सा.का.नि. 163.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और के न्द्रीय अन्वेषण ब्यूरो (ज्येष्ठ पुलिस पद) भर्ती नियम, 2013, को जहां तक उसका संबंध पुलिस उपमहानिरीक्षक या उप-निदेशक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, कार्मिक, लोक शिकायत और पेंशन मंत्रालय के अधीन के न्द्रीय अन्वेषण ब्यूरो में पुलिस उप महानिरीक्षक या उप-निदेशक के पद पर भर्ती की पद्दति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

(1127)1128 THE GAZETTE OF INDIA : NOVEMBER 16, 2024/KARTIKA, 25, 1946 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ:-(1) इन नियमों का संक्षिप्त नाम के न्द्रीय अन्वेषण ब्यूरो (ज्येष्ठ पुलिस पद), पुलिस उपमहानिरीक्षक या उप-निदेशक, भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर:- उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि :- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हता :- वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति :- जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति :- इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रोन्नति – ज्येष्ठ पुलिस अधीक्षक, जिन्होंने वेतन मैट्रिक्स के स्तर-13 (123100-215900 रू.) में ग्रेड में दो वर्ष नियमित सेवा की है। टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति : क. भारतीय पुलिस सेवा के अधिकारी जो के न्द्र में पुलिस उपमहानिरीक्षक का पद धारण करने के पात्र होंगे; ख: (क) अखिल भारतीय सेवा के अधिकारी; या (ख) के न्द्रीय सरकार संगठित समूह 'क' सेवा के अधिकारी जिसके अंतर्गत निम्नलिखित सेवाओं के अधिकारी भी हैं, अर्थात्:- (i) भारतीय आर्थिक सेवाएं ; (ii) प्रवर्तन निदेशालय; (iii) गंभीर धोखाधड़ी जांच कार्यालय ; (iv) स्वापक पदार्थ नियंत्रण ब्यूरो; (v) भारतीय राजस्व सेवा; (vi) भारतीय सीमा शुल्क एवं कें द्रीय उत्पाद शुल्क सेवा; (vii) भारतीय लेखा एवं लेखा परीक्षा सेवा, (l) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हो; या (ll) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-13 (123100-215900 रू.) में या समतुल्य में पद पर नियमित आधार पर नियुक्ति के पश्चात् दो वर्ष नियमित सेवा की हो। टिप्पण-1:- भारतीय पुलिस सेवा से भिन्न सेवाओं से आने वाले अधिकारी, किसी भी समय पर, प्रतिनियुक्ति पर दस प्रतिशत से अधिक नहीं होंगे। टिप्पण-2:- भारतीय पुलिस सेवा के अधिकारी, भारतीय पुलिस सेवा (वेतन) नियम, 1954 के अनुसार वेतन और भत्ते प्राप्त करेंगे। उसी प्रकार, अखिल भारतीय सेवा और कें द्रीय सरकार समूह 'क' के अधिकारी भी उन पर लागू वेतन नियमों के अनुसार वेतन और भत्ते प्राप्त करेंगे। टिप्पण-3:- भारतीय पुलिस सेवा के अधिकारियों की प्रतिनियुक्ति समय- समय पर यथासंशोधित गृह मंत्रालय के तारीख 30 मार्च, 2010 के कार्यालय ज्ञापन सं. I-21023/29/2007 – आई पी एस lll में अंतर्विष्ट प्रतिनियुक्ति संबंधी अनुदेशों या आदेशों के निबंधनों के अनुसार विनियमित की जाएगी। टिप्पण-4:- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप्पण -5:- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 5 वर्ष से अधिक नहीं होगी । टिप्पण 6:- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । | समूह 'क' विभागीय प्रोन्नति समिति (प्रोन्नति के संबंध में विचार करने के लिए) जिसमें निम्नलिखित होंगे :- 1. अध्यक्ष या सदस्य, संघ लोक सेवा आयोग - अध्यक्ष; 2 निदेशक या विशेष निदेशक या अपर निदेशक, कें द्रीय अन्वेषण ब्यूरो - सदस्य; 3. अपर सचिव या संयुक्त सचिव (सतर्क ता) कार्मिक और प्रशिक्षण विभाग - सदस्य। | संघ लोक सेवा आयोग से परामर्श करना आवश्यक नहीं है। |

G.S.R. 163.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Bureau of Investigation (Senior Police Posts) Recruitment Rules, 2013, in so far as it relates to the post of Deputy Inspector General of Police or Deputy Director, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Inspector General of Police or Deputy Director, in the Central Bureau of Investigation under the Ministry of Personnel, Public Grievances and Pensions, namely:-
1. Short title and commencement.- (1) These rules may be called the Central Bureau of Investigation (Senior Police Post), Deputy Inspector General of Police or Deputy Director, Recruitment Rules 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number, classification and level in pay matrix.-The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age - limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service[भाग II—खण्ड 3(i)] भारत का राजपत्र : नवम्बर 16, 2024/कार्तिक 25, 1946 1131 Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1:- The number of officers from services other than Indian Police Service shall not exceed ten per cent. of deputation posts at any time. Note 2:- Indian Police Service officers shall draw pay and entitlements as per the Indian Police Service (Pay) Rules, 1954. Similarly, officers of All India Services and officers of Central Government Group 'A' organised services shall also draw their pay and entitlements as per the pay rules applicable to them. Note 3:-Deputation of Indian Police Service officers shall be regulated in terms of the instructions or orders relating to the deputation as contained in the Ministry of Home Affairs Office Memorandum No.I-21023/29/ 2007-IPS III, dated the 30th March, 2010 as amended from time to time. Note 4:-The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 5:-Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall not exceed five years. Note 6:-The maximum age - limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of application. |

