का.नि.आ. 68.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और रक्षा मंत्रालय, सशस्त्र बल फिल्म और फोटो प्रभाग (समूह 'क' और 'ख' पद) भर्ती नियम 2017, को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, सशस्त्र बल फिल्म और फोटो प्रभाग में निदेशक, उप निदेशक, सहायक निदेशक, मुख्य फोटोग्राफर और ज्येष्ठ फोटोग्राफर के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, सशस्त्र बल फिल्म और फोटो प्रभाग (समूह 'क' और 'ख' पद) भर्ती नियम, 2023 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. लागू होना.– ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विनिर्दिष्ट पदों को लागू होंगे I

3. पद-संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर.- उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।

4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।

5. निरर्हता- वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. शिथिल करने की शक्ति.– जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बावत, आदेश द्वारा शिथिल कर सके गी।

7. व्यावृत्ति.– इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गो, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

अनुसूची

संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगीI

S.R.O. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence, Armed Forces Film and Photo Division (Group 'A' and 'B' Posts) Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Director, Deputy Director, Assistant Director, Chief Photographer and Senior Photographer in the Armed Forces Film and Photo Division, Ministry of Defence, namely :-

1. Short title and commencement .– (1) These rules may be called the Ministry of Defence, Armed Forces Film and Photo Division (Group 'A' and 'B' Posts) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in the pay matrix.– The number of the said posts, their classification and level in the pay matrix attached thereto shall Number of posts, classification and level in the be as specified in columns (2) to (4) of the Schedule annexed to these rules.

5. Disqualification .– No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving .– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other backward classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हो :-

(i) मान्यताप्राप्त विश्वविद्यालय या संस्थान से वाणिज्य या कारोबार अध्ययन या अर्थशास्त्र या

लोक प्रशासन में स्नातक डिग्री ।

(ii) विभागीय कें टीन के प्रबंधन और प्रशासन में तीन वर्ष का अनुभव ।

टिप्पण 3: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

(iii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-4 (25500-81100/- रू) के पदों पर नियमित आधार पर नियुक्ति के पश्चात उस श्रेणी में दस वर्ष की सेवा की हो; और

(ख) जिनके पास स्तम्भ (7) के अधीन सीधी भर्ती के लिये विहित शैक्षिक अर्हताएं और अनुभव हो ।

S.R.O. 69.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Armed Forces Headquarters and Inter Service Organisations, Departmental Canteens (Group `C' posts) Recruitment Rules, 2000, in so far as it relates to the posts of General Manager, Deputy General Manager, Manager Grade- II and Accountant, except as respects things done or omitted to be done before such supersesssion, the President hereby makes the following rules regulating the method of recruitment for the Group 'B' posts in the Departmental Canteens in the Integrated Headquarters of Ministry of Defence (Army, Navy, Air), Defence Staff Headquarters and Inter Service Organisations, under the Ministry of Defence, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Defence, Integrated Headquarters of Ministry of Defence (Army, Navy, Air), Defence Staff Headquarters and Inter Service Organisations, Departmental Canteens (Group 'B' posts) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Applicable.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and Level in the Pay Matrix.- The number of the said posts, their classification and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

(i) Bachelors Degree in Commerce or Business Studies or Economics or Public Administration from a recognised University or Institute.

(ii) Three years experience in Administration and Management of Departmental Canteen.

Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 4: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government, shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceed fifty six years as on the last date of receipt of applications.

S.R.O.70.—In exercise of powers conferred by sub-section (1) and (1A) of Section 12 of the National Cadet Corps Act, 1948 (31 of 1948), Central Government hereby appoints the following persons as non-official members of the Central Advisory Committee for the National Cadet Corps for a period of 03 years with effect from the date of publication of this Notification in the official Gazette and makes the following amendment in the notification of the Government of India in the Ministry of Defence No. SRO 76-E dated the 10th October, 1983, namely:-

का.नि.आ. 71.—सेवाओं या लाभों या सब्सिडी के वितरण के लिए पहचान दस्तावेज के रूप में आधार का उपयोग सरकारी वितरण प्रक्रियाओं को सरल बनाता है, पारदर्शिता और दक्षता लाता है, और लाभार्थियों को सुविधाजनक और निर्बाध तरीके से सीधे उनकी पात्रता प्राप्त करने में सक्षम बनाता है और आधार प्रमाणीकरण की अनुमति भी देता है।

सुशासन के हित में, निवासियों के जीवन को आसान बनाने को बढ़ावा देना और " सुशासन सुनिश्चित करने के लिए डिजिटल प्लेटफॉर्म का उपयोग " के लिए उनके लिए सेवाओं तक बेहतर पहुंच को सक्षम बनाता है ।

