भारत सरकार के मंत्रालयों (रक्षा मंत्रालय को छोड़कर) द्वारा जारी किए गए सांविधिक आदेश और अधिसूचनाएं Statutory Orders and Notifications Issued by the Ministries of the Government of India (Other than the Ministry of Defence) नई दिल्ली, 6 मई, 2025 केन्द्रीय सरकार, असम राइफल्स अधिनियम, 2006 (2006 का 47) की धारा 165 की उपधारा (2) के खंड (क) और खंड (ख) के साथ पठित उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, असम राइफल्स (समूह 'ग' के योधक पद) भर्ती नियम, 2001 को जहां तक उनका संबंध नायब सूबेदार (भेषजज्ञ) के पद से है, और असम राइफल्स (समूह 'ख' योघक पद) भर्ती नियम, 2001 को जहां तक उनका संबंध सूबेदार मेजर (भेषजज्ञ), सूबेदार (भेषजज्ञ) के पद से हैं, उन बातो के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय, असम राइफल्स में सूबेदार मेजर (भेषजज्ञ), सूबेदार (भेषजज्ञ) और नायब सूबेदार (भेषजज्ञ) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थातः-
. - (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, असम राइफल्स, 1. सूबेदार मेजर (भेषजज्ञ), सूबेदार (भेषजज्ञ) और नायब सूबेदार (भेषजज्ञ) समूह 'ख' पद, भर्ती नियम 2025 है।

2. ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) मे यथाविनिर्दिश्ट पदों पर लागू हाेंगे।
.- पदों की संख्या, उनका वर्गीकरण तथा 3. उनसे सलंग्न वेतन मैट्रिक्स में स्तर वे होगे, जो उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है।
उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, 4. अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिश्ट है।
5. वह व्यक्ति, - (क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि केंद्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
6. .- (1) इन नियमों के अधीन नियुक्त प्रत्येक व्यक्ति उस मास की अंतिम तारीख को जिसमे वह साठ वर्ष की आयु प्राप्त कर लेता है के अपरान्ह या केन्द्रीय सरकार द्वारा समय समय पर यथाविहित, सेवानिवृत्त होगा।
परन्तु वह व्यक्ति जिसकी जन्म की तारीख किसी मास के पहले दिन को है, वह उस मास के से पूर्ववर्ती मास के अंतिम दिन को सेवानिवृत्त होगा।
(2) किसी भी व्यक्ति को उपनियम (1) में यथाविनिर्दिश्ट अधिवर्षिता पर सेवानिवृत्त की विहित आयु से परे सेवा में विस्तार की अवधी अनुदत्त नही की जाएगी।
7. .- जहां केन्द्रीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध मे से किसी वर्ग या प्रवर्ग के व्यक्तियों की वाबत आदेश द्वारा शिथिल कर सकेगी।
8. .- इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किये गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गो, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

(i) जिन्होंने विभाग के मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हो, या (ii) जिन्होंन मूल संवर्ग या विभाग मे वेतन मैट्रिक्स मे स्तर 7 (44,900-1,42,400) या समतुल्य मे नियुक्त के पश्चात् नियमित आधार पर दो वर्ष सेवा की हो; ख् ा. जो निम्नलिखित शैक्षिक अर्हकता और अनुभव रखते हाें, (i) मान्यता प्राप्त विश्वविद्यालय या संस्थान से भेषजी मे स्नातक डिग्री। (ii) सुसंगत क्षेत्र मे दो वर्ष का अनुभव। ः विभागीय सूबेदार (भेषजज्ञ) जिन्होनें वेतन मैट्रिक्स क े स्तर-7(44,900-1,42,400) में दो वर्ष की नियमित सेवा की हो और प्रतिनियुक्ति के आधार पर नियुक्ति के लिए विहित शैक्षणिक अर्हता और अनुभव रखते हों, बाहरी व्यक्तियो के साथ विचार किया जाएगा। यदि विभागीय अभ्यर्थी को पद पर नियुक्ति के लिए चुना जाता है, तो इसे प्रोन्नति द्वारा भरा माना जाएगा और जिनकी चिकित्सा श्रेणी शेष-1 होगी और बल द्वारा समय-समय पर यथाविहित प्रोन्नति पूर्व न्यूनतम दो से चार सप्ताह का अनिवार्य प्रशिक्षण अर्हित हो। ः प्रतिनियुक्ति की अवधि जिसके अंतर्गत केंद्रीय सरकार के उसी या अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहृय पद पर प्रतिनियुक्ति की अवधि साधारणतया 3 वर्ष से अधिक नहीं होगी। |

| दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होने ऐसी अर्हक या पात्रता सेवा पहले कही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। केन्द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रशासन राज्य के अधिकारी क. (i) जिन्होने विभाग के मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हो। (ii) जिन्हाेंने मूल काडर या विभाग मे वेतन मैट्रिक्स मे स्तर 6 (35,400-1,12,400) या समतुल्य मे पद पर नियुक्ति के पष्चात् पांच वर्ष की नियमित सेवा की हो। ख् ा. जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हो, (i) मान्यता प्राप्त विश्वविद्यालय या संस्थान से भेषजी मे स्नातक डिग्री। (ii) सुसंगत क्षेत्र मे दो वर्ष का अनुभव। ः पोषक प्रवर्ग के विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति मे है प्रतिनियुक्ति पर नियुक्त के लिए विचार किए जाने के पात्र नही होगें, इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति किए जाने के पात्र नही हाेंगे। ः प्रतिनियुक्ति की अवधि जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन या विभाग मे इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहृय पद पर प्रतिनियुक्ति की अवधि साधारणतया 3 वर्ष से अधिक नही होगी। ः प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नही होगी। |

New Delhi, the 6th May, 2025
G.S.R. 128.––In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub- section (2) of section 165 of the Assam Rifles Act 2006 (47 of 2006) and in supersession of the Assam Rifles (Group 'C' combatised posts) Recruitment Rules, 2000, in so far as it relates to the post of Naib Subedar (Pharmacist); and the Assam Rifles (Group 'B' combatised posts) Recruitment Rules, 2001, in so far as they related to the post of Subedar Major (Pharmacist), Subedar (Pharmacist), except as respects to things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Subedar Major (Pharmacist), Subedar (Pharmacist) and Naib Subedar (Pharmacist), in the Assam Rifles in the Ministry of Home Affairs, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Home Affairs, Assam Rifles, Subedar Major (Pharmacist), Subedar (Pharmacist) and Naib Subedar (Pharmacist), Group 'B' Posts, Recruitment Rules 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.– These rules shall apply to the posts as specified in column (1) of the Scheduled annexed to these rules.
3. Number of posts, classification and level in the pay matrix.– The number of the said posts, their classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.– No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Superannuation.– (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time:
Provided that a person whose date of birth is on the first day of the month, shall retire from service in the afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation as specified in sub-rule (1).
7. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

N ote 1.- The departmental Subedar (Pharmacist) in level-7 in the pay matrix (44900-142400) with two years of regular service in the grade and having the educational qualifications and experience prescribed for considering appointment on deputation basis is considered alongwith outsiders. If the departmental candidate is selected for appointment to the post; it shall be treated as having been filled by promotion and medical category shall be SHAPE-1 and qualified in mandatory pre promotion training of minimum two to four weeks or as prescribed by the Force from time to time. N ote 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same of some other organisation or department of the Central Government shall ordinarily not exceed not exceed three years. N ote 3.- The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications. E x-servicemen :Re-employment: T he armed Force Personnel due to retire or who are to be transferred to reserve within a period of one year and having the qualifications and experience prescribed for deputationists, shall also be considered for deputation, If selected, such officers shall be given deputation terms upto the date on which they are due for release from the Armed Forces and thereafter, they may be continued on re-employment terms. सा.का.नि. 129.––राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और लेडी हाडिग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली भेषजज्ञ (समूह 'ग' पद) भर्ती नियम, 2019 को, सिवाए उन बातों के अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय के अधीन लेडी हाडिग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली, में भेषजज्ञ के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, लेडी हाडिग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली, भेषजज्ञ (समूह 'ग' पद) भर्ती नियम, 2025 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में उसका स्तर वह होगा, जो उक्त उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) तक में विनिदिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.– उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं ।
4. निरर्हता.– वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:

