संकल्प

सं. जे-17011/727/2023-माई भारत—विषय अमृतकाल के दौरान: 'कत्र्तव्य बोध' और 'सेवा बोध' के माध्यम से युवा विकास और युवा नेतृत्व जनित विकास के लिए प्रौद्योगिकी द्वारा संचालित एक व्यापक सक्षम तंत्र – मेरा युवा भारत (माई भारत), युवा कार्यक्रम विभाग के तहत पंजीकृ त सोसायटी के रूप में एक स्वायत्त निकाय ।

आज के युवा कल के नेता हैं । उनकी जिम्मेदारी अमृत काल के लिए राष्ट्र के विजन को आगे ले जाने और उसे कार्यान्वित करने की है ।

उन्हें भारतीय लोकाचार को ध्यान में रखते हुए आधुनिक समय की चुनौतियों का सामना करने के लिए सक्षम बनाना होगा । एक "सशक्त-एवं- सबल-भारत" के विकास के लिए उनकी क्षमता का उपयोग करने हेतु युवाओं में नेतृत्व गुणों के साथ-साथ "सेवा-भाव" और "कर्तव्य-बोध" को प्रोत्साहित किया जाना आवश्यक है । यह वांछनीय है कि हमारे देश के युवा अपनी महत्वाकांक्षा को पूरा करे और उनमें विकसित भारत बनाने के लिए नवोन्मेष और सहयोगात्मक भावना विकसित हो । इसे संपूर्ण सरकारी तंत्र-वैश्विक और स्थानीय स्तर पर युवाओं को उनकी आकांक्षाओं को पूरा करने और विकसित भारत बनाने के लिए समान अवसर प्रदान करने वाले एक व्यापक संस्थागत तंत्र के माध्यम से प्राप्त करने का प्रस्ताव है ।

2. भारत के युवाओं को विशेष रूप से हमारी आज़ादी के पचहत्तर वर्ष पूरा होने के इस निर्णायक अवसर पर हमारे भविष्य को परिभाषित करने में एक महत्वपूर्ण भूमिका निभानी होगी क्योंकि हम वर्ष 2047 तक एक अमृत भारत का निर्माण करने के लिए अगले पच्चीस वषों के लिए एक महत्वपूर्ण परिवर्तनकारी विकास यात्रा शुरू करने जा रहे हैं ।

3. युवा कार्यक्रम विभाग की मौजूदा स्कीमों को पिछले पचास वषों में विभिन्न मौकों पर हमारे समाज में तत्कालीन समझ और युवाओं की जरूरतों तथा राष्ट्र की आवश्यकताओं के अनुरूप तैयार और शुरू किया गया था । भले ही इन स्कीमों ने शुरू किए जाने पर उद्देश्य को अच्छी तरह से पूरा किया हो लेकिन आज के युवाओं की आकांक्षाओं को पूरा करने के लिए और अधिक प्रगतिशील तथा प्रौद्योगिकी सक्षम दृष्टिकोण की आवश्यकता है ।

4. तेजी से बदलती दुनिया में, जिसमें तेज संचार, सोशल मीडिया, नए डिजिटल अवसरों और उभरती प्रौद्योगिकियों का वातावरण है, ऐसे में सरकार द्वारा वतर्मान समय के युवाओं के साथ जुड़ने के लिए एक नया समकालीन तकनीक जनित प्रतिमान स्थापित करना अपेक्षित है ।

5. सुझाए गए उपायों के लिए सोसायटी पंजीकरण अधिनियम, 1860 (1860 का 21) के तहत पंजीकृ त एक नए स्वायत्त संगठन की आवश्यकता है जो शुरू से ही युवाओं की सहभागिता के लिए एक सार्वभौमिक रूप से सुलभ मंच और मोबाइल एप्लिके शन विकसित करने तथा युवाओं, सरकार की पहलों और अन्य हितधारकों द्वारा युवाओं को शामिल करने वाले कार्यकलापों को जोड़ने, के लिए एक एकीकृ त इंटरफे स के रूप में संरचित है जिसकी प्रमुख प्रेरक शक्ति प्रौद्योगिकी है । युवाओं को उस क्षेत्र या कार्यकलाप में भाग लेने और चुनने के लिए सक्षम बनाया जाएगा जिसमें वे योगदान देना चाहते हैं ।