जबकि, सुरक्षा, सुशासन और विस्तार सुनिश्चित करने के लिए डिजिटल प्लेटफॉर्म के उपयोग के तहत भारत सरकार में रक्षा मंत्रालय द्वारा सभी भारतीय सेना के सेवारत सैनिकों, उनके आश्रितों और रक्षा विभाग के असैनिक कर्मचारियो (इसके बाद लाभार्थियों के रूप में संदर्भित) को विभिन्न सेवाएं प्रदान की जाती हैं। भारतीय सेना में भरती/कमीशन के समय उनको सत्यापन जांच में सहयोग करता है ।

1. अब, इसलिए, आधार (वित्तीय और अन्य सब्सिडी, लाभ और सेवाओं का लक्षित वितरण) अधिनियम की धारा 4 की उप-धारा (4) के खंड (बी) के उप खंड (ii) के प्रावधानों के अनुसार, 2016 (2016 का 18) (इसके बाद उक्त अधिनियम को संदर्भित) सुशासन (समाज कल्याण, नवाचार, ज्ञान) नियम, 2020 के लिए आधार प्रमाणीकरण के नियम 5 के साथ पढ़ा जाता है, कें द्र सरकार द्वारा अधिसूचित किया जाता है कि सभी भारतीय सेना के सेवारत सैनिकों, उनके आश्रितों और रक्षा विभाग के असैनिक कर्मचारियो और भारतीय सेना में शामिल होने के इच्छु क उम्मीदवार, सेवा लाभ प्राप्त करने के हेतु व पहचान के लिए स्वैच्छिक आधार पर आधार प्रमाणीकरण का उपयोग कर सकते हैं। इसके अलावा, आधार प्रमाणीकरण के संदर्भ में निम्नलिखित दिशानिर्देशों का भारतीय सेना द्वारा पालन किया जाएगा ।

(i) सहमति और अपवाद प्रबंधन से संबंधित प्रावधानों को उक्त अधिनियम के प्रावधानों और उसके तहत बनाए गए नियमों या विनियमों के अनुसार सख्ती से लागू किया जाएगा ।

(ii) लाभार्थियों को सेवाओं का लाभ उठाने के लिए पहचान के दूसरे विकल्पो के बारे में सूचित किया जा सकता है क्योंकि आधार प्रमाणीकरण का तत्काल उपयोग विशुद्ध रूप से स्वैच्छिक आधार पर होता है।

(iii) आधार आधारित प्रमाणीकरण की विफलता के कारण लाभार्थियों को किसी भी सेवा से वंचित नहीं किया जाएगा।

(iv) विशेष रूप से महामारी के समय में जहां भी आवश्यक हो, आइरिस-आधारित बायोमेट्रिक प्रमाणीकरण के उपयोग को प्रोत्साहित करें।

(v) आधार प्रमाणीकरण सेवाएं लाभार्थियों को सहायता रूप में भी उपलब्ध कराई जा सकती हैं।

(vi) भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) द्वारा समय-समय पर जारी किए गए उक्त अधिनियम, उसके तहत बनाए गए नियमों या विनियमों और अन्य निर्देशों के प्रासंगिक प्रावधानों का सख्ती से पालन किया जाएगा।

2. भारतीय सेना के सभी सेवारत सैनिकों, उनके आश्रितों और रक्षा विभाग के असैनिक कर्मचारियो की और भारतीय सेना में शामिल होने के इच्छु क उम्मीदवारों की पहचान, सुरक्षा, सुशासन और लाभार्थियों को विभिन्न सरकारी सुविधाओं और लाभों के विस्तार के लिए बायोमेट्रिक प्रमाणीकरण / सत्यापन करने के लिए , रक्षा मंत्रालय निम्नलिखित सहित सभी आवश्यक व्यवस्था करेगा ।

(i) योजना के तहत आधार आधारित पहचान के स्वैच्छिक उपयोग के बारे में जागरूक करने के लिए विभिन्न सरकारी सुविधाओं और लाभों के लाभार्थियों को मीडिया और व्यक्तिगत अधिसूचनाओं के माध्यम से व्यापक प्रचार किया जाएगा

(ii) भारतीय सेना के सभी सेवारत सैनिकों, उनके आश्रितों और रक्षा विभाग के असैनिक कर्मचारियो और पहचान, सुरक्षा, सुशासन और विभिन्न सरकारी सुविधाओं के विस्तार के लिए नियमित भर्तियों के दौरान लाभार्थियों को सहायता प्राप्त सेवाओं का लाभ उठाने में सक्षम बनाने के लिए बायोमेट्रिक प्रमाणीकरण/सत्यापन का विवरण सार्वजनिक किया जाएगा ।

(iii) पुलिस सत्यापन और लाइसेंस, मतदाता/राशन कार्ड, पासपोर्ट और निवास प्रमाण पत्र आदि जैसे अन्य दस्तावेजों के आधार पर पहचान के वैकल्पिक तरीके की प्रक्रिया को सूचित करें।

