का.नि.आ. 48.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और नौसेना समूह 'ग' अनौद्योगिक पद (ड्राइंग कार्यालय कर्मचारी) भर्ती नियम, 1985 को, जहां तक उनका संबंध मुख्य नक्शानवीस (सिविल / यांत्रिक / विद्युत / निर्माण / आयुद्ध एवं कलाकार / चार्ट), प्रधान नक्शानवीस (सिविल/ यांत्रिक/ विद्युत / निर्माण/ आयुद्ध / कलाकार / चार्ट), जयेष्ठ नक्शानवीस (सिविल/ यांत्रिक/ विद्युत/ निर्माण/ आयुद्ध / कलाकार / चार्ट) और नक्शानवीस (सिविल/ यांत्रिक/ विद्युत / निर्माण/ आयुद्ध / कलाकार / चार्ट) के पद से है ; और रक्षा मंत्रालय, एकीकृ त मुख्यालय (नौसेना), ड्राइंग कार्यालय कर्मचारी समूह 'ग' पद भर्ती नियम, 2014 को, जहां तक उनका संबंध नक्शानवीस (सिविल), नक्शानवीस (यांत्रिक), नक्शानवीस (विद्युत), नक्शानवीस (निर्माण), नक्शानवीस (आयुद्ध) एवं नक्शानवीस (कर्टोग्राफिक) उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने

(321)322 THE GAZETTE OF INDIA : SEPTEMBER 14, 2024/BHADRA 23, 1946 [PART II—SEC. 4] का लोप किया गया है, रक्षा मंत्रालय, नौसेना मुख्यालय में, नक्शानवीस (सिविल), नक्शानवीस(यांत्रिक), नक्शानवीस (विद्युत), नक्शानवीस (निर्माण), नक्शानवीस(कर्टोग्राफिक) और नक्शानवीस (कलाकार / चार्ट) के पदों पर भर्ती की पद्धति का विनियम करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ.-(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, नौसेना मुख्यालय नक्शानवीस (सिविल), नक्शानवीस (यांत्रिक), नक्शानवीस (विद्युत), नक्शानवीस (निर्माण), नक्शानवीस(आयुद्ध) और नक्शानवीस (कलाकार / चार्ट) समूह 'ग' पद भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना.–ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में यथाविनिर्दिष्ट पदों पर लागू होंगे ।
3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पदों की संख्या, उनका वर्गीकरण और उनसे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
4. भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि.–उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
5. निरर्हता.–वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है।
उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.–जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति.–इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 48.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Navy (Group 'C', Non-Industrial Posts, Drawing Office Staff) Recruitment Rules, 1985, in so far as they relate to the posts of Chief Draughtsman (Civil/Mechanical/ Electrical/Construction/Armament/Artist/Charts), Head Draughtsman (Civil/ Mechanical/ Electrical/ Construction/ Armament/ Artist/ Charts), Senior Draughtsman (Civil/Mechanical/Electrical/Construction/Armament/Artist/Charts) and Draughtsman (Civil/ Mechanical/ Electrical/ Construction/Armament/Artist/ Charts); and the Integrated Headquarters Ministry of Defence (Navy), Drawing Office Staff Group 'C' posts Recruitment Rules, 2014, in so far as they relate to the posts of Draughtsman (Civil), Draughtsman (Mechanical), Draughtsman (Electrical), Draughtsman (Construction) and Draughtsman (Cartographic), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Draughtsman(Civil), Draughtsman (Mechanical), Draughtsman (Electrical), Draughtsman (Construction), Draughtsman (Cartographic) and Draughtsman (Artist-cum- Charts) in the Naval Headquarters, Ministry of Defence, namely :-
1. Short title and commencement.–(1) These rules may be called the Ministry of Defence, Naval Headquarters, Draughtsman (Civil), Draughtsman (Mechanical), Draughtsman (Electrical), Draughtsman (Construction), Draughtsman (Cartographic) and Draughtsman (Artist-cum-Charts), Group 'C' Posts Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.-No person, -
a) who has entered into or contracted a marriage with a person having a spouse living; or
b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 49.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारतीय नौसेना समूह 'ग' पद (टेलीफ़ोन पर्यवेक्षक, स्विच बोर्ड पर्यवेक्षक, टेलीफ़ोन ऑपरेटर और स्विच बोर्ड ऑपरेटर) भर्ती नियम 1979 को, जहां तक उनका संबंध टेलीफ़ोन पर्यवेक्षक/ स्विच बोर्ड पर्यवेक्षक तथा टेलीफ़ोन ऑपरेटर श्रेणी I/ स्विचबोर्ड ऑपरेटर श्रेणी I के पदों से है, उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, नौसेना मुख्यालय, मुख्य टेलीफ़ोन पर्यवेक्षक और टेलीफ़ोन पर्यवेक्षक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ.-(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, नौसेना मुख्यालय, मुख्य टेलीफ़ोन पर्यवेक्षक और टेलीफ़ोन पर्यवेक्षक (समूह 'ख' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना-ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में यथाविनिर्दिष्ट पदों को लागू होंगे।