6. यह संगठन युवाओं को शामिल करने और सशक्त बनाने के लिए संपूर्ण सरकार की रूपरेखा और एक प्रौद्योगिकी मंच प्रदान करेगा जो युवाओं के साथ कार्यकलापों का संचालन करने वाली सरकार और अन्य हितधारकों के लिए खुला होगा । इस मंच को युवा सहभागिता कार्यक्रम आयोजित करने के लिए सत्यापित निजी क्षेत्र और गैर-सरकारी संगठनों के लिए भी सुलभ बनाया जा सकता है ।

7. इसलिए इसे निम्नानुसार संकल्पित किया जाता है:—

(1) युवा कार्यक्रम विभाग के तहत मेरा युवा भारत (माई भारत), एक निकाय होगा, जो सोसायटी पंजीकरण अधिनियम, 1860 (1860 का 21) के तहत पंजीकृ त होगा जिसका मुख्यालय नई दिल्ली में होगा और इसके निम्नलिखित उद्देश्य होंगे :—

(i) अमृत काल के दौरान 'कर्तव्य बोध' और 'सेवा भाव' के माध्यम से युवा विकास और युवा नेतृत्व जनित विकास के लिए प्रौद्योगिकी द्वारा संचालित एक निकाय की स्थापना करना;

(ii) एक प्रौद्योगिकी मंच विकसित करना और युवाओं को शामिल करने और सशक्त बनाने के लिए संपूर्ण सरकारी रूपरेखा प्रदान करना जो सरकार और अन्य हितधारकों के लिए उनके युवा सहभागिता कार्यक्रमों को आयोजित करने और इन्हें आयोजित करने में क्षमता बढ़ाने और युवा सहभागिता के लिए अवसरों की समाभिरूपता के लिए खुला होगा;

(iii) एक प्रौद्योगिकी मंच विकसित करना जो युवाओं को ऐसे कार्यक्रमों से जोड़ता है जो उनकी क्षमताओं को बेहतर बनाने में मदद कर सकते हैं और उन्हें लोकल मेंटोररंग नेटवर्क के माध्यम से विभिन्न क्षेत्रों में सामुदायिक कार्यकलापों और मेंटोर्स से भी जोड़ सकते हैं;

(iv) युवाओं में नेतृत्व विकास को बढ़ावा देना, आइसोलेटिड फिजिकल इंट्रेक्शन से प्रोग्रामेटिक कौशल में परिर्वर्तत करके अनुभव से सीखने के माध्यम से नेतृत्व कौशल में सुधार करना;

(v) युवाओं को अपनी आवाज मुखर करने के लिए सार्वजनिक मंच की स्थापना की सुविधा प्रदान करना;

(vi) युवाओं को सामाजिक नवप्रवर्तक और समुदाय नेता बनाने के लिए उन्हें तैयार करना;

(vii) युवाओं को "निष्क्रिय प्राप्तकर्ता" न बनाकर युवा विकास का "सक्रिय चालक" बनाने तथा युवा नेतृत्व विकास की ओर सरकार का ध्यान कें तिि करना;

(viii) विभिन्न समुदाय-उन्मुख इकाइयों के माध्यम से युवाओं को समुदाय से जोड़ने के लिए मार्ग बनाना तथा युवाओं की आकांक्षाओं और सामुदायिक आवश्यकताओं के बीच बेहतर तालमेल सुनितिि करना;

(ix) राष्ट्रीय एकता को बढ़ावा देना और युवाओं को राष्ट्र निर्माण कार्यकलापों में शामिल करना;

(x) युवाओं में जोखिम उठाने वाली सहयोगी टीम वर्क की भावना को जागृत करने के लिए युवाओं के बीच साहस कार्यकलापों को बढ़ावा देना और चुनौतीपूर्ण परिस्थितियों से निपटने और शारीरिक तथा मानसिक सहनशक्ति की क्षमता विकसित करना;

(xi) युवाओं के मानसिक स्वास्थ्य में सुधार के लिए उनके बीच फिटनेस और खेल संस्कृ ति को बढ़ावा देना;

(xii) पर्यावरण, जलवायु परिवर्तन, जल संरक्षण, स्वच्छ और हरित ऊर्जा पर जागरूकता को बढ़ावा देना;

(xiii) युवाओं और मंत्रालयों या विभागों के लिए वन स्टॉप शॉप के रूप में कार्य करना;

(xiv) एक कें ीिकृ त युवा डेटा बेस बनाना;

(xv) युवा और युवाओं के साथ जुड़ने के लिए कार्यकलापों का संचालन करने वाले हितधारकों के बीच परस्पर संवाद में सुधार करना;

