सा.का.नि. 01.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा 2 के खंड (क) और (ग) के साथ पठित उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सशस्त्र सीमा बल, योधक, अनुसचिवीय और आशुलिपिक (अराजपत्रित) समूह 'ख' और 'ग' पद भर्ती नियम, 2011, को जहां तक उनका सम्बंध निरीक्षक (अनुसचिवीय), उप- निरीक्षक (अनुसचिवीय), निरीक्षक (वैयक्तिक सहायक) और उप-निरीक्षक (वैयक्तिक सहायक) के पदों से है, उन बातों के सिवाय अधिक्ांत करते हुए जिन्हें ऐसे अधिक्मण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन सशस्त्र सीमा बल, योधक, अनुसचिवीय और आशुलिपिक (अराजपत्रित) समूह 'ख' पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनातें हैं, अर्थातः-

(1)2 THE GAZETTE OF INDIA : JANUARY 13, 2024/PAUSHA 23, 1945 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल, योधक, अनुसचिवीय और आशुलिपिक (अराजपत्रित) समूह 'ख' पद भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.– इन नियमों से उपाबद्ध अनुसूची के स्तंभ )1( में विर्निर्दष्ट पदों को लागू होंगे।
3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पदों की संख्या, उनका वर्गीकरण, उनके वेतन मैट्रिक्स में स्तर या वेतनमान वे होगें, जो इन नियमों से पूवोक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
4. भर्ती की पद्धति, आयु-सीमा, अर्हता आदि.– उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
5. निरर्हता.– वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
इन नियमो के अधीन नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. चिकित्सक दृष्टया योग्यता.– इन नियमों में किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा प्रवर्ग शेप-1 में हैं, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।
स्पष्टीकरण.– इस नियम के प्रयोजन के लिए, "शेप-1" चिकित्सा प्रवर्ग अभिप्रेत है जो निम्नलिखित परिभाषित है:-
(i) कोड अक्षर शेप एस एच ए पी ई, जो निम्नलिखित कृ त्य का प्रतिनिधित्व करते हैं, द्वारा उपर्दर्शत निम्नलिखित कारक के अधीन अधिकारी की उपयुक्त्ता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण:-
एस - मनोवैज्ञानिक
एच - श्रवणता
ए - उपांग
पी - शारीरिक क्षमता
ई - दृष्टि
(ii) प्रत्येक कारक के अधीन किसी अधिकारी की कार्यात्मक क्षमता प्रत्येक कोड अक्षर के सामने अंक 1 से 5 द्वारा कम होती हुई कार्यक्षमता उपर्दर्शत करते हुए दर्शाई जायगी और कोड अक्षर के पश्चात् अंक लिखे जाएंगे सिवाय उसके जहां कोई अधिकारी सभी घटकों में श्रेणी-1 में है वहां उसका प्रवर्ग एस1, एच1, ए1, पी1, ई1 लिखने के बजाय शेप- 1 लिखकर दर्शाया जा सके गा, इन अंको का साधारण मुल्यांकन निम्नानुसार है:-
(क) कहीं भी सभी कर्तव्यों के लिए उपयुक्त।
(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों और ऑखों की श्रवण शक्ति/ दृष्टि की तीक्ष्णता की मांग अन्र्तर्ग्स्त है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों अनुसार परिसीमाएं हो सकती है।
(ग) "एस" कारक को छोडकर नेमी या निष्क्यि कर्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंड़े क्षेत्रो या पहाड़ी क्षेत्रों पर और लंबे कर्तव्य भारो के लिए नियोजन योग्यता की परिसीमाएं हो सकती है।
(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य।
(ड़) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।
3 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जनवरी 13, 2024/पौष 23, 19457. अधिर्वर्षता.– इन नियमों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है अंतिम दिन के अपराह्न में सेवानिवृत होगा।
परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास का पहला दिन है, साठ वर्ष की आयु पूरी करने पर पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत होगा ।
8. शिथिल करने की शक्ति.– जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
9. व्यावृति.– इन नियमों की कोई, बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।
10. दायित्व.– इन नियमों के अधीन पदों के किसी प्रवर्ग पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी सेवा करने का दायी होगा।
11. अन्यदेशीय अपात्रता.– कोई व्यक्ति, जो भारत का नागरिक नहीं है, के न्रीय सरकार की लिखित पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगा ।
परन्तु इस नियम की कोई बात नेपाल या भूटान के नागरिक को बल में नियुक्ति या नियोजन पर प्रभाव नहीं डालेगी।

| प्रोन्नतिः सशस्त्र सीमा बल के ऐसे उप-निरीक्षक (अनुसचिवीय) में से जिन्होंने वेतन मैट्रिक्स के स्तर-6 (रु. 35400-112400/-) में पाँच वर्ष नियमित सेवा की है और जिन्होंने महानिदेशक, सशस्त्र सीमा बल द्वारा समय-समय पर यथाविहित प्रोन्नति पाठ्यक्म या पाठ्यक्मों को सफलतापूर्वक पूरा किया हो । चिकित्सा श्रेणी शेप-1 होना चाहिए । टिप्पण 1: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्तिः कें रीय सशस्त्र पुलिस बल या राज्य पुलिस संगठन या संघ राज्यक्षेत्र पुलिस के ऐसे अधिकारी: (क) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए है; और (ख) जो कार्यालय प्रक्यिा पाठ्यक्म तथा रोकड़ और लेखा पाठ्यक्म मे र्अर्हत हो। चिकित्सा श्रेणी शेप-1 होना चाहिए । टिप्पण 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे, इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । टिप्पण 2: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी । टिप्पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी । | NaN | |

