सा.का.नि. 198.—के न्द्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा 2 के खंड (क) और खंड (ग) के साथ पठित उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सशस्त्र सीमा बल समूह 'क' योधक (राजपत्रित) अनुसचिवीय और निजी सचिव काडर पद भर्ती नियम, 2012 को , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन सशस्त्र सीमा बल, समूह 'क' योधक (राजपत्रित) अनुसचिवीय और निजी सचिव काडर पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थातः-

(1141)1142 THE GAZETTE OF INDIA : DECEMBER 23, 2023/PAUSHA 2, 1945 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सशस्त्र सीमा बल समूह 'क' योधक (राजपत्रित) अनुसचिवीय और निजी सचिव काडर पद भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- पदों की संख्या, उनका वर्गीकरण, वेतन मैट्रिक्स में उनका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हता आदि.- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. प्रोन्नति पूर्व पाठ्क्रम.- पोषक पंक्ति में कार्मिक को उनकी अपनी ज्येष्ठता के क्रम में अगली उच्चतर पंक्ति में प्रोन्नति के लिए, सेवा पात्रता अवधि पूरा करने से पूर्व अर्हक पाठ्क्रमों को सफलतापूर्वक उत्तीर्ण करने के लिए भेजा जाएगा और बल के ऐसे प्रत्येक सदस्य को किसी प्रोन्नति से पूर्व उक्त अनुसूची में यथा विहित प्रोन्नति पूर्व पाठ्यक्रम या पाठ्यक्रमों को सफलता पूर्वक पूरा करना होगा।
5. निरर्हता.- वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को, इस नियम के प्रवर्तन से छू ट दे सके गी।
6. चिकित्सक दृष्टया योग्यता.- इन नियमों में किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा प्रवर्ग शेप-1 में हैं, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।
स्पष्टीकरण:- इस नियम के प्रयोजन के लिए, "शेप-1" से चिकित्सा प्रवर्ग अभिप्रेत है जो निम्नानुसार परिभाषित हैं:-
(i) कोड अक्षर शेप एस एच ए पी ई, जो निम्नलिखित कृ त्य का प्रतिनिधित्व करते हैं, द्वारा उपदर्शित निम्नलिखित कारक के अधीन अधिकारी की उपयुक्त्ता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण:-
एस - मनोवैज्ञानिक
एच - श्रवणता
ए - उपांग (अपैन्डेजेस)
पी - शारीरिक क्षमता
ई - दृष्टि शक्ति
(ii) प्रत्येक कारक के अधीन किसी अधिकारी की कार्यात्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 द्वारा कम होती हुई कार्यक्षमता उपदर्शित करते हुए दर्शाई जायगी और कोड अक्षर के पश्चात् अंक लिखे जाएंगे सिवाय उसके जहां कोई अधिकारी सभी घटकों में श्रेणी-1 में है वहां उसका प्रवर्ग एस1, एच1, ए1, पी1, ई1 लिखने के बजाय शेप-1 लिखकर दर्शाया जा सके गा, इन अंको का साधारण मुल्यांकन निम्नानुसार है:-
(क) कहीं भी सभी कर्तव्यों के लिए उपयुक्त।
(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों और ऑखों की श्रवण शक्ति/दृष्टि की तीक्ष्णता की मांग अन्तग्र्रस्त है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों अनुसार परिसीमाएं हो सकती है।
[भाग II—खण्ड 3(i)] भारत का राजपत्र: दिसम्बर 23, 2023/पौष 2, 1945 1143(ग) "एस" कारक को छोडकर नेमी या निष्क्रिय कर्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंड़े क्षेत्रो या पहाड़ी क्षेत्रों पर और लंबे कर्तव्य भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती है।
(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अनुपयुक्त।
(ड.) कर्तव्यों के लिए स्थायी रूप से अनुपयुक्त।
7. अधिवर्षिता.- इन नियमों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है अंतिम दिन के अपराह्न में सेवानिवृत होगा।
परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास का पहला दिन है, साठ वर्ष की आयु पूरी करने पर पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत होगा ।
8. सेवा का दायित्व.- इन नियमों के अधीन उक्त पदों पर नियुक्त कोई भी व्यक्ति भारत में कहीं भी या विदेश में सेवा करने का दायी होगा और जब तक पद धारण करेगा उसे सौंपे गये कार्य और कर्तव्यों का पालन करेगा।
9. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, के न्द्रीय सरकार की लिखित पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगा।
परन्तु इस नियम में अंतर्विष्ट कोई भी बात नेपाल या भूटान के नागरिक के बल में नियुक्ति या नियोजन पर प्रभाव नहीं डालेगी।
10. शिथिल करने की शक्ति.- जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
11. व्यावृति.- इन नियमों की कोई, बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।
12. निर्वचन.- यदि इन नियमों के निर्वचन के संबंध में यदि कोई प्रश्न उठता है तो उसका विनिश्चय के न्द्रीय सरकार द्वारा किया जाएगा।