(xvi) एक ऐसी रूपरेखा तैयार करना जो ग्रामीण, शहरी और रूर्बन युवाओं को एक प्लेटफॉर्म पर लाए;

(xvii) पहुंच सुनितिि करने के लिए फिजिटल (फिजिकल + डिजिटल) पारिस्थितिकी तंत्र को बनाना और बनाए रखना तथा सामुदायिक परिवर्तन के लिए उत्प्रेरक युवाओं का एक नेटवर्क बनाना;

(xviii) भारत सरकार के भीतर और राज्य या संघ राज्यक्षेत्र सरकारों के साथ समझौता ज्ञापनों के माध्यम से विभिन्न हितधारकों की ओर से युवा विकास कार्यकलापों के लिए प्लेटफॉर्म और पाइपलाइन बनाने और बनाए रखने के कें तिि अधिदेश के साथ एक सर्मर्पत नोडल एजेंसी के रूप में कार्य करना;

(xix) युवाओं को सरकार और नागरिकों के बीच युवा सेतु के रूप में कार्य करने की अनुमति देकर कम्युनिटी चेंज एजेंट और राष्ट्र निर्माता बनने के लिए संसाधनों, कनेक्शन और अवसरों तक पहुंच प्रदान करना;

(xx) लैंगिक समानता पर ध्यान कें तिि करना और लाभवंचित और कमजोर युवा आबादी को सशक्त बनाना तथा दिवयांग, पिछड़े और सीमावर्ती क्षेत्रों के युवाओं आदि को अवसर प्रदान करना;

(xxi) युवाओं को अनुभव से सीखने की सुविधा प्रदान करना जिससे वे अनुभव प्राप्त कर सकें , उनकी रोजगार क्षमता में सुधार के लिए करियर विकल्प तलाश सकें और श्रम की गरिमा के विचार को आत्मसात कर सकें तथा भावनात्मक बुमिित्ता, टीम-वर्क और समस्या सुलझाने की क्षमताओं का निर्माण करने में मदद कर सकें ;

(xxii) विभिन्न आयु-समूहों और भौगोलिक क्षेत्रों के युवाओं को नए युग का ज्ञान और कौशल प्रदान करना और साथ ही कायों के निष्पादन के लिए आवश्यक सामाजिक जागरूकता पैदा करना;

(xxiii) युवाओं में जागरूकता पैदा करना और उन्हें विभिन्न विकास कार्यक्रमों का लाभ उठाने के लिए आवश्यक मार्गदर्शन प्रदान करना;

(xxiv) सोसायटी के उद्देश्यों को आगे बढ़ाने के लिए कोई भी पत्र-पत्रिका या रिपोर्ट तैयार करना, मुतिि करना और प्रकाशित करना;

(xxv) युवाओं और संब िमामलों के क्षेत्र में सूचना और ज्ञान का प्रसार करने के लिए किसी भी पत्र या पत्रिकाओं में योगदान करना;

(xxvi) भारत सरकार को उसके अधिकार क्षेत्र में आने वाले सभी मामलों पर स्वप्रेरणा से या भारत सरकार के संदर्भ पर सलाह देना;

(xxvii) युवा और संब िमामलों के क्षेत्र में सेमिनार, सम्मेलन आदि आयोजित करना, प्रायोजित करना और वित्तपोषित करना ।

(2) उपरोक्त उद्देश्यों के अनुसरण में मेरा युवा भारत (माई भारत) सोसायटी निम्नलिखित कार्य करेगी;

i. अपने उद्देश्यों की र्पूर्त के लिए भारत में और भारत के बाहर राज्य सरकार, संघ राज्यक्षेत्र प्रशासन और अन्य नागरिक समाज संगठन जैसे युवाओं के लिए थिंक टैंक फोरम, युवा विंग चैंबर ऑफ कॉमर्स आदि के साथ सहयोग करना;

ii. सोसायटी में प्रशासनिक, तकनीकी, मंत्रिस्तरीय और अन्य पद सृजित करना और सोसायटी के नियमों और विनियमों के अनुसार उन पर नियुक्तियां करना । तथापि, यह भारत सरकार द्वारा समय-समय पर जारी किए गए दिशानिदेशों, यदि कोई हो, के अधीन होगी । मुख्य कार्यकारी अधिकारी के पद के सृजन और नियुक्ति के लिए भारत सरकार की पूर्व सहमति की आवश्यकता होगी;

