.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा (2) के खंड (क) और खंड (ग) के साथ पठित उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और, सशस्त्र सीमा बल, समूह 'ग' योधक (अराजपत्रित) परा-पशुचिकित्सा पद भर्ती नियम, 2018 को, उन बातों के सिवाय अधिक्ांत करते हुए जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय, सशस्त्र सीमा बल में सहायक उप- निरीक्षक (पशुचिकित्सा), हेड कांस्टेबल (पशुचिकित्सा) और कांस्टेबल (पशुचिकित्सा) के पदों पर भर्ती की पद्धत्ति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थातः-

(207)208 THE GAZETTE OF INDIA : MARCH 16, 2024/PAHALGUNA 26, 1945 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सशस्त्र सीमा बल, सहायक उप- निरीक्षक (पशुचिकित्सा), हेड कांस्टेबल (पशुचिकित्सा) और कांस्टेबल (पशुचिकित्सा), समूह 'ग' पद भर्ती नियम, 2024 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. लागू होना.– ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विर्निर्दष्ट पदों को लागू होंगे।

3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो, इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।

4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।

5. निरर्हता.– वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पदों पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गा।

6. चिकित्सक दृष्टया योग्यता.– इन नियमों में अन्र्तर्वष्ट किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा प्रवर्ग 'शेप-1' में हैं,

एस - मनोवैज्ञानिक;

एच - श्रवण शक्ति;

ए - उपांग (अपैन्डेजेस) ;

पी - शारीरिक क्षमता; और

ई - दृष्टि शक्ति।

जैसा कि कें रीय सशस्त्र पुलिस बलों में भर्ती चिकित्सा परीक्षाओं के लिए गृह मंत्रालय के दिशानिदेशों और असम राइफल के द्वारा समय-समय पर संशोधित कार्यालय ज्ञापन दिनांक 20 मई, 2015 और दिनांक 31 जुलाई, 2021 में विर्निर्दष्ट है और कें र सरकार द्वारा समय-समय पर जारी किए गए किसी भी अनुदेश के अधीन इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।

7. अधिर्वर्षता.- इन नियमों के अधीन नियुक्त किया गया प्रत्येक व्यक्ति उस मास के अंतिम दिन के अपराह्न से जिसमें साठ वर्ष की आयु प्राप्त करता है, सेवानिवृत होगा या जैसा कि कें र सरकार द्वारा समय-समय पर निर्धारित किया जाता हैः परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास की पहली तारीख है, तो उस माह के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है, पूर्व मास के अंतिम तारीख के अपराह्न में सेवानिवृत होगा ।

8. शिथिल करने की शक्ति.- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

9. व्यावृति.- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंघ में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

10. सेवा का दायित्व.- इन नियमों की अनुसूची के स्तंभ (1) में यथाविर्निर्दष्ट उक्त पदों पर नियुक्त कोई व्यक्ति, भारत या विदेश में कहीं भी सेवा करने का दायी होगा ।

11. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः

परन्तु इस नियम में अंर्तर्वष्ट कोई बात बल में नेपाल या भूटान के नागरिक की नियुक्ति या नियोजन को र्वर्जत नहीं करेगी ।

अनुसूची

वर्ष की नियमित सेवा की हो और जिनके पास के न्रीय सरकार या राज्य सरकार द्वारा मान्यताप्राप्त संस्था से पशु चिकित्सा और जीवधन विकास या पशुचिकित्सा स्टाक सहायक पाठ्यक्म या पशुपालन पाठ्यक्म में दो वर्ष का डिप्लोमा पाठ्यक्म हो; और

(ख) अभ्यर्थी चिकित्सा श्रेणी शेप-1 में हो।

टिप्पण 1.– पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे ।

टिप्पण 2.–प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 3.– प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

भूतपूर्व सैनिकों के लिए पुर्नर्नयोजन:

(क) सेना से निमु र्क्त या सेवानिवृत्त ऐसे कार्र्मक जिन्होंने पशु-चिकित्सा सेवा में सदृश पद या समतुल्य रैंक धारण किया हो; और (ख) अभ्यर्थी चिकित्सा श्रेणी शेप-1 में हो।

टिप्पण.– सशस्त्र बलों के ऐसे कार्र्मक के सम्बन्ध में भी विचार किया जायेगा जो एक वर्ष की अवधि के भीतर सेवा निवृत होने वाले हैं या रिजर्व में स्थानान्तरित किये जाने वाले हैं। ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निमु र्क्त या सेवानिवृत किया जाना है, तत्पश्चात उन्हें पुर्नर्नयोजन पर बने रहने दिया जा सकता है।

(i) शारीरिक मानदंड,–

(क) ऊँ चाईः पुरुषों के लिएः 170 सेंटीमीटर.

महिलाओं के लिएः157 सेंटीमीटर.

(ख) छातीः पुरुषों के लिए बिना फु लाएः 80 सेंटीमीटर.

फु लाने परः फु लाव न्यूनतम 5 सेंटीमीटर.

