सा.का.नि. 83.—राष्ट्रपति संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और कृ षि एवं किसान कल्याण मंत्रालय, कृ षि, सहकारिता एवं किसान कल्याण विभाग, अर्थ एवं सांख्यिकी निदेशालय, सहायक पुस्तकालय एवं सूचना अधिकारी (समूह 'ख' पद) भर्ती नियम, 2017 को, उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, कृ षि एवं किसान कल्याण मंत्रालय, कृ षि एवं किसान कल्याण विभाग के अर्थ, सांख्यिकी एवं मूल्यांकन प्रभाग में सहायक पुस्तकालय एवं सूचना अधिकारी के पद के लिए भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का संक्षिप्त नाम कृ षि एवं किसान कल्याण मंत्रालय, कृ षि एवं किसान कल्याण विभाग, अर्थ, सांख्यिकी एवं मूल्यांकन प्रभाग, सहायक पुस्तकालय एवं सूचना अधिकारी भर्ती नियम, 2025 है।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तम्भ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि – उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूवोक्त अनुसूची के स्तंभ (5) से स्तम्भ (13) में विर्निर्दष्ट हैं।
4. निरर्हता- वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति- जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति- इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तयों के लिए उपबंध करना अपेक्षित है।

| प्रोन्नति: पुस्तकालय एवं सूचना सहायक जिन्होंने वेतन मैट्रिक्स के स् तर 6 (35400-112400 रुपये) तथा उसी श्रेणी में पांच वर्ष की नियमित सेवा की हो और विभाग द्वारा यथा विहित पुस्तकालय तथा सूचना विज्ञान के क्षेत्र में दो से चार सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया हो। प्रतिनियुक्ति (अल्पकालिक संविदा सहित): कें द्रीय सरकार, राज्य सरकार, संघ राज् य क्षेत्रों या विश्वविद्यालयों या मान्यता प्राप्त अनुसंधान संस्थाओं या पब् िलक सेक् टर के उपक्रमों, या कानूनी या स्वायत्त संगठनों के ऐसे अधिकारी:- (क)(i) जिन्होंने नियमित आधार पर सदृश पद धारण किए हो; या (ii) जिन् होंने वेतन मैट्रिक्स के स्तर 6 (35400-112400 रुपये) या समतुल् य में पांच वर्ष की सेवा की हो; और (ख) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों; अर्थात् आवश्यक : (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में स्नातक डिग्री; और (ii) कें द्रीय सरकार या राज्य सरकार या स्वायत्त या कानूनी संगठन या लोक क्षेत्र के उपक्रम या विश्वविद्यालय या मान्यता प्राप्त अनुसंधान या शैक्षिक संस् थान के अधीन किसी पुस्तकालय में दो वर्ष का वृतिक अनुभव। वांछनीय : (i) किसी मान्यता प्राप्त विश्वविद्यालय या प्रशिक्षण संस्थान से पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में मास्टर डिग्री। (ii) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से कं प्यूटर अनुप्रयोग में डिप्लोमा। (iii) डिग्री स्तर पर अर्थशास्त्र एक विषय के रूप में। टिप् पण-1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन् नति की सीधी पंक् ित में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार, प्रतिनियुक्त व् यक् ित प्रोन् नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप् पण-2: प्रतिनियुक्ति की अवधि (जिसके अंतगर्त अल्पकालिक संविदा भी है), जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी। |
टिप्पण-3: प्रतिनियुक्ति द्वारा नियुक्ति (जिसके अन्तर्गत अल्पकालिक संविदा भी है) के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी।
टिप्पण: जहां ऐसे कनिष्ठ व्यिक्तयों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति पर विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा, परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा या अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वषो से, इनमें से जो भी कम हो और उन्होने अपने कनिष्ठ व्यिक्तयों सहित जिन्होंनें ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो ।

