सा.का.नि. 151.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उप धारा (2) के खंड (क) और खंड (ग) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और सशस्त्र सीमा बल, समूह 'ख' योधक (अराजपत्रित) मोटर परिवहन और मैके निक काडर पद भर्ती नियम, 2010, को जहां तक उनका सम्बंध उप निरीक्षक (मैके निक) और उप निरीक्षक (मोटर परिवहन) के पदों से है, उन बातों के सिवाय अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन सशस्त्र सीमा बल में कतिपय समूह 'ख' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात:-

(873)874 THE GAZETTE OF INDIA : OCTOBER 28, 2023/KARTIKA 6, 1945 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल समूह 'ख' योधक (अराजपत्रित) मोटर परिवहन और मैके निक काडर पद भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.- ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विर्निर्दष्ट पदों को लागू होंगे।
3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- उक्त पदों की संख्या, उनका वर्गीकरण, और उनके वेतन मैट्रिक्स में स्तर वे होंगे, जो पूवोक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
4. भर्ती की पद्धति, आयु-सीमा, अर्हता आदि.- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
5. निरर्हता.- वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है या
(ख) जिसने, अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. चिकित्सक दृष्टया योग्यता.- इन नियमों में अन्र्तर्वष्ट किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा प्रवर्ग 'शेप-1' में हैं, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।
स्पष्टीकरण:- इस नियम के प्रयोजन के लिए, 'शेप-1' से निम्नानुसार परिभाषित चिकित्सा प्रवर्ग अभिप्रेत है:-
(i) कोड अक्षर शेप (एस.एच.ए.पी.ई.), जो निम्नलिखित कृ त्यों का प्रतिनिधित्व करते हैं, द्वारा उपर्दर्शत दिए गए कारकों के अधीन अधिकारी की उपयुक्त्ता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण:-
एस - मनोवैज्ञानिक
एच - श्रवणता
ए - उपांग
पी - शारीरिक क्षमता
ई - दृष्टि
(ii) प्रत्येक कारक के अधीन, किसी अधिकारी की कार्यात्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 की घटती हुई कार्य क्षमता उपर्दर्शत करते हुए दर्शाई जायगी और अंकों को कोड अक्षर के पश्चात् अंक लिखा जाएगा, सिवाय इसके जहाँ कोई अधिकारी सभी कारकों में ग्रेड-1 में है, वहाँ उसका प्रवर्ग एस1, एच1, ए1, पी1, ई1 लिखने के बजाय, शेप-1 लिखकर दर्शाया जा सके गा । इन अंको का सामान्य मुल्यांकन निम्नानुसार है:-
(क) कहीं भी सभी कर्तव्यों के लिए योग्य।
(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों और ऑखों की श्रवण शक्ति/दृष्टि की तीक्ष्णता की मांग अन्तग्र्रस्त है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों अनुसार परिसीमाएं हो सकती है;
[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 28, 2023/र्कार्तक 6, 1945 875(ग) "एस" घटक को छोडकर, नेमी या निष्क्यि कर्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंड़े क्षेत्रो या पहाड़ी भूखण्डो पर दीर्घ कर्तव्यों भारो के लिए नियोजन योग्यता की परिसीमाएं हो सकती है ;
(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य ;
(ड.) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।
7. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः
परन्तु इस नियम में अंर्तर्वष्ट कोई बात बल में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन को र्वर्जत नहीं करेगी ।
8. शिथिल करने की शक्ति.- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
9. व्यावृति.- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंघ में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछडें वगों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।
10. सेवा का दायित्व.- इन नियमों के अधीन उक्त पदों पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी सेवा करने का दायी होगा।
11. अधिर्वर्षता.- इन नियमों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है, अंतिम दिन के अपराह्न में सेवानिवृत होगा।
परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास की पहली तारीख है, तो उस माह के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है, पूर्व मास के अंतिम तारीख के अपराह्न में सेवानिवृत होगा ।