iii. आवश्यकतानुसार भारत में कहीं भी मेरा युवा भारत के क्षेत्रीय कार्यालयों, राज्य कार्यालयों और जिला कार्यालयों की स्थापना, प्रबंधन तथा प्रशासन;

iv. युवा संसाधन कें ोिं, बोडों, समितियों या अन्य निकायों जो भी उचित समझा जाए, का गठन करना और उनकी शक्तियों, कायों, कार्यकाल आदि को निर्धारित करना;

v. इन उद्देश्यों के कार्यान्वयन में पुरस्कार और वजीफा प्रदान करने की शुरूआत करना;

vi. सोसायटी या इसकी घटक इकाइयों की परिसंपत्तियों और देनदारियों के सृजन, प्रबंधन और निपटान के तरीके की देखरेख, पर्यवेक्षण, मार्गदर्शन और निदेशन करना;

vii. किसी भी प्रकार की धनराशि, प्रतिभूतियों या संपत्ति के अनुदान को स्वीकार करना और किसी भी राष्ट्रीय या अंतर्राष्ट्रीय संगठन से सोसायटी के उद्देश्यों के साथ असंगत न होने वाले किसी भी विन्यास, न्यास, निधि या दान का प्रबंधन ऐसी शतों पर करना जो समीचीन हो और भारत सरकार द्वारा समय-समय पर विर्निर्दष्ट किया जाए;

viii. कोई भी संपत्ति, चल या अचल, उपहार, खरीद, विनिमय, पट्टे पर या अन्यथा द्वारा प्राप्त करना जो सोसायटी के उद्देश्य के लिए आवश्यक या सुविधाजनक हो और ऐसी इमारतों, कायों और परियोजनाओं का निर्माण, सुधार, परिवर्तन, गिराना और मरम्मत करना जैसा कि भारत सरकार की पूर्वानुमति से सोसायटी के उद्देश्यों को पूरा करने के लिए आवश्यक हो;

ix. सोसायटी की चल और अचल संपत्ति के सभी या किसी हिस्से को बेचने, पट्टे पर देने, विनिमय करने, किराए पर लेने या अन्यथा स्थानांतरित करना; बशते कि ऐसी कार्रवाई के लिए कें िसरकार की पूर्व मंजूरी लिखित रूप में प्राप्त की गई हो और अचल संपत्ति के संबंध में कोई भी निर्णय भारत सरकार की स्पष्ट सहमति से लिया जाएगा;

x. सोसायटी के कब्जे में मौजूद किसी भी भवन, चल या अचल संपत्ति का आवश्यकतानुसार स्वामित्व, विकास, नवीनीकरण, विस्तार या परिवर्तन करना और ऐसी किसी भी संपत्ति के उचित रखरखाव के लिए कार्रवाई करना;

xi. किसी भी संपत्ति की मरम्मत, सुधार, विस्तार या रखरखाव या सोसायटी के अधिकार या कर्मचारियों या दोनों के लाभों और किसी अन्य उद्देश्य जिसके लिए भारत सरकार की मंजूरी के साथ ऐसे किसी फं ड या फं ड को बनाने या बनाए रखने जिसको सोसायटी लाभकारक या उचित समझती है, के लिए कोई आरक्षित निधि, बचत निधि, बीमा निधि, भविष्य निधि, या कोई अन्य विशेष निधि बनाना;

xii. सोसायटी के किसी भी कार्यकलाप के लिए तुरंत आवश्यक न होने वाली किसी भी निधि और प्रतिभूतियों का निवेश और लेनदेन करना, जैसा कि सोसायटी के नियमों और विनियमों द्वारा समय-समय पर विर्निर्दष्ट किया गया है ।

तथापि, निधि का निवेश भारत सरकार द्वारा समय-समय पर जारी किए गए दिशानिदेशों, यदि कोई हो, के अधीन होगा;

xiii. पारस्परिक रूप से सहमत नियमों और शतों पर सोसायटी को सहायता अनुदान, विन्यास, दान या उपहार प्राप्त करने या स्वीकार करने या दोनों के लिए भारत सरकार के साथ और सरकार के माध्यम से विदेशी और अंतरराष्ट्रीय एजेंसियों और संगठनों, राज्य सरकार और अन्य सार्वजनिक या निजी निकायों या संगठनों या व्यक्तियों के साथ अनुबंध करना;