महिलाओं के लिएः लागू नहीं होता।

(ग) भारः (पुरूषों और महिलाओं के लिए) : चिकित्सीय मानकों के अनुसार ऊँ चाई और आयु के अनुपात में।

टिप्पण : अभ्र्यर्थयों के लिए ऊँ चाई और छाती में शिथिलीकरण अनुज्ञेय होगीः–

ऊँ चाईः गढवाली, कु मांउनी, गोरखा, डोगरा, मराठा के प्रवगों में आने वाले अभ्र्यर्थयों और सिमिि, नागालैंड, अरूणाचल प्रदेश, मणिपुर, त्रिपुरा, मिजोरम, मेघालय, असम, हिमाचल प्रदेश और जम्मू-कश्मीर और लद्दाख के कें र शासित प्रदेश से सम्बंधित पुरुष अभ्र्यर्थयों के लिए न्यूनतम ऊँ चाई 165 सेंटीमीटर और महिलाओं के लिए 155 सेंटीमीटर होगी।

टिप्पण : अनुसूचित जनजातियों के सभी पुरुष अभ्र्यर्थयों के लिए न्यूनतम ऊँ चाई 162.5 सेंटीमीटर और महिला अभ्र्यर्थयों के लिए न्यूनतम ऊँ चाई 150 सेंटीमीटर होगी।

छातीः गढवाली, कु मांउनी, गोरखा, डोगरा, मराठा के प्रवगों में आने वाले पुरुष अभ्र्यर्थयों की और सिमिि, नागालैंड, अरूणाचल प्रदेश, मणिपुर, त्रिपुरा, मिजोरम, मेघालय, असम, हिमाचल प्रदेश और कें र शासित प्रदेशों जम्मू-कश्मीर और लद्दाख से सम्बंधित अभ्र्यर्थयों की न्यूनतम छाती अठहत्तर सेंटीमीटर (न्यूनतम पाँच सेंटीमीटर फु लाने पर) होगी।

टिप्पण : अनुसूचित जनजातियों के सभी पुरुष अभ्र्यर्थयों के लिए न्यूनतम छाती छिहत्तर सेंटीमीटर होगी (न्यूनतम पांच सेंटीमीटर फु लाने पर) होगी।

(ii) चिकित्सा मानदंडः

(क) दृष्टिः बिना सुधार के अर्थात बिना चश्मा लगाए दोनों आंखों की न्यूनतम दृष्टि 6/6 और 6/9 होनी चाहिए ;

(ख) अभ्र्यर्थयो को अन्तर्जानू, सपाट पैर, स्फीत (शिरा) या आंखो में भेंगापन नहीं होना चाहिए और उनकी उच्च रंग दृष्टि होनी चाहिए। अभ्र्यर्थयों की रंग दृष्टि के लिए ईशीहारा परीक्षण के साथ-साथ ऐडरिच ग्रीन लेटंर्न परीक्षण द्वारा परीक्षित किया जाएगा।

उन्हें मानसिक और शारीरिक रुप से अच्छे स्वास्थ का होना चाहिए और ऐसी किसी शारीरिक त्रुटि से मुक्त होना चाहिए जिससे कर्तव्यों के पालन में व्यवधान पड़ने की संभावना हो ; या

(ग) कें रीय सशस्त्र पुलिस बलों में हेड कांस्टेबल (पशु चिकित्सा) के पद के लिए शारीरिक और चिकित्सा मानक कें र सरकार द्वारा समय-समय पर विहित स्कीम के अनुसार होगा ।

NOTIFICATION

New Delhi, the 4th March, 2024

G.S.R. 31.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub- section (2) of Section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal, Group 'C' Combatised (Non-Gazetted) Para-Veterinary Posts Recruitment Rules, 2018, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Assistant Sub-Inspector (Veterinary), Head Constable (Veterinary) and Constable (Veterinary) in the Sashastra Seema Bal, Ministry of Home Affairs, namely:-

1. Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Assistant Sub-Inspector (Veterinary), Head Constable (Veterinary) and Constable (Veterinary), Group 'C' Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .-No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Medical Fitness.- Notwithstanding anything contained in these rules, only those persons who are in medical category (SHAPE-1),

S - Psychological;

H - Hearing;

A - Appendages;

P - Physical Capacity; and

E Eyesight.

as specified in the Ministry of Home Affairs Guidelines for recruitment medical examinations in the Central Armed Police Forces and the Assam Rifle Office Memorandum, dated the 20th May, 2015 and dated the 31st July, 2021, as amended from time to time and further subject to any instructions issued by the Central Government from time to time shall be eligible for appointment under the provisions of these rules.

7. Superannuation.- Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time:

Provided that a person whose date of birth is on the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.

8. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

9. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

10. Liability of service.- Any person appointed to the said posts as specified in column (1) of the Schedule to these rules, shall be liable to serve anywhere in India or aboard.

11. Ineligibility of aliens.- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.

(b) the candidate shall be in medical category SHAPE-I.

Note 1: The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation including short-term contract shall not be exceeding fifty-six years as on the closing date of receipt of application.

