सा.का.नि. 201.—केन्द्रीय सरकार, असम राइफल्स अधिनियम, 2006 (2006 का 47) की धारा 165 की उप-धारा (2) के खंड (क) और खंड (ख) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय के असम राइफल्स में सूबेदार मेजर (धार्मिक षिक्षक) पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारंभ.-

(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, असम राइफल्स सूबेदार मेजर (धार्मिक षिक्षक) समूह 'ख' पद भर्ती नियम 2023 हैं।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को लागू होंगे।

3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि. - उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिश्ट हैं।

4. निरर्हता. - वह व्यक्ति, -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु केंद्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

5. चिकित्सा दृश्टया योग्यता. - चिकित्सा स्वस्थता केन्द्रीय सशस्त्र बलों और असम राइफल्स में भर्ती के लिए गृह मंत्रालय द्वारा चिकित्सा जांच के लिए जारी एवं भविष्य में संशोधित दिशा-निर्देशों के अनुसार एक समान होगी।

6. अधिवर्षिता. इन नियमों के उपबंधों के अधीन नियुक्त किया गया प्रत्येक व्यक्ति उस मास के, जिसमें वह साठ वर्ष की आयु प्राप्त करता है या करती है, अंतिम दिन के अपराह्‌न में सेवानिवृत्त होगा/होगी।

परन्तु यह कि वह व्यक्ति जिसके जन्म की तारीख किसी मास की पहली तारीख होगी, साठ वर्श की आयु प्राप्त करने के पूववर्ती मास के अंतिम दिन के अपराह्‌न में सेवानिवृत्त होगा।

7. षिथिल करने की शक्ति. - जहां केन्द्रीय सरकार की यह राय हैं कि ऐसा करना आवष्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेष द्वारा षिथिल कर सकेगी।

8. व्यावृति.- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेषों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विषेश प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 201.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub- section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Subedar Major (Religious Teacher) in Assam Rifles Ministry of Home Affairs, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Assam Rifles, Subedar Major (Religious Teacher), Group 'B' Post, Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. – The number of the said post, its classifications and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Medical fitness. – Medical fitness shall be as per uniform guidelines for recruitment in the Central Armed Police Forces and Assam Rifles issued by the Ministry of Home Affairs and subsequent amendment thereof.

6. Superannuation.- Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years:

Provided that a person whose date of birth is on the first day of the month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years.

7. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

8. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and the other backward classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 202.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और ग्रामीण स्वास्थ्य प्रशिक्षण कें र, नज़फगढ़, नई दिल्ली (समूह 'ग' और 'घ' पद) भर्ती नियम, 1989 को, जहाँ तक उनका संबंध ड्रेसर के पद से है, उन बातों के सिवाय अधिक्ांत करते हुए जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, ग्रामीण स्वास्थ्य प्रशिक्षण कें र, नज़फगढ़, नई दिल्ली, स्वास्थ्य और परिवार कल्याण मंत्रालय में ड्रेसर के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम एतद्द्वारा बनाते हैं, अर्थात:-

G.S.R. 202.—In exercise of the powers conferred by the provision to article 309 of the Constitution, and in supersession of the Rural Health Training Centre, Najafgarh, New Delhi (Group 'C' and 'D' posts), Recruitment Rules, 1989, in so far as they relate to the post of Dressers, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Dresser in the Rural Health Training Centre, Najafgarh, New Delhi, Ministry of Health and Family Welfare, namely :-

G.S.R. 204.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Leprosy Teaching and Research Institute, Chengalpattu (Group 'D' posts) Recruitment Rules, 1992, in so far as they relate to the post of Theatre Attendant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Theatre Attendant in the Central Leprosy Teaching and Research Institute, Chengalpattu, Ministry of Health and Family Welfare namely:-

1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare, Central Leprosy Teaching and Research Institute, Chengalpattu, Theatre Attendant, (Group 'C' Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

3. भर्ती का तरीका, आयु-सीमा, अर्हता, इत्यादि - उक्त पदों हेतु भर्ती का तरीका, आयु-सीमा, अर्हताएं तथा अन्य संबंधित मामले अनुभाग अधिकारी हेतु उक्त अनुसूची के कॉलम 5 से 13 में दिये अनुसार होंगे।

4. अपात्रता - कोई भी ऐसा व्यक्ति,

क) जिसने किसी ऐसे व्यक्ति के साथ विवाह किया, जिसका पति/जिसकी पत्नी जीवित है।

बशते कें र सरकार, इस बात से संतुष्ट हो कि ऐसे व्यक्ति तथा विवाह हेतु अन्य पक्ष पर लागू व्यक्तिगत कानून के तहत ऐसा विवाह करने की उसे अनुमति है तथा ऐसा करने हेतु अन्य कारण मौजूद हैं, तो ऐसे में किसी भी व्यक्ति को इस नियम से छू ट प्रदान करती है।

5. छू ट देने का अधिकार- जहाँ कें र सरकार की यह राय हो कि यह आवश्यक है अथवा व्यावहारिक है, तो वह लिखित रूप में कारणों को रिकार्ड करते हुए आदेश द्वारा किसी श्रेणी अथवा वर्ग के व्यक्तियों के संबंध में इन नियमों के किसी भी प्रावधानों में छू ट दे सकती है।