G.S.R. 01.—In exercise of the powers conferred by sub-section (1) and clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal, Combatised, Ministerial and Stenographers (Non-Gazetted) Group 'B' and 'C' Posts Recruitment Rules, 2011, in so far they relate to the posts of Inspector (Ministerial), Sub-Inspector (Ministerial), Inspector (Personal Assistant) and Sub-Inspector (Stenographer), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the Sashastra Seema Bal Combatised, Ministerial and Stenographers (Non-Gazetted) Group 'B' Posts under the Ministry of Home Affairs, namely :-
1. Short title and commencement.– (1) These rules may be called the Sashastra Seema Bal, Combatised, Ministerial and Stenographers (Non-Gazetted) Group 'B' Posts Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.– These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix .– The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
4. Method of recruitment, age limit, qualification, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.– No person,–
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person.
shall be eligible for appointment under these rules:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules.
6. Medical Fitness.– Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-1, shall be eligible for appointment under the provisions of these rules.
Explanation.– For the purpose of this rule, "SHAPE-1" means Medical category defined as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function, namely:-
S – Psychological
H – Hearing
A – Appendages
P – Physical Capacity
E – Eye-sight9 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जनवरी 13, 2024/पौष 23, 1945 (ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-1 instead of writing S1H1A1P1E1. The general evaluation of these numerals is as under:-
(a) Fit for all duties anywhere.
(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters), extreme cold areas or hilly terrain and for long assignments.
(d) Temporarily unfit for duties on account of hospitalization or sick leave.
(e) Permanently unfit for duties.
7. Superannuation.– The personnel appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years:
Provided that the person whose date of birth is the first of the month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of Superannuation.
8. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules to any class or category of persons.
9. Saving.– Nothing in these rules shall, affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
10. Liability.– Any person appointed to any category of posts under these rules shall be liable to serve anywhere in India or abroad.
11. Ineligibility of aliens.– No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or Bhutan in the Force.

Should be in the Medical category SHAPE-1. सा.का.नि. 02.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, बॉम्बे, कनिष्ठ अनुवाद अधिकारी (समूह 'ग' पद) भर्ती नियम 1988 को, उन बातों के सिवाय अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, मु ंबई में कनिष्ठ अनुवाद अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं ।
4. निरर्हता- कोई भी व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं,तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति: जहाँ के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग के परामर्श से, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े जातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 02.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay, Junior Hindi Translator (Group 'C' post) Recruitment Rules, 1988, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Translation Officer in All India Institute of Physical Medicine and Rehabilitation, Mumbai, the Ministry of Health and Family Welfare namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai, Junior Translation Officer, (Group 'B' Post), Recruitment, Rules 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix. – The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ:-(1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, मु ंबई, वरिष्ठ चमड़ा कर्मकार (समूह 'ग' पद), भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट है।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता:- वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति: -जहाँ के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए कारणों को लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति: -इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सा.का.नि. 04.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारतीय मानवविज्ञान सवेक्षण (साधारण के न्रीय सेवा वर्ग-3 पद) भर्ती नियम, 1962 को, जहां तक उनका संबंध कं पोजिटर और मशीनमैन के पद से है, उन बातों के सिवाय अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पहले किया गया है या करने का लोप किया गया है, संस्कृ ति मंत्रालय, भारतीय मानवविज्ञान सवेक्षण में कं पोजिटर और मशीनमैन के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ – (1) इन नियमों का संक्षिप्त नाम भारतीय मानवविज्ञान सवेक्षण, कं पोजिटर और मशीनमैन (समूह 'ग' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- पदों की संख्या, उनका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंम (4) में विर्निर्दष्ट हैं।
23 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जनवरी 13, 2024/पौष 23, 19453. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि : -भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूवोक्त अनुसूची के स्तंम (5) से स्तंम (13) में विर्निर्दष्ट हैं।
4. निरर्हता :- वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :-
परंतु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति :- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति:- इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वगों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 04.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Anthropological Survey of India (General Central Service Class III Posts) Recruitment Rules, 1962, in so far as they relates to the posts of Compositor and Machineman, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Compositor and Machineman in the Anthropological Survey of India, Ministry of Culture, namely:-
1. Short title and commencement. – (1)These rules may be called the Anthropological Survey of India, Compositor and Machineman, (Group – 'C' Posts) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.–The number of the posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, –
(a) Who has entered into or contracted a marriage with a person having spouse living, or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for person belonging to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, the other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
