सा.का.नि. 139.— राष्ट्रपति संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय के अधीन स्वापक नियंत्रण ब्यूरो में सिस्टम एनालिस्ट (हार्डवेयर और नेटवकिग) के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. - (1) इन नियमों का संक्षिप्त नाम सिस्टम एनालिस्ट (हार्डवेयर और नेटवकिग), स्वापक नियंत्रण ब्यूरो, गृह मंत्रालय, समूह 'क' पद, भर्ती नियम, 2026 है।
(2) ये नियम राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विनिदिष्ट है।

4. निरर्हता - वह व्यक्ति —
(क) जिसने ऐसे व्यक्ति से, विवाह किया है या विवाह की संविदा की है जिसका पति या जिसकी पत्नी जीवित है;
अथवा
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति - जहां कें द्रीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, तो वह लिखित में दर्ज किए जाने वाले कारणों और संघ लोक सेवा आयोग के परामर्श से, किसी भी वर्ग या श्रेणी के व्यक्ति के संबंध में इन नियमों के किसी भी प्रावधान में छू ट दे सके गी।
6. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियाँ, अनुसूचित जनजातियों, अन्य पिछड़ो वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| पदोन्नति द्वारा: स्वापक नियंत्रण ब्यूरो का विभागीय प्रोग्रामर (सूचना प्रौद्योगिकी सॉफ्टवेयर) जिसने वेतन मैट्रिक्स स्तर-8 (ग्रेड 47600-151100 रुपये) में चार वर्ष की नियमित सेवा पूरी की हो और जिसने स ुसंगत क्षेत्र में स्वापक नियंत्रण ब्यूरो द्वारा संचालित दो सप्ताह का प्रशिक्षण सफलतापूर्वक पूर्ण किया है। ि टप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होनें अपनी अर्हता या पात्रता सेवा पूर्ण कर ली है, पदोन्नति के लिए विचार किया जा रहा हो, वहाँ उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा, परंतु यह कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा अपेक्षित अर्हक या पात्रता सेवा से अधिक या दो वर्ष, उनमें से जो भी कम हो, से कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हता या पात्रता सेवा पूरी कर ली है, अगली उच्चता श्रेणी में पदोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्र तिनियुक्ति द्वारा (अल्पकालिक संविदा सहित): - क ें द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या स्वायत्त निकायों या सांविधिक संगठन या सार्वजनिक क्षेत्र के उपक्रमों या मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त अनुसंधान संस्थानों के वे अधिकारी जिन्होंने; (क) (i) मूल संवर्ग या विभाग में नियमित आधार पर समान पद धारण किया हुआ है; या (ii) मूल संवर्ग या विभाग में वेतन मैट्रिक्स (53100-167800 रुपये) में स्तर -9 या उसके समकक्ष पदों पर नियमित आधार पर नियुक्ति के बाद दो वर्ष की सेवा प्रदान की हो; या (iii) मूल संवर्ग या विभाग में वेतन मैट्रिक्स (47600-151100 रुपये) में स्तर -8 या उसके समकक्ष पदों पर नियमित आधार पर नियुक्ति के बाद चार वर्ष की सेवा प्रदान की हो; और ( ख) निम्नलिखित निर्धारित शैक्षिक अर्हता और अनुभव प्राप्त किया हो: (i) कं प्यूटर एप्लीके शन या कं प्यूटर साइंस में मास्टर डिग्री; अथवा (ii) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से कं प्यूटर विज्ञान या कं प्यूटर इंजीनियरिग या कं प्यूटर एप्लीके शन में मास्टर ऑफ टेक्नोलॉजी; अथवा (iii) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से कं प्यूटर इ ंजीनियरिग या कं प्यूटर विज्ञान या कं प्यूटर प्रौद्योगिकी या क ं प्यूटर विज्ञान और इंजीनियरिग या सूचना प्रौद्योगिकी या | विभागीय पदोन्नति समिति (पदोन्नति पर विचार करने के लिए) में शामिल हैं: — 1. संघ लोक सेवा आयोग क े चेयरमैन या सदस्य- च ेयरपर्सन; 2. अपर महानिदेशक या उप महानिदेशक, स्वापक नियंत्रण ब्यूरो- सदस्य; 3. स ंयुक्त सचिव या निदेशक, गृह मंत्रालय- सदस्य ि वभागीय पुष्टिकरण समिति (पुष्टि पर विचार करने के लिए) में शामिल हैं: — 1. महानिदेशक या अपर महानिदेशक, स्वापक नियंत्रण ब्यूरो- समकक्ष चेयरपर्सन; 2. स ंयुक्त सचिव, गृह म त्रालय- ं सदस्य; 3. उप महानिदेशक, स्वापक नियंत्रण ब्यूरो- सदस्य | पदोन्नति के लिए संघ लोक सेवा आयोग से परामर्श आवश्यक है। | NaN |
| क ं प्यूटर एप्लीके शन या इलेक्ट्रॉनिक्स या कम्युनिके शन में बैचलर ऑफ इंजीनियरिग या बैचलर ऑफ टेक्नोलॉजी; तथा ( ग) भारत सरकार या राज्य सरकार या संघ राज्य क्षेत्र के प्रशासन या मान्यता प्राप्त अनुसंधान संस्थानों या सार्वजनिक क्षेत्र के उपक्रमों या स्वायत्त निकायों या सांविधिक संगठनों में जिसमें यूनिक्स या विडोज, नेटवकिग, नेटवर्क प्रोटोकॉल, नेटवर्क मैनेजमेंट सिस्टम, नवीनतम रिलेशनल डाटा बेस मैनेजमेंट सिस्टम पर्यावरण और विकास उपकरण में इलेक्ट्रॉनिक डाटा प्रोसेसिग कार्य का दो वर्ष का अनुभव शामिल हो। ि टप्पण 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो पदोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे, इसी प्रकार प्रतिनियुक्त व्यक्ति पदोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे। टिप्पण 2: प्रतिनियुक्ति की अवधि (अल्पकालिक संविदा सहित), जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य बाह्य काडर पद पर प्रतिनियुक्ति की अवधि शामिल है (अल्पकालिक संविदा सहित) साधारणतया तीन वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) द्वारा नियुक्ति के लिए अधिकतम आयु- सीमा आवेदन प्राप्त होने की अंतिम तिथि को छप्पन वर्ष से अधिक नहीं होगी। |