Re-employment for Ex-Servicemen:

(a) released or retired Army personnel who have held analogous post or equivalent rank in the Veterinary Service; and

(b) the candidate shall be in medical category SHAPE-I.

Note: The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year, shall also be considered. Such personnel shall be given deputation terms up to the date on which they are due for release or superannuation from the Armed Forces; thereafter they may continue on re-employment.

(A) Height : For males : 170 centimeters. For females : 157 centimeters.

(B) Chest : For males :

Unexpanded : 80 centimeters. Expanded : Minimum expansion five centimeters.

For females : Not applicable.

(C) Weight: (For males and females) Proportionate to height and age as per Medical standards.

Note: The relaxation will be permissible in height and chest to the candidates as follows:-

Height: Minimum height of candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas, and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh and the Union territories of Jammu and Kashmir and Ladakh will be 165 centimeters for males and 155 centimeters for females.

Note: The minimum height for all candidates belonging to the Scheduled Tribes will be 162.5 centimeters for males and 150 centimeters for females.

Chest: The minimum chest of male candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh and the Union territories of Jammu and Kashmir and Ladakh will be seventy-eight centimeters (minimum five centimeters expansion).

Note: The minimum chest for all male candidates belonging to the Scheduled Tribes will be seventy-six centimeters (minimum five centimeters expansion).

(ii) Medical Standards,-

(A) Eye Sight: The minimum distant vision shall be 6/6 and 6/9 of both eyes without correction i.e. without wearing of glasses;

(B) The candidates shall not have knock knee, flat foot, varicose vein or squint in the eyes and they shall possess high colour vision. The candidates will be tested for colour vision by Ishihara's Test as well as Edrich-Green Lantern Test. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties; or

(C) Physical and Medical standards as per the scheme prescribed by the Central Government for the post of Constable (Veterinary) in the Central Armed Police Forces from time to time.

परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. चिकित्सक दृष्टया योग्यता.– इन नियमों में अन्र्तर्वष्ट किसी बात के होते हुए भी, के वल वे व्यक्ति जो चिकित्सा प्रवर्ग 'शेप-1' में हैं, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।

स्पष्टीकरण:- इस नियम के प्रयोजन के लिए, स्पष्टीकरण 'शेप-1' से निम्नानुसार विर्निर्दष्ट चिकित्सा प्रवर्ग अभिप्रेत है, अर्थात्:-

(i) कोड अक्षर शेप (एस एच ए पी ई), द्वारा उपर्दर्शत दिए गए कारकों के अधीन अधिकारी की योग्यता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण जो निम्नलिखित कृ त्य का द्योतक करते हैं, अर्थात्:-

एस - मनोविज्ञान ;

एच - श्रवण शक्ति ;

ए - उपांग (उपैन्डेजेस) ;

पी - शारीरिक क्षमता ; और

ई - दृष्टि ।

(ii) प्रत्येक कारक के अधीन किसी अधिकारी की कार्यात्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 द्वारा घटती हुई कार्यात्मक क्षमता उपर्दर्शत करते हुए दर्शाई जाएगी और कोड अक्षर के आगे अंक लिखे जाएंगे, सिवाय उसके221 [भाग II—खण्ड ³(i)] भारत का राजपत्र: मार्च ¹⁶, ²⁰²⁴/फाल्गुन ²⁶, ¹⁹⁴⁵ जहाँ कोई अधिकारी सभी कारको में श्रेणी-1 में है, वहाँ उसका प्रवर्ग एस1 एच1 ए1 पी1 ई1 लिखने के बजाय शेप-1 लिखकर दर्शाया जा सके गा तथा इन अंको का सामान्य मूल्यांकन निम्नानुसार है:-

(क) भारत में कहीं भी सभी कर्तव्यों के लिए योग्य ;

(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों और ऑखों की श्रवण शक्ति या दृष्टि की तीक्ष्णता की मांग अंतर्वलित है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों अनुसार परिसीमाएं हो सकती है;

(ग) "एस" घटक को छोडकर, नेमी या निष्क्यि कर्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंड़े क्षेत्रों या पहाड़ी भूखण्डों पर दीर्घ कर्तव्यों भारो के लिए नियोजन योग्यता की परिसीमाएं हो सकती है ;

(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य ;

(ड.) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।

7. अधिर्वर्षता.- इन नियमों के अधीन नियुक्त किया गया प्रत्येक व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है या अंतिम दिन के अपराह्न में सेवा से सेवानिवृत होगा या जैसा कें रीय सरकार द्वारा समय- समय पर विहित किया जाएः

परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास की पहली तारीख है, तो उस माह के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है, पूर्ववर्ती मास के अंतिम तारीख के अपराह्न में सेवानिवृत होगा ।

8. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः

परन्तु इस नियम में अंर्तर्वष्ट कोई बात बल में नेपाल या भूटान के नागरिक की नियुक्ति या नियोजन को र्वर्जत नहीं करेगी।