बशते कि ऐसे नियम और शतें सोसायटी के उद्देश्यों या भारत सरकार की नीति के विपरीत या असंगत न हों ।

xiv. सोसायटी के कामकाज के संचालन के लिए नियम, विनियम और उपनियम बनाना और गर्वनंिग बोर्ड की मंजूरी से समय-समय पर उन्हें जोड़ना, संशोधित करना, बदलना या रद्द करना;

xv. इसके द्वारा प्रदान की गई सेवाओं के लिए फीस और शुल्क लगाना और इसे वसूल करना;

xvi. ऐसे सभी अन्य कायों का अके ले या अन्य संगठनों या व्यक्तियों के साथ मिलकर निष्पादन, जिन्हें सोसायटी उपरोक्त उद्देश्य की प्राप्ति के लिए आवश्यक, आकस्मिक या अनुकू ल समझे;

xvii. मेरा युवा भारत सोसाइटी की सभी आय, चल या अचल संपत्तियों का उपयोग पूरी तरह से इसके लक्ष्यों और उद्देश्यों को बढ़ावा देने के लिए किया जाएगा, जैसा कि मेमोरेंडम ऑफ एसोसिएशन में निर्धारित है और इसके किसी भी हिस्से का भुगतान प्रत्यक्ष या अप्रत्यक्ष रूप से लाभांश, बोनस लाभ, किसी भी तरीके से मेरा युवा भारत सोसाइटी के वतर्मान या पूर्व सदस्यों को या वतर्मान या पूर्व सदस्यों में से किसी एक या अधिक के माध्यम से दावा करने वाले किसी भी व्यक्ति को हस्तांतरित नहीं किया जाएगा। मेरा युवा भारत सोसाइटी का कोई भी सदस्य मेरा युवा भारत सोसाइटी की किसी भी चल या अचल संपत्ति पर कोई व्यक्तिगत दावा नहीं करेगा या इस सदस्यता के आधार पर कोई भी लाभ नहीं कमाएगा;

xviii. मेरा युवा भारत के कायों के संचालन के लिए नियम और विनियम बनाना और समय-समय पर उनमें जोड़ना, संशोधन करना या निरस्त करना;

xix. अपने उद्देश्यों को प्राप्त करने के लिए समय-समय पर आवश्यक सभी उपाय करना;

xx. ऐसे सभी कार्यकलाप जो मेरा युवा भारत के उपरोक्त उद्देश्यों या उनमें से किसी एक की प्राप्ति या विस्तार के लिए आवश्यक, अनुकू ल या प्रासंगिक समझे उन्हें पूरा करना।

8. (1) संघ राज्यक्षेत्र दिल्ली पर लागू सोसायटी पंजीकरण अधिनियम, 1860 (1860 का 21) की धारा 2 के तहत अपेक्षित मेरा युवा भारत के बोर्ड ऑफ गवर्नर्स की संरचना निम्नानुसार होगी:-—

* सचिव (युवा कार्यक्रम) को उस स्थिति में वरिष्ठ उपाध्यक्ष (पदेन) के रूप में नामित किया जाएगा, जहां क्रम संख्या 1 और 2 में उल्लिखित दो मंत्रियों के पदों में से कोई एक रिक्त हो।

(2) दिल्ली में सोसायटी पंजीकरण अधिनियम, 1860 (1860 का 21) के तहत सोसायटी के रूप में पंजीकरण हेतु मेरा युवा भारत के मेमोरेंडम ऑफ एसोसिएशन में विर्निर्दष्ट उद्देश्य हेतु संब िइच्छु क वयक्ति निम्नलिखित हैं:—

9. सोसायटी अध्यक्ष विशेष अतिथि के रूप में सोसायटी की बैठकों में भाग लेने के लिए अधिकतम तीन व्यक्तियों को आमंत्रित कर सकता है।

10. सोसायटी के पदेन सदस्यों के अलावा अन्य सदस्यों का कार्यकाल तीन वर्ष का होगा।

11. कें िसरकार, किसी भी समय, किसी एक या अधिक सदस्यों की सदस्यता समाप्त कर सकती है और ऐसी समाप्ति पर, रिक्तियां नियमों के प्रासंगिक प्रावधानों के अनुसार भरी जाएंगी।

12. उपरोक्त सोसायटी का प्रशासन और प्रबंधन निम्नलिखित अधिकारियों में निहित होगा:

