का.नि.आ. 9.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा मंत्रालय, भारतीय नौसेना के ज्येष्ठ आयुध भंडार अधिकारी और आयुध भंडार अधिकारी (समूह 'क' और 'ख' पद) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात:
1. संक्षिप्त नाम और प्रारम्भ. – (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, भारतीय नौसेना, ज्येष्ठ आयुध भंडार अधिकारी और आयुध भंडार अधिकारी (समूह 'क' और 'ख' पद) भर्ती नियम, 2026 हैं।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे।

(47)48 THE GAZETTE OF INDIA : MARCH 21, 2026/PHALGUNA 30, 1947 [PART II—SEC. 4] 2. लागू होना. - ये नियम इन नियमों से उपावद्ध अनुसूची के स्तंभ (1) मे यथा विर्निर्दष्ट पदों को लागू होंगे।
3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर. – उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि. - उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अहर्ताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
5. प्रारम्भिक गठन. – (क) इन नियमों के प्रारंभ होने से पूर्व ज्येष्ठ भंडार अधीक्षक के पद से प्रोन्नत होकर और नियमित आधार पर सहायक आयुध आर्पूर्त अधिकारी के पद पर आसीन सभी विद्यमान पदाधिकारी, इन नियमों के प्रारंभ होने की तारीख से सहायक आयुध आर्पूर्त अधिकारी के पद पर नियमित रूप से नियुक्त किए जाने की तारीख से आयुध भंडार अधिकारी के रूप मे नियुक्त माने जाएंगे ।
(ख) इन नियमों के प्रारंभ होने से पूर्व नौसेना आयुध संगठन के भंडार वर्ग (स्ट्रीम) से प्रोन्नत होकर और नियमित आधार पर कनिष्ठ समय पैमाना, भारतीय नौसेना आयुध सेवा के पद पर आसीन सभी विद्यमान पदाधिकारी, इन नियमों के प्रारंभ होने की तारीख से और कनिष्ठ समय पैमाना, भारतीय नौसेना आयुध सेवा के पद पर नियमित रूप से नियुक्त किए जाने की तारीख से ज्येष्ठ आयुध भंडार अधिकारी के रूप मे नियुक्त माने जाएंगे ।
(ग) इन नियमों के प्रारंभ होने से पूर्व ज्येष्ठ भंडार अधीक्षक के पद पर आसीन सभी विद्यमान पदाधिकारी, इन नियमों के प्रारंभ होने सहायक आयुध आर्पूर्त अधिकारी के पद पर प्रोन्नति के लिए पोषक श्रेणी पर विचार नही किया जाएगा।
6. निरर्हता. - वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा ।
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
7. शिथिल करने की शक्ति. - जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हे लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
8. व्यावृति. - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछडे वगों तथा भूतपुर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| दो वर्ष। | प्रोन्नति द्वारा, जिसके न हो सकने पर प्रतिनियुक्ति द्वारा। | प्रोन्नति: आयुध भंडार अधिकारी, जिन्होंने वेतन मैट्रिक्स के स्तर- 7 (44,900 से 1,42,400/- रुपए) में नियमित आधार पर श्रेणी में पाँच वर्ष सेवा की हो और मान्यताप्राप्त संस्थान से तकनीकी या प्रबंधकीय कौशल में दो से चार सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया हो। टिप्पण : जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रह हो, वहां उनके ज्येष्ठ व्यक्तियों के संबन्ध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा, अपेक्षित अर्हक/ पात्रता सेवा क े आधे से अधिक या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/ पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति: क े न्रीय सरकार, राज्य सरकार, संघ राज्यक्षेत्र, कानूनी या स्वायत संगठन/ पब्लिक सेक्टर उपक्रम / विश्वविद्यालय या मान्यता प्राप्त अनुसंधान संस्थाओं के अधिकारी :- (क) (i) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हो; या (ii) जिन्होनें मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर - 7 (44,900 से 1,42,400/- रुपए) में या समतुल्य में नियमित आधार पर श्रेणी में पाँच वर्ष सेवा की हो। और (ख) जो निम्नलिखित शिक्षाऔर अनुभव रखते हो.- (अ) (i) मान्यता प्राप्त विश्वविद्यालय या संस्थान से अर्थशास्त्र या वाणिज्य या सांख्यिकी या व्यवसाय अधध्यन या लोक प्रशासन मे स्नातक की डिग्री । | NaN |
| (ii) मान्यता प्राप्त विश्वविद्यालय या संस्थान से सामाग्री प्रबंधन या भांडागार प्रबंधन या खरीद या संभारतंत्र या लोक उपायन मे डीप्लोमा । (iii) के न्रीय सरकार, राज्य सरकार, संघ राज्यक्षेत्र, कानूनी या स्वायत संगठन/ पब्लिक सेक्टर उपक्रम/ विश्वविद्यालय या राष्ट्रीयकृ त बैंक या भंडार में खाता अनुरक्षण और भंडार संचालन मे पाँच वर्ष का अनुभव । या (आ) (i) मान्यता प्राप्त विश्वविद्यालय या संस्थान से अर्थशास्त्र या वाणिज्य या सांख्यिकी या व्यवसाय अधध्यन या लोक प्रशासन मे मास्टर डिग्री । और; (ii) के न्रीय सरकार, राज्य सरकार, संघ राज्यक्षेत्र, कानूनी या स्वायत संगठन/ पब्लिक सेक्टर उपक्रम/ विश्वविद्यालय या राष्ट्रीयकृ त बैंक मे या भंडार में खाता अनुरक्षण और भंडार संचालन मे तीन वर्ष का अनुभव । टिप्पण 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति मे हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे। इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । टिप्पण 2: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें रीय सरकार के उसी या किसी अन्य संगठन या विभाग मे इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी । टिप्पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु- सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नही होगी। | NaN | ||

