सा.का.नि. 87.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग के अधीन राष्ट्रीय शर्क रा संस्थान, कानपुर में कनिष्ठ वैज्ञानिक अधिकारी (अल्कोहल प्रौद्योगिकी) के पद पर भर्ती की पद्यति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं-
1. संक्षिप्त शीर्षक और प्रारंभ – (1) इन नियमों का संक्षिप्त नाम राष्ट्रीय शर्क रा संस्थान, कानपुर, कनिष्ठ वैज्ञानिक अधिकारी (अल्कोहल प्रौद्योगिकी), समूह 'क' पद, भर्ती नियम, 2026 है।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उक्त उपाबद्ध अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि-उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं तथा उससे संबंधित अन्य बातें वे होंगी जो पूवोक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में विर्निर्दष्ट हैं।
4. निरर्हता- वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति-जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति- इन नियमों की कोई बात ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रतिनियुक्ति (अल्पकालिक संविदा सहित): क ें द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या स्वायत्त निकायों या कानूनी संगठनों या पब्लिक सेक्टर उपक्रमों या विश्वविद्यालयों या मान्यता प्राप्त अनुसंधान संस्थाओं के अधिकारी: (अ) (i) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हुआ हो; या (ii) जिन्होंने वेतन मैट्रिक्स (रु. 53100-121300) में स्तर -9 में नियमित आधार पर पद पर नियुक्ति के पश्चात दो वर्ष की सेवा की हो; या (iii) जिन्होंने वेतन मैट्रिक्स (रू. 47600-109100) में स्तर -8 में नियमित आधार पर पद पर नियुक्ति के पश्चात चार वर्ष की सेवा की हो; या (iv)जिन्होंने वेतन मैट्रिक्स (रू. 44900-102800) में स्तर -7 में नियमित आधार पर पद पर नियुक्ति के पश्चात पांच वर्ष की सेवा की हो; या (v) जिन्होंने वेतन मैट्रिक्स (रु. 35400-81200) में स्तर -6 में नियमित आधार पर पद पर नियुक्ति के पश्चात दस वर्ष की सेवा की हो; और (आ ) जो निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हो: अनिवार्यः (अ) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से विज्ञान या इंजीनियरी में मास्टर डिग्री सहित किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से औद्योगिक किण्वन और अल्कोहल प्रौद्योगिकी में स्नातकोत्तर डिप्लोमा से एक वर्ष या उससे अधिक अवधि के अल्कोहल प्रौद्योगिकी में स्नातकोत्तर डिप्लोमा; तथा (आ) (i) औद्योगिक किण्वन और अल्कोहल प्रौद्योगिकी के क्षेत्र में शिक्षण या अनुसंधान या परामर्श में तीन वर्ष का अनुभव; या (ii) पर्यवेक्षीय क्षमता में डिस्टिलरी में कार्य करने का तीन वर्ष का व्यावहारिक अनुभव। वांछनीय: (i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से रसायन विज्ञान में पीएचडी या राष्ट्रीय शर्क रा संस्थान (अल्कोहल प्रौद्योगिकी) की फे लोशिप; (ii) वैज्ञानिक और तकनीकी रिपोटों और समीक्षाओं के प्रारूपण या संपादन का अनुभव। टिप्पण 1: विभागीय अनुसंधान सहायक (सूक्ष्म जीव विज्ञान) की वेतन मैट्रिक्स स्तर-6 (रू. 35,400-1,12,400 / -) में दस वर्ष की नियमित सेवा होने और प्रतिनियुक्ति के आधार पर नियुक्ति पर विचार करने के लिए विहित शैक्षिक अर्हता और अनुभव होने पर, बाहरी लोगों के साथ विचार किया जाएगा। यदि विभागीय अभ्यर्थी को नियुक्ति के लिए चुना जाता है; तो इसे प्रोन्नति द्वारा भरा हुआ माना जाएगा। टिप्पण 2: प्रतिनियुक्ति की अवधि (अल्पकालिक संविदा सहित),जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर वाह्य पद में प्रतिनियुक्ति की अवधि (अल्पकालिक संविदा सहित) है, साधारणतया तीन वर्ष से अधिक नहीं होगी। टिप्पण 3: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा (अल्पकालिक संविदा सहित) आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। |

G.S.R. 87.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Scientific Officer (Alcohol Technology) in the National Sugar Institute, Kanpur under the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely: -
1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Junior Scientific Officer (Alcohol Technology), Group 'A' Post, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of the post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, ex-servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Master's degree in Science or Engineering from a recognised university or institute, with Post-Graduate Diploma in Industrial Fermentation and Alcohol Technology or Post- Graduate Diploma in Alcohol Technology of one year or more duration from a recognised university or institute; and (B). (i) three years experience in teaching or research or advisory experience in the field of Industrial Fermentation and Alcohol Technology; or (ii) three years practical experience of working in a distillery in a supervisory capacity. |
Desirable:
(i) PhD in Chemistry from a recognised university or institute or Fellowship of National Sugar Institute (Alcohol Technology);
(ii) experience in drafting or editing of scientific and technological reports and reviews.
Note 1: The departmental Research Assistant (Microbiology) with ten years regular service in pay level-6 (Rs. 35,400-1,12,400/-) in the pay matrix and having the educational qualification and experience prescribed for considering appointment on deputation basis shall be considered along with outsiders. If the departmental candidate is selected for the appointment; it shall be treated as having been filled by promotion.
Note 2: The period of deputation (including short-term contract), including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.

सा.का.नि. 88.—संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय शर्क रा संस्थान, कानपुर के वरिष्ठ यंत्र अभियंता और तकनीकी अधिकारी (यंत्र यांत्रिकी) भर्ती नियम, 2017 को, जहां तक उनका संबंध तकनीकी अधिकारी (यंत्र यांत्रिकी) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, उपभोक्ता मामले, खाद्य एवं सार्वजनिक वितरण विभाग, राष्ट्रीय शर्क रा संस्थान, कानपुर में तकनीकी अधिकारी (यंत्र इंजीनियरी) के पद पर भर्ती की विधि को विनियमित करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारंभ – (1) इन नियमों का संक्षिप्त नाम राष्ट्रीय शर्क रा संस्थान, कानपुर, तकनीकी अधिकारी (यंत्र इंजीनियरी), समूह 'क' पद भर्ती नियम, 2026 है।

2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उनका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो उक्त उपाबद्ध अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विर्निर्दष्ट है।

G.S.R. 88.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in the supersession of the National Sugar Institute, Kanpur, Senior Instrument Engineer and Technical Officer (Instrument Engineering) Recruitment Rules, 2017, in so far as they relate to the post of Technical Officer (Instrument Engineering), expect as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Officer (Instrument Engineering) in the National Sugar Institute, Kanpur under the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely :-
1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Technical Officer (Instrument Engineering), Group 'A' Post Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of the post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. All the 3 three) Estate Officers appointed under this Notification will be able to exercise powers conferred under Public Premises (Eviction of Unauthorized Occupants Act, 1971, on all the lands and buildings covered by the above mouzas concurrently.
The said appointments shall come into effect from the date of publication of this Notification in the Official Gazette.