9. सेवा का दायित्व.- इन नियमों की अनुसूची के स्तंभ (1) में यथा विर्निर्दष्ट उक्त पदों पर नियुक्त कोई व्यक्ति, भारत या विदेश में कहीं भी सेवा करने का दायी होगा।

10. शिथिल करने की शक्ति.- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

11. व्यावृति.- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंघ में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछडें वगों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 2: पुनः नियोजित अधिकारियों को सशस्त्र सीमा बल में शामिल होने पर जूनियर बेसिक कम्युनिके शन पाठ्यक्म को सफलतापूर्वक र्अर्हत करना होगा।

टिप्पण 3: कार्र्मक मेडिकल श्रेणी SHAPE-I में होगा।

शैक्षिक अर्हताएः

(क) (i) अभ्यर्थी ने किसी मान्यता प्राप्त बोर्ड से भौतिकी, रसायन विज्ञान और गणित के साथ विज्ञान में 12वीं कक्षा उत्तीर्ण की हो; और (ii) अभ्यर्थी के पास किसी मान्यता प्राप्त संस्थान से इलेक्ट्रॉनिक्स या संचार या कं प्यूटर विज्ञान, या सूचना प्रौद्योगिकी में तीन वर्ष का डिप्लोमा होना चाहिए।

(ख) शारीरिक और चिकित्सा मानदंडः

(i) शारीरिक मानदंड,–

(क) ऊँ चाईः पुरुषों के लिएः 170 सेंटीमीटर.

महिलाओं के लिएः 157 सेंटीमीटर.

(ख) छातीः पुरुषों के लिए बिना फु लाएः 80 सेंटीमीटर.

फु लाने परः फु लाव न्यूनतम पांच सेंटीमीटर.

महिलाओं के लिएः लागू नहीं होता।

(ग) भारः (पुरूषों और महिलाओं के लिए) : चिकित्सीय मानकों के अनुसार ऊँ चाई और आयु के अनुपात में।

G.S.R. 32.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub- section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), and in supersession of the Sashastra Seema Bal, Combatised Communication Service (Group 'B' and 'C' posts) Recruitment Rules, 2018, in so far as they relate to the posts of Assistant Sub-Inspector (Communication) and Head Constable (Communication), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Assistant Sub-Inspector(Communication) and Head Constable (Communication) in the Sashastra Seema Bal, in the Ministry of Home Affairs, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised Communication Cadre, Assistant Sub-Inspector (Communication) and Head Constable (Communication), Group 'C' Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule

4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Medical fitness .- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purposes of this rule, the explanation 'SHAPE-I' means medical category specified as follows, namely:-

(i) the medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function, namely: -

S - Psychological;

H - Hearing ;

A - Appendages;

P - Physical Capacity; and

E - Eye-Sight.

(ii) functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I, instead of writing S1H1A1P1E1 and general evaluation of these numerals are as under:-

(a) fit for all duties anywhere in India;

(b) fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes;

(c) excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(d) temporarily unfit for duties on account of hospitalisation or sick leave; and

(e) permanently unfit for duties.

7. Superannuation .- Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time:

Provided that a person whose date of birth is on first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.

8. Ineligibility of aliens.- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.

9. Liability of service.- Any person appointed to the said posts as specified in column (1) of the Schedule to these rules shall be liable to serve anywhere in India or abroad.

10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

11. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

(ii) the candidate shall have passed 10th class from a recognised Board with three years Diploma in Electronics or Communication or Computers or Information Technology from a recognised University or institute; or

(iii) the candidate shall have passed 12th class from a recognised Board with Physics, Chemistry and Mathematics.

Note 1: The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualification prescribed, shall also be considered for deputation. Such person shall be given deputation terms up to the date on which they are due to release from the Armed Forces, thereafter, they may be continued on re-employment.

Note 2: The re-employed officers shall have to successfully qualify Junior Basic Communication course on their joining in the Sashastra Seema Bal.

Note 3: The candidate shall be in the medical category SHAPE-I.

Educational qualifications:

(a) (i) the candidate shall have passed 12th class in Science with Physics, Chemistry and Mathematics from a recognised Board; or

(ii) the candidate shall have a three years diploma in Electronics or Communication or Computer Science, or Information Technology from a recognised institute.

(b) physical and medical standards:

(i) physical standards,-

(A) Height:

For male: 170 centimeters.

For female: 157 centimeters.

(B) Chest: For male: Unexpanded: 80 centimeters.

Expanded: Minimum expansion five centimeters.

For female: Not applicable.

(C)Weight: (For males and females): Proportionate of height and age as per medical standards.

Note: The relaxation shall be permissible in height and chest to the candidates as follows:-

Height: The minimum height of candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas, and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, the Union territories of Jammu and Kashmir and Ladakh will be 165 centimeters for males and 155 centimeters, for females.

Note: The minimum height for all candidates belonging to the Scheduled Tribes shall be 162.5 centimeters for males and 150 centimeters for females.

Chest: The minimum chest of male candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas, and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh and the Union territories of Jammu and Kashmir and Ladakh will be seventy-eight centimeters (minimum five centimeters, expansion).

