सा.का.नि. 16.—के न्द्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा (2) के खंड (क) और खंड (ग) के साथ पठित उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और सशस्त्र सीमा बल, योधक पैरा- चिकित्सा कर्मचारिवृ ंद, समूह 'ख' (अराजपत्रित) पद भर्ती नियम, 2012 और सशस्त्र सीमा बल, योद्धक, चिकित्सा काडर (अ-व्यावसायिक) समूह 'ख' और 'ग' पद भर्ती नियम, 2012 को जहां तक उनका संबंध उप-निरीक्षक (चिकित्सा) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन सशस्त्र सीमा बल में समूह 'ख' योधक पैरा-चिकित्सा काडर पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थातः-

(83)84 [भाग II—खण्ड ³(i)] भारत का राजपत्र: फरवरी ²⁴, ²⁰²⁴/फाल्गुन ⁵, ¹⁹⁴⁵ 1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सशस्त्र सीमा बल, योधक, पैरा- चिकित्सा काडर (समूह 'ख' पदों) भर्ती नियम, 2024 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. लागू होना.– इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विनिदिष्ट पदों को लागू होंगे।

3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पदों की संख्या, उनका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वे होगें, जो इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट हैं।

4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.– उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं।

5. निरर्हता.– वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है या,

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. (क) प्रोन्नति के लिए मेडिकल फिटनेस – कें द्रीय सरकार द्वारा समय-समय पर विहित अनुसूची में सम्मिलित किसी भी श्रेणी या पद या पदों में एक पद से दूसरे पद पर योधक कर्मचारियों की प्रोन्नति के लिए, व्यक्ति को मेडिकल श्रेणी शेप-I की पुष्टि करने की अपेक्षा होगा।

(ख) प्रतिनियुक्ति के लिए मेडिकल फिटनेस – कें द्रीय सरकार द्वारा समय-समय पर विहित किसी भी पद पर प्रतिनियुक्ति के लिए योधक कर्मचारियों को चिकित्सा श्रेणी शेप-I में पुष्टि करना अपेक्षा होगा ।

(ग) सीधी भर्ती के लिए अपेक्षित शारीरिक मानक.–

(i) शारीरिक मानक.- गृह मंत्रालय के द्वारा 2015 में जारी दिशा निर्देशो में निर्धारित कें द्रीय सशस्त्र पुलिस बलों और असम राईफल में राजपत्रित और अराजपत्रित अधिकारियों के लिए चिकित्सा प्रशिक्षण और समय-समय पर गृह मंत्रालय द्वारा जारी निर्देशो के अनुसार अभ्यर्थी को चिकित्सकीय रूप से फिट होना चाहिए।

(ii) शारिरिक मानक

"या"

कें द्रीय सशस्त्र पुलिस बल में शारीरिक एवं चिकित्सा मानक कें द्रीय सरकार के द्वारा समय-समय पर विहित स्कीम के अनुसार होगा ।

टिप्पणः सीधी नियुक्ति पर अभ्यथियों को महानिदेशक सशस्त्र सीमा बल के द्वारा निर्धारित उसकी नियुक्ति की तारीख से परिवीक्षा अवधि के भीतर बुनियादी प्रशिक्षण पाठ्यक्रम या पाठ्यक्रमों को पुरा न करने पर उसकी सेवाएं समाप्त की जा सकती है ।

7. अन्यदेशीय अपात्रता.– कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्द्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगा ।

परन्तु इस नियम में अंतविष्ट कोई बात बल में नेपाल या भूटान के नागरिक की नियुक्ति या नियोजन को वजित नहीं करेगी।

8 सेवा का दायित्व.– इन नियमों के अधीन उक्त पदों पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी सेवा करने का दायी होगा।

9. अधिवषिता.– इन नियमों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है अंतिम दिन के अपराह्न में सेवानिवृत होगाः

परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास की पहली तारीख होगी, साठ वर्ष की आयु प्राप्त करने के पूर्ववर्ती मास के अंतिम तारीख के अपराह्न में सेवानिवृत होगा ।

(2) किसी व्यक्ति को सेवानिवृति की आयु से परे सेवा में विस्तार मंजूर नहीं किया जाएगा।