G.S.R. 83.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Economics and Statistics, Assistant Library and Information Officer (Group 'B' post) Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information Officer in the Economics, Statistics and Evaluation Division in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, namely:-
1. Short title and commencement.- (1) These rules may be called Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, Economics, Statistics and Evaluation Division, Assistant Library and Information Officer Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. – The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: Library and Information Assistant in the Level 6 (Rs.35400-112400) in the pay matrix with five years' regular service in the grade and successfully completed training of two to four weeks in the field of Library and Information Science as prescribed by the Department. Deputation (Including Short-Term Contract): Officers under the Central Government or State Government or Union territories or Universities or Recognised Research Institutions or Public Sector Undertakings or Statutory or Autonomous Organisations:- |
(a)(i) holding analogous posts on regular basis; or
(ii) with five years' service in the post in the level 6 (Rs.35400-112400) in the pay matrix or equivalent; and (b)Possessing the following educations qualification and experience, namely:-
Essential:
(i) Bachelor's Degree in Library Science or Library and Information Science from a recognized University or Institute; and
(ii) two years' professional experience in a Library under Central Government or State Government or Autonomous or Statutory Organisation or Public Sector Undertaking or University or Recognised Research or Educational Institute.
Desirable:
(i) Master's Degree in Library Science or Library and Information Science of a recognised University or Training Institute.
(ii) Diploma in Computer Application from a recognised University or Institute.
(iii) Economics as one of the subject at Degree level.
Note-1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputations shall not be eligible for consideration for appointment by promotion.
Note-2: Period of deputation (Including Short-Term contract) including period of deputation (Including Short-Term Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not to exceed three years.
Note-3: The maximum age limit for appointment by deputation (Including Short-Term Contract) shall be not exceeding fifty six years as on the closing date of receipt of applications.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

G.S.R. 84.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Operation Theatre Technician in the Kalawati Saran Children's Hospital, New Delhi, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare, Kalawati Saran Children's Hospital, New Delhi, Senior Operation Theatre Technician (Group 'C' Post) Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

443 [भाग II—खण्ड 3(i)] भारत का राजपत्र : अप्रैल 4, 2026/चैत्र 14, 19481. संक्षिप्त नाम और प्रारंभ – (1) इन नियमों का संक्षिप्त नाम राष्ट्रीय शर्क रा संस्थान, कानपुर, प्रवक्ता (चीनी अभियांत्रिकी) और मुख्य डिजाइनर भर्ती नियम, 2026 है।
(2) ये राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में वे स्तर होंगे जो इन नियमों से संलग्न सारणी के स्तम्भ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु - सीमा, अर्हताएं आदि-- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, योग्यताएं तथा उससे संबंधित अन्य बातें वे होंगी जो उक्त सारणी के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता – वह व्यक्ति
(अ) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित हैं, विवाह किया है या विवाह कि संविदा की है, या (ब) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति- जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं ,उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति- इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किये गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जानजातियों, अन्य पिछड़ा वगों, भूतपूर्व सनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है|

| प्रोन्नति:- वेतन मैट्रिक्स (रु. 35,400- 1,12,400) में स्तर -6 में वरिष्ठ ड्राफ्ट्समैन, जिन्होंने ग्रेड में दस वर्ष की नियमित सेवा की हो और विभाग द्वारा निर्धारित मान्यता प्राप्त संस्थान या संगठन से सुसंगत क्षेत्रों में अल्पकालिक पाठ्यक्रम या दो से चार सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया हो। टिप्पण 1: इन नियमों के अधिसूचित होने की तारीख को, नियमित आधार पर पोषक पद धारण करने वाले वरिष्ठ ड्राफ्ट्समैन के लिए पात्रता सेवा आठ वर्ष की बनी रहेगी। टिप्पण 2: - जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा, अपेक्षित अर्हक पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम ना हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति (अल्पकालिक संविदा सहित): क े न्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र प्रशासन या मान्यता प्राप्त अनुसंधान संस्थानों या मान्यता प्राप्त विश्वविद्यालयों या पब्लिक सेक्टर उपक्रमों या स्वायत्त निकायों या सांविधिक संगठनों के ऐसे अधिकारी: (क)(i) जो मूल कै डर या विभाग में नियमित आधार पर सदूश पदों को धारण किया हो; अथवा (ii) मूल कै डर या विभाग में वेतन मैट्रिक्स के स्तर- 9 (53,100-1,67,800 रुपये) या समतुल्य पद पर नियमित आधार पर नियुक्ति क े पश्चात श्रेणी में दो वर्ष की सेवा की हो; अथवा (iii) मूल कै डर या विभाग में वेतन मैट्रिक्स के स्तर- 8 (47,600 – 1,51,100 रुपये) के या समतुल्य पद पर नियमित आधार पर नियुक्ति के पश्चात श्रेणी में चार वर्ष की सेवा की हो; और (ख) निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हो: (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से यांत्रिक अभियांत्रिकी में स्नातक की डिग्री। (ii) के न्द्रीय सरकार अथवा राज्य सरकारों या संघ राज्य क्षेत्रों अथवा पब्लिक सेक्टर उपक्रमों या मान्यता प्राप्त विश्वविद्यालयों या मान्यता प्राप्त अनुसंधान संस्थानों या स्वायत्त निकायों अथवा सांविधिक संगठनों में शर्क रा मशीनरी अथवा रसायन संयंत्र से संबंधित डिजाइन कार्य का तीन वर्ष का अनुभव। टिप्पण-1.- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिये विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । टिप्पण 2- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया 3 वर्ष से अधिक नहीं होगी। टिप्पण 3- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। |