G.S.R. 139.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of System Analyst (Hardware and Networking) in the Narcotics Control Bureau, under the Ministry of Home Affairs, namely:-
1. Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Narcotics Control Bureau, System Analyst (Hardware and Networking), Group 'A' Post, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. — The number of the said post, its classification and level in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. — The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. — No person, — (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
327 [भाग II—खण्ड 3(i)] भारत का राजपत्र : अगस्त, 8/ श्रावण 17,1948Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

N ote 1: The Departmental officers in the feeder grade who are in the direct line of promotion will not be eligible for consideration for appointment on deputation similarly; the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall be not exceeding three years. The maximum age-limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years on the closing date of receipt of application. | Home Affairs - Member. सा.का.नि. 140.— राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए गृह मंत्रालय, पुस्तकालय और सूचना सहायक भर्ती (संशोधन) नियम, 2016 को, उन बातों के सिवाय, अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय में पुस्तकालय और सूचना सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ.–(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, पुस्तकालय और सूचना सहायक (समूह 'ख' पद) भर्ती नियम, 2026 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.– उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से स्तंभ (13) में विनिदिष्ट हैं ।

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुमेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 140.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, Library Information Assistant Recruitment (Amendments) Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in the Ministry of Home Affairs, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Home Affairs, Library and Information Assistant (Group 'B' Post) Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.– The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Note-2: The eligibility service shall continue to be ten years for departmental candidate holding the post of Library Clerk in level- 2 (Rs. 19900-63200) in the pay matrix on regular basis on the date of notification of these rules. Deputation including short term contract: Officers of the Central Government or State Government or Union territory Administration or public sector undertaking or recognised Research Institutions or Universities or Statutory or Autonomous Organisations,- (a)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with six years service in the grade rendered after appointment thereto on regular basis in posts in Level-5 (Rs. 29200-92300) in the pay matrix or equivalent in the parent cadre or department; and (b) possessing the educational qualifications and experience prescribed for direct recruits under column (7). Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. सा.का.नि. 141.— राष्ट्रपति संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और कृ षि एवं किसान कल्याण मंत्रालय, कृ षि, सहकारिता एवं किसान कल्याण विभाग, आथिक एवं सांख्यिकी निदेशालय, सहायक पुस्तकालय एवं सूचना अधिकारी और पुस्तकालय एवं सूचना सहायक (समूह 'ख' पद) भर्ती नियम, 2017 को, उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या किए जाने का लोप किया गया है, कृ षि एवं किसान कल्याण मंत्रालय, कृ षि एवं किसान कल्याण विभाग के आथिक, सांख्यिकी एवं मूल्यांकन प्रभाग में पुस्तकालय एवं सूचना सहायक के पद के लिए भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का संक्षिप्त नाम कृ षि एवं किसान कल्याण मंत्रालय, कृ षि एवं किसान कल्याण विभाग, आथिक, सांख्यिकी एवं मूल्यांकन प्रभाग, पुस्तकालय एवं सूचना सहायक (समूह ख) भर्ती नियम, 2026 है ।
(2) ये नियम राजपत्र में इनके प्रकाशन की तारीख से प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विनिदिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि – उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिदिष्ट हैं।
4. निरर्हता- कोई व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है; विवाह किया है या विवाह का अनुबंध किया है; या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए, किसी अन्य व्यक्ति से विवाह किया है या विवाह का अनुबंध किया है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार भी हैं, तो वह ऐसे किसी भी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सकती है।
5. शिथिल करने की शक्ति- जहां कें द्रीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बावत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति- इन नियमों की कोई भी बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के लिए उपबंध करना अपेक्षित है।