New Delhi, the 5th March, 2026
S.R.O. 9.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Armament Store Officer and Armament Store Officer (Group 'A' and 'B' posts) in Indian Navy, Ministry of Defence, namely :-
1. Short Title and Commencement .– (1) These rules may be called the Ministry of Defence, Indian Navy, Senior Armament Store Officer and Armament Store Officer, (Group 'A' and 'B' posts) Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application .– These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix .– The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualification, etc .– The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Initial Constitution .–(a)All existing incumbents holding the post of Assistant Armament Supply Officer on regular basis and promoted from Senior Store Superintendent before the commencement of these rules shall be deemed to have been appointed as Armament Store Officer from the date from which they were regularly appointed to the post of Assistant Armament Supply Officer on commencement of these rules .
(b) All existing incumbents holding the post of Junior Time Scale of Indian Naval Armament Service on regular basis and promoted from Store stream of Naval Armament Organisation before the commencement of these rules shall be deemed to have been appointed as Senior Armament Store Officer from the date from which they were regularly appointed to the post of Junior Time Scale of Indian Naval Armament Service on commencement of these rules.
(c) Existing incumbents in the post of Senior Store Superintendent before the commencement of these rules will cease to be considered in the feeder grade for promotion to the post of Assistant Armament Supply Officer on commencement of these rules.
6. Disqualification . – No person,–
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
8. Savings .– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 10.—राष्ट्रपति ,संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय नौसेना, समूह 'ख' ) शैक्षणिक कर्मचारिवृन्द), पद भर्ती नियम ,2016 को, जहां तक उनका संबंध सिविलियन शिक्षा अनुदेशक श्रेणी - I के पद से है, उन बातों के सिवाय आंशिक रूप से अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है ,रक्षा मंत्रालय, भारतीय नौसेना में सिविलियन शिक्षा अनुदेशक श्रेणी - I के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं ,अर्थात:
1. संक्षिप्त नाम और प्रारम्भ. – (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, भारतीय नौसेना, सिविलियन शिक्षा अनुदेशक श्रेणी -I (समूह 'ख' पद) भर्ती नियम, 2026 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे।
2. लागू होना. – ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) मे यथा विर्निर्दष्ट पदों पर लागू होंगे।
3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर. – उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
4. भर्ती की पद्धति ,आयु-सीमा, अर्हताएं ,आदि. – उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अहर्ताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
5. निरर्हता. – वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है ,विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा ।
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति. –जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है ,वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7 . व्यावृति. – इन नियमों की कोई बात, ऐसे आरक्षण ,आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी ,जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों और अन्य पिछडे वगों तथा भूतपूर्व सैनिकों एवं अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| (रु 44900-142400) या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात दो वर्ष की नियमित सेवा की हो; और (ख) जो निम्नलिखित शैक्षिक अर्हताएँ और अनुभव रखते हो:- (i) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से एक विषय के रूप में भौतिक विज्ञान या गणित के साथ स्नातकोत्तर डिग्री या समतुल्य; (ii) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से शिक्षा में स्नातक (बी.एड) डिग्री या समतुल्य; और (iii) के न्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रशासन संस्थाओं में अध्यापन के क्षेत्र में एक वर्ष का अनुभव। पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति मे हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । टिप्पण 1.-प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें रीय सरकार के उसी या किसी अन्य संगठन या विभाग मे इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी । टिप्पण 2.- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। टिप्पण 3.-प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे के न्रीय वेतन आयोग की सिफ़ारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियामित आधार पर की गयी सेवा को, सिवाय उस दशा के , जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ के वल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसे उन्नयन का साधारण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिफ़ारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गयी सेवा समझी जाएगी। | NaN | ||

S.R.O. 10.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in partly supersession of the Navy Group 'B' (Instructional Staff) posts Recruitment Rules 2016, in so far as they relate to the post of Civilian Education Instructor Grade-I, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Civilian Education Instructor Grade - I in the Indian Navy, Ministry of Defence, namely:-
1. Short title and commencement .– (1) These Rules may be called the Ministry of Defence, Indian Navy Civilian Education Instructor Grade – I, (Group 'B' post) Recruitment Rules 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application .–These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and Level in pay matrix .– The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualification, etc .– The method of recruitment, age-limits, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification .– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax .– Where the Central Government is of opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class, category of persons.
7. Savings .– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation (including short term contract): Officers of the Central Government, State Government, Union Territories, Autonomous or Statutory Organisations, Public Sector Undertakings, University or Recognised Research Institutions :- (a) (i) Holding analogous post on regular basis in the parent cadre or department; (ii) with two years service rendered after appointment to the post on a regular basis in level-7 in the pay matrix (Rs. 44900- 142400) or equivalent in the parent cadre or department; and (b) Possessing the following educational qualification and experience: (i) Post Graduate Degree with Physics or Mathematics as one of the subjects from a recognised university or institute; (ii) Bachelor's Degree in Education (B.ed.) from a recognised university or institute; and (iii) one year experience in the field of teaching in Central Government or State Government or Union territories institutions. The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 1.- Period of deputation including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government |
| shall ordinarily not to exceed three years. Note 2.- The maximum age limit for appointment by deputation (including short term contract) shall not be exceeding fifty-six years as on the closing date of the receipt of applications. Note 3.- For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January 2006, the date from which the revised pay structure based on the sixth central pay commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay commission, except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation. | ||