5. शिथिल करने की शक्ति.– जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.– इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 129.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi Pharmacist (Group 'C' Post) Recruitment Rules, 2019, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Pharmacist in the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi, under the Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi, Pharmacist (Group 'C' Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.– The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 130.––राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और डॉ0 राम मनोहर लोहिया अस्पताल, नई दिल्ली्, जयेष्ठ तकनीकी अधिकारी तथा जयेष्ठ पफ्यु र्ज़निस्ट (समूह 'ख" पद), भर्ती नियम, 2019 को, जहां तक उनका सम्बन्ध वरिष्ठ पफ्यु र्ज़निस्ट के पद से है, सिवाय उन बातो के अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय के अधीन डॉ0 राम मनोहर लोहिया अस्पताल, नई दिल्ली में वरिष्ठ रक्त परिसंचरण तंत्र संचालक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, डॉ0 राम मनोहर लोहिया अस्पताल, नई दिल्ली, वरिष्ठ रक्त परिसंचरण तंत्र संचालक (समूह 'ख' पद) भर्ती नियम, 2025 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
[भाग II—खण्ड 3(i)] भारत का राजपत्र : अगस्त 16, 2025/श्रावण 25, 1947 7792. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो उक्त उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) तक में विनिदिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.– उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं ।
4. निरर्हता.– वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसे करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.– जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.– इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 130.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi, Senior Technical Officer and Senior Perfusionist, Group 'B' Post, Recruitment Rules, 2007, in so far as it relates to the post of 'Senior Perfusionist', except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Perfusionist in the Dr. Ram Manohar Lohia Hospital, New Delhi, under the Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New Delhi, Senior Perfusionist (Group 'B' Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.– The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 131.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the College of Nursing, New Delhi (Class III posts) Recruitment Rules, 1971 in so far as they relate to the post of Lower Division Clerk including Cashier, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in the Rajkumari Amrit Kaur College of Nursing, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare, Rajkumari Amrit Kaur College of Nursing, Lower Division Clerk, Group 'C' post Recruitment Rules, 2025.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Number of post, classification, and scale of pay.– The number of said post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.– No person, –
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

सा.का.नि. 132.––राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वास्थ्य और परिवार कल्याण मंत्रालय के अधीन लेडी हाडिग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली के विकिरण चिकित्सा विभाग में वरिष्ट विकिरण चिकित्सा प्रौद्योगिकीविद् के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, लेडी हाडिग मेडिकल कॉलेज और श्रीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली, वरिष्ट विकिरण चिकित्सा प्रौद्योगिकीविद् (समूह 'ख' पद), भर्ती नियम, 2025 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट है।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.– उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं ।

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.– जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति.– इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सा.का.नि. 133.––राष्ट्रपति, संविधान के अनुच्छेद 309 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वास्थ्य एवं परिवार कल्याण मंत्रालय के अधीन सफदरजंग अस्पताल, नई दिल्ली में उप मुख्य भौतिक चिकित्सक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.– (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, सफदरजंग अस्पताल, नई दिल्ली में उप मुख्य भौतिक चिकित्सक, (समूह 'क' पद), भर्ती नियम, 2025 हैI794 THE GAZETTE OF INDIA : AUGUST 16, 2025/SHRAVANA 25, 1947 [PART II—SEC. 3(i)] (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– पदों की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो उक्त उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) तक में विनिदिष्ट है।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.– उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं तथा उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं।
4. निरर्हता.– वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.– जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.– इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 133.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules, regulating the method of recruitment to the post of Deputy Chief Physiotherapist in the Safdarjung Hospital, New Delhi in the Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare, Safdarjung Hospital, New Delhi, Deputy Chief Physiotherapist (Group 'A' Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.– The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 134.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules, regulating the method of recruitment to the post of Chief Physiotherapist, in Safdarjung Hospital, New Delhi, under the Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare, Safdarjung Hospital, New Delhi, Chief Physiotherapist, (Group 'A' Post), Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.– The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. G.S.R. 135.––In exercise of the powers conferred by sub-sections (1) and (2) of section 70 of the Information Technology Act, 2000 (21 of 2000), the Ministry of Earth Sciences (MoES) hereby declares the MIHIR, High Power Computing System (HPC) system and it's associated information infrastructure dependencies of the[भाग II—खण्ड 3(i)] भारत का राजपत्र : अगस्त 16, 2025/श्रावण 25, 1947 803 National Centre for Medium Range Weather Forecasting (NCMRWF), to be Protected Systems for the purpose of said Act and authorizes the following personnel to access the protected systems, namely :-
a) any designated employee of the National Centre for Medium Range Weather Forecasting (NCMRWF) authorized in writing by the Head, NCMRWF to access the protected system;
b) any team member of a contractual managed service provider or a third-party vendor who have been authorized in writing by the Head, NCMRWF for need- based access;
c) any consultant, regulator, Government official, auditor and stakeholder authorized in writing by the Head, NCMRWF on a case-to-case basis; and
d) any visiting students and Research scholars who are authorized in writing by the Head, NCMRWF on a case- to-case basis.