10. शिथिल करने की शक्ति.– जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

11. व्यावृति.–इन नियमों की कोई, बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(ii) मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-5 (रु. 29200-92300) या समकक्ष में नियमित आधार पर सदृश पद पर नियुक्ति के बाद छः वर्ष की सेवा प्रदान की गई हो; और

(ख) जिसके पास निम्नलिखित शैक्षणिक अर्हताएं और अनुभव हो :–

(i) किसी मान्यता प्राप्त बोर्ड या विश्वविद्यालय या संस्थान से 12वीं कक्षा उत्तीर्ण;

(ii) कें द्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त संस्थान से फिजियोथेरेपी में दो वर्ष की अवधि का डिप्लोमा; और (iii) कें द्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त फिजियोथेरेपी कें द्र या न्यूनतम सौ बिस्तर वाले अस्पताल या संस्थान से फिजियोथेरेपिस्ट के रूप में न्यूनतम एक वर्ष की अवधि का अनुभव।

टिप्पण 1.– पोषक वर्ग के ऐसे विभागीय अभ्यर्थी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 2 .– प्रतिनियुक्ति की अवधि, जिसके अधीन के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 3 .– प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

टिप्पण 1.– पोषक वर्ग के ऐसे विभागीय अभ्यर्थी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 2 .– प्रतिनियुक्ति की अवधि, जिसके अधीन के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 3 .– प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

G.S.R. 16.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub- section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), and in supersession of the Sashastra Seema Bal, Combatised Para-Medical Staff, Group ‗B' (Non-Gazetted) posts, Recruitment Rules, 2012, and the Sashastra Seema Bal Combatised Medics Cadre (Non-Professional) Group ‗B' and ‗C' posts Recruitment Rules 2012, in so far as they relate to the post of Sub- Inspector(Medic), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group ‗B' Combatised Posts in Para Medical Cadre in the Sashastra Seema Bal under the Ministry of Home Affairs, namely:-

1. Short title and commencement.– (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised, Para-Medical Cadre (Group ‗B' Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. (a) Medical fitness for promotion.– For combatised staff promotion from one post to another in any grade or rank or post included in the Schedule, individual shall be required to confirm to medical category SHAPE-1 as prescribed by the Central Government from time to time.

(b) Medical fitness for deputation.– For deputation to any post of combatised staff shall be required to confirm to medical category SHAPE-1 as prescribed by the Central Government from time to time.

(c) Standard required for direct recruitment.–

(i) Medical standard: The candidate shall be medically fit as specified in the Ministry of Home Affairs guidelines for recruitment Medical examination for Gazetted Officer and Non-Gazetted Officer in Central Armed Police Forces and Assam Rifle-2015 and further instructions issued by Ministry of Home Affairs from time to time.

(ii) Physical Standards:

Physical and Medical standards as per the scheme prescribed by the Central Government in Central Armed Police Forces from time to time.

Note.– The candidates on direct appointment shall qualify basic training course or courses as prescribed by the Director General, Sashastra Seema Bal from time to time within probation period from the date of appointment, failing which their services are liable to be terminated.

7. Ineligibility of aliens.– No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.

8. Liability to service.– Any person appointed to any posts under these rules shall be liable to serve anywhere in India or abroad.

9. Superannuation.– (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years.

Provided that a person whose date of birth is on the first day of a month, shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.

(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation.

10. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any class or category of persons.

11. Savings.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

(b) possessing the following educational qualifications and experience,–

(i) 12th class pass from a recognised Board or university or institute;

(ii) Diploma of duration of minimum two years in Medical Imaging Technology or Radiography from institute recognised by the Central Government or State Government; and

(iii) Experience of duration of minimum one year as a Radiographer in a Radiology Imaging Centre or hundred bedded hospital or institution recognised by Central Government or State Government.

Note 1.– The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.–The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 3.–The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.

