सा.का.नि. 87.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय, पुलिस अनुसंधान एवं विकास ब्यूरो के अधीन कें रीय पुलिस प्रशिक्षण अकादमी, भोपाल में लेखा अधिकारी के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाती हैं, अर्थातः-
1. संक्षिप्त नाम और प्रारंभ.- (i) इन नियमों का संक्षिप्त नाम कें रीय पुलिस प्रशिक्षण अकादमी, भोपाल (लेखा अधिकारी), भर्ती नियम, 2023 है।

2. पदों की संख्या, वर्गीकरण और वेतन-मैट्रिक्स में स्तर – उक्त पद की संख्या, उसका वर्गीकरण और वेतन-मैट्रिक्स में स्तर वह होंगे, जो इसके साथ उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदिः- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता- वह व्यक्ति -
(क) जिसने किसी ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा ।
परंतु यदि कें रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सकती है।
5. शिथिल करने की शक्ति – जहां कें रीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है वहां वह उसके लिए कारण लेखबद्ध करके इन नियमों के किसी भी उपबंध को किसी वर्ग या श्रेणी के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सकती है।
6. व्यावृति.- के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अंतर्गत अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए दिए गए आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर इन नियमों की किसी बात का कोई प्रभाव नहीं होगा।

G.S.R. 87.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer in the Central Academy for Police Training, Bhopal under the Bureau of Police Research and Development, Ministry of Home Affairs, namely :-
1. Short title and commencement. - (1) These rules may be called the Central Academy for Police Training, Bhopal (Accounts Officer), Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
510 THE GAZETTE OF INDIA : AUGUST 5, 2023/SHRAVANA 14, 1945 [PART II—SEC. 3(i)]3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications. – No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

If the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion. Note 2: The period of deputation, including the period of deputation in another ex-Cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications. |

सा.का.नि. 88.— राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सफदरजंग अस्पताल/डॉ. राम मनोहर लोहिया अस्पताल/लेडी र्हाडंिग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल/कलावती सरन शिक्षा एवं अनुसंधान, पांडिचेरी (र्नसंिग सिस्टर एवं स्टाफ नर्स) भर्ती नियम, 1997 को, जहां तक उसका संबंध र्नसंिग सिस्टर के पद से है, उन बातों के सिवाय अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली में ज्येष्ठ परिचर्या अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

Sucheta Kriplani Hospital / Kalawati Saran Education and Research , Pondicherry (Nursing Sister and Staff Nurse ) Recruitment Rules ,1997, in so far as they relate to the post of Nursing Sister, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Senior Nursing Officer, in the Kalawati Saran Children's Hospital ,New Delhi, Ministry of Health and Family Welfare, namely:

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: Nursing Officer working in the Kalawati Saran Children's Hospital with two years of regular service in level – 7 in the pay-matrix ( Rs.44900- 142400) and having successfully completed mandatory training of two to four weeks in the relevant field to be prescribed by the Department or Ministry. 3. पदों की संख्या, वर्गीकरण और वेतन मेट्रिक्स में स्तर - उक्त पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मेट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं ।
4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि - उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं ।
5. निरर्हता: वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:

6. शिथिल करने की शक्ति: - जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

सा.का.नि. 90.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते,हुए और पशुपालन, डेयरी और मत्स्यपालन विभाग, (मत्स्यपालन प्रभाग, समूह'क', समूह'ख' और समूह 'ग' पद) भर्ती नियम, 2015 को जहां तक उनका संबंध संयुक्त आयुक्त (मात्स्यिकी)से हैं उन बातों के सिवाय अधिक्ांत करते हुए जिन्हें ऐसे अधिक्मण से पहले किया गया है या करने का लोप किया गया है, मत्स्यपालन, पशुपालन और डेयरी मंत्रालय, मत्स्यपालन विभाग में संयुक्त आयुक्त (मात्स्यिकी), के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ: (1) इन नियमों का संक्षिप्त नाम मत्स्यपालन, पशुपालन और डेयरी मंत्रालय, मत्स्यपालन विभाग, संयुक्त आयुक्त (मात्स्यिकी) भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स का स्तर: उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) सेस्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विर्निर्दष्ट हैं।
4. निरर्हता - वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है।
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
522 THE GAZETTE OF INDIA : AUGUST 5, 2023/SHRAVANA 14, 1945 [PART II—SEC. 3(i)]परंतु यदि कें रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति – जहां कें रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी भी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