(क) मेरा युवा भारत सोसायटी

(ख) बोर्ड ऑफ गवर्नर

(ग) अध्यक्ष

(घ) मुख्य कार्यकारी अधिकारी

(ङ) अन्य ऐसे निकाय अथवा समितियां जो मेरा युवा भारत द्वारा गठित या नियुक्त की गई हों और उनकी घोषणा की गई हों।

13. सोसायटी के मुख्य कार्यकारी अधिकारी की नियुक्ति उक्त सरकार द्वारा अनुमोदित अधिसूचित भर्ती नियमों की शतों के अनुसार भारत सरकार द्वारा की जाएगी।

14. किसी भी समय, सोसायटी के प्रथम अध्यक्ष का उनके पद पर न रहने की स्थिति में, कें िसरकार को उन नियमों और शतों पर और उस अवधि के लिए मेरा युवा भारत के नए अध्यक्ष को नामित करने का अधिकार होगा, जैसा की निर्धारित हो।

15. कें िसरकार की मंजूरी के अधीन, निकाय अपने कार्य के संचालन और मामलों के प्रबंधन के लिए नियम, विनियम और उपनियम बनाएगा या संशोधित करेगा।

16. मेरा युवा भारत को धनराशि कें िसरकार द्वारा सहायता अनुदान के रूप में प्रदान की जाएगी।

RESOLUTION

No. J-17011/727/2023-MY Bharat—Subject: Establishing an overarching enabling mechanism- MeraYuva Bharat (MY Bharat), an autonomous body under the Department of Youth Affairs as a registered Society, powered by technology, for youth development and youth led development through 'Kartavya Bodh' and 'Seva Bhaav', during the Amrit Kaal.

Youth of today are the leaders of tomorrow. In them, vests the responsibility of carrying forward and implementing the vision of the nation for Amrit Kaal. They have to be enabled to meet the challenges of modern times while drawing upon the Indian ethos. 'Seva-Bhaav' and 'Kartavya-Bodh' have to be encouraged amongst the youth along with leadership qualities to leverage their potential for the development of the nation-as 'Shashakt–evam-Sabal-Bharat'. It is desirable that our youth actualize their aspiration, innovate and contribute to building Viksit Bharat. This is proposed to be achieved through an overarching Institutional mechanism which will provide equitable access to opportunities to youth to actualize their aspirations and build Viksit Bharat - across the entire spectrum of the Governments-global and local.

2. India's youth are to play a critical role in defining the future of the nation, especially at the pivotal juncture of India's seventy-five years of independence, as we embark on a paradigm shifting development journey over the next twenty-five years of building an Amrit Bharat by the year 2047.

3. The existing schemes of Department of Youth Affairs were designed and launched at different points in time over the last fifty years with the then prevailing understanding of needs of the youth in our society and the requirements of the nation. Whilst these schemes may have well served the purpose when launched, a more progressive and technology enabled approach is the need of the hour to cater to the aspirations of today's youth.

4. In a rapidly changing world, which has an environment of high velocity communications, social media, new digital opportunities and emergent technologies, there is a need to establish a new contemporary technology led paradigm for the Government to engage with the present-day youth.

5. The suggested measures necessitate a new autonomous organization, registered under the Societies Registration Act, 1860 (21 of 1860) which is structured from inception as a unified interface, with technology as the key driving force, to create youth engagement and develop a universally accessible platform and mobile application to connect youth, Government initiatives and activities by other stakeholders that engage with youth. Youth will be enabled to participate and choose the area or activity in which they would like to contribute.

6. This organization would provide a whole of Government framework to engage and empower youth, and a technology platform which will be open to Government and other stakeholders that conduct activities with youth. This platform can further be extended to verified private sector and non-Governmental organizations for delivering the youth engagement programmes.

7. IT IS THEREFORE HEREBY RESOLVED AS FOLLOW:—

(1) There shall be a body under the Department of Youth Affairs, Mera Yuva Bharat (MY Bharat), registered under the Societies Restricted Act, 1860 (21 of 1860), with its headquarters at New Delhi and shall have the following objectives, namely:

(i) to establish a body for youth development and youth led development through 'Kartavya Bodh' and

'Seva Bhaav', during the Amritkaal, powered by technology;

(ii) to develop a technology platform and to provide a whole of Government framework to engage and empower youth that will be open to Government and other stakeholders for delivering their youth engagement programmes and enhancing the efficiency of delivery and the convergence of opportunities for youth engagement;

(iii) to develop a technology platform that connects youth to programs that can help them improve their capabilities and also connect them with community activities and mentors in different sectors through local mentoring networks;

