सा.का.नि. 72.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय के अधीन सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी, हैदराबाद में वेब प्रशासक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ:
(i) संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी, वेब प्रशासक (समूह 'ख' पद), भर्ती नियम, 2024 है।
(ii) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.—उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता.— वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति, जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है, या विवाह की संविदा की है, या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार को यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रोन्नति : वेतन मैट्रिक्स के स्तर-7 (44900-142400 रु. ) में तीन वर्ष की नियमित सेवा वाला प्रोग्रामर और हाइपरटेक्स्ट मार्क अप ल ैंग्वेज या हाइपरटेक्स्ट प्रीप्रोसेसर या सिस्को प्रमाणित नेटवर्क एसोसिएट र्सर्टफिके ट में दो से चार सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा कर लिया हो। टिप्पण 1: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो । प्रतिनियुक्ति : क े न्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रशासनों क े ऐसे अधिकारी, - (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सट्टश पद धारण किए हुए है ; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर 8 (47600-151100/ रु.) या समतुल्य में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् उस श्रेणी मे दो वर्ष की सेवा की है ; और (ख) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों, - (i) आवश्यक अर्हता : (अ) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से कं प्यूटर अनुप्रयोग या कं प्यूटर विज्ञान में स्नातकोत्तर डिग्री या कं प्यूटर इ ंजीनियररंग या कं प्यूटर विज्ञान इंजीनियररंग या कं प्यूटर प्रौद्योगिकी या इलेक्ट्रॉनिक्स और संचार इंजीनियररंग या इलेक्ट्रॉनिक्स इंजीनियररंग में स्नातक डिग्री; या (आ) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से सांख्यिकी या गणित के साथ विज्ञान में स्नातक की डिग्री के साथ कं प्यूटर अनुप्रयोगों में डिप्लोमा या इलेक्ट्रॉनिक्स विभाग क े अधीन 'ए' स्तर का डिप्लोमा और कं प्यूटर पाठ्यक्रम की मान्यता या किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से क ं प्यूटर अनुप्रयोग में स्नातकोत्तर डिप्लोमा या कं प्यूटर अनुप्रयोगों में पश्चबहुशिल्प डिप्लोमा और (ii) अनुभव : वेबसाइटों के डिजाइन, विकास और अनुरक्षण में तीन वर्ष का अनुभव, डॉट नेट और जावा प्रौद्योगिकी में या नवीनतम प्रौद्योगिकी के साथ सॉफ्टवेयर पैके जों के लिए कोडिंग प्रोग्राम, ि स्क्रप्ट लिखना और संरचित क्वे री भाषा या ओरेकल या संरचित क्व े री भाषा डेटाबेस सिस्टम, नेटवर्क और सर्वर प्रबंधन को बनाए रखना। (iii) वांछनीय : अ. प्रमाणित वेब प्रशासक सहयोगी का विधिमान्य प्रमाण पत्र। आ. भेद्यता परीक्षण और अनुप्रयोग सुरक्षा लेखापरीक्षण में एक वर्ष का अनुभव। टिप्पण 1 .- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप्पण 2 .- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहय पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी । टिप्पण 3 .- प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी। | समूह 'ख' विभागीय प्रोन्नति समिति (प्रोन्नति के संबंध में विचार करने के लिए) निम्नलिखित से मिलकर बनेगी - 1. संयुक्त निदेशक, सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी - अध्यक्ष ; 2. उप निदेशक, सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी - सदस्य ; 3. सहायक निदेशक, सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी -सदस्य। | संघ लोक सेवा आयोग से परामर्श करना आवश्यक नहीं है। |

G.S.R. 72.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Web Administrator in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely: - 1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Sardar Vallabhbhai Patel National Police Academy, Web Administrator (Group 'B' Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Bachelor Degree in Science with Statistics or mathematics from a recognised University or institute along with a Diploma in Computer Applications or 'A' Level Diploma under Department of Electronics and Accreditation of Computer Course or Post Graduate Diploma in Computer Application or post Polytechnic Diploma in Computer Applications from a recognised University or institute; and (ii) Experience: Three years of experience in design, development and maintaining the websites, coding programmes for software packages in Dot Net and Java Technologies or with latest technologies, writing script and maintaining Structured Query Language or Oracle or Structured Query Language database systems, Network and Server management. (iii) Desirable: A. Valid Certificate of Certified Web Administrator Associate. B. One year experience in vulnerability testing and application security auditing. Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3.- The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications. |

