का.नि.आ. 6.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, ज्येष्ठ प्रशासनिक सहायक और प्रशासनिक अधिकारी (समूह 'ख' के पद) भर्ती नियम, 2023 में संशोधन के लिए निम्नलिखित नियम बनाते हैं अर्थात्:-
1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, ज्येष्ठ प्रशासनिक सहायक और प्रशासनिक अधिकारी (समूह 'ख' पद) भर्ती (संशोधन) नियम, 2025 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, ज्येष्ठ प्रशासनिक सहायक तथा प्रशासनिक सहायक (समूह 'ख' के पद) के भर्ती नियम 2023 के प्रशासनिक अधिकारी के पद संबंधित अनुसूची के क्रम सं. 2 में,-

(23)24 THE GAZETTE OF INDIA : MARCH 8, 2025/PHALGUNA 17, 1946 [PART II—SEC. 4] (क) खंड (10) में प्रविष्टियों के स्थान पर निम्न प्रविष्टियां रखी जाएंगी:-
"(i) पचहत्तर प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा (जिसके अंतर्गत अल्पकालिक संविदा भी है); और
(ii) पच्चीस प्रतिशत प्रतिनियुक्ति द्वारा (जिसके अंतर्गत अल्पकालिक संविदा भी है)।";
(ख) खंड (11) में प्रविष्टियों के स्थान पर निम्न प्रविष्टियां रखी जाएंगी:-
"प्रोन्नति:
वेतन मैट्रिक्स के स्तर-6 (35400-112400 रू.) में ऐसे वरिष्ठ प्रशासनिक सहायक, डाटा एंट्री ऑपरेटर डी एवं संपदा अधीक्षक जिन्होंने उस श्रेणी में मूल काडर में नियमित नियुक्ति की पांच वर्ष सेवा की हो और जिन्होंने कार्र्मक प्रतिभा तथा प्रबंधन के न्र या किसी अन्य मान्यता प्राप्त प्रशिक्षण संस्थान से संबंधित क्षेत्र में दो या चार सप्ताह का अनिवार्य प्रशिक्षण सफलतापूर्वक पूरी कर लिया हो।
टिप्पण 1.-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली हो, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक या दो वर्ष, इनमें से जो भी कम हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।
टिप्पण 2.– पदोन्नति हेतु रिक्तियों के पचहत्तर प्रतिशत के पनचानवे प्रतिशत पदों को वरिष्ठ प्रशासनिक सहायकों की पदोन्नति के माध्यम से भरा जाएगा एवं पदोन्नति हेतु र्निर्दष्ट रिक्तियों के पचहत्तर प्रतिशत के शेष 5 प्रतिशत पदों को डाटा एंट्री ऑपरेटर ग्रेड डी एवं संपदा अधीक्षक के पदों के बीच 5:1 के अनुपात में विभाजित किया जाएगा।
प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है):
के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों या सार्वजनिक उपक्रमों या मान्यता प्राप्त विश्वविद्यालयों या मान्यता प्राप्त अनुसंधान संस्थानों या कानूनी या स्वशासी संगठनों के ऐसे अधिकारी,-
(क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या
(ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स (35400-112400 रु.) के स्तर 6 या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात उस श्रेणी में 05 वर्ष' नियमित सेवा की हो। एवं
(ख) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों, -
(i) किसी मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त संस्थान से स्नातक की डिग्री; एवं
(ii) सरकारी कार्यालय या स्वशाषी निकाय या कानूनी संगठन या सार्वजनिक उपक्रम में लेखा या प्रशासन या स्थापना कार्य में 2 वषों' का अनुभव।
टिप्पण 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।
टिप्पण 2: प्रतिनियुक्ति की अवधि जिसके अंतर्गत के न्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहीं होगी।
टिप्पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी।"

NOTIFICATION
New Delhi, the 25th February, 2025
S.R.O. 6.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Defence Research and Development Organisation, Senior Administrative Assistant and Administrative Officer (Group 'B' posts) Recruitment Rules, 2023, namely:-
(1) These rules may be called the Ministry of Defence, Defence Research and Development Organisation, Senior Administrative Assistant and Administrative Officer (Group 'B' posts) Recruitment (Amendment) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Defence Research and Development Organisation, Senior Administrative Assistant and Administrative Officer (Group 'B' posts) Recruitment Rules, 2023, in the schedule, against serial number 2, relating to the post of Administrative Officer, -
(a) in column (10), for the entries, the following entries shall be substituted, namely:-
"(i) Seventy-five per cent. by promotion, failing which by deputation (including Short-term Contract); and
(ii) Twenty-five per cent. by deputation (including short-term contract).";
(b) in column (11), for the entries, the following entries shall be substituted, namely:-
"Promotion:
Senior Administrative Assistant, Data Entry Operator D and Estate Superintendent in level-6 in the pay matrix (Rs.35400-112400) with five years regular service in the grade, and having successfully completed training of two to four weeks in the field of Administration, Establishment and Accounts from Centre for Personnel Talent and Management or other recognized training institute.
Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
Note 2.- Ninety-five per cent. of seventy-five per cent. of vacancies earmarked for promotion shall be filled through promotion of Senior Administrative Assistants, and remaining five per cent. of seventy-five per cent. of vacancies earmarked for promotion shall be divided between Data Entry Operator Grade D and Estate Superintendent in the ratio of five ratio one.
Deputation (including short-term contract):
Officer of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory Organisation or public sector undertakings or recognised university or recognised research institute,-
(a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or
(ii) with five years' service rendered after appointment to the post on a regular basis in level-6 in the pay matrix (Rs. 35400-112400) or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience, namely:-
(i) Bachelor degree from a recognised university or recognised institute; and
(ii) Two years' experience in Accounts or Administration or Establishment work in the Government office or autonomous body or statutory Organisation or public sector undertakings.
26 THE GAZETTE OF INDIA : MARCH 8, 2025/PHALGUNA 17, 1946 [PART II—SEC. 4]Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.
Note 2.- The period of deputation (including short-term contract) including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
Note 3.- The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.".