Deputation:

Officers of the Central Government or the State Government or Union territory:-

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with Six years service rendered after appointment to the post on regular basis in level-5 of the pay matrix (Rs. 29200-92300) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience,–

(i) 12th class pass from a recognised Board or university or institute;

(ii) Diploma Physiotherapy of duration of two years from an institute recognised by the Central Government or State Government; and

(iii) Experience of duration of minimum one year as a Physiotherapist from a Physiotherapy Centre or minimum hundred bedded hospital or institution recognized by the Central Government or State Government Note 1.– The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.– The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years.

Note 3.– The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.

Note.–Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Deputation:

Officers of the Central Government or the State Government or Union territory:-

(a)(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with six years service rendered after appointment to the post on regular basis in level-5 of the pay matrix (Rs.29200-92300) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience,–

(i) 12th class pass from a recognised Board or university or institution;

(ii) Diploma in Dental Hygienist of duration of two years from institution recognised by the Central Government or State Government and registered with Dental Council of India; and

(iii) Working experience of duration of minimum one year in Dental Hospital or minimum hundred bedded hospital or Institution recognised by the Central Government or State Government.

Note 1.– The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.– The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years.

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;

या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पदों पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. आरंभिक गठन.- अनुसूची में उल्लिखित पद धारण करने वाले ऐसे पदधारी, जो नियमित आधार पर इन नियमों के प्रारंभ की तारीख पर, इन नियमों के अधीन नियुक्त हुए समझे जाएगें तथा उनकी परिवीक्षा की अवधि, वरिष्ठता, पेंशन सुविधाए और अगली उच्च श्रेणी के लिए प्रोन्नति हेतु पात्रता के विनिश्चय के लिए उक्त प्रारंभ से पूर्व उक्त पद पर नियमित आधार पर उनके द्वारा दी गई सेवा को देखा जाएगा।

7. (क) (i) प्रोन्नति के लिए चिकित्सा दृष्टया योग्यता.– कें द्रीय सरकार द्वारा समय-समय पर विहित अनुसूची में शामिल किसी भी श्रेणी या पंक्ति या पद में एक पद से दूसरे पद पर योधक कर्मचारीवृ ंद की प्रोन्नति के लिए, व्यक्ति को चिकित्सा प्रवर्ग शेप-1 की पुष्टि करना अपेक्षित होगा ।

(ii) प्रतिनियुक्ति के लिए चिकित्सा दृष्टया योग्यता.– कें द्रीय सरकार द्वारा समय-समय पर विहित किसी भी पद पर प्रतिनियुक्ति के लिए योधक कर्मचारिवृ ंद को चिकित्सा प्रवर्ग शेप-1 की पुष्टि करना अपेक्षित होगा ।

(ख) सीधी भर्ती के लिए अपेक्षित चिकित्सा मानक और शारीरिक मानक.–

(i) चिकित्सा मानक .– कें द्रीय सशस्त्र पुलिस बल और असम राईफल-2015 में राजपत्रित और अराजपत्रित अधिकारियों के लिए चिकित्सा प्रशिक्षण भर्ती के लिए गृह मंत्रालय के मार्गदर्शक सिद्धांतो में विनिदिष्ट अनुसार और समय- समय पर गृह मंत्रालय द्वारा जारी और अनुदेशों के अनुसार अभ्यर्थी चिकित्सीय दृष्टया योग्य होगा ।

(ii) शारिरिक मानक

"या"

कें द्रीय सशस्त्र पुलिस बल में शारीरिक एवं चिकित्सा मानक कें द्रीय सरकार द्वारा समय-समय पर विहित स्कीम के अनुसार होंगे ।

8. अधिवषिता.– (1) इन नियमों के अधीन नियुक्त किया गया प्रत्येक व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है या कें द्रीय सरकार द्वारा समय समय पर विहित अनुसार अंतिम दिन के अपराह्न में सेवानिवृत होगा:

परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास का पहला दिन है, साठ वर्ष की आयु पूरी करने पर पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत होगा ।

(2) किसी व्यक्ति को उप-नियम (1) में विनिदिष्ट अधिवषिता पर विहित सेवानिवृत्ति की आयु से परे सेवा में विस्तार अनुदत नहीं किया जाएगा।

9 सेवा का दायित्व.– इन नियमों के अधीन उक्त पदों पर नियुक्त कोई व्यक्ति, भारत या विदेश में कहीं भी सेवा करने का दायी होगा।

