PROJ-41011/349/2026-C&I. राज्य सरकार का यह समाधान हो गया है कि राज्य में औद्योकगक कनकास को अकधक गकन प्रदान करने के लनए नोकिहन में ऐसा करना आनश्यक है, अनएन, राज्य ासन, एनद्द् नारा, छत्तीसगढ़ राज्य की औद्योकगक कनकास नीकन 2024-30 की कं कनका (12.29) एनं अध्याय स-2 की कं कनका क्रमांक 14 में उल्लेखनन प्रानधानों के अनुसरण में, औद्योकगक कनने प्रोत्साहन के माध्यम से राज्य में नृहद उद्योग की स्ापना हेनु, राज्य में "टेक्सटाईन" सेक्टर में कनने हेनु, मेससस नरोन टेक्सटाइन इन््रास्ट्र क्चर एं न एननायरो मैनेमिेंट (NTIEM) और इसके सदस्य उद्योगों के लनए कनेष कनने प्रोत्साहन पैके ि(बी-स्पोक पैके )ि का कनधासरण कनम्नानुसार करना है ैः -
1. औद्योकगक कनकास नीकन 2024-30 के अंनगसन औद्योकगक कनने प्रोत्साहन के लनए "टेक्सटाईन / गारमेंट सेक्टर" के लनए अध्याय स-2 में प्रानधान किए गए हैं। मेससस नरोन टेक्सटाइन इन््रास्ट्र क्चर एं न एननायरो मैनेमिेंट (NTIEM) द्वारा राज्य में एकीकृ न नस्त्र कनकनमासण एनं कनीि औद्योकगक पाकस हेनु टेक्सटाईन / गारमेंट सेक्टर में नगभग 5,000 करोड़ रुपये कनने एनं नगभग 25,000 व्यखनयों हेनु रोगिार सृलनि होना प्रस्ताकनन किया गया है।
2. इस पैके िके अंनगसन उन उद्यम के लनए कनम्नानुसार अनुदान/छू ट/रियायन की मदनार र्स्ीकृ कन की ािनी है:-
(1) इकाई को इस पैके िके कनम्नानुसार कनने प्रोत्साहन प्रदान किए ािएं गे:
(i) स्ायी पू ंीि कनने अनुदानैः 50%, रोगिार गुणक: 1-1.5, कनयासन गुणक: 1-1.2, दस नषों में कननरिन। (ii) ब्या िअनुदान: 5%, नालणखज्यक उत्पादन दिनांक से 7 नषस।
(iii) ईपीए अनुदानैः कनयोना (AOP के सदस्य) के अंदान का 75%, 7 नषों के लनए।
(iv) रोगिार सृनि अनुदानैः रु 5000 प्रकन पुरुष कमसचारी प्रकन माह, रु 6000 प्रकन मकहना कमसचारी प्रकन माह। प्रकन कमसचारी 5 नषों के लनए, अकधकनम प्रम नालणखज्यक उत्पादन दिनांक से 7 नषस। नालणखज्यक उत्पादन प्रारं भ होने से नीन माह पूनस से देय नेनन पर अनुदान देय होगा। (v) प्रलक्षण नृकत्त प्रकनपूकनस ैः एक माह का नेनन, प्रकन कमसचारी अकधकनम 15,000 नक, ना अकधकनम सीमा मान्य स्ायी पू ंीि कनने के 100% नक होगी। (छत्तीसगढ़ के मून कननालसयों हेनु)
(vi) कनद्युन अनुदानैः हरिन ऊािस की नपन पर रु 1 प्रकन यूकनट की दर से अनुदान, प्रम नालणखज्यक उत्पादन दिनांक से 10 नषों नक।
(2) स्ायी पू ंीि कनने अनुदान कनम्नानुसार टनसओनर से संबंकधन होगाैः

(3) रो़गिार गुणांक 1.0 से 1.5 नक परिनकनसन होगा, ोि किसी AOP द्वारा सृलनि रो़गिार की संख्या पर कनम्नानुसार आधारिन होगा।

