सा.का.नि. 50.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पूर्वोत्तर पुलिस अकादमी बारापानी, संयुक्त निदेशक (समूह 'क' पद) भर्ती नियम, 2016 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय में पूर्वोत्तर पुलिस अकादमी, बारापानी में संयुक्त निदेशक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, पूर्वोत्तर पुलिस अकादमी, बारापानी, संयुक्त निदेशक, समूह 'क' पद भर्ती नियम, 2025 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट है।

4. निरर्हता.- वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति या विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.– जहां के न्द्रीय सरकार की यह राय है की ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.– इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रतिनियुक्ति: (क) के न्द्रीय सरकार या राज्य सरकारों या संघ राज् य क्षेत्रों के अधीन पुलिस संगठनों के अधिकारी: (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हों; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर 12 (78800-209200 रु.) या समतुल्य में नियमित आधार पर उस पद पर नियुक्ति के पश्चात उस श्रेणी में पांच वर्ष की सेवा की हो, और ( ख) निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हों: (i) किसी मान्यता प्राप्त विश्वविद्यालय से डिग्री; (ii) सामान् य प्रशासन या संगठनात् मक प्रशिक्षण गतिविधियों सहित प्रचालन संबंधी कार्यों में तीन वर्ष का अनुभव। ि टप्पण 1.- के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहीं होगी। ि टप्पणी 2.- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तिथि को छप्पन वर्ष से अधिक नहीं होगी। |

G.S.R. 50.—In exercise of the powers conferred by the provisio to article 309 of the Constitution and in supersession of the North Eastern Police Academy, Barapani, Joint Director (Group 'A') post Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules for regulating the method of recruitment to the post of Joint Director in the Ministry of Home Affairs, North Eastern Police Academy, Barapani, namely:–
1. Short title and commencement.– (1) These rules may be called the North Eastern Police Academy, Barapani, Joint Director, Group 'A' Post Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and Level in Pay Matrix.– The number of post, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Scheduled annexed to these rules.
3. Method of recruitment, age limit, qualification etc.– The method of recruitment, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person,–
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and there are other grounds for so doing exempt any326 THE GAZETTE OF INDIA : MAY 10, 2025/VAISAKHA 20, 1947 [PART II—SEC. 3(i)] person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 52.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और विपणन एवं निरीक्षण निदेशालय, मल्टी टास्किग स्टाफ (समूह 'ग' पद ) भर्ती नियम 2011 का उन बातों के सिवाय अधिक्रमण करते हुए, जो ऐसे अधिक्रमण से पूर्व किए गए है या किए जाने का लोप किया गया है, एतद्द्वारा कृ षि मंत्रालय, कृ षि एवं किसान कल्याण विभाग के अधीन विपणन एवं निरीक्षण निदेशालय में मल्टी टास्किग स्टाफ के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्
1. संक्षिप्त नाम और प्रारंभ :–
(I) इन नियमों का नाम विपणन एवं निरीक्षण निदेशालय, मल्टी टास्किग स्टाफ (समूह 'ग' पद), भर्ती नियम, 2024 होगा ।
(II) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण, वेतन बैंड, ग्रेड वेतन और वेतनमान :– उक्त पदों की संख्या, उनका वर्गीकरण और वेतनमान वह होगा जो इन नियमों के साथ संलग्न अनुसूची के स्तंभ (2) से (4) में विनिदिष्ट हैं ।
3. भर्ती की पध्दति, आयु सीमा, अर्हताएं आदि : – उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें उक्त अनुसूची के स्तंभ (5) से (13) में विनिदिष्ट किए अनुसार होंगी ।
4. निरर्हता : – वह व्यक्ति, –
(क) जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा ।
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. व्यावृत्ति :– इन नियमों की कोई बात, ऐसे आरक्षणों तथा अन्य छू ट और रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे ़ वर्गों, आथिक रूप से कमजोर वर्ग, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 52.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Marketing and Inspection, (Group 'C' posts), Multi-tasking Staff, Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Multi-tasking Staff in the Directorate of Marketing and Inspection under the Ministry of Agriculture, Department of Agriculture and Farmer's Welfare, namely:-
1. Short title and commencement.– (1) These rules may be called the Directorate of Marketing and Inspection, Multi-tasking Staff (Group C post), Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix.– The number of the said posts, its classification and level in pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

(a) who has entered into or contracted a marriage with the person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to any of the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power of Relax.– Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservations in relaxation of age-limit and other concessions required to be provided for the Scheduled castes, the Scheduled tribes, the Other backward classes, Economically weaker section, Ex-serviceman and Other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. Number of posts, classification and level in pay matrix.– The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -338 THE GAZETTE OF INDIA : MAY 10, 2025/VAISAKHA 20, 1947 [PART II—SEC. 3(i)] (a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other backward classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. Short title and commencement.– (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur, Research Assistant (Microbiology), Group 'B' post, Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.