सा.का.नि. 136.––संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रपति नीति आयोग में पुस्तकालय और सूचना अधिकारी के पद पर भर्ती की पद्धति को विनियमित करने वाले निम्नलिखित नियम बनाती हैं, अर्थात्:
1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम नीति आयोग (पुस्तकालय और सूचना अधिकारी) भर्ती नियम, 2025 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- उक्त पदों की संख्या, उनका वर्गीकरण और वेतन सारणी में स्तर वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिदिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं।
4. निरहर्ता.- वह व्यक्ति .-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, विवाह की संविदा की है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.- जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

(अ) अर्हताएं: किसी मान्यता प्राप्त विश्वविद्यालय/ संस्थान से कं प्यूटर अनुप्रयोग में डिप्लोमा।
(आ) अनुभव: कें द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रशासन, स्वायत्त निकाय या कानूनी संगठन, सार्वजनिक क्षेत्र के उपक्रम, विश्वविद्यालय या मान्यता प्राप्त अनुसंधान अथवा शैक्षणिक संस्थान के अधीन पुस्तकालय में पुस्तकालय की गतिविधियों के कं प्यूटीकरण में एक वर्ष का अनुभव।
टिप्पण1. - वेतन मैट्रिक्स में स्तर-7 (44900-142400 रु.) में कोई विभागीय सहायक पुस्तकालय एवं सूचना अधिकारी, जिसने नियुक्ति के पश्चात् उक्त श्रेणी में नौ वर्ष की नियमित सेवा पूर्ण की हो तथा जो किसी मान्यता प्राप्त विश्वविद्यालय अथवा संस्थान से पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में न्यूनतम स्नातक उपाधि धारक हो, एवं जिसने पुस्तकालय विज्ञान के क्षेत्र में दो से चार सप्ताह का अंदरूनी प्रशिक्षण सफलतापूर्वक प्राप्त किया हो, वह बाह्य अभ्यथियों के साथ-साथ विचारणीय होगा, परंतु यदि उक्त विभागीय अधिकारी का चयन पद पर नियुक्ति हेतु किया जाता है, तो इस पद को पदोन्नति द्वारा भरा गया माना जाएगा। यदि ऐसा नहीं होता है तो, यह पद एक निर्धारित अवधि हेतु प्रतिनियुक्ति (अल्पकालिक संविदा सहित) पर भरा जाएगा। प्रतिनियुक्ति की अवधि समाप्त होने पर पुन: उक्त विभागीय अधिकारी को इस पद हेतु विचारित किए जाने का अवसर प्रदान किया जाएगा।
टिप्पण 2. - प्रतिनियुक्ति की अवधि (जिसके अंतर्गत अल्पकालिक संविदा भी है), जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि है, साधारणतया चार वर्ष से अधिक नहीं होगी।
टिप्पण 3. प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी।

NATIONAL INSTITUTION FOR TRANSFORMING INDIA (NITI AAYOG)
New Delhi, the 11th August, 2025
G.S.R. 136.––In exercise of the powers conferred by the proviso to article 309 of the constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Officer in the NITI Aayog, namely:-
1. Short title and commencement. – (1) These rules may be called the NITI Aayog, (Library and Information Officer) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.- The number of the post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1.- The departmental Assistant Library and Information Officer in level-7 (Rs. 44,900 – 1,42,400/-) in the pay matrix with nine years' regular service rendered after appointment thereto in the grade possessing at least Bachelor Degree in Library Science or Library and Information Science from a recognised University or Institute and successfully completed in-house training of two to four weeks in the field of Library and Library Science will also be considered along with outsiders, and if the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion, otherwise, the post is to be filled by deputation (including short-term contract) for a prescribed period at the end of which the departmental officer will again be afforded the opportunity to be considered for appointment to the post. Note 2.- The period of deputation (including short- term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed four years. Note 3.- The maximum age limit for appointment by deputation (including short-term contract) shall not exceed fifty-six years' as on the closing date of receipt of applications. |