G.S.R. 85.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute, Kanpur, Professor (Sugar Engineering), Assistant Professor(Sugar Engineering), Lecturer(Sugar Engineering), Assistant Engineer (Electrical / Mechanical Engineering) and Senior Research Assistant (Mechanical Engineering) Recruitment Rules, 2017, in so far as they relate to the post of Lecturer (Sugar Engineering), the Ministry of Consumer Affairs, Department of Food and Public Distribution, National Sugar Institute, Kanpur, Chief Designer and Senior Draughtsman (Group 'A' and 'B' posts) Recruitment Rules, 2018, in so far as they relate to post of Chief Designer and the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur Senior Scientific Officer (Design) (Group 'A' post) Recruitment Rules, 2019, except as respects things done or omitted to be done before such supersession, the president hereby makes the following rules regulating the method of recruitment to the posts of Lecturer(Sugar Engineering) and Chief Designer in the National Sugar Institute, Kanpur, the Ministry of Consumer Affairs, Food and Public Distributions, Department of Food and Public Distribution, namely:- 1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Lecturer (Sugar Engineering) and Chief Designer Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of said posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other backward classes, ex-servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: - Senior Draughtsman in level-6 (Rs.35,400- 1,12,400) in pay matrix with ten years regular service in the grade; and having successfully completed the short- term course or two to four weeks training in relevant fields from a recognised institute or organisation, as devised by the Department. Note. -The eligibility service shall continue to be eight years for persons holding the feeder post of Senior Draughtsman on regular basis as on the date of notification of these rules. Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation including short-term contact: Officers under the Central Government or State Governments or Union territory Administrations or recognised research institutes or recognised Universities or Public Sectors Undertakings or autonomous bodies or statutory organisation: (a)(i) holding analogous posts on a regular basis in the parent cadre or Department; or (ii) with two years' service in the grade rendered after appointment thereto on a regular basis in the level-9 (Rs. 53,100-1,67,800) in the pay matrix or equivalent in the parent cadre or Department; or (iii). with four years' service in the grade rendered after appointment thereto on a regular basis in the level-8 (Rs. 47,600 – 1,51,100) in the pay matrix or equivalent in the parent cadre or Department; and (b) Possessing the following educational qualifications and experience: (i) Bachelor's Degree in Mechanical Engineering from a recognised University or Institute. (ii) three years' experience of design work relating to sugar machinery or chemical plant in Central Government or State Governments or Union territory Administrations or Public Sector Undertakings or recognized Universities or recognized research institutions or autonomous bodies or statutory organisations. Note 1.- The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. |

G.S.R. 86.— In the notification of the Ministry of Commerce & Industry, Department of Commerce, Office of the Directorate General of Commercial Intelligence & Statistics, Group C post Recruitment Rules, 2019 published in the Weekly Gazette of India, Part II, Section 3, Sub-section (i), vide G.S.R. No. 42 dated 23rd January, 2019, the following corrections are carried out;
Under Column 6 "Age limit for direct recruits" in the Schedule for 'Data Processing Assistant', the entry "Between 18 to 30 years of age" shall be substituted with "Between 18 to 27 years of age."