G.S.R. 73.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Superintendent of Police (Lines and Quarter Master) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely: -
1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Sardar Vallabhbhai Patel National Police Academy, Deputy Superintendent of Police (Lines and Quarter Master), Group 'B' Post, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

सा.का.नि. 74.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा (2) के खंड (क) और खंड (ग) के साथ पठित उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सशस्त्र सीमा बल, योधक निरीक्षक, कनिष्ठ हिन्दी अनुवादक, अनुसचिवीय (अराजपत्रित) समूह 'ख' पद भर्ती नियम, 2011 को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन सशस्त्र सीमा बल में निरीक्षक (कनिष्ठ हिन्दी अनुवादक) के पद पर भर्ती की पद्धत्ति का विनियमन करने के लिए निम्नलिखित नियम बनाती है अर्थातः-
1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सशस्त्र सीमा बल, योधक, निरीक्षक (कनिष्ठ हिन्दी अनुवादक) समूह 'ख' पद भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उनका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. सेवा का दायित्व.—इन नियमों के अधीन उक्त पदों पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी सेवा करने का दायी होगा ।
5. निरर्हता.— वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है या,
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. चिकित्सक दृष्टया योग्यता.— इन नियमों में अन्र्तर्वष्ट किसी बात के होते हुए भी, के वल वे व्यक्ति, जो चिकित्सा प्रवर्ग शेप-1 में हैं, इन नियमों के अधीन प्रतिनियुक्ति पर नियुक्ति के लिए पात्र होंगे।
स्पष्टीकरण:—इस नियम के प्रयोजन के लिए, "शेप-1" से निम्नानुसार परिभाषित चिकित्सा प्रवर्ग अभिप्रेत हैं:—
(i) कोड अक्षर शेप एस एच ए पी ई, जो निम्नलिखित कृ त्य का प्रतिनिधित्व करते हैं, द्वारा उपर्दर्शत दिए गए कारकों के अधीन अधिकारी की उपयुक्त्ता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण:-
एस - मनोवैज्ञानिक
एच - श्रवण शक्ति
ए - उपांग (अपैन्डेजेस)
पी - शारीरिक क्षमता
ई - दृष्टि शक्ति473 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जून 15, 2024/ज्येष्ठ 25, 1946 (ii) प्रत्येक कारक के अधीन, किसी अधिकारी की कार्यात्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 की कार्यक्षमता उपर्दर्शत करते हुए दर्शाई जायगी और कोड अक्षर के पश्चात् अंक लिखे जाएंगे, सिवाय उसके जहां कोई अधिकारी सभी कारको में श्रेणी-1 में है, वहां उसका प्रवर्ग एस1, एच1, ए1, पी1, ई1 लिखने के बजाय शेप-1, लिखकर दर्शाया जा सके गा और इन अंको का साधारण मूल्यांकन निम्नानुसार है:-—
(क) कहीं भी सभी कर्तव्यों के लिए योग्य ।;
(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों और आंखों की श्रवण शक्ति/दृष्टि की तीक्ष्णता की मांग अन्तग्र्रस्त है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों के अनुसार परिसीमाएं हो सकती है ।;
(ग) "एस" कारक को छोडकर, नेमी या निष्क्रिय कर्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंड़े क्षेत्रों या पहाड़ी भूखडों पर और दीर्घ कर्तव्य भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती है ।;
(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य; और
(ड.) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।
7. अन्यदेशीय अपात्रता.—कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगा।
परन्तु इस नियम में अंर्तर्वष्ट किसी बात के होते हुए भी उस बल में नेपाल या भूटान के नागरिक की नियुक्ति या नियोजन पर र्वर्जत नहीं की जायेगी।
8. शिथिल करने की शक्ति.—जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
9. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal Combatised, Inspector (Junior Hindi Translator) Group 'B' Post, Recruitment Rules, 2024.

