क्रमांक F-15-06/ 2022/ 20-3 . छत्तीसगढ़ शासन स्कूल शिक्षा विभाग की अधिसूचना कं. एफ/10- 17/2001 रायपुर , दिनांक 27/11/2002 अधिकमित करते हुए , शीघ्रलेखन एवं मुद्रलेखन कम्प्यूटर कौशल परीक्षा परिषद्, लोक शिक्षण संचालनालय छत्तीसगढ़ का गठन करता है तथा परिषद् के गठन एवं कार्यकरण के संबंध में निम्नलिखित नियम बनाते है, अर्थात्ः-
नियम
1. परिषद् के उददेश्य. विभिन्न शासकीय, अर्धशासकीय कार्यालयों एवं स्वायत्तशासी संस्थाओं में डाटा एन्ट्री आपरेटर/प्रोग्रामर/ सहायक प्रोग्रामर / सहायक ग्रेड- तीन तथा शीघ्रलेखक / स्टेनो टायपिस्ट के पदों पर नियुक्ति के लिए परिषद् द्वारा आवश्यक कौशल एवं कम्प्यूटर पारंगतता के मूल्यांकन हेतु हिन्दी / अंग्रेजी कम्प्यूटर टायपिंग कौशल परीक्षा एवं हिन्दी/ अंग्रेजी स्टेनोग्राफी की परीक्षाएं आयोजित करेगा तथा पात्र परीक्षार्थियों को प्रमाण - पत्र प्रदाय करेगा ।
2. परिषद् का गठन.- परिषद् हेतु पदेन एवं नामांकित सदस्य निम्नानुसार होंगेः-

3. परीक्षाएं.- परिषद्, प्रदेश में परीक्षायें नीचे वर्णित नियमों के अनुरूप आयोजित करेगी तथा सफल परीक्षार्थियों को प्रमाण पत्र प्रदान करेगी ।
(1 ) परिषद् द्वारा आयोजित समस्त परीक्षाओं के लिए आवेदन परिषद् की वेबसाईट पर आनलाईन ही स्वीकार किए जायेंगे । डाक तथा अन्य माध्यमों से जमा किए गए आवेदन स्वीकार नही किये जायेंगे । स्वतः अमान्य होंगे ।
(2) परिषद् में पंजीकृत मूल्यांकनकर्ताओं द्वारा हिन्दी / अंग्रेजी शीघ्रलेखन की कम्प्यूटर से टंकित उत्तर- पुस्तिकाओं का मैन्यूअल तरीके से मूल्यांकन करेंगे तथा विभिन्न गतियों की कम्प्यूटर मुद्रलेखन कौशल परीक्षाओं का मूल्यांकन कम्प्यूटर द्वारा किया जायेगा ।
(3) परिषद् द्वारा परीक्षाएं प्रत्येक छः माह में (वर्ष में 02 बार ) निम्नांकित विषयों में ऐसे केन्द्रों पर आयोजित की जाएंगी, जहाँ कम से कम 50 परीक्षार्थी उपलब्ध हों । यह भी स्पष्ट किया जाता है कि 50 से कम परीक्षार्थी होने पर, परिषद् द्वारा निर्धारित परीक्षा केन्द्र पर परीक्षार्थी को परीक्षा देनी होगी । परीक्षा केन्द्रों पर उपलब्ध संसाधन एवं परिषद् के निर्णय के उपरान्त परीक्षा संबंधी जानकारी परिषद् की बेवसाईट / शिक्षा विभाग के पोर्टल पर अपलोड की जायेगी साथ ही परीक्षाओं की तिथियां एवं परीक्षा केन्द्रों की जानकारी प्रमुख समाचार पत्रों में भी प्रकाशित की जायेगी , जैसा कि परिषद् के अध्यक्ष के द्वारा निर्धारित किया जायेगा :-
(100 शब्द प्रति मिनिट) शीघ्रलेखक के लिये
(अ) अंग्रेजी शीघ्रलेखन परीक्षा
(100 शब्द प्रति मिनिट) शीघ्रलेखक के लिये
(ब) हिन्दी शीघ्रलेखन परीक्षा
(स ) अंग्रेजी कम्प्यूटर टायपिंग कौशल परीक्षाएं कमशः 5000, 8000 एवं 10000 की key डिप्रेशन प्रतिघंटा की गति से ।
(द) हिन्दी कम्प्यूटर टायपिंग कौशल परीक्षाएं कमशः 5000, 8000 एवं 10000 की key डिप्रेशन प्रतिघंटा की गति से ।
4. परीक्षा शुल्क.- हिन्दी / अंग्रेजी शीघ्रलेखन तथा हिन्दी / अंग्रेजी कम्प्यूटर टायपिंग कौशल परीक्षा 5000, 8000 एवं 10,000 key डिप्रेशन प्रति घंटे की गति के लिए परीक्षा शुल्क, परिषद् द्वारा निर्धारित किये गये नियम अनुसार देय होगा तथा उक्त जमा राशि, शासन के राजस्व मद में देय होगी । किसी भी परीक्षार्थी को परिषद् द्वारा आयोजित परीक्षा में अनुपस्थित होने अथवा अनुत्तीर्ण होने पर या अन्य किन्हीं कारणों से परीक्षा शुल्क वापस नहीं किया जायेगा ।
टिप्पणीः- उपरोक्त परीक्षाओं हेतु परीक्षा शुल्क शासन द्वारा निर्धारित नियमों के अनुरूप देय होगा एवं शुल्क में परिवर्तन होने पर, समय - समय पर उचित माध्यमों से अधिसूचित किया जायेगा । 750(1)