Note: The minimum chest for all male candidates belonging to the Scheduled Tribes shall be seventy-six centimeters (minimum five centimeters expansion)

(ii) medical standards,-

(A) Eye Sight: Better eye Worse eye

(I) Near vision N/6 N/9

( the candidate shall be able to read with glasses for near vision)only.

(II) Distance vision 6/6 and 6/9

(Visual correction of any kind is not permitted even by glasses).

Note: In right handed person, the right eye is better eye and vice versa.

(B) The candidates shall not have knock knee, flat foot, varicose vein or squint in eyes and they shall possess high colour vision. They shall be in good mental and bodily health and free from any physical defect which likely to interfere with the efficient performance of the duties.

(C) The candidate shall qualify the physical efficiency and written test; or

(D) Physical and medical standards as per the Scheme prescribed by the Central Government for the post of Head Constable (Communication) from time to time.

.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा (2) के खंड (क) और (ग) के साथ पठित उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सशस्त्र सीमा बल समूह 'क' योधक इंजीनियरी काडर भर्ती नियम, 2015 में निम्नलिखित संशोधन करती है, अर्थात् :–

1. (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल समूह 'क' योधक इंजीनियरी काडर पद भर्ती (संशोधन) नियम, 2024 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. सशस्त्र सीमा बल समूह 'क' योधक इंजीनियरी काडर पद भर्ती नियम 2015 में,–

(क) नियम 7 के स्थान पर निम्नलिखित नियम रखे जायेगें, अर्थात् :–

"7. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त या नियोजित नहीं किया जाएगा:

परन्तु इस नियम में अंर्तर्वष्ट कोई भी बात बल में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन को र्वर्जत नहीं करेगी।" ;

(ख) नियम 10 के स्थान पर निम्नलिखित नियम रखे जायेगें, अर्थात् :–

"10. अधिर्वर्षता.– इन नियमों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है अंतिम दिन के अपराह्न में सेवानिवृत होगा या समय-समय पर के न्रीय सरकार द्वारा निर्धारित के अनुसार सेवा निवृत्त होगाः231 [भाग II—खण्ड ³(i)] भारत का राजपत्र: मार्च ¹⁶, ²⁰²⁴/फाल्गुन ²⁶, ¹⁹⁴⁵ परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास का पहला दिन है, साठ वर्ष की आयु प्राप्त कर लेने के पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत होगे ।";

(3) अनुसूची में,–

(क) उप कमांडेंट (इंजीनियर) के पद से संबंधित क्म संख्या 4 के सामने,–

(i) स्तंभ (10) के अधीन, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :– "प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा । " ;

(ii) स्तंभ (11) के अधीन, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :– "प्रोन्नति:

सशस्त्र सीमा बल के ऐसे सहायक कमांडेंट (इंजीनियर) जिन्होंने वेतन मैट्रिक्स के स्तर-10 (रु. 56100-177500) में चिकित्सा श्रेणी शेप-1 के साथ उस श्रेणी में पाँच वर्ष नियमित सेवा की है और जिन्होंने महानिदेशक, सशस्त्र सीमा बल द्वारा यथाविहित प्रोन्नति पाठ्यक्म या पाठ्यक्मों को सफलतापूर्वक पूरा किया हो।

टिप्पण.–जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसे अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। ";

प्रतिनियुक्ति:

के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या के न्रीय सशस्त्र पुलिस बल जिसके अधीन सशस्त्र सीमा बल या के न्रीय लोक निर्माण विभाग या राज्य लोक निर्माण विभाग या सैनिक अभियन्ता सेवा या साधारण रिजर्व इंजीनियररंग फोर्स के ऐसे अधिकारी जिनका चिकित्सा श्रेणी शेप-1 हो।,–

(क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए है; या

(ii) मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-10 (रु. 56100-177500) या समकक्ष में नियमित आधार पर सदृश पद पर नियुक्ति के बाद पाँच वर्ष की सेवा की हो; और

(ख) जिसके पास निम्नलिखित शैक्षणिक अर्हताएं और अनुभव हो,–

(i) किसी मान्यताप्राप्त विश्वविद्यालय या सस्थां से सिविल इंजीनियरी में स्नातक डिग्री ; और

(ii) सिविल संकर्म कार्यान्यित करने का पाँच वर्ष का अनुभव ।

टिप्पण 1.–पोषक वर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 2 .–प्रतिनियुक्ति की अवधि, जिसके अधीन के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 3 .–प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।";

(ख) सहायक कमांडेंट (इंजीनियर) के पद से संबंधित क्म संख्या 5 के सामने,–

(i) स्तंभ (6) के अधीन, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :– "पैंतीस वर्ष से अधिक आयु नहीं।

(के न्रीय सरकार द्वारा इस संबंध में जारी किए गए निदेशों या आदेशों के अनुसार सरकारी सेवकों के लिए पाँच वर्ष तक शिथिल की जा सकती है।)