G.S.R. 55.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of 'Statistical Assistant' in the National Sugar Institute, Kanpur under the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely:–
1. Short title and commencement. – (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur Statistical Assistant (Group 'B' post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix. – The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person,–
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 56.—संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, तथा शर्क रा और वनस्पति तेल निदेशालय, लेखा और सांख्यिकीय अधिकारी, वरिष्ठ लेखा और सांख्यिकीय अधिकारी, सहायक निदेशक (सामान्य संवर्ग), उप निदेशक (सामान्य संवर्ग), भर्ती नियम, 2018 को, जहां तक उनका संबंध सहायक निदेशक (सामान्य संवर्ग) के पद से संबंधित हैं, उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया हैं राष्ट्रपति, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग, शर्क रा और वनस्पति तेल निदेशालय में सहायक निदेशक (सामान्य संवर्ग) के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:–
1. संक्षिप्त नाम और प्रारंभ– (1) इन नियमों का संक्षिप्त नाम उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग, शर्क रा और वनस्पति तेल निदेशालय, सहायक निदेशक (सामान्य संवर्ग), भर्ती नियम, 2025 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे ।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर– उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध स्तम्भ (2) से स्तम्भ (4) में विनिदिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि– उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अहर्ताएं और उससे संबंधित अन्य बाते वें होंगीं जो उक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में विनिदिष्ट हैं ।
4. निरर्हता – वह व्यक्ति, –
(क) जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

| प्रोन् नति: वरिष्ठ लेखा और सांख्यिकीय अधिकारी, जिन्होंने वेतन मैट्रिक्स रु. 44900-142400 के स् तर-7 में पांच वर्ष की नियमित स ेवा की हो और किसी मान्यता प्राप्त प्रशिक्षण संस्थान से प्रशासन, लेखा और शासकीय सांख्यिकी के क्षेत्र में दो से चार सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया हो । ि टप्पण 1: नियमित आधार पर पोषक पद धारण करने वाले विद्यमान पदाधिकारियों के लिए पात्रता सेवा इन नियमों की अधिसूचना की तारीख को तीन वर्ष बनी रहेगी । ि टप्पण 2: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा, परंतु यह तब जब कि उसके द्वारा कि गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक या दो वर्ष, इनमें से जो भी कम हो, और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो । प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है): |
कें द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या स्वायत्त निकाय या कानूनी संगठन या पब्लिक सेक्टर उपक्रम या मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त अनुसंधान संस्थान के अधिकारी,–
(क) (i) जिन्होंने मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किआ हो; या
(ii) जिन्होंने मूल संवर्ग या विभाग में वेतन मैट्रिक्स (53100-167800 रुपये) में स्तर-9 या समतुल्य में नियमित आधार पर पद पर नियुक्ति के पश्चात दो वर्ष की सेवा की हो: या
(iii) जिन्होंने मूल संवर्ग या विभाग में वेतन मैट्रिक्स (47600-15100 रुपये) में स्तर-8 या समतुल्य में नियमित आधार पर पद पर नियुक्ति के पश्चात चार वर्ष की सेवा की हो;
और
(ख) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों, अर्थात्:–
(i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से किसी भी विषय में स्नातक की डिग्री; और
(ii) चीनी उद्योग या सेक्टर या चीनी व्यापार या विपणन या चीनी की आवाजाही या ग्रेडिग के व्यवहार में पांच वर्ष का अनुभव ।
टिप्पण 1: पोषक प्रवर्ग में ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2: प्रतिनियुक्ति की अवधि (जिसके अंतर्गत अल्पकालिक संविदा भी है) जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि (जिसके अंतर्गत अल्पकालिक संविदा भी है), साधारणतया तीन वर्ष से अधिक नहीं होगी ।

N ote 1: The eligibility service for existing incumbents holding the feeder post on regular basis shall continue to be three years as on the date of notification of these rules. N ote 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including Short-term contract): Officers of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertaking or recognised university or recognised research institute:– (a) (i) holding analogous post on a regular basis in the parent cadre or Department; or ( ii) with two years' service rendered after appointment thereto to the post on a regular basis in level-9 in the pay matrix (Rs. 53100-167800) or equivalent in the parent cadre or Department: or ( iii) with four years' service rendered after appointment to the post on a regular basis in level-8 in the pay matrix (Rs.47600-15100) or equivalent in the parent cadre or Department; and ( b) possessing the following educational qualifications and experience, namely:– ( i) bachelor's degree in any discipline from a recognised university or institute; and ( ii) five years' experience in dealing with sugar industry or sector or in sugar trade or in marketing or movement or Grading of sugar. N ote 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. N ote 2: The period of deputation (including short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. |