Explanation.— For the purpose of this rule, "SHAPE-I" means medical Category defined as under:-

(ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1 and the general evaluation of these numerals are as under:—
(a) Fit for all duties anywhere;
(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;
(d) Temporarily unfit for duties on account of hospitalisation or sick leave;
(e) Permanently unfit for duties.
7. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.
8. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons.
9. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

सा.का.नि. 75.—के न्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा 2 के खंड (क) और खंड (ग) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सशस्त्र सीमा बल, योधक, अनुसचिवीय और आशुलिपिक (अराजपत्रित) समूह 'ख' और 'ग' पद भर्ती नियम, 2011 को, जहां तक उनका सम्बंध सहायक उप-निरीक्षक (अनुसचिवीय) के पद से है और सशस्त्र सीमा बल, सहायक उप-निरीक्षक (आशुलिपिक) और हेड कांस्टेबल (अनुसचिवीय) भर्ती नियम, 2013 को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय में सशस्त्र सीमा बल, सहायक उप-निरीक्षक (आशुलिपिक), सहायक उप-निरीक्षक (अनुसचिवीय) और हेड कांस्टेबल (अनुसचिवीय) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थातः-
1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सशस्त्र सीमा बल, योधक, अनुसचिवीय और आशुलिपिक काडर, सहायक उप-निरीक्षक (आशुलिपिक), सहायक उप-निरीक्षक (अनुसचिवीय) और हेड कांस्टेबल (अनुसचिवीय), समूह 'ग' पद भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.– ये नियम, इससे उपाबद्ध अनुसूची के स्तंभ (1) में यथा विर्निर्दष्ट पदों को लागू होंगे।
3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.– उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
5. निरर्हता.– वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है या, (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. चिकित्सक दृष्टया योग्यता.- इन नियमों में अंर्तर्वष्ट किसी बात के होते हुए भी, वे व्यक्ति जो चिकित्सा प्रवर्ग शेप-1 में हैं, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे।
स्पष्टीकरण:- इस नियम के प्रयोजन के लिए, "शेप-1" से निम्नानुसार विर्निर्दष्ट चिकित्सा प्रवर्ग अभिप्रेत है:-
(i) कोड अक्षर शेप एस एच ए पी ई, जो निम्नलिखित कृ त्य का प्रतिनिधित्व करते हैं, द्वारा उपर्दर्शत निम्नलिखित कारक के अधीन अधिकारी की उपयुक्त्ता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण:-
एस - मनोवैज्ञानिक;
एच - श्रवणता;
ए - उपांग ;
पी - शारीरिक क्षमता; और
ई - दृष्टि शक्ति
(ii) प्रत्येक कारक के अधीन किसी अधिकारी की कार्यात्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 की घटती हुई कार्य क्षमता उपर्दर्शत करते हुए दर्शाई जायगी और कोड अक्षर के पश्चात् अंक लिखा जाएगा सिवाय इसके जहां कोई अधिकारी सभी कारकों में ग्रेड- 1 में है वहां उसका प्रवर्ग एस1, एच1, ए1, पी1, ई1 लिखने के बजाय, शेप-1 लिखकर दर्शाया जा सके गा और इन अंको का साधारण मुल्यांकन निम्नानुसार है, अर्थात्:—
(क) भारत में कहीं भी सभी कर्तव्यों के लिए उपयुक्त ;
(ख) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों और ऑखों की श्रवण शक्ति/दृष्टि की तीक्ष्णता की मांग अंतर्वलित है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों अनुसार परिसीमाएं हो सकती हैं;
479 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जून 15, 2024/ज्येष्ठ 25, 1946(ग) "एस" कारक को छोडकर, नेमी या निष्क्रिय कर्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंड़े क्षेत्रो या पहाड़ी भूखण्डो पर दीर्घ कर्तव्यों भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती है ;
(घ) अस्पताल में भर्ती या बीमारी की छु ट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य; और
(ड.) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।
7. अन्यदेशीय अपात्रता.- कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में के न्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः
परन्तु इस नियम में अंर्तर्वष्ट कोई भी बात, में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन को र्वर्जत नहीं करेगी ।
8. अधिर्वर्षता.– इन नियमों के अधीन नियुक्त किया गया प्रत्येक व्यक्ति उस मास के जिसमें वह साठ वर्ष की आयु प्राप्त करता है या करती है या कें रीय सरकार द्वारा यथा विहित अंतिम दिन के अपराह्न सेवानिवृत होगा ।
परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास का पहली तारीख है, तो उस माह के , जिसमे वह अधिर्वर्षता की आयु प्राप्त करता है, पूर्ववर्ती मास के अंतिम तारीख के अपराह्न में सेवानिवृत होगा।
9. शिथिल करने की शक्ति.– जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
10. सेवा का दायित्व.– उक्त नियमों की अनुसूची के स्तंभ (1) में यथाविर्निर्दष्ट पदों पर नियुक्त कोई व्यक्ति, भारत या विदेश में कहीं भी सेवा करने का दायी होगा ।
11. व्यावृति.– इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रतिनियुक्ति द्वाराः