टिप्पण.- आयु-सीमा अवधारित करने के लिए निर्णायक तारीख अभ्र्यर्थयों से आवेदन पत्र प्राप्त करने के लिए नियत की गई तारीख अंतिम तारीख होगी और न कि अंतिम तारीख, जो असम, मेघालय, अरुणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिपुरा, सिमिि, हिमाचल प्रदेश के लाहौल और स्पीति जिला तथा चम्बा जिले के पांगी उपखंड और संघ राज्यक्षेत्र लद्दाख, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्र्यर्थयो के लिए विहित की गई हैं ।";

(ii) स्तंभ (7) के अधीन, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :– "(क) शैक्षिक अर्हताए:

किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से सिविल इंजीनियरी में स्नातक की डिग्री ;

(ख) शारीरिक और चिकित्सा मानकः

(i) शारीरिक मानक,– अभ्र्यर्थयों के लिए न्यूनतम अपेक्षाएँ निम्नानुसार हैः–

(क) ऊँ चाईः

पुरुषों के लिएः 165 सेंटीमीटर ; और महिलाओं के लिएः157 सेंटीमीटर ;

(ख) छातीः

पुरुषों के लिए बिना फु लाएः 81 सेंटीमीटर; फु लाने परः फु लाव न्यूनतम पांच सेंटीमीटर.

(ख) अभ्र्यर्थयों के संहन जानु, चपटा पाँव, फु ली हुई नसें या भैंगी आँखों वाला नहीं होना चाहिए और उच्च रंग दृष्टिया वाला होना चाहिए। अभ्र्यर्थयों को अच्छे मानसिक और शारीरिक स्वास्थ्य का और ऐसे शारीरिक दोष से मुक्त होना चाहिए जिससे उनके कर्तव्यों के दक्षतापूर्ण पालन में बाधा आने की संभावना है।

(ग) ऐसे सहायक कमांडेंट (इंजीनियर) के पद के लिए शारीरिक एवं चिकित्सा मानक कें र सरकार के द्वारा समय- समय पर निर्धारित के अनुसार होगा।

(घ) अभ्र्यर्थयों को शारीरिक दक्षता परीक्षण, लिखित परीक्षण और साक्षात्कार में र्अर्हत होना चाहिए। ";

(iii) स्तंभ (10) के अधीन, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:– "(i) सड़सठ प्रतिशत सीधी भर्ती द्वारा; और

(ii) तैंतीस प्रतिशत प्रोन्नति द्वारा, जिसके न हो सकने पर प्रतिनियुक्ति द्वारा। ";

(iv) स्तंभ (11) के अधीन, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :–233 [भाग II—खण्ड ³(i)] भारत का राजपत्र: मार्च ¹⁶, ²⁰²⁴/फाल्गुन ²⁶, ¹⁹⁴⁵ "प्रोन्नति:

सशस्त्र सीमा बल के ऐसे निरीक्षक (पाइनियर) जिन्होंने वेतन मैट्रिक्स के स्तर-7 (रु. 44900-142400) में चिकित्सा श्रेणी शेप-1 के साथ उस श्रेणी में पाँच वर्ष नियमित सेवा की है और जिन्होंने महानिदेशक, सशस्त्र सीमा बल द्वारा यथाविहित प्रोन्नति पाठ्यक्म या पाठ्यक्मों को सफलतापूर्वक पूरा किया हो।

टिप्पण 1.– संशोधित नियमों की अधिसूचना की तारीख पर नियमित आधार पर फीडर पद धारण करने वाले व्यक्तियों के लिए पात्रत्ता सेवा समान बनी रहेगी।

टिप्पण 2.– भर्ती नियमों की अधिसूचना की तारीख पर अग्रेषित रिक्तियों सहित पात्रता रिक्तियों को नए भर्ती नियमों में निर्धारित कोटा के अनुसार वितरित और भरा जायेगा।

टिप्पण 3.– जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसे अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

प्रतिनियुक्ति:

के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या के न्रीय सशस्त्र पुलिस बल जिसके अधीन सशस्त्र सीमा बल या के न्रीय लोक निर्माण विभाग या राज्य लोक निर्माण विभाग या सैनिक अभियन्ता सेवा या साधारण रिजर्व इंजीनियररंग फोर्स के ऐसे अधिकारी जिनके पास किसी मान्यता प्राप्त विश्वविद्यालय से सिविल इंजीनियरी में स्नातक की डिग्री के साथ चिकित्सा श्रेणी शेप-1 हो।

(क) (i) मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए है; या मूल काडर या विभाग में नियमित आधार पर वेतन मैट्रिक्स में स्तर-10 (रू 56100-177500) में सदृश पद धारण किए हुए है; या

(ii) मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-8 (रू 47600-151100) या समकक्ष में नियमित आधार पर सदृश पद पर नियुक्ति के बाद चार वर्ष की सेवा की हो; या

(iii) मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-7 (रू 44900-142400) या समकक्ष में नियमित आधार पर सदृश पद पर नियुक्ति के बाद पांच वर्ष की सेवा की हो; और

(ख) जिसके पास निम्नलिखित शैक्षणिक अर्हताएं और अनुभव हो :–

(i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्था से सिविल इंजीनियररंग में स्नातक की डिग्री; और