(1 ) परीक्षा में सम्मिलित होने के लिये आवेदन निर्धारित प्रारूप में आनलाईन जमा किया जायेगा, जो सभी दृष्टि से पूर्ण हो तथा निर्धारित शुल्क साथ में संलग्न करना होगा । ऑनलाईन जमा किये गये आवेदन पत्र की एक प्रति, संबंधित परीक्षार्थी अपने पास सुरक्षित रखेगा ।
(2) भारत गणराज्य के राज्य क्षेत्र से हाईस्कूल परीक्षा अथवा समकक्ष परीक्षा उत्तीर्ण परीक्षार्थी को, उपरोक्त परीक्षाओं में सम्मिलित होने की पात्रता होगी । परीक्षार्थी को ऑनलाईन आवेदन प्रस्तुत करने की अंतिम तिथि को 16 वर्ष की आयु का होना अनिवार्य है ।
5. परीक्षा पद्धति.-
(1) हिन्दी/ अंग्रेजी शीघ्रलेखनः-
(क) परीक्षार्थी को 100 शब्द प्रति मिनट की गति से 500 शब्दों का डिक्टेशन 5 मिनट में दिया जाएगा । परीक्षार्थी को डिक्टेटेड आलेख कम्प्यूटर से टाईप करने के पूर्व 5 मिनिट का समय पढ़ने के लिए दिया जायेगा । इस अवधि में वे आलेख का अध्ययन करेंगे तथा कम्प्यूटर सिस्टम का परीक्षण कर सकेंगे । डिक्टेटेड आलेख को कम्प्यूटर सिस्टम से 40 मिनट में कम्प्यूटर पर टाईपिंग करना होगा । किसी भी स्थिति में हस्तलिखित आलेख मान्य नहीं होगा । डिक्टेटर द्वारा मूल आलेख को डिक्टेट करने के पूर्व 100 शब्द प्रति मिनट की गति से एक मिनट का ट्रायल पेसेज भी दिया जायेगा ।
(ख ) परीक्षा हेतु परिषद् द्वारा निर्धारित परीक्षा केन्द्र पर परीक्षार्थी को कम्प्यूटर सिस्टम उपलब्ध कराया जाएगा तथा परीक्षार्थी को पेंसिल लाना होगा । आलेख नोट पुस्तिका में निर्धारित स्थान पर प्रणाली को उद्धृत करना अनिवार्य होगा ।
(2) हिन्दी/ अंग्रेजी कम्प्यूटर टायपिंग कौशल:- कम्प्यूटर से हिन्दी / अंग्रेजी कम्प्यूटर टायपिंग कौशल परीक्षाओं में 5000, 8000 एवं 10,000 key डिप्रेशन प्रतिघंटा की गति से 15 मिनट के प्रश्न पत्र की टायपिंग कौशल परीक्षा ली जायेगी ।
(क) 5000 key डिप्रेशनः 83.33 key डिप्रेशन प्रतिमिनट की गति से 15 मिनट में 1250 key डिप्रेशन, प्रश्न पत्र लगभग 1668 key डिप्रेशन का होगा , इसमें से 1250 key डिप्रेशन (75%) 15 मिनट में सही टंकित होने पर ही परीक्षार्थी उत्तीर्ण घोषित किया जायेगा ।
(ख) 8000 key डिप्रेशन 133.3 key डिप्रेशन प्रतिमिनट की गति से 15 मिनट में 2000 key डिप्रेशन प्रश्न पत्र लगभग 2666 key डिप्रेशन का होगा , इसमें से 2000 key डिप्रेशन (75 %) 15 मिनट में सही टंकित होने पर ही परीक्षार्थी उत्तीर्ण घोषित किया जायेगा ।
(ग) 10000 key डिप्रेशन 166.6 key डिप्रेशन प्रतिमिनट की गति से 15 मिनट में 2500 key डिप्रेशन प्रश्न पत्र लगभग 3333 key डिप्रेशन का होगा , इसमें से 2500 key डिप्रेशन (75% ) 15 मिनट में सही टंकित होने पर ही परीक्षार्थी उत्तीर्ण घोषित किया जायेगा ।
उपरोक्त परीक्षाओं हेतु हिन्दी / अंग्रेजी की कम्प्यूटर टायपिंग कौशल परीक्षा के लिए Krutidev 010, Devlys 010 की- बोर्ड ले आऊट , यूनिकोड (Unicode Font) फोंट या समिति द्वारा लिए गए निर्णयानुसार कोई अन्य उपयुक्त फॉन्ट का चयन किया जायेगा, जो अंतिम होगा । 750 (2)