(iv) आधार संख्या वेब एप्लिके शन में कहीं भी प्रदर्शित नहीं की जाएगी और जहां भी आवश्यक हो, आधार

संख्या के के वल अंतिम चार अंक प्रदर्शित किए जा सकते हैं।

(v) सुनिश्चित करें कि वेब एप्लिके शन लॉन्च से पहले सीईआरटी-इन पैनलबद्ध ऑडिटर द्वारा ऑडिट किया गया

है और यूआईडीएआई द्वारा सहमति के लिए रिपोर्ट प्रस्तुत की गई और यूआईडीएआई द्वारा बाद में किए

गए किसी भी बदलाव का भी अनुपालन किया जा सकता है।

3. यह अधिसूचना सभी राज्यों और कें द्र शासित प्रदेशों में राजपत्र में इसके प्रकाशन की तारीख से प्रभावी होगी:

बशर्ते कि यह अधिसूचना लाभार्थियों की निम्नलिखित श्रेणियों के लिए लागू नहीं होगी : -

(i) अनिवासी भारतीय जो अन्य या विदेश में रहते हैं ।

(ii) विदेशों में बसे भारतीय जो दूसरे या विदेशी देश के नागरिक हैं ।

(iii) नेपाल अधिवासित, बर्मी और रक्षा कर्मियों की समान प्रवर्ग ।

S.R.O. 71.—Use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and also allow Aadhaar authentication/ eKYC in the interest of good governance, promoting ease of living of residents and enabling better access to services for them for 'usage of digital platforms to ensure good governance';

Whereas, various services are provided to all Indian Army Serving Personnel, their Dependents and Defence Civilian Employees (here in after referred to as the beneficiaries) by the Ministry of Defence in the Government of India under the usage of digital platforms to ensure security, good governance and extension of various government facilities and benefits to them and their dependents and identification/ eKYC at the time of enrolment/commission in Indian Army.

1. Now, therefore, in pursuance of the provisions of sub clause (ii) of clause (b) of sub-section(4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to the said Act) read with rule 3 of the Aadhaar Authentication/ eKYC for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, the Central Government hereby notifies that all Indian Army Serving Personnel, their Dependents, Defence Civilian Employees and candidates aspiring to join Indian Army, eligible to receive the service benefits can use Aadhaar authentication/ eKYC on voluntary basis for identification. Further, the following guidelines with reference to Aadhaar authentication/ eKYC shall be adhered to by the Indian Army, namely: —

(a) Provisions related to consent and exception handling shall be implemented strictly in accordance with the provisions of the said Act and the rules or regulations made thereunder.

(b) The beneficiaries may be informed alternative mechanism of identification for availing services as the instant usage of Aadhaar authentication/ eKYC is purely on voluntary basis.

(c) There shall not be denial of any service to beneficiaries on account of failure of Aadhaar based authentication/ eKYC.

(d) Encourage use of Iris-based biometric authentication/ eKYC, wherever required, considering that it is more accurate, contactless and safe particularly in pandemic times.

(e) Aadhaar authentication/ eKYC services may be made available to the beneficiaries in assisted mode also.

(f) Relevant provisions of the said Act, rules or regulations made there under and other instructions, issued by Unique Identification Authority of India (UIDAI) from time to time, shall strictly be complied with.

2. In order to carryout biometric authentication/ eKYC of all Serving Personnel of Indian Army, their Dependents, Defence Civilian Employees and that of candidates aspiring to join Indian Army for identification/ eKYC, security, good governance and extension of various government facilities & benefits to the beneficiaries, Ministry of Defence shall make all the required arrangements including following, namely:-

(a) Wide publicity through media and individual notifications shall be given to beneficiaries of various government facilities & benefits to make them aware of the voluntary use of Aadhaar based identification/ eKYC under the scheme.

(b) Publicise details of Biometric authentication/ eKYC of all Serving Personnel of Indian Army, their Dependents, Defence Civilian employee and during regular recruitments for identification/ eKYC, security, good governance and extension of various Government facilities through portal to enable beneficiaries to avail services in assisted mode.

(c) Notify the procedure for alternative mode of identification by submitting Police Verification and other documents like License, Voter/Ration Card, Passport & Domicile etc.

(d) Aadhaar number shall not be displayed anywhere in web application and wherever required only last four digits of Aadhaar number may be displayed.

(e) Ensure web application is audited by a CERT-In empanelled auditor before launch and submit report for concurrence by the UIDAI. Any subsequent changes made by the UIDAI may also be complied with.

3. This notification shall come into effect from the date of its publication in the Official Gazette in all States and Union Territories:

Provided that this notification shall not be applicable for the following categories of beneficiaries, namely:-

(i) Non-Resident Indians who reside in other or foreign country;

(ii) Overseas settled Indian who is citizen of other or foreign country;

(iii) Nepal Domiciled, Burmese and similar categories of defence personnel.