10. अन्यदेशीय अपात्रता.– कोई व्यक्ति, जो भारत का नागरिक नहीं है, के न्द्रीय सरकार की लिखित पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगा ।

परन्तु इस नियम में अंतविष्ट कोई बात, बल में नेपाल या भूटान के नागरिक की नियुक्ति या नियोजन को वजित नहीं करेगी।

11. शिथिल करने की शक्ति.– जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

12. व्यावृति.–इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

अनुसूची

(ii) कें द्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त संस्था से दो वर्ष की अवधि का भेषजी में डिप्लोमा और भेषजी के अधिनयम, 1948 (1948 का 8) के अधीन भेषजज्ञ के रूप में रजिस्ट्रीकृ त होना चाहिए; और

(iii) कें द्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त संस्था या न्यूनतम सौ बिस्तरों वाले अस्पताल से भेषजज्ञ के रूप में न्यूनतम एक वर्ष की अवधि का अनुभव हो ।

पुननियोजन:

ऐसे भूतपूर्व सैनिकों का पुननियोजन जो सशस्त्र बल में उसी या समतुल्य रैंक धारण किए हुए थे।

सशस्त्र बल के ऐसे कामिकों के सम्बंध में प्रतिनियुक्ति पर भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानान्तरित किए जाने वाले है और जिनके पास अपेक्षित अर्हताएँ और विहित अनुभव है। ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबधनों पर रखा जाऐगा जिस तारीख से उन्हे सशस्त्र बल से निमुक्त किया जाना है। तत्पश्चात उन्हें पुननियोजन पर बने रहने दिया जा सकता है।

(iii) कें द्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त न्यूनतम सौ बिस्तर वाले अस्पताल या संस्था में किसी डेंटल अस्पताल की डेंटल यूनिट के रूप में न्यूनतम एक वर्ष की अवधि का कार्यात्मक अनुभव ।

(ख) जिनके पास निम्नलिखित शैक्षणिक अर्हताएं और अनुभव हों, अर्थात्:-

(i) किसी मान्यता प्राप्त बोर्ड से 12वीं कक्षा उत्तीर्ण;

(ii) कें द्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त संस्था से खानपान और रसोई प्रबंधन में न्यूनतम दो वर्ष की अवधि का डिप्लोमा; और

(ग) कें द्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त न्यूनतम सौ बिस्तरों वाले अस्पताल या संस्था में स्टुवर्ड के रूप में न्यूनतम एक वर्ष की अवधि का कार्यात्मक अनुभव।

टिप्पण 1: कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य पूर्व-काडर पद अल्पकालिक अनुबंध सहित प्रतिनियुक्ति की अवधि आमतौर पर तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 2: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

पुननियोजन:

ऐसे भूतपूर्व सैनिकों का पुननियोजन जो सशस्त्र बल में उसी या समतुल्य रैंक धारण किए हुए थे; और

(i) पांच वर्ष तक सौ बिस्तरों वाले अस्पताल में काम किया हो;

(ii) चालीस वर्ष से अधिक आयु नहीं हो; और

(iii) नौकरी के लिए आवेदन करने की तारीख से तीन वर्ष से पहले अपना अंतिम कार्यस्थल नहीं छोड़ा हो।

सशस्त्र बल के ऐसे कामिकों के सम्बंध में प्रतिनियुक्ति के लिए भी विचार किया जाएगाँ जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानान्तरित किए जाने वाले है और जिनके पास अपेक्षित अर्हताएँ और विहित अनुभव है। ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबधनों पर रखा जाऐगा जिस तारीख से उन्हे सशस्त्र बल से निमुक्त किया जाना है। तत्पश्चात उन्हें पुननियोजन पर बने रहने दिया जा सकता है।

1. Short title and commencement.- (1) These rules may be called the Sashastra Seema Bal Combatised Para-Medical Cadre (Group ‗C' Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.– The number of the said posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Initial constitution.– The persons holding the posts mentioned in the Schedule on the date of commencement of these rules on regular basis shall be deemed to have been appointed under these rules and the service rendered by them in the said post on regular basis before the said commencement shall be taken into account for deciding their period of probation, seniority, pensionary benefits and eligibility for promotion to the next higher grade.