3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.–उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
4. भर्ती की पद्धति, आयु सीमा, अर्हताएँ, आदि.–उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएँ और उससे संबन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
5. निरर्हता.–वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है।
उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति –जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 49.—In exercise of the powers conferred by the provisio to article 309 of the Constitution and in supersession of the Indian Navy Group 'C' posts (Telephone Supervisors, Switch Board Supervisors, Telephone Operators and Switch Board Operators) Recruitment Rules, 1979, in so far as they relate to the posts of Telephone Supervisor/Switch Board Supervisor and Telephone Operator Grade I/Switch Board Operator Grade I, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Chief Telephone Supervisor and Telephone Supervisor in the Naval Headquarters, Ministry of Defence, namely:-
1. Short title and commencement. –(1) These rules may be called the Ministry of Defence, Naval Headquarters, Telecommunication Staff, Chief Telephone Supervisor and Telephone Supervisor (Group 'B' Posts) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.-The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 50.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और नौसेना समूह 'ग' 'अनौद्योगिक पद' (अस्पताल कर्मचारीवृ ंद) भर्ती नियम 1981 को, जहां तक उसका संबंध कनिष्ठ भौतिक चिकित्सक, कनिष्ठ आहारविद, क्लिनिकल अनुसंधान सहायक, चिकित्सा सामाज सेवक, प्रयोगशाला तकनीकी (अस्पताल), कं पाउं डर (अर्हित), रेडिओग्राफर (अस्पताल), प्रयोगशाला सहायक श्रेणी -II (अस्पताल), मिडवाइफ़ के पदों से है, उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, नौसेना मुख्यालय में कनिष्ठ भौतिक चिकित्सक, कनिष्ठ आहार-विद, क्लिनिकल अनुसंधान सहायक, चिकित्सा सामाज सेवक भेषजज्ञ, प्रयोगशाला तकनीकी (अस्पताल), रेडिओग्राफर (अस्पताल), प्रयोगशाला सहायक श्रेणी -II (अस्पताल), मिडवाइफ़ के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ.- (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, नौसेना मुख्यालय, अस्पताल कर्मचारीवृ ंद (समूह 'ग' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना – ये नियम इन नियमो से उपाबद्ध अनुसूची के स्तम्भ 2 में विनिर्दिष्ट पदों को लागू होंगे ।
3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा जो इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
4. भर्ती की पद्धति, आयु सीमा, अर्हताएँ, आदि.– उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएँ और उनसे संबन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
5. निरर्हता.– वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है
उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.– जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

S.R.O. 50.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Navy Group 'C' 'Non-Industrial Posts' (Hospital Staff) Recruitment Rules, 1981, in so far as they relate to the posts of Junior Physiotherapist, Clinical Research Assistant, Medical Social Worker, Junior Dietician, Laboratory Technician (Hospitals), Radiographer (Hospitals), Compounder (Qualified), Laboratory Assistant Grade - II (Hospitals) and Midwife, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the posts of Junior Physiotherapist, Junior Dietician, Clinical Research Assistant, Medical Social Worker, Pharmacist, Laboratory Technician (Hospitals), Radiographer (Hospitals), Laboratory Assistant Grade -II (Hospitals) and Midwife in the Naval Headquarters, Ministry of Defence, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Defence, Naval Headquarters, Hospital Staff (Group 'C' posts), Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts as specified in column(1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