G.S.R. 164.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Bureau of Investigation (Senior Police Posts) Recruitment Rules, 2013, in so far as it relates to the post of Additional Superintendent of Police, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Additional Superintendent of Police, in the Central Bureau of Investigation under the Ministry of Personnel, Public Grievances and Pensions, namely:-
1. Short title and commencement.-(1) These rules may be called the Central Bureau of Investigation (Senior Police Post), Additional Superintendent of Police, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number, classification and level in pay matrix.-The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

सा.का.नि. 165.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और के न्द्रीय अन्वेषण ब्यूरो (ज्येष्ठ पुलिस पद) भर्ती नियम, 2013 को जहां तक उसका संबंध ज्येष्ठ पुलिस अधीक्षक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, कार्मिक लोक शिकायत और पेंशन मंत्रालय के अधीन के न्द्रीय अन्वेषण ब्यूरो में ज्येष्ठ पुलिस अधीक्षक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1 संक्षिप्त नाम और प्रारम्भ.-(1) इन नियमों का संक्षिप्त नाम के न्द्रीय अन्वेषण ब्यूरो (ज्येष्ठ पुलिस पद), ज्येष्ठ पुलिस अधीक्षक, भर्ती नियम, 2024 है।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.-उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.-उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ(13) में विनिर्दिष्ट हैं।
4. निरर्हता. - वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से ,विवाह जिसका पति या जिसकी पत्नी जीवित है , किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पदों पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार[भाग II—खण्ड 3(i)] भारत का राजपत्र : नवम्बर 16, 2024/कार्तिक 25, 1946 1137 को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति. -जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति. -इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

सा.का.नि. 166.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अखिल भारतीय भौतिक चिकित्सा और पुनर्वास संस्थान, बॉम्बे (वर्ग III और वर्ग IV पद) भर्ती नियम, 1968 को, जहां तक उनका संबंध अवर श्रेणी लिपिक/स्टोर लिपिक/टेलीफोन ऑपरेटर/स्टेनो-टाइपिस्ट के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा और पुनर्वास संस्थान, मु ंबई में अवर श्रेणी लिपिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

4. निरर्हता: वह व्यक्ति-

या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :

G.S.R. 166.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in suppression of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV Posts) Recruitment Rules, 1968, in so far as it relates to the post of Lower Division Clerks/Stores Clerk/Telephone Operator/Steno-typists, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in the All India Institute of Physical Medicine and Rehabilitation, Mumbai, Ministry of Health and Family Welfare, namely:-

(2)They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. –The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.–No person,-
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 167.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और अखिल भारतीय भौतिक चिकित्सा और पुनर्वास संस्थान, बॉम्बे(वर्ग lll और वर्ग lV पद) भर्ती नियम 1968 को, जहां तक उनका कनिष्ठ जॉब वर्क र (जूता, चमड़ा, काष्ठ और धातु) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा और पुनर्वास संस्थान, मुम्बई में कनिष्ठ तकनीशियन(ऑर्थोटिक) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ- (i) इन नियमों का संक्षिप्त नाम अखिल भारतीय भौतिक चिकित्सा और पुनर्वास संस्थान, मुम्बई, कनिष्ठ तकनीशियन (ऑर्थोटिक) (समूह 'ग' पद), भर्ती नियम, 2024 है ।
(ii) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि - उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.- वह व्यक्ति,-
(क). जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख). जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.- जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए कारणों को लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 167.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV Posts) Recruitment Rules, 1968, in so far as they relate to the post of Junior Job Worker(Shoe, Leather, Wood and Metal), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Technician (Orthotic) in the Ministry of Health and Family Welfare, All India Institute Physical Medicine and Rehabilitation, Mumbai, namely:-
1. Short title and commencement. –(1) These rules may be called the All India Institute of Physical Medicine and Rehabilitation, Mumbai, Junior Technician (Orthotic), Group 'C' post, Recruitment Rules, 2024.

2. Number of post, classification and level in pay matrix.–The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualification, etc. –The method of recruitment to said post, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. –No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .-Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard

[भाग II—खण्ड 3(i)] भारत का राजपत्र : नवम्बर 16, 2024/कार्तिक 25, 1946 1151सा.का.नि. 168.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सरकारी चिकित्सा भण्डार डिपो (समूह 'ग' और समूह 'घ' पद) भर्ती नियम, 1983 को, उन बातों के सिवाए अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, नई दिल्ली, मुम्बई, चेन्नई, कोलकाता, हैदराबाद, गुवाहाटी और करनाल में स्थित सरकारी चिकित्सा भण्डार डिपो में श्रम परिवेक्षक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ-(1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, सरकारी चिकित्सा भण्डार डिपो, श्रम परिवेक्षक (समूह 'ग' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति: जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उन कारणों को लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 169.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV Posts) Recruitment Rules, 1968, in so far as they relate to the post of Junior Job Worker (Shoe, Leather, Wood and Metal), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Technician (Leather Technology) in the Ministry of Health and Family Welfare, All India Institute Physical Medicine and Rehabilitation, Mumbai, namely:-
1. Short title and commencement. –(1) These rules may be called the Ministry of Health and Family Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai, Junior Technician (Leather Technology) (Group 'C' Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix. –The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc. –The method of recruitment to said post, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. –No person, -
(a) who, has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .-Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