(ii) हैड कांस्टेबल जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-4 (रु.25500-81100) में नियमित आधार पर पांच वर्ष की सेवा की हो; और
(ख) जिसके पास नीचे दिए अनुसार निम्नलिखित शैक्षिक अर्हताएं और अनुभव होः–
(i) स्थापना में तीन वर्ष का अनुभव; और
(ii) कं प्यूटर एप्लीके शन में अनुभव।
टिप्पण 1.– पोषक वर्ग के ऐसे विभागीय अभ्यर्थी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2 .– प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

G.S.R 75.—In exercise of the powers conferred by clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal, Combatised, Ministerial and Stenographers (Non-Gazetted) Group 'B' and 'C' Posts Recruitment Rules,2011, in so far as they relate to the post of Assistant Sub-Inspector (Ministerial); and the Sashastra Seema Bal, Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial) Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Assistant Sub-Inspector (Stenographer), Assistant Sub-Inspector (Ministerial) and Head Constable (Ministerial) in the Sashastra Seema Bal, in the Ministry of Home Affairs, namely: —
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised, Ministerial and Stenographer Cadre, Assistant Sub-Inspector (Stenographer), Assistant Sub-Inspector (Ministerial) and Head Constable (Ministerial), Group 'C' Posts, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.— No person, -
(a)who has entered into or contracted a marriage with a person having a spouse living;or
(b)who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Medical fitness.- Notwithstanding anything contained in these rules, the persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules.
Explanation.- For the purposes of this rule, "SHAPE-I" means medical category specified as follows, namely:-

S - Psychological;
H - Hearing;
A - Appendages;
P - Physical Capacity; and
E - Eye-sight.
(ii) Functional capacity of an officer under each factor shall be denoted by numerals 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I, instead of writing S1H1A1P1E1 and general evaluation of these numerals is as under, namely:-
(A) Fit for all duties anywhere in India;
(B) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes, respectively;
(C) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;
(D) Temporarily unfit for duties on account of hospitalisation or sick leave; and
(E) Permanently unfit for duties.
7. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.
8. Superannuation.—Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government:
Provided that a person whose date of birth is on the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
9. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
10. Liability of service.—Any person appointed to the posts as specified in column (1) of the Schedule to the said rules shall be liable to serve anywhere in India or abroad.
11. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

सा.का.नि. 76.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और प्रादेशिक औषधि परीक्षण प्रयोगशाला, गुवाहाटी (समूह 'ग' और समूह 'घ' पद) भर्ती नियम, 2000 को, जहाँ तक उसका संबंध कनिष्ठ वैज्ञानिक सहायक के पद से है और प्रादेशिक औषधि परीक्षण प्रयोगशाला, गुवाहाटीं (कार्यालय अधीक्षक) भर्ती नियम 2001 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, महानिदेशालय स्वास्थ्य सेवाएं, केन्द्रीय औषधि मानक नियंत्रण संगठन, प्रादेशिक औषधि परीक्षण प्रयोगशाला, गुवाहाटी में कनिष्ठ वैज्ञानिक सहायक और कार्यालय अधीक्षक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात -
1. संक्षिप्त नाम और प्रारंभ.-(1) इन नियमों का संक्षिप्त नाम क्षेत्रीय औषधि परीक्षण प्रयोगशाला, गुवाहाटी (कनिष्ठ वैज्ञानिक सहायक और कार्यालय अधीक्षक) समूह 'ख' पद भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