प्रतिनियुक्ति (अल्पकालिक अनुबंध सहित):
के न्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र या कानूनी या स्वायत्त संगठन या सार्वजनिक क्षेत्र के उपक्म यामान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त अनुसंधान संस्थान के अधिकारीः-
(क) (i)मूल संवर्ग या विभाग में नियमित आधार पर अनुरूप पद धारण करना; या
(ii)मूल संवर्ग या विभाग में वेतन मैट्रिक्स स्तर12(रु. 78800-209200/-) या समकक्ष पदों पर नियमित आधार पर नियुक्ति के पश्चात प्रदान की गई ग्रेड में पांच वर्ष की सेवा; और
(ख) निम्नलिखित शैक्षणिक योग्यता और अनुभव रखते हों:
(i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से मात्स्यिकी में विशेषज्ञता के साथ प्राणी विज्ञान में मास्टर डिग्री या मात्स्यिकी विज्ञान में मास्टर या समुरी जीव विज्ञान में मास्टर या औद्योगिक मात्स्यिकी विज्ञान में मास्टर या जलकृ षि विज्ञान में मास्टर या मात्स्यिकी विज्ञान में मास्टर;
(ii) के न्रीय सरकार या राज्य सरकार के विभाग या संघ राज्य क्षेत्र प्रशासन या कानूनी या स्वायत्त संगठन या पब्लिक सेक्टर उपक्म या मान्यता प्राप्त विश्वविद्यालय या मान्यताप्राप्त अनुसंधान संस्थान से प्रबंधन, नीति और योजना, निर्माण, और मात्स्यिकी, व्यापार या मात्स्यिकी स्वास्थ्य से संबंधित विकास स्कीमों की मॉनीटरी सहित मात्स्यिकी (अंतदेशीय या समुरी या जलकृ षि) के क्षेत्र में अनुसंधान या विकास का दस वर्ष का अनुभव।
वांछनीय अर्हताः किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से प्राणीशास्त्र में डॉक्टरेट की डिग्री।
टिप्पण 3: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।
टिप्पण 4: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें रीय सरकार के उसी या किसी अन्य संगठन/ विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य का डर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणत या पाँच वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति पर नियुक्ति(जिसके अंतर्गत अल्पकालिक संविदा भी है) के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी।

G.S.R. 90.— In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Department of Animal Husbandry Dairying and Fisheries, (Fisheries Division, Group 'A', Group 'B' and Group 'C' Posts) Recruitment Rules, 2015 in so far as they relate to the Post of Joint Commissioner (Fisheries), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Joint Commissioner (Fisheries) in the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely:-
1. Short title and commencement.–(1) These rules may be called the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, Joint Commissioner (Fisheries) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.- The number of post, its classification and the level in the pay matrix attached thereto shall be a specified in columns (2) to (4) of the Schedule.
3. Method of recruitment, age limit, other qualifications, etc.– The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion : Deputy Commissioner (Fishing Harbour); Director, Central Institute of Fishing Nautical and Engineering Training; Director, Central Institute of Coastal Engineering for Fisheries; Director, National Institute of Fisheries Post Harvest Technology and Training in Level-12 (Rs.78800- 209200/-) of pay matrix with five years of regular service in the grade. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note2: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in their respective grade or post. Deputation (Including Short-Term Contract) :- Officers of the Central Government or State Government or Union territory Administrations or Statutory or Autonomous Organisations or Public Sector Undertakings or Recognised Universities or Recognised Research Institutes:- a. (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years service in the grade rendered after appointment there to on regular basis in posts in Level- 12 (Rs.78800- 209200/-) of pay matrix or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience:- (i) Masters degree in Zoology with specialisation in Fisheries; or M.F.Sc. or M.Sc. in Marine Biology or M.Sc. in Industrial Fisheries or M.Sc. in Aquaculture or M.Sc. in Fisheries Science from a recognised University or Institute. (ii) ten years experience of research or development in the field of Fisheries (Inland or Marine or Aquaculture) including management, policy and planning, formulation and monitoring of development Schemes for fisheries and trade or fishery health related matter from a Central Government or State Government Department or Union territory Administration or Statutory or Autonomous Organisation or Public Sector Undertaking or recognised University or Recognised Research Institute. Desirable Qualification: Doctorate degree in Zoology from a recognised University or Institute. Note 3: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 4: Period of deputation (including short-term contract) including period of deputation (including short- termcontract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed five years. The maximum age limits for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of the receipt of applications). |