G.S.R. 151.—In exercise of the powers conferred by clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal, Group 'B' Combatised(Non-Gazetted) Motor Transport and Mechanic Cadre posts Recruitment Rules, 2010, in so far as they relate to the posts of Sub-Inspector (Mechanic) and Sub-Inspector (Motor Transport), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules878 THE GAZETTE OF INDIA : OCTOBER 28, 2023/KARTIKA 6, 1945 [PART II—SEC. 3(i)] regulating the method of recruitment to certain Group 'B' posts in the Sashastra Seema Bal, under the Ministry of Home Affairs, namely:-
1. Short title and commencement. - (1) These rules may be called the Sashastra Seema Bal, Group 'B' Combatised (Non-Gazetted) Motor Transport and Mechanic Cadre posts Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of post, classification and level in the pay matrix. - The number of the said posts, their classification and the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the above said Schedule.
4. Method of recruitment, age-limit, qualification etc. -The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Medical Fitness.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-1, shall be eligible for appointment under the provisions of these rules.
Explanation.- For the purposes of this rule, "SHAPE-I" means medical Category defined as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function: -
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity
E - Eye-Sight (ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1. General evaluation of these numerals is as under:-
(a) Fit for all duties anywhere.
(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing/vision of both ears and eyes.
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.
(d) Temporarily unfit for duties on account of hospitalization or sick leave.
(e) Permanently unfit for duties.
7. Ineligibility of aliens.- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or Bhutan in the Force.
8. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 28, 2023/र्कार्तक 6, 1945 8799. Savings. -Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
10. Liability of service.- Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad.
11. Superannuation.- The personnel appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years.
Provided that the person whose date of birth is the first day of the month shall retire from service on the afternoon of the last date of the preceding month on attaining the age of superannuation.

सा.का.नि. 152.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उप-धारा (2) के खंड (क) और खंड (ग) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और सशस्त्र सीमा बल योधक, आर्मरर काडर (समूह 'ग' पद) भर्ती नियम, 2010 को उन बातों के सिवाय अधिक्ांत करते हुए जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, सशस्त्र सीमा बल, योधक, तकनीकी आयुधिक समूह 'ग' के पदों पर भर्ती की पद्धति को विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल योधक, समूह 'ग' पद तकनीकी (आयुधिक) काडर भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.- ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विर्निर्दष्ट पदों को लागू होंगे।
3. भर्ती की पद्धति, आयु-सीमा, अर्हता, आदि.- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- पदों की संख्या, उनका वर्गीकरण, और उनके वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाबद्ध पूवोक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
5. निरर्हता.- वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. चिकित्सक दृष्टया योग्यता.- इन नियमों में अन्र्तर्वष्ट किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा प्रवर्ग 'शेप-1' में हैं, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।
स्पष्टीकरण:- इस नियम के प्रयोजन के लिए, 'शेप-1' से निम्नानुसार परिभाषित चिकित्सा प्रवर्ग अभिप्रेत है:-
(i) कोड अक्षर शेप (एस.एच.ए.पी.ई.), जो निम्नलिखित कृ त्यों का प्रतिनिधित्व करते हैं, द्वारा उपर्दर्शत दिए गए कारकों के अधीन अधिकारी की उपयुक्त्ता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण:-
एस - मनोवैज्ञानिक
एच - श्रवणता
ए - उपांग
पी - शारीरिक क्षमता
ई - दृष्टि
(ii) प्रत्येक कारक के अधीन, किसी अधिकारी की कार्यात्मक क्षमता का द्योतक घटते कार्यात्मक दक्षता को, उपर्दर्शत करते हुए प्रत्येक कोड अक्षर के सामने 1 से 5 अंक द्वारा किया जाएगा और अंकों को कोड अक्षर के बाद लिखा जाएगा, सिवाय इसके जहाँ कोई अधिकारी सभी कारकों में ग्रेड-1 में है, वहाँ उसका प्रवर्ग एस1, एच1, ए1, पी1, ई1 लिखने के बजाय, शेप-1 लिखकर द्योतक किया जा सके गा । इन अंको का सामान्य मुल्यांकन निम्नानुसार है:-

(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों के प्रकार और इस आधार पर कि क्या कर्तव्य घोर दबाव या कान या आँख दोनों की सुनने या देखने की तीव्र माँग के है, नियोजनीयता के क्षेत्र से सम्बंधित सीमाएं लगाई जा सकती है।
(ग) "एस" घटक को छोडकर, नेमी या निष्क्यि कर्तव्यों के लिए योग्य किन्तु अत्यधिक शीत क्षेत्र या पहाड़ी क्षेत्र में अत्यधिक ऊँ चाई (2700 मीटर से ऊपर) और दीर्घ समनुदेशन के लिए नियोजनीयता की सीमाएं हो सकती है।
(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य ।
(ड.) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।
7. अधिर्वर्षता.- इन नियमों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है, अंतिम दिन के अपराह्न में सेवानिवृत होगा।
परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास की पहली तारीख है, तो उस माह के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है, पूर्व मास के अंतिम तारीख के अपराह्न में सेवानिवृत होगा ।
8. सेवा का दायित्व.- इन नियमों के अधीन उक्त पदों पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी सेवा करने का दायी होगा।
9. शिथिल करने की शक्ति.- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
10. व्यावृति.- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंघ में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।
11. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः
परन्तु इस नियम में अंर्तर्वष्ट कोई बात बल में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन को र्वर्जत नहीं करेगी ।