(ii) संकर्म कार्यान्वित करने का तीन वर्ष का अनुभव।

टिप्पण 1.–प्रतिनियुक्ति पर सशस्त्र सीमा बल के अधिकारियों के मामले में सिविल कायों के निष्पादन में अनुभव में छू ट दी गई है।

टिप्पण 2.–पोषक वर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 3 .–प्रतिनियुक्ति की अवधि, जिसके अधीन के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 4 . –प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष - से अधिक नहीं होगी ।"

G.S.R. 33.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub- section 2 of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the following rules further to amend the Sashastra Seema Bal Group 'A' Combatised Engineering Cadre Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Sashastra Seema Bal Group 'A' Combatised Engineering Cadre Recruitment (Amendment) Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal Group 'A' Combatised Engineering Cadre Recruitment Rules, 2015,-

(a) for rule 7, the following rules shall be substituted, namely:–

"7. Ineligibility of Aliens.– No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed or employed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force." ;

(b) in rule 10, the following rules shall be substituted, namely:–

"10. Superannuation.– Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time:

Provided that a person whose date of birth is on the first day of a month shall retire from the service on the afternoon of the last day of the preceding month on attaining the age of superannuation.";

(3) in the Schedule,-

(a) against serial number 4, relating to the post of Deputy Commandant (Engineer),–

(i) under column (10), for the existing entries, the following entries shall be substituted, namely:– "By promotion failing which by deputation.";

(ii) under column (11), for the existing entries, the following entries shall be substituted, namely:– "Promotion:

Assistant Commandant (Engineer) of the Sashastra Seema Bal in level-10 in the pay matrix (Rs.56100- 177500) with five years of regular service in the grade with medical category SHAPE-1, and who having successfully completed pre-promotional course or courses as prescribed by the Director General, Sashastra Seema Bal from time to time.

Note.– Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service." ;

Deputation:

Officers of the Central Government or State Governments or Union territory Administrations or the Central Armed Police Forces including Sashastra Seema Bal or Central Public Works Department or State Public Works Departments or Military Engineering Services or General Reserve Engineering Force with medical category SHAPE-1,–

(a) (i) holding analogous posts on a regular basis in the parent cadre or department; or

(ii) with five years service rendered after appointment to the posts on a regular basis in level-10 in the pay matrix (Rs.56100-177500) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience,–

(i) Bachelor's Degree in Civil Engineering from a recognised University or institute; and

(ii) five years experience in execution of civil works.

Note 1.– The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.– The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years.

Note 3.– The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of receipt of applications.";

(b) against serial number 5, relating to the post of Assistant Commandant (Engineer),–

(i) under column (6), for the existing entries, the following entries shall be substituted, namely:– "Not exceeding thirty-five years of age.

(Relaxable for the Government servants up to the age of five years in accordance with the instructions or orders issued by the Central Government).

Note.– The crucial date for determining the age-limit shall be the closing date for receipt of applications from the candidates and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh and the Union territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep.";

(ii) under column (7), for the existing entries, the following entries shall be substituted, namely:– "(a) Educational qualification:

Bachelor Degree in Civil Engineering from a recognised University or institution;

(b)Physical and medical standard:

(i) Physical standard,- The minimum requirements for the candidates are as follows:-

(A) Height:

For males : 165 centimeters; and for female:157 centimeters;

(B) Chest:

For males: Unexpanded: Eighty-one centimeters; expanded: minimum expansion five centimeter; and For females: Not applicable.

(C) Weight:

For males: Proportionate to height and age as per medical standards; and

For females: Proportionate to height and age as per medical standards.

(ii) Medical standard:

(A) Eye sight (with or without glasses)

(B) The candidates shall not have knock knees, Flat Foot, Varicose Veins or Squint in eyes and they shall possess high colour vision. The candidates shall be tested for colour vision by Ishihara's test as well as Edrich-Green Lantern Test. They shall be in a good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties; or

(C) Physical and medical standards as prescribed by the Central Government for the post of Assistant Commandant (Engineer) from time to time.

(D) The candidate shall qualify the physical efficiency test, written test and interview.";

(iii) under column (10), for the existing entries, the following entries shall be substituted, namely:-

"(i) sixty-seven per cent. by direct recruitment; and

(ii) thirty-three per cent. by promotion, failing which by deputation.";

(iv) under column (11), for the existing entries, the following entries shall be substituted, namely:-

"Promotion:

Inspector (Pioneer) of the Sashastra Seema Bal in level-7 in the pay matrix (Rs.44900-142400) with five years of regular service in the grade with medical category SHAPE-1, and having successfully completed pre- promotional course or courses as prescribed by the Director General, Sashastra Seema Bal from time to time.

Note 1.– The eligibility service shall continue to be the same for persons holding the feeder posts on regular basis on the date of notification of the revised rules.

Note 2.– The existing vacancies including carried forward vacancies on the date of notification of recruitment rules shall be distributed and filled up as per quota prescribed in the new recruitment rules.