(iv) to promote Leadership Development in the Youth, improve the leadership skills through experiential learning by shifting from isolated physical interaction to programmatic skills;

(v) to facilitate setting up of public forum for youth to articulate their voices;

(vi) to invest more in youth to make them social innovators and leaders in the communities;

(vii) to set the focus of the Government on Youth Led development and to make the Youth as 'active drivers' of development and not merely 'passive recipients';

(viii) to create engagement pathways for connecting the youth with the community through various community-oriented units and ensure better alignment between youth aspirations and community needs;

(ix) to promote national integration and engage youth for nation building activities;

(x) to promote adventure activities among youth to foster amongst the youth a spirit of risk-taking cooperative team work, and develop the ability to respond to challenging situations and capacity for physical and mental endurance;

(xi) to promote fitness and sports culture among youth to improve their mental health;

(xii) to promote awareness on environment, climate change, water conservation, clean and green energy;

(xiii) to act as a one stop shop for young people and Ministries or Departments;

(xiv) to create a centralized youth data base;

(xv) to improve a two-way communication between youth and stakeholders who conduct activities to engage with youth;

(xvi) to create a framework that unites rural, urban and rurban youth on the common platform;

(xvii) to create and sustain a PHYGITAL (physical + digital) ecosystem to ensure accessibility and to create a network for young people to become a catalyst for community transformation;

(xviii) to act as a dedicated nodal agency with the focused mandate to build and maintain the platform and pipeline for youth development activities on behalf of different stakeholders within the Government of India and with State or Union Territories Governments through Memorandums of Understanding;

(xix) to provide access to resources, connection and opportunities to youth to become community change agents and nation builders by allowing them to act as the YuvaSetu between the Government and the citizens;

(xx) to focus on gender equity for gender equality and empowerment of marginalized and vulnerable youth population and providing opportunities to youth with disability, youth from backward and border areas etc.;

(xxi) to facilitate youth with experiential learning enabling them to gain experience, explore career options to improve their employability and inculcate the idea of dignity of labour and help build emotional intelligence, team-work and problem solving abilities;

(xxii) to provide youth, across age-groups and geographic, with new age knowledge and skills and at the same time create social awareness needed to carry out the tasks;

(xxiii) to create awareness among the youths and to provide them with necessary guidance for taking advantage of various development programmes;

(xxiv) to prepare, print and publish any papers or periodicals or reports in furtherance of the objectives of the Society;

(xxv) to contribute to any papers or periodicals to disseminate information and knowledge in the field of youth and allied matters;

(xxvi) to advise the Government of India on all matters within its purview either suo-motu or on a reference from the Government of India;

(xxvii) to organize, sponsor, and finance seminars, conferences etc. in the field of youth and allied matters.

(2) Pursuant to the aforesaid objectives, the Mera Yuva Bharat (MY Bharat) Society may;

(i) collaborate with the State Government, the Union territory administrations and other Civil Society Organization like think tank forums for the young, youth wing chambers of commerce etc., in and outside India, for furtherance of its objectives;

(ii) create administrative, technical, ministerial and other posts in the Society and make appointments thereto in accordance with the rules and regulations of the Society. This will, however, be subject to guidelines, if any, issued from time to time by the Government of India. The creation and appointment to the post of Chief Executive officer shall require the prior concurrence of the Government of India;

(iii) to establish, manage and administer Regional Offices, State Offices and District Offices of MeraYuva Bharat anywhere in India as may be required;

(iv) to constitute Youth Resource Centers, Boards, Committees or other bodies as may be deemed fit and to prescribe their powers, functions, tenure etc.;

(v) to institute, offer and grant prizes and stipends in the implementation of these objectives;

(vi) to oversee, supervise, guide and direct the manner in which assets and liabilities of the Society or its constituent units are created, managed and disposed of;

(vii) accept grants of money, securities or property of any kind and undertake and accept the management of any endowment, trust, fund or donation not inconsistent with the objectives of the society from any national or international organizations on such terms as may seem expedient and as may be specified by the Government of India from time to time;

(viii) acquire by gift, purchase, exchange, lease hire or otherwise howsoever any property, movable or immovable, which may be necessary or convenient for the purpose of the Society and build, construct, improve, alter, demolish and repair such buildings, works and constructions as may be necessary for carrying out the objects of the Society with the prior approval of the Government of India;

(ix) to sell, lease, exchange, hire or otherwise transfer all or any portion of the property, movable and immovable, of the Society, provided that prior approval of the Central Government is obtained in writing, for such action and any decision in respect of immovable property shall be taken with the express concurrence of the Government of India.