6. मूल्यांकन.- हिन्दी / अंग्रेजी शीघ्रलेखन की परीक्षा तथा हिन्दी / अंग्रेजी कम्प्यूटर टायपिंग गति 5000 , 8000 एवं 10000 की डिप्रेशन प्रतिघंटा के मान से कौशल परीक्षाओं की उत्तर पुस्तिकाओं के मूल्यांकन, परिषद द्वारा बनाये गये नियम के अनुसार सम्पन्न होगी ।
7. अभिलेखन. - परिषद द्वारा आयोजित विभिन्न परीक्षाओं की उत्तर पुस्तिकाओं का अभिलेखन ( रिकार्ड) केवल एक वर्ष तक ही सुरक्षित रखा जायेगा, तत्पश्चात समिति द्वारा अनुमोदन उपरांत रिकार्ड विनष्ट कर दिया जाएगा ।
8. नियम बनाने की शक्ति. आयुक्त / संचालक , लोक शिक्षण संचालनालय, छत्तीसगढ़ पदेन अध्यक्ष, शीघ्रलेखन एवं मुद्रलेखन कम्प्यूटर कौशल परीक्षा परिषद को अधिकार होगा कि परिषद् की आम सभा में पारित निर्णय अनुसार मूल्यांकन संबंधी नियम बना सकेगी । नियमों के संबंध में उत्पन्न आपत्तियों पर अध्यक्ष का निर्णय अंतिम होगा ।
शीघ्रलेखन एवं मुद्रलेखन कम्प्यूटर कौशल परीक्षा परिषद् के अध्यक्ष को परीक्षा आयोजन के संबंध में नीतिगत निर्णय. लेने का सम्पूर्ण अधिकार होगा । परिषद् के सचिव / समिति, समय- समय पर परीक्षा के संचालन के सम्बंध में आवश्यकतानुसार परिवर्तन एवं घोषित परीक्षा परिणाम में न्यूनतम परिवर्तन कर सकेंगें, साथ ही परीक्षा के सुचारु संचालन के संबंध में सामान्य दिशा- निर्देश देने एवं उनमें सुधार करने के भी अधिकार होंगे , बशर्ते ऐसे निर्देश परिषद् के सदस्यों द्वारा सर्वसम्मति से लिए गये हो तथा अध्यक्ष द्वारा अनुमोदित हों ।

