सा.का.नि. 6.—संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के महारजिस्ट्रार का कार्यालय एवं राज्यों और संघ राज्य क्षेत्रों में जनगणना कार्य निदेशालय के कार्यालयों (वरिष्ठ अनुवादक) भर्ती नियम, 2000, को उन बातों के सिवाय, अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पहले किया गया है या करने का लोप किया गया है, भारत के महारजिस्ट्रार का कार्यालय, राज्यों और संघ राज्य क्षेत्रों में जनगणना कार्य निदेशालय के कार्यालयों, गृह मंत्रालय में वरिष्ठ अनुवादक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते है, अर्थात :-
1. संक्षिप्त नाम और प्रारम्भ: (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, भारत के महारजिस्ट्रार का कार्यालय, राज्यों और संघ राज्य क्षेत्रों में जनगणना कार्य निदेशालय के कार्यालय, वरिष्ठ अनुवादक (समूह "ख" पद ) भर्ती नियम, 2025 है ।

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा जो इन नियमों के साथ उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं तथा उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता.- वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है; विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है, और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.- जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.- इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 6.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the office of the Registrar General, India and the offices of the Directors of Census Operations in States and Union Territories (Senior Translator) Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of31 [भाग II—खण्ड 3(i)] भारत का राजपत्र : फरवरी 8, 2025, /माघ 19, 1946 recruitment to the post of Senior Translator in the Office of the Registrar General, India as well as the Offices of the Directors of Census Operations in States and Union territories, Ministry of Home Affairs, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Office of the Registrar General, India and Offices of the Directors of Census Operations in States and Union territories, Senior Translator (Group 'B' Posts) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Master's degree from a recognised university in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level; or B . Master's degree from a recognised university in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level; or C . Master's degree from a recognised university in any subject other than Hindi or English, with Hindi medium and English as a compulsory or elective subject or as the medium of a examination at the degree level; or D . Master's degree from a recognised university in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as the medium of a examination at the degree level; or E . Master's degree from a recognised university in any subject other than Hindi or English, with Hindi and English as compulsory or elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level; and ( ii) recognised diploma or certificate course in translation from Hindi to English and vice-versa or three years' experience of translation work from Hindi to English and vice-versa in the Central Government or State Governments office, including Government of India undertaking. N ote 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर-12 (78800-209200/- रु.) या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में पांच वर्ष की सेवा की है; और
(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हो, अर्थात्:-
(i) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से बैचलर डिग्री; और
(ii) औद्योगिक परियोजनाओं, लघु उद्योगों या पर्यटन को बढ़ावा देने में दस वर्ष का अनुभव।
टिप्पण : प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि, जिसके अंतर्गत कें रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि है साधारणतया 5 वर्ष से अधिक नहीं होगी।
टिप्पण : प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी।

G.S.R. 7.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the North Eastern Council Secretariat, Shillong, Director (Tourism and Industries) Recruitment Rules, 2022, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director (Tourism and Industries) in the Ministry of Development of North Eastern Region, North Eastern Council Secretariat, Shillong, namely: -
1. Short title and commencement – (1) These rules may be called the North Eastern Council Secretariat, Shillong, Director (Tourism and Industries) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