G.S.R. 141.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Economics and Statistics, Assistant Library and Information Officer and Library and Information Assistant (Group 'B' posts) Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in the Economics, Statistics and Evaluation Division in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, namely:-
1. Short title and commencement.- (1) These rules may be called Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, Economics, Statistics and Evaluation Division, Library and Information Assistant (Group B post) Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the Schedule.
4. Disqualification.- No person, ______
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि– उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट है।
4. निरर्हता-वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परंतु, यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति - जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों, पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार, अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

बशर्ते कि कें द्र सरकार, यदि संतुष्ट हो कि ऐसा विवाह उस व्यक्ति और विवाह के दूसरे पक्ष पर लागू व्यक्तिगत कानून के तहत अनुमेय है और ऐसा करने के अन्य आधार भी हैं, तो किसी भी व्यक्ति को इस नियम के संचालन से छू ट दे सकती है।
5. छू ट देने की शक्ति। – यदि कें द्र सरकार को यह प्रतीत होता है कि ऐसा करना आवश्यक या उचित है, तो वह लिखित रूप में दर्ज किए जाने वाले कारणों के साथ आदेश द्वारा, किसी वर्ग या श्रेणी के व्यक्तियों के संबंध में इन नियमों के किसी भी प्रावधान में छू ट दे सकती है।
6. बचत – इन नियमों में ऐसा कु छ भी नहीं है जो अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, पूर्व सैनिक और अन्य विशेष श्रेणियों के व्यक्तियों के लिए कें द्र सरकार द्वारा समय-समय पर जारी किए गए आदेशों के अनुसार प्रदान किए जाने वाले आरक्षण, आयु सीमा में छू ट और अन्य रियायतों को प्रभावित करे।

08 वर्ष की नियमित सेवा पूरी की हो; और
(ख) जिन्होंने सचिवालय प्रशिक्षण एवं प्रबंधन संस्थान या समकक्ष
पाठ्यक्रम में रोकड़ एवं लेखा कार्य का प्रशिक्षण प्राप्त किया हो और
रोकड़, लेखा एवं बजट कार्य का दो वर्ष का अनुभव रखते हों।
नोट 1.- पदोन्नति की सीधी पंक्ति में आने वाले विभाग के अधिकारी जो
फीडर श्रेणी में आते हैं,प्रतिनियुक्ति पर नियुक्ति के लिए पात्र नहीं होंगे।
इसी प्रकार, प्रतिनियुक्ति पर आए अधिकारी भी पदोन्नति पर नियुक्ति के
लिए पात्र नहीं होंगे।
नोट 2.- प्रतिनियुक्ति की अवधि, जिसमें इस नियुक्ति से ठीक पहले कें द्र
सरकार के इसी या किसी अन्य संगठन या विभाग में धारित किसी अन्य
गैर-संवर्ग पद पर प्रतिनियुक्ति की अवधि भी शामिल है, सामान्यतः तीन
वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति के लिए अधिकतम आयु
सीमाआवेदन प्राप्त होने की अंतिम तिथि तक, छप्पन वर्ष की आयु से
अधिक नहीं होनी चाहिए।
नोट 3.- जहां अर्हता या पात्रता सेवा पूरी कर चुके कनिष्ठों की पदोन्नति
के लिए विचार किया जा रहा है, वहां उनके वरिष्ठों को भी पदोन्नति हेतु

G.S.R. 143.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Delhi Milk Scheme, Junior Accounts Officer Recruitment Rules, 1999 and the Delhi Milk Scheme (Accountant and Cashier Group 'C') Recruitment Rules,1996, in so far as they relate to the post of Accountant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Accounts Officer in Delhi Milk Scheme under the Department of Animal Husbandry and Dairying in the Ministry of Fisheries, namely:-
1. Short title and commencement.- (1) These rules may be called the Delhi Milk Scheme, Junior Accounts Officer, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of post, its classification and level in this pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1.- The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputaionists shall not be eligible for appointment on promotion.
Note 2.- Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of Central Government shall ordinarily not to exceed three years. The maximum age- limit for deputation
shall not be exceeding fifty six years, as on the closing date of receipt of application.
Note 3.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