4. निरर्हता.- वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पदों पर नियुक्ति का पात्र नहीं होगा ः
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5. शिथिल करने की शक्ति.-जहाँ केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा, शिथिल कर सकेगी।
6. व्यावृत्ति.- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 76.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Drugs Testing Laboratory, Guwahati (Group 'C' and Group 'D' posts) Recruitment Rules, 2000, in so far as they relate to the post of Junior Scientific Assistant and the Regional Drugs Testing Laboratory, Guwahati (Office Superintendent), Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Junior Scientific Assistant and Office Superintendent in Regional Drugs Testing Laboratory, Guwahati, Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.— (1) These rules may be called the Regional Drugs Testing Laboratory, Guwahati (Junior Scientific Assistant and Office Superintendent) Group 'B' Posts, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classifications and level in pay matrix.—The number of the said posts, their classifications and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the afore said Schedule.
4. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or493 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जून 15, 2024/ज्येष्ठ 25, 1946 (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
5. निरर्हता.-वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की हैय या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की हैय
उक्त पदों पर नियुक्ति का पात्र नहीं होगा
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
6. शिथिल करने की शक्ति.- जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा, शिथिल कर सकेगी।
7. व्यावृत्ति.- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 77.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Drugs Laboratory, Bombay (Group 'C' and Group 'D' posts) Recruitment Rules, 1992, in so far as they relate to the posts of Animal House Technician, Upper Division Clerk and Lower Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Animal House Technician, Upper Division Clerk and Lower Division Clerk in the Central Drugs Testing Laboratory Mumbai, Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health Services, Central Drugs Standard Control Organisation, Central Drugs Testing Laboratory, Mumbai, Animal House Technician, Upper Division Clerk and Lower Division Clerk (Group 'C' Posts) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.— The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 78.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रोजगार महानिदेशालय, अनुसूचित जाति/अनुसूचित जनजाति के लिए नेशनल कै रियर र्सर्वस सेंटर (समूह 'ख' पद) भर्ती नियम 2020, को, जहां उनका संबंध उप प्रादेशिक रोजगार अधिकारी तथा सहायक रोजगार अधिकारी के पदों से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, श्रम और रोजगार मंत्रालय, रोजगार महानिदेशालय में उप प्रादेशिक रोजगार अधिकारी तथा सहायक रोजगार अधिकारी के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ:—
(1) इन नियमों का संक्षिप्त नाम श्रम एवं रोजगार मंत्रालय, रोजगार महानिदेशालय, उप प्रादेशिक रोजगार अधिकारी तथा सहायक रोजगार अधिकारी (समूह 'ख' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।]
2. पद.— संख्या, वर्गीकरण और वेतन मैट्रिक्स मे स्तरः– उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.— उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विर्निर्दष्ट हैं।
4. निरर्हता .— वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पदों पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रोन्नतिः सहायक रोजगार अधिकारी, जिन्होंने वेतन मैट्रिक्स में स्तर-6 (35400-112400 रु.) में श्रेणी में नियमित आधार पर पांच वर्ष सेवा की हो तथा श्रम एवं रोजगार मंत्रालय द्वारा यथाविनिश्चित, नेशनल इंस्टिट्यूट फॉर कै रियर र्सर्वसिस, नोएडा या रोजगार महानिदेशालय के अधीन अनुसूचित जातियों या अनुसूचित जनजातियों के लिए किसी भी नेशनल कै रियर र्सर्वस सेंटर या भारत सरकार द्वारा मान्यता प्राप्त किसी अन्य संस्थान से, प्रोन्नत संबंधी पद के कर्तव्यों तथा उत्तरदायित्वों के क्षेत्र में दो सप्ताह का प्रशिक्षण सफलतापूर्वक पूर्ण किया हो। टिप्पणः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति जिसके अंतर्गत अल्पकालिक संविदा भी है / आम्मेलन : क ें रीय सरकार, राज्य सरकारों, संघ राज्य क्षेत्रों, स्वायत्त निकायों या कानूनी संगठनों, पब्लिक सेक्टर उपक्रमों, सरकारी विश्वविद्यालयों मान्यता प्राप्त अनुसंधान संस्थाओं के अधिकारीः- (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हों; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स स्तर-6 (35400-112400 रु.) या समुतल्य में नियमित आधार पर पांच वर्ष की सेवा की हो; और (ख) जिनके पास स्तंभ (7) के अधीन सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हो। टिप्पण 1: - कें रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के अधिकारियों पर के वल आमेलन के लिए विचार किया जाएगा। टिप्पण 2:- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने क े पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप्पण 3:-प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी। टिप्पण 4:- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। |