7. (a) (i) Medical fitness for promotion.- For combatised staff promotion from one post to another in any grade or rank or post included in the Schedule, individual shall be required to confirm to medical category SHAPE-I as prescribed by the Central Government from time to time.

(ii) Medical fitness for deputation.- For deputation to any post combatised staff shall be required to confirm to medical category SHAPE-I as prescribed by the Central Government from time to time.

(b) Medical standard and physical standards required for direct recruitment.-

(i) Medical standard .- The candidate shall be medically fit as specified in the Ministry of Home Affairs guidelines for recruitment medical examination for Gazetted and Non-Gazetted Officers in the Central Armed Police Force and the Assam Rifle-2015, and further instructions issued by the Ministry of Home Affairs from time to time.

(ii) Physical standards:

Physical and Medical standards as per the Scheme prescribed by the Central Government in the Central Armed Police Force from time to time.

8. Superannuation. – (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as per prescribed by the Central Government from time to time:

Provided that a person whose date of birth is on the first of a month, shall retire from service in the afternoon of the last date of the preceding month on attaining the age of sixty years.

(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation as specified in sub-rule (1).

9. Liability to service.- Any person, appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad.

10. Ineligibility of aliens.- No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule debar the appointment or employment of a subject of Nepal or Bhutan in the Force.

11. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

12. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

Note1.–The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note2.–The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of receipt of applications.

Re-employment:

Re-employment of ex-servicemen who have held the same or equivalent rank in Armed Forces.

The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualification prescribed shall also be considered for deputation. Such person would also be given deputation term up to the date on which they are due for release from Armed Forces. Thereafter, they may be continued on re-employment.

(ii) First Aid certificate from St. John's Ambulance organisation or Red cross Society of India; and

(iii) Experience of duration of minimum one year as Nursing Assistant in a minimum fifty bedded hospital or institution recognised by the Central Government or State Governments.

1. संक्षिप्त नाम और प्रारंभ: (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, ग्रामीण स्वास्थ्य प्रशिक्षण के न्द्र, नजफ़गढ़, नई दिल्ली, परिवार कल्याण विस्तार शिक्षक (समूह 'ख' पद) भर्ती नियम, 2024 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ(2) से स्तंभ (4) में विनिदिष्ट है ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ(13) में विनिदिष्ट हैं।

4. निरर्हता.- वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

1. संक्षिप्त नाम और प्रारंभ - (1) इन नियमों का नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महानिदेशालय, कें द्रीय औषध मानक नियंत्रण संगठन, कें द्रीय औषध प्रयोगशाला, कोलकाता, ज्येष्ठ प्रयोगशाला सहायक (समूह 'ग' पद) भर्ती नियम, 2024 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पद की संख्या, उसका वर्गीकरण और उनसे संलग्न वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि - उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं ।

4. निरर्हता-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्ति- जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा, शिथिल कर सके गी।

6. व्यावृत्ति- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 19.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Drugs Laboratory, Kolkata (Senior Laboratory Assistant) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Laboratory Assistant, in the Central Drugs Laboratory, Kolkata, Directorate General of Health Services, Ministry of Health and Family Welfare, namely: -

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health Services, Central Drugs Standard Control Organisation, Central Drugs Laboratory, Kolkata, Senior Laboratory Assistant (Group 'C' Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto shall be a specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 20.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रोजगार निदेशालय, रोजगार और प्रशिक्षण महानिदेशालय (कनिष्ठ वैज्ञानिक अधिकारी/मनोवैज्ञानिक) भर्ती नियम 1995 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, श्रम और रोजगार मंत्रालय, रोजगार महानिदेशालय में कनिष्ठ वैज्ञानिक अधिकारी-सह-मनोवैज्ञानिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि – उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं।

4. निरर्हता - वह व्यक्ति-

)क (जिसने ऐसे व्यक्ति से , जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;

या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है

उक्त पद पर नियुक्ति का पात्र नहीं होगाः

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
