सा.का.नि. 1.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वास्थ्य और परिवार कल्याण मंत्रालय, डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली में श्रवण विज्ञानी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ-(1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, डॉ. राम मनोहर लोहिया अस्पताल, नई दिल्ली, श्रवण विज्ञानी, (समूह 'ख' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न उसका वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ(4) में विनिर्दिष्ट है ।

4. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति: जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है)/प्रोन्नति: क े न्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासनों, स्वायत्त या कानूनी संगठनों, पब्लिक सेक्टर उपक्रमों, विश्वविद्यालयों या मान्यताप्राप्त अनुसंधान संस्थाओं के ऐसे अधिकारी :- (क) (I) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हों; या (II) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-6 (35,400- 112400/-रुपए) या समतुल्य में पद पर नियमित आधार पर नियुक्ति के पश्चात पाँच वर्ष नियमित सेवा की हो; और (ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएँ और अनुभव हों: (i) मान्यता प्राप्त किसी विश्वविद्यालय या संस्थान से श्रवण विज्ञान में स्नातक, जिसमें एक वर्ष की प्रशिक्षुता भी शामिल है; या (ii) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से वाक और भाषा विज्ञान में विज्ञान स्नातक; या (iii) किसी मान्यताप्राप्त विश्वविद्यालय से श्रवण विज्ञान, वाक और भाषा विकृ ति विज्ञान में स्नातक; और (ग) भारतीय पुनर्वास परिषद के साथ रजिस्ट्रीकृ त हो । टिप्पण 1: विभागीय श्रवणमापी तकनीशियन, जिन्होंने वेतन मैट्रिक्स में स्तर-6 (35400-112400/-रुपये) में छः वर्ष की नियमित सेवा की हो और जो प्रतिनियुक्ति आधार पर नियुक्ति पर विचार किये जाने के लिए विहित शैक्षिक अर्हताएँ और अनुभव रखते हों, पर भी बाहरी व्यक्तियों के साथ विचार किया जायेगा और उसका पद पर नियुक्ति के लिए चयन होने की दशा में पद को प्रोन्नति द्वारा भरा हुआ माना जायेगा। टिप्पण 2: प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि, जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर-बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी। टिप्पण 3: प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख़ को छप्पन वर्ष से अधिक नहीं होगी । | लागू नहीं होता। | संघ लोक सेवा आयोग से परामर्श करना आवश्यक नहीं है। | NaN |

New Delhi, the 17th December, 2024
G.S.R. 1.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Audiologist in Dr. Ram Manohar Lohia Hospital, New Delhi, Ministry of Health and Family Welfare namely:-
1. Short title and commencement. –(1) These rules may be called the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New Delhi, Audiologist, (Group 'B' Post), Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. –The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. –The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. –Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The departmental Audiometer Technician with five years of regular service in level -6 of the pay-matrix (Rs. 35400 - 112400) and possessing the educational qualifications and experience prescribed for considering appointment on deputation basis will also be considered along with outsiders and in case he or she is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note 2: The period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. G.S.R. 2.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjung Hospital (Stenographer Grade-I) Group B post, Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade-I in the Safdarjang Hospital, New Delhi under the Ministry of Health and Family welfare, namely:-
1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare, Safdarjang Hospital, New Delhi, Stenographer Grade I (Group 'B' Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. -The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. -The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा l
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति: जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति: जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उन कारणों को लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 4.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Government Medical Store Depots (Group 'C' and Group 'D' posts) Recruitment Rules, 1983, in so far as they relate to the post of Gate Supervisor, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Gate Supervisor, in the Government Medical Store Depots located at New Delhi, Mumbai, Chennai, Kolkata, Hyderabad, Guwahati and Karnal, under Medical Stores Organization, DGHS, Ministry of Health & Family Welfare, namely:-
1. Short title and commencement.-(1) These rules may be called the Ministry of Health and Family Welfare, Government Medical Store Depots, Gate Supervisor (Group 'C' Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. -Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

अधीक्षण इंजीनियर )सिविल ( के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाती हैं, अर्थातः-
1. संक्षिप्त नाम और प्रारम्भ: (1) इन नियमों का संक्षिप्त नाम उत्तर पूर्वी क्षेत्र विकास मंत्रालय, पूर्वोत्तर परिषद सचिवालय शिलांग, अधीक्षण इंजीनियर (सिविल) (समूह 'क' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स का स्तरः उक्त पद की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा ,अर्हताएं आदि - भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से (13) में विनिर्दिष्ट हैं।

| प्रोन्नतिः वेतन मैट्रिक्स के स्तर-11 (रु. 67700-208700/-) में कार्यपालक इंजीनियर (सिविल), जिन्होंने उस ग्रेड में दस वर्ष की नियमित सेवा की हो तथा मान्यता प्राप्त विश्वविद्यालय या संस्थान से सिविल इंजीनियरिंग में स्नातक की डिग्री धारण करते हो। टिप्पणः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। |
प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है)
के न्द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रशासन या स्वायत निकाय या कानूनी संगठन या लोक सेवा उपक्रम या मान्यता प्राप्त विश्वविद्यालय या मान्यताप्राप्त अनुसंधान संस्थान के ऐसे अधिकारीः-
(क) (i) मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हों; या
(ii) मूल संवर्ग या विभाग में वेतन मैट्रिक्स के स्तर 12 (78800-209200/-) या समकक्ष में नियमित आधार पर नियुक्ति के पश्चात ग्रेड में पांच वर्ष की सेवा की हो; और
(ख) निम्नलिखित शैक्षणिक अर्हता और अनुभव रखते हों, अर्थातः -
(i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से सिविल इंजीनियरिंग में स्नातकोत्तर या स्नातक डिग्री;
(ii) पहाड़ी सड़कों के निर्माण सहित सिविल कार्य के कार्य पालन अथवा सन्निर्माण में बारह वर्ष का अनुभव।
टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।
टिप्पण 2 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया पांच वर्ष से अधिक नहीं होगी।

G.S.R. 5.—In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the North Eastern Council Secretariat, Shillong Group 'A' and Group 'B' posts Recruitment Rules, 2005, in so far as they relate to the post of the Superintending Engineer (Civil), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Superintending Engineer (Civil) in the North Eastern Council Secretariat, Shillong, Ministry of Development of North Eastern Region, namely: -
1. Short title and commencement.– (1) These rules may be called the Ministry of Development of North Eastern Region, North Eastern Council Secretariat, Shillong, Superintending Engineer (Civil), Group 'A' Post, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.

Method of recruitment, age- limit, other qualifications, etc. – The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.– No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

D eputation (including short-term contract): O fficers of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or recognised University or recognised research institutions,- (a) (i) holding analogous post on a regular basis in the parent cadre or Department; or (ii) with five years service rendered after appointment to the post on a regular basis in level-12 in the pay matrix ( Rs. 78800- 209200) or equivalent in the parent cadre or department; and ( b) possessing the following educational qualifications and experience, namely:- ( i) Masters Degree or Bachelors Degree in Civil Engineering from a recognised University or institute; | 3. Secretary, North Eastern Council, Shillong- Member. | |||
| (ii) Twelve years experience in execution or construction of civil works including hill roads. Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceeding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note 3.- The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty- six years as on the closing date of the receipt of applications. |