.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए पृथ्वी विज्ञान मंत्रालय (भारत मौसम विज्ञान विभाग) में समूह 'ग' भत्र्ती नियम 2011 का अधिक्मण करते हुए, जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या किए जाने का लोप किया गया है, पृथ्वी विज्ञान मंत्रालय, भारत मौसम विज्ञान विभाग में अवर श्रेणी लिपिक के पद की भत्र्ती नियमावली में निम्नलिखित नियमों को विनियमित करते हैं, अर्थात :

1. संक्षिप्त नाम और लागू होने की तारीख :-

(1) इन नियमों को पृथ्वी विज्ञान मंत्रालय, भारत मौसम विज्ञान विभाग, अवर श्रेणी लिपिक समूह 'ग' पद, भर्ती नियम, 2024 कहा जाएगा।

(2) ये नियम सरकारी राजपत्र में प्रकाशित होने की तारीख से प्रभावी होंगे ।

(क) पद संख्या, वर्गीकरण और वेतन मेट्रिक्स में वेतन स्तर: पदों की संख्या, उनका वर्गीकरण और उनसे संबंधित वेतन मेट्रिक्स में वेतन स्तर संलग्न अनुसूची के कॉलम (2) से (4) में विर्निर्दष्ट हैं ।

(ख) भर्ती की पद्धति, आयु सीमा और योग्यताएँ आदि:- भर्ती की पद्धति, आयु-सीमा, योग्यताएँ और उनसे संबंधित अन्य विषय उक्त अनुसूची के कॉलम (5) से (13) में विर्निर्दष्ट हैं ।

(ग) अनर्हता:- कोई भी ऐसा व्यक्ति-

(घ) जिसने किसी ऐसे व्यक्ति से विवाह कर लिया है या अनुबंध किया है जिसका पति अथवा जिसकी पत्नी जीवित है, अथवा

(ङ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह कर लिया है या अनुबंध किया है,

उक्त पद पर नियुक्ति के लिए योग्य नहीं माना जाएगा।

बशते कि कें र सरकार इस बात से संतुष्ट हो कि उस व्यक्ति ने जिससे विवाह किया है उसकी उन दोनों के वैयक्तिक कानून के अनुसार अनुमति दी जा सकती है और ऐसा करने के अन्य कारण भी हों तो उस व्यक्ति को इस नियम के प्रवर्तन से छू ट दी जा सके गी ।

5. छू ट देने का अधिकार- जिन मामलों में कें र सरकार की राय में ऐसा करना आवश्यक या व्यावहारिक हो तो संघ लोक सेवा आयोग की सलाह से और ऐसा करने से संबंधित कारणों को लिखित में रिकॉर्ड करके आदेश द्वारा किसी भी वर्ग या श्रेणी के कर्मचारियों के मामले में इन नियमों से संबंधित किसी भी प्रावधान से छू ट दी जा सकती है ।

6. व्यावृत्ति- कें र सरकार द्वारा अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और व्यक्तियों की अन्य विशिष्ट श्रेणियों को दिए जाने वाले आरक्षण, आयु सीमा में छू ट तथा अन्य रियायतों के संबंध में समय–समय पर जारी किए गए आदेशों पर इन नियमों का कोई प्रभाव नहीं पड़ेगा ।

G.S.R. 34.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Earth Sciences (India Meteorological Department), Group 'C' posts Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the post of Lower Division Clerk in the in the Ministry of Earth Sciences, India Meteorological Department, namely :-

1. Short title and commencement. - (1) These rules may be called the Ministry of Earth Sciences, India Meteorological Department, Lower Division Clerk, Group 'C' Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay level in pay matrix. - The number of post, its classification and the pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person–

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with the competent authority, relax any of the provisions of these rules with respect to any class or category or persons.

6.Saving. - Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ )2( से स्तंभ (4) में विर्निर्दष्टैं है ।

4. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं, आदि-भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।

5. निरर्हता – वह व्यक्ति –

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पदों पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. शिथिल करने की शक्ति –जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

7. व्यावृत्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है

G.S.R 35.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in suppression of the Central Institute of Fisheries, Nautical and Engineering Training, Cochin (Fitter, Welder, Turner, Blacksmith and Tool Room Assistant) Group 'C' and Group 'D' Posts Recruitment Rules, 2009 except as respects things done or omitted to be done before such suppression, the President hereby makes the following rules regulating the method of recruitment to the posts of Fitter, Welder, Turner and Tool Room Assistant (Group 'C' Posts) in Central Institute of Fisheries Nautical and Engineering Training (CIFNET), Kochi under the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely:-

1. Short title and commencement: - (1) These rules may be called the Central Institute of Fisheries, Nautical and Engineering Training, Fitter, Welder, Turner and Tool Room Assistant (Group 'C' Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application: - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification and level in the pay matrix: - The number of said post, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the aforesaid Schedule.

4. Method of recruitment, age-limit and other qualification, etc.: - The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification: - No person,-

(i) who has entered into or contracted a marriage with a person having a spouse living or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.

6. Power to relax: - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving:- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, other Backward classes, Ex-Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
