade and who have successfully completed pre-promotional course or courses as prescribed by the Director General, Sashastra Seema Bal from time to time having Medical Category SHAPE-1 Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. By deputation: Officers of the Central Government or State Government or Union territory Police Organisations,- (a) (i) holding analogous posts on regular basis in the parent cadre or department; and (ii) persons holding the rank of Sub-Inspector (Veterinary) in level-6 in the pay matrix (Rs.35400-112400/-) or equivalent post and who have rendered not less than five years' regular service in particular grade or persons eligible for appointment to such posts in the parent cadre or department. (b) having the following qualification and experience, namely:- (i) pass in Intermediate (10+2) Science examination with Biology as main subject from a recognised Board or University; and (ii) one year experience in treatment of different species of animals in a recognised Veterinary Hospital. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation including short-term contract shall be not exceeding fifty-six years as on the closing date of receipt of application. (c) shall be in Medical Category SHAPE-1. सा.का.नि. 27.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और पूवोत्तर परिषद सचिवालय, शिलांग (वर्ग 'ग' पद) भर्ती नियम, 2004 को, जहां तक उनका संबंध तकनीशियन के पद से है, उन बातों के सिवाय अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, पूवोत्तर परिषद सचिवालय, शिलांग में तकनीशियन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ - (1) इन नियमों का संक्षिप्त नाम पूवोत्तर परिषद सचिवालय, शिलांग, तकनीशियन (समूह 'ग' पद) भर्ती नियम, 2022 है।
(2) ये राजपत्र में उनके प्रकाशन की तिथि को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर –उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विर्निर्दष्ट है।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि – उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में विर्निर्दष्ट हैं।
4. निरर्हता –वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति –जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