(x) own, develop, renovate, expand or alter any building, movable or immovable property in the possession of the Society in the way as necessary and take action for proper maintenance of any such property;

(xi) create any Reserve Fund, Saving Fund, Insurance Fund, Provident Fund, or any other Special Fund for repairs, improving, extending or maintaining any of the properties or rights of the Society or benefits of the employees or both and for any other purposes for which the Society deems it expedient or proper to create or maintain any such Fund or Funds with the approval of the Government of India;

(xii) to invest and deal with any moneys and securities of the Society not immediately required for any of its activities in such a manner as may specified by the Society as may from time to time be determined. The investment of money will, however, be subject to the guidelines if any, issued from time to time by the Government of India;

(xiii) enter into arrangements with the Government of India and through the Government with foreign and international agencies and organizations, the State Government and other public or private bodies or organizations or individuals for securing or accepting or both, grants-in-aid, endowments, donations or gifts to the Society on mutually agreed terms and conditions, provided that such terms and conditions shall not be contrary to or inconsistent with the objects of the Society, or the policy of the Government of India;

(xiv) make rules and regulations and bye-laws for the conduct of the affairs of the Society and to add, to amend, vary or rescind them from time to time with the approval of the Governing Board;

(xv) impose and recover fees and charges for the services rendered by it;

(xvi) to carry out all such other acts and things either alone or in conjunction with other organizations or persons as the Society may consider necessary, incidental or conducive to the attainment of the above said objective;

(xvii) all the incomes, earnings, movable or immovable properties of the Mera Yuva Bharat Society shall be solely utilized and applied towards the promotion of its aims and objectives only, as set forth in the Memorandum of Association and no portion thereof shall be paid or transferred directly or indirectly by way of dividends, bonus profits or in any manner whatsoever, to the present or past members of Mera Yuva Bharat Society or to any person claiming through any one or more of the present or the past members. No member of the Mera Yuva Bharat Society shall have any personal claim on any movable or immovable properties of the Mera Yuva Bharat Society or make any profits, whatsoever, by virtue of this membership;

(xviii) to make rules and regulations for the conduct of the affairs of the Mera Yuva Bharat and to add, amend, vary or repeal them from time to time;

(xix) to take all such measures as may be deemed necessary from time to time to achieve its objectives;

(xx) to do all such acts and things as the Mera Yuva Bharat may consider necessary, conducive or incidental to the attainment or enlargement of the aforesaid objectives or any one of them.

8. (1) The composition of the Board of Governors of Mera Yuva Bharat as required under Section 2 of the Societies Registration Act, 1860 (21 of 1860) as applicable to the Union territory of Delhi shall be as follows, namely:—

*Secretary (Youth Affairs) would be designated as Senior Vice Chairperson (Ex-Officio) in a situation where either of the two posts of Ministers mentioned at S. No. 1 and 2 above is vacant.

(2) A list of the desirous persons who associated themselves for the purpose specified in the Memorandum of Association of Mera Yuva Bharat for registering it as a Society under the Societies Registration Act, 1860 (21 of 1860) at Delhi were following:

9. The Chairperson of the Society may invite upto three persons to attend the meetings of the Society, as special invitees.

10. The term or members of the Society other than ex-officio members shall be three years.

11. The Central Government may, at any time, terminate the membership of any one or more of the members and upon such termination, the vacancies shall be filled up in accordance with the relevant provisions of Rules.

12. The administration and management of the aforesaid Society shall vest in the following authorities namely:—

(a) Mera Yuva Bharat Society;

(b) Board of Governors;

(c) Chairperson;

(d) Chief Executive Officer;

(e) Such other bodies or Committees as maybe constituted or appointed by the Mera Yuva Bharat and declared as such.

13. The Chief Executive Officer of the Society shall be appointed by the Government of India as per the terms of the notified recruitment rules as approved by said Government.

14. In the event of the first Chairperson ceasing to be the Chairperson of the Society at any time, the Central Government shall have the right to nominate a new Chairperson of the Mera Yuva Bharat on such terms and condition and for such period, as it may determine.

15. The body shall, subject to the approval of the Central Government, make or amend rules, regulations and bye-laws for the conduct of its business and the management of its affairs.

16. The funds of the Mera Yuva Bharat shall be provided by the Central Government as Grant-in-aid.