6. व्यावृत्ति- इन नियमों से, इस संबंध में समय-समय पर कें र सरकार द्वारा जारी किए गए आदेशों के अनुसरण में अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिक और अन्य विशेष वगों के व्यक्तियों के लिए मुहैया कराए जाने हेतु आवश्यक आरक्षणों, आयु-सीमा में छू ट और अन्य छू टों में किसी भी प्रकार का कोई प्रभाव नहीं पड़ेगा।

या

(ख) अंतरिक्ष विभाग में वेतन मैट्रिक्स के स्तर 7 (रु. 44900 –रु. 142400) में न्यूनतम 5 वषों की सेवा वाले सहायक एवं वैयक्तिक सहायक तथा भारतीय अंतरिक्ष अनुसंधान संगठन में वेतन मैट्रिक्स के स्तर 6 (रु. 35400 – रु. 112400) में नियुक्ति से समान ग्रेड में न्यूनतम 6 वषों की सेवा वाले वरिष्ठ सहायक एवं वैयक्तिक सहायक;

सीमित विभागीय प्रतियोगी परीक्षा के अंतर्गत चयन लिखित परीक्षा में प्राप्त अंक, साक्षात्कार में प्रदर्शन एवं र्वार्षक कार्य निष्पादन के मूल्यांकन के आधार पर किया जाएगा।

नोट : किसी भर्ती वर्ष में किसी संवर्ग में रिक्तियों को भरने के लिए पर्याप्त संख्या में अभ्यर्थी उपलब्ध न होने पर, सीमित विभागीय प्रतियोगी परीक्षा या वरिष्ठता के आधार पर पदोन्नति के माध्यम से, खाली रिक्तियों को अग्रेषित कर अगले भर्ती वर्ष में समान भर्ती प्रक्यिा की रिक्तियों की संख्या में जोड़ा जाएगा;

इसके पाित भी, किसी भर्ती प्रक्यिा की खाली रह गई रिक्तियों, यदि कोई हो, को अतिरिक्त रिक्तियों के रूप में अन्य भर्ती प्रक्यिा में स्थानांतरित की जाएंगी। बशते, भर्ती जिस वर्ष से संबंधित है उसके पाित ऐसी रिक्तियाँ दो से अधिक भर्ती वर्ष में अग्रेषित नहीं की जाएंगी।

कें रीय सचिवालय सेवा या किसी कें रीय सरकार संगठन में समान पद धारण करने वाले अधिकारी।

आयु सीमा :

प्रतिनियुक्ति के आधार पर नियुक्ति हेतु आयु 56 वर्ष से अधिक नहीं होनी चाहिए।

प्रतिनियुक्ति के लिए पात्रता पद हेतु आवेदन प्राप्त होने की अंतिम तिथि के संदर्भ में निर्धारित की जाएगी।

प्रतिनियुक्ति की अवधि :

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedules Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE 1

Age Limit :

Maximum age limit for appointment by deputation shall not exceed 56 years.

The eligibility for deputation shall be determined with reference to the last date prescribed for receipt of applications for the posts.

Tenure of Deputation :

The period of deputation shall be 5 years and can be extended thereafter upto 7 years subject to his /her continued suitability, administrative convenience and in public interest. No further extension beyond the seventh year shall be considered.

सा.का.नि. 209.—राष्ट्रपति संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और शिक्षा मंत्रालय कें रीय हिंदी निदेशालय (निदेशक) भर्ती नियम, 2019 को, उन बातों के सिवाय अधिक्ांत करते हुए जिन्हें ऐसे अतिक्मण से पूर्व किया गया है या करने का लोप किया गया है, के न्रीय हिंदी निदेशालय में निदेशक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ (1) इन नियमों का संक्षिप्त नाम कें रीय हिंदी निदेशालय (निदेशक) भर्ती नियम, 2023 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर. – पद की संख्या, उसका वर्गीकरण और उसके साथ संलग्न वेतन मैट्रिक्स में स्तर वही होंगे जो इन नियमों से उपाबद्ध अनुसूची के (2) से स्तंभ (4) में विर्निर्दष्ट है।

3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि-उक्त पद पर भर्ती की पद्धति, आयु-सीमा, शैक्षिक अर्हता और उससे संबंधित अन्य बातें वे होगी जो उपरोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में यथा विर्निर्दष्ट हैं।

4. निरर्हता:- वह व्यक्ति –

क. जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या

ख. जिसने अपने पति या अपनी पत्नी जीवित रहते हुए, किसी व्यक्ति के साथ विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा:

परन्तु यदि कें रीय सरकार, का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्ति-जहां कें रीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखक करके और संघ लोक सेवा आयोग के परामर्श करके , उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. व्यावृत्ति- इन नियमों की कोई बात ऐसे आरक्षण आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें रीय सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 209.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Education, Central Hindi Directorate (Director) Recruitment Rules, 2019 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director, Central Hindi Directorate, namely:-

1. Short title and commencement (1) These rules may be called Central Hindi Directorate (Director) Recruitment Rules, 2023.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix. – The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications etc. – The method of recruitment of the said post, age-limit, educational qualification and other matters connected therewith shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.− No person-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5.