| प्रोन्नति द्वारा: ऐसे कांस्टेबल (आर्मरर)/तकनीकी जिन्होने वेतन मैट्रिक्स के स्तर-3 (रु. 21700-69100/-) में कम से कम पाँच वर्ष की नियमित सेवा की हो और जिन्होंने महानिदेशक, सशस्त्र सीमा बल द्वारा यथाविहित प्रोन्नति पाठ्यक्म या पाठ्यक्मों को सफलतापूर्वक पूरा किया हो एवं जिनका चिकित्सा श्रेणी शेप-1 हो। टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्तिः कें रीय सरकार या संघ राज्य क्षेत्र के पुलिस संगठनों के ऐसे अधिकारी जो नियमित आधार पर सदृश पद धारण किए है जिनका चिकित्सा श्रेणी शेप-1 होः पोषक वर्ग के ऐसे विभागीय अभ्यर्थी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप्पण 1: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया पाँच वर्ष से अधिक नहीं होगी । टिप्पण 2: प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष स े अधिक नहीं होगी । पुर्नर्नयोजनः ऐसे भूतपूर्व सैनिकों का पुर्नर्नयोजन, जो सशस्त्र बल में, उसी या समतुल्य रैंक धारण किए हुए हैं। सशस्त्र बल के ऐसे कार्र्मकों के संबंध में भी प्रतिनियुक्ति के लिए विचार किया जाएगा जो सेवानिवृत्त होने वाले हैं या एक वर्ष की अवधि के भीतर रिजर्व में स्थानान्तरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं। ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल स े निमु र्क्त किया जाना है; तत्पश्चात् उन्हें पुर्नर्नयोजन पर बने रहने दिया जा सकता है। जिन्हें चिकित्सा श्रेणी शेप-1 में होना चाहिए । | NaN | |

G.S.R.-152.— In exercise of the powers conferred by clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal, Combatised Armourer Cadre (Group 'C' post) Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the Sashastra Seema Bal, Combatised Group 'C' posts Tech. (Armament) Cadre, namely:-
[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 28, 2023/र्कार्तक 6, 1945 8851. Short title and commencement .- (1) These rules may be called the Sashastra Seema Bal, Combatised Group 'C' Tech (Armament) Cadre Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Number of post, classification and level in the pay matrix .- The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
5. Disqualification .- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Medical fitness.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules.
Explanation: - For the purpose of this rule, SHAPE – I means the Medical Category specified as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the Officer under given factors indicated by the code letters SHAPE, which represent the following function:-
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity.
E - Eye-Sight.
(ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter except where an officer is in Grade-I in all factors his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1. General evaluation of these numerals is as under :-
(a) Fit for all duties anywhere.
(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters), extreme cold areas or hilly terrain and for long assignments.
(d) Temporarily unfit for duties on account of hospitalisation or sick leave.
(e) Permanently unfit for duties.
7. Superannuation.- The personnel appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years.
Provided that the person whose date of birth is the first day of last month shall retire from service on the afternoon of the last date of the preceding month on attaining the age of superannuation.

Saving. - Nothing in these rules shall affect reservations, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
11. Ineligibility of aliens.- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall bar the appointment or employment of a subject of Nepal or Bhutan in the Force.

Similarly, deputationist shall not be eligible for consideration for appointment by promotion. Note 1:- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed five years. |
Note 2:- The upper age limit for appointment on deputation shall not be exceeding fifty six years as on the closing date of receipt of application.
Re-employment: Re-employment of ex-Servicemen who have held the same or equivalent rank in the Armed Forces.
The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualification as prescribed above, shall also be considered for deputation. Such person would be given deputation term up to the date on which they are due for release from the Armed Forces. Thereafter, they may be continued on re-employment.