NOTIFICATION
F - 15-06/2022/ 20-3 . In supersession of the School Education Department's vide Notification No. F/10-17 / 2001 , Raipur , dated 27/11/2022 , the Government of Chhattisgarh , hereby, constitutes the Council of Shorthand and Computer Typing Skill Test , Directorate of Public Insturctions , Chhattisgarh and makes the following rules relating to constitution of the Council and its working procedure , namely: -
RULES
1. Objectives of the Council.- The Council will conduct Examinations in Hindi/ English Computer Typing and Hindi/ English Stenography to evaluative the requisite skill and computer proficiency for appointment to the posts of Data Entry Operators / Programmers /Assistant Programmer/Assistant Grade- III and Stenographers / Steno - typists in various Government/ Semi - Government offices and Autonomous Bodies and will provide certificates to the eligible examinees .
2. Constitution of the Council.- The ex- officio and nominated members for the Council are as follows: -

1. Commissioner / Director , Public Instruction, Chhattisgarh ,

2. Establishment Officer of Chhattisgarh Govt . Mantralaya,

3. Training officer, ( English Language Training Institute - ELTI ) Directorate of Languages , Chhattisgarh , Raipur

3. Examinations.- The Council shall conduct the examinations as per rules hereunder in the State and shall grantCertificates to successful examinees : -
(1) The application forms for all the examinations conducted by the Council will be accepted online in the website of the Council . The Application forms submitted through Post or any other medium will not be accepted and shall automatically be rejected.

(2) The evaluators registered in the Council shall evaluate by manual mode of the answer- sheets typed through computer of Hindi/ English Council of Shorthand and Computer Typing Skill Test of various speeds will be evaluated by the computer .
(3) The examinations will be held in the following subjects by the Council after every 6 months ( twice in a year) in the Centers where at least 50 examinees are available . It is also clear that less than 50 examinees , the examinee has to take the exam on examination centre determined by the Council .
In view to resources available and After deciding to the Council on examination centre , information about conducting the examinations shall be up - loaded on the website of the Council/portal of the Education Department alongwith information regarding date of the examination and examination centre shall also be published in prominent newspapers , as may be determined by the Chairman of the Council: -
(a) English Shorthand Examination ( 100 words per minute) for Stenographers .
(b) Hindi Shorthand Examination ( 100 words per minute) for Stenographers .
(c) English Computer Typing Skill Examinations , speed of per hour 5000 , 8000 and 10000 Key depression , respectively .
(d) Hindi Computer Typing Skill Examinations , speed of per hour 5000 , 8000 and 10000 Key depression, respectively.
4 Examination fee.- For Hindi /English Shorthand and Hindi / English computer typing skill test as 5000, 8000 and 10000 key depression per hour speed , examination fee will be payable in accordance with the rules determined by the council and said deposited amount shall be payable in Revenue Head of the Government .
The examination fee will not be refunded to any examinee for being absent or failing in the examination conducted by the Council or for any other reason whatsoever .
NOTE : - The Examination fee for the above mentioned Examination shall be payable as per rules determined by the Government and any change in the fee structure will be notified by suitable mediums , from time to time .
(1 ) To appear in the examination , one has to submit an online application in the prescribed format , which is complete in all aspects , along with the prescribed fee . It is mandatory for the concerned applicant to keep a copy of the application submitted online , safely with his /her .
(2) A examinee , who have passed High school or equivalent examination from area of any State of the Republic of India , will be eligible to appear in the above examinations . It is also mandatory for the examinee to have completed 16 years of age on the last date of online submission of the application form .