| प्रोन्नतिः अनुसूचित जातियों या अनुसूचित जनजातियों के लिए नेशनल कै रियर र्सर्वस सेंटर के उच्च श्रेणी लिपिक जिन्होंने वेतन मैट्रिक्स स्तर-4 (25500-81100 रु.) में श्रेणी में नियमित आधार पर दस वर्ष सेवा की हो तथा श्रम एवं रोजगार मंत्रालय द्वारा यथाविश्चित, नेशनल इंस्टिट्यूट फॉर कै रियर र्सर्वसिस, नोएडा या रोजगार महानिदेशालय के अधीन अनुसूचित जातियों या अनुसूचित जनजातियों के लिए किसी भी नेशनल कै रियर र्सर्वस सेंटर या भारत सरकार द्वारा मान्यता प्राप्त किसी अन्य संस्थान से, प्रोन्नत संबंधी पद के कर्तव्यों तथा उत्तरदायित्वों के क्षेत्र में दो सप्ताह का प्रशिक्षण सफलतापूर्वक पूर्ण किया हो। टिप्पणः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति/आमेलनः क ें रीय सरकार, राज्य सरकारों या संघ राज्य क्षेत्रों के अधिकारीः- (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हों; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-5 (29200-92300 रु.) या समुतल्य पदों में नियमित आधार पर नियुक्ति के पश्चात श्रेणी में छह वर्ष सेवा की हो; या (iii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-4 (25500-81100 रु.) या समुतल्य पदों में नियमित आधार पर नियुक्ति के पश्चात श्रेणी में दस वर्ष सेवा की हो; और (ख) जिनके पास स्तंभ (7) के अधीन सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हो। टिप्पण 1:- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने क े पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप्पण 2:-प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी। टिप्पण 3:- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। |

G.S.R. 78.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Directorate General of Employment, National Career Service Centres for Scheduled Castes/Scheduled Tribes (Group 'B' Posts) Recruitment Rules, 2020, in so far as they relate to the posts of Sub Regional Employment Officer and Assistant Employment Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Sub Regional Employment Officer and Assistant Employment Officer in the Directorate General of Employment, Ministry of Labour and Employment, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Labour and Employment, Directorate General of Employment, Sub Regional Employment Officer and Assistant Employment Officer (Group B Posts) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.— The number of the said posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving clause.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

N ote 2: The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them. | Age: No. Educational Qualification: No. | Two years for direct recruits. | Promotion: Assistant Employment Officers in Level 6 (Rs.35400 – 112400) with five years' regular service in the grade and having successfully completed two weeks of training in the field of duties and responsibilities of the promotional post, as decided by Ministry of Labour and Employment, from the National Institute for Career Services, Noida or at any of the National Career Service Centres for Scheduled Castes or Scheduled Tribes under the Directorate General of Employment or any other Institute recognised by the Government of India. N ote : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. D eputation Including Short Term Contracts/Absorption: Officers of the Central Government, State Governments, Union territories, Autonomous Bodies or Statutory Organisations, Public Sector Undertakings, Government Universities or Recognised Research Institutions: ( a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years' regular service in Level 6 (Rs.35400 – 112400) of the pay matrix or equivalent in the parent cadre or department; and ( b) possessing the educational qualifications and experience prescribed for direct recruits under column (7). N ote 1: The Central Government or State Governments or Union territories officers shall only be considered for absorption. N ote 2: The Departmental Officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. N ote 3: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. Note 4: The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of the receipt of applications. |

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

(b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).
Note 1: The Departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 2: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.
Note 3: The maximum age - limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of the receipt of applications.