| प्रोन्नतिः (i) निरीक्षक (वैयक्तिक सहायक) जिन्होंने वेतन मैट्रिक्स के स्तर-7 (रु. 44900-142400/-) में पाँच वर्ष नियमित सेवा की हो; और (ii) जिन्होंने महानिदेशक, सशस्त्र सीमा बल द्वारा समय-समय पर यथाविहित प्रोन्नति-पूर्व पाठ्यक्रम या पाठ्यक्रमों को सफलतापूर्वक पूरा किया हो । चिकित्सा श्रेणी शेप-1 में होना चाहिए। टिप्पण-1: इन नियमों की अधिसूचना की तारीख तक स्तर-7 में निरीक्षक (वैयक्तिक सहायक) का पद धारण करने वाले अधिकारियों के लिए पात्रता सेवा तीन वर्ष जारी रहेगी। टिप्पण-2: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति द्वाराः कें द्रीय सशस्त्र पुलिस बल या राज्य सरकार या संघ राज्यक्षेत्र पुलिस संगठन के अधिकारी; (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या (ii) जिनकी मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-8 (रु. 47600-151100/-) या समतुल्य में दो वर्ष की नियमित सेवा हो; या (iii) जिनकी मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-7 (रु. 44900-142400/-) या समतुल्य में तीन वर्ष की नियमित सेवा हो; और (ख) चिकित्सा प्रवर्ग शेप-1 में होना चाहिए। टिप्पण 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । टिप्पण 2: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । टिप्पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी । पूर्व सैनिकों के लिए पुनर्नियोजन: सशस्त्र बल के कार्मिक, जिन्होंने सशस्त्र बल में समान या समतुल्य रैंक धारण किया है, सेवानिवृत होने वाले हैं या जिन्हें एक वर्ष की अवधि के भीतर आरक्षिती में अंतरित किए जाने वाला है और जिनके पास ऊपर प्रोन्नति के लिए यथाविहित अनुभव और अर्हताएं हैं, पर भी विचार किया जाएगा तथा ऐसे व्यक्ति यदि चयनित हो जाते हैं, तो ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निमु र्क्त किया जाना है और तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है। चिकित्सा प्रवर्ग - शेप-1 में होना चाहिए। | NaN |

G.S.R. 198.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub- section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal Group 'A' Combatised (Gazetted) Ministerial and Private Secretary Cadre Post Recruitment Rules, 2012, except as respect things done or omitted to be done before such supersession the Central Government hereby makes the following rules to regulate the method of recruitment to Group 'A' Combatised (Gazetted) Ministerial and Private Secretary Cadre post in the Sashastra Seema Bal, under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal Group 'A' Combatised (Gazetted) Ministerial and Private Secretary Cadre Post Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Pre-promotional courses.- The personnel in the feeder rank shall be detailed to undergo qualifying courses before completing service eligibility period for promotion to the next higher rank in order of their seniority and every such member of the Force shall, before any promotion, should have successfully completed pre-promotional course or courses as prescribed in the said Schedule.
5. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

6. Medical fitness.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE–I, shall be eligible for appointment under the provisions of these rules.
Explanation.- For the purpose of this rule, "SHAPE-I" means medical Category defined as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following functions:-
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity
E - Eye-Sight
(ii) Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1 and the general evaluation of these numerals are as under:-
(a) Fit for all duties anywhere.
(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing/vision of both ears or eyes.
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.
(d) Temporarily unfit for duties on account of hospitalisation or sick leave.
(e) Permanently unfit for duties.
7. Superannuation.- A personnel appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years:
Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.
8. Liability of service.- Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad and perform any work and duty assigned to him there-so.
9. Ineligibility of aliens .- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or Bhutan in the Force.
10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
11. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
12. Interpretation.- If any question relating to the interpretation of these rules arises, it shall be decided by the Central Government.

सा.का.नि. 199.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और क्षेत्रीय कु ष्ठ प्रशिक्षण और अनुसंधान संस्थान, गौरीपुर, जिला, बांकु रा, पश्चिमी बंगाल (समूह 'ग' और समूह 'घ' पद) भर्ती नियम, 1985 को, जहाँ तक उनका संबंध पैरा चिकित्सा कर्मकार के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, क्षेत्रीय कु ष्ठ प्रशिक्षण और अनुसंधान संस्थान, गौरीपुर में पैरा चिकित्सा कर्मकार के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि– उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हता : वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है अथवा विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति: जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति: इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सा.का.नि. 200.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और बहु कार्य कर्मचारिवृ ंद, बीज उत्पादन और निर्दशन के लिए क्षेत्रीय के न्द्र और कें द्रीय चारा बीज उत्पादन फार्म, हिसारघट्टा, बंगलुरू (समूह "ग" पद), भर्ती नियम, 2011 का अधिक्रमण करते हुए, मत्स्यपालन, पशुपालन और डेयरी मंत्रालय, पशुपालन और डेयरी विभाग, क्षेत्रीय चारा के न्द्र में फार्म परिचारक सह श्रमिक के पद पर भर्ती की पद्दति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थातः-
1. संक्षिप्त नाम और प्रारंभ: (1) इन नियमों का संक्षिप्त नाम मत्स्यपालन, पशुपालन और डेयरी मंत्रालय, पशुपालन और डेयरी विभाग, क्षेत्रीय चारा कें द्र (फार्म परिचारक सह श्रमिक) भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर: उक्त पद की संख्या, उसका वर्गीकरण और उसके वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।

4. निरर्हता: वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगाः
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति: जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बावत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति: इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्ति के लिए उपबंध करना अपेक्षित है।

G.S.R. 200.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Multi-Tasking Staff, Regional Station for Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bengaluru, (Group "C" posts) Recruitment Rules, 2011, the President hereby makes the following rules regulating the method of recruitment to the post of Farm Attendant cum Labour in the Regional Fodder Stations, Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, namely: -
1. Short title and commencement.–(1) These rules may be called the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, Regional Fodder Stations (Farm Attendant cum Labour) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.-The number of post, its classification and level in the pay matrix attached thereto, shall be a specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications, etc.–The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