750( 5) 5. Examination Method.-
(1) Hindi / English Shorthand: -
(a) A dictation of 500 words at the speed of 100 words per minute , will be given to the examinee in 5 minutes . The examinee will have given 5 minutes to read the detected passage before typing on the computer . During this period , they will study the passage and they will test the Computer System . The detected passage will have to be typed in 40 minutes from the computer system . In any case , the hand- written passage will not be accepted . Before dictating the original passage , a trial passage of one minute at the speed of 100 words per minute will be given by the dictator.
(b) The Computer system will be made available to the examinee by the Council , in the prescribed Examination Hall for the examination and examinee will have brought the pencil with him/her . It is mandatory to quote the " System " (Pranali) in the prescribed space on the passage dictation diary.
(2) Instructions for Hindi / English Computer Typing Skill Test: - In Speed of 5000 , 8000 and 10000 words per hour in computer to Hindi / English computer typing 15 minutes question paper typing skill test will be taken.
(a) 5000 Key depression : - 1250 Key depression in 15 minutes at the speed of 83.33 Key depressions per minutes ,
Question paper will be approximatively of 1668 key depressions out of which 1250 key depressions ( 75 %) will only have to be correctly typed to pass the examination in 15 minutes .
(
b) 8000 Key depression : - 2000 Key depression in 15 minutes at the speed of 133.3 Key depressions perminutes,
Question paper will be approximatively of 2666 key depressions out of which 2000 key depressions ( 75 %) will only have to be correctly typed to pass the examination in 15 minutes.
(c) 10000 Key depression: - 2500 Key depression in 15 minutes at the speed of 166.6 Key depressions perminutes,
Question paper will be approximatively of 3333 key depressions out of which 2500 key depressions (75 % ) will only have to be correctly typed to pass the examination in 15 minutes .
For the Hindi / English Computer Typing Skill Test for above examination ( Test) , Kruti Dev 010 , Devlys 010 key - board layout , Unicode Font or any other appropriate font as decided by the Committee can be selected and shall be final .
6. Evaluation.- Evaluation for answer sheets of Hindi/ English Shorthand test and Hindi / English computer typing skill test at the rate of 5000 , 8000 and 10000 key depression per hour speed shall be made as per the rules made by the council .
7. Record.- The record of answer books of various examinations conducted by the Council will be kept safely only for one year , thereafter the record will be destroyed after approval by the committee .

8. Power to make rules . - Commissoner / Director , Directorate of Public Instructions , Chhattisgarh , Ex office Chairman of the Council of Shorthand and Computer Typing Skill Test shall have the right to make rules as per the decision passed in the general meeting of the council . On objections arised regarding rules , the decision of the Chairman shall be final .
The Chairman of the Council of Shorthand and Computer Typing skill Test, Chhattisgarh will have complete authority to take policy related decisions regarding the conduction of the Examinations (Test) . The Secretary / Committee of the Council will have the Right to make time to time required amendments with respect to conducting the examination and to make minimal corrections in the declared examination result , along with will also have the right to give general instructions with regard to smooth conduct of the examinations and make amendments therein from time to time , Provided that such instructions should unanimously be given by the members of the Council and also be approved by the Chairman of the Council .