3. यह पैके िकनम्नलनखनन नों के अधीन होगा-
(1) नरोन टेक्सटाइन इन््रास्ट्र क्चर एं न एननायरो मैनेमिेंट (NTIEM) को उद्यम आकांक्षा पंीियन प्राप्त करना होगा। (2) नरोल टेक्सटाइल इन््रास्ट्र क्चर एं ड एर्नायरो मैनेमिेंट (NTIEM) को ननीि औद्योननक पाकि र्नकसनत करने हेतु औद्योननक र्नकान नीनत 2024-30 की कं नडका 12.13 में उल्लेखनत नर्ने प्रोत्साहन प्रदान नकए ािएं ने।
(3) नरोल टेक्सटाइल इन््रास्ट्र क्चर एं ड एर्नायरो मैनेमिेंट (NTIEM) द्वारा ननीि औद्योननक पाकि में मूलभूत कॉमन अधोनंरचना र्एं नुर्नधाएं र्नकसनत की ािएं नी र्एं उनके नदस्ों को भूनम आबंटन नकया ािएना। AOP के नदस्ों द्वारा आबंनटत भूनम पर र्नननमाकण उद्यम स्ानपत नकया ािएना।
(4) आनकि नर्ने प्रोत्साहन की पात्रता AOP को इन पैके ि का लाभ तभी नमलेना बि उनके नदस्ों द्वारा नंयुक्ततः न्यूनतम रु.1000 करोड़ का नर्ने नकया ािएना र्अा नंयुक्ततः 1000 व्यखक्तयों को अपने स्ायी ननयोनि में रोनिार प्रदान नकया ािएना।
(5) AOP के नदस् द्वारा प्रमर् ासणखनक उत्पादन 31 माचक, 2030 ने पहले प्रारं भ करना र्आश्यक होना।
(6) कु ल पू ंीि नर्ने र्एं रोनिार नणना की नमय-नीमाः
(i) मान्य स्ायी पू ंीि नर्ने र्एं रोनिार की नणना हेतु नमय नीमा औद्योननक र्नकान नीनत 2024-30 के परिसष्ट-1 की कं नडका (17) में उल्लेखनत नमय नीमा के अनुनार होनी।
(ii) AOP को इन पैके िका लाभ तभी प्राप्त होना बि AOP के नदस् औद्योननक र्नकान नीनत 2024-30 के परिसष्ट-1 की कं नडका (17) में उल्लेखनत नमय नीमा के भीतर नंयुक्ततः न्यूनतम 1000 व्यखक्तयों को रोनिार प्रदान करे ना।
(iii) न्यूनतम 1000 रोनिार प्रदान करने पर AOP को र्ासणखनक उत्पादन प्रारं भ नदनांक ने इन पैके ि के अंतनकत उल्लेखनत अनतरिक्त नर्ने प्रोत्साहन एरियनक के रूप में प्रदान नकए ािएं ने।
(iv) स्ायी पू ंीि नर्ने के अंतनकत भूनम, ेड/र्भन, प्ांट/मीनरी, र्नद्युत आपूनतक, लि आपूनतक, र्लिायु ननयंत्रण, आई.टी. नडािइन, नी.ए.डी./नी.ए.एम. र्एं कं प्यूटर, उत्पादन नंबंधी नीचर, डी.ीि. नेट, अननमन हाइडर ेट, ई.टी.पी., एन.टी.पी., ेिड.एल.डी. ता श्रनमकों के सलए डॉरमेटर ी नखनसलत होंने।
(7) AOP के नदस्ों को प्रमर् ासणखनक उत्पादन प्रारं भ करने ने प्रमर् वक में अपने स्ायी ननयोनि में न्यूनतम 50%, 3 र्वक के भीतर न्यूनतम 75% र्एं प्रम 5र् वों में न्यूनतम 90% छत्तीननढ़ के मूल नर्नासनयों को रोनिार प्रदान करना होना। 4. इन पैके िमें उखल्लखनत ब्ों का अाकनर््यन औद्योननक र्नकान नीनत 2024-30 र्एं इनके ननयानर््न के सलए बने ननयमों के अनुनार होना। इन पैके िका ननयानर््यन नम्बंनधत छू ट, अनुदान, प्रनतपूनतक हेतु ािरी ननयमों में उखल्लखनत प्रननया के अनुनार नकया ािएना, ता र्आश्यक नदा-ननदे र्एं मानदिकन छत्तीननढ़ ानन,र् ासणन र्एं उद्योन र्नभान द्वारा ािरी नकए ाि नकें ने।
यह अनधनूचना के ािरी होने के नदनांक ने प्र्रृत्त माना ािएना।

NOTIFICATION
No. PROJ-41011/349/2026-C&I. The State Government is satisfied that it is necessary in the public interest to accelerate industrial development in the State. Therefore, the State Government, in pursuance of the provisions mentioned in Para (12.29) of the Chhattisgarh State Industrial Development Policy 2024-30 and Para 14 of Chapter C-2 thereof, hereby determines the Special Investment Incentive Package (Bespoke Package) for M/s Narol Textile Infrastructure and Enviro Management (NTIEM) and its member industries, for investment in the "Textile" sector in the State, for establishment of a large industry in the State through industrial investment promotion, as follows:-
1. Provisions have been made in Chapter C-2 of the Industrial Development Policy 2024-30 for industrial investment promotion for the "Textile/Garment Sector". M/s Narol Textile Infrastructure and Enviro Management (NTIEM) has proposed to invest approximately Rs. 5,000 crore in the Textile/Garment sector in the State for integrated textile manufacturing and a private industrial park, generating employment for approximately 25,000 persons.
2. Under this package, item-wise approval of subsidies/ exemptions/ concessions is granted for the said enterprise as follows:-
(1) The unit shall be provided the following investment incentives under this package:
(i) Fixed Capital Investment Subsidy: 50%, employment multiplier: 1–1.5, export multiplier: 1 - 1.2, distributed over ten years.
(ii) Interest Subsidy: 5%, for 7 years from the date of commercial production.
(iii) EPF Subsidy: 75% of the employer's (AOP member's) contribution, for 7 years.
(iv) Employment Generation Subsidy: Rs. 5,000 per male employee per month, Rs. 6,000 per female employee per month, for 5 years per employee, maximum up to 7 years from the date of first commercial production. The subsidy shall be payable on wages payable from three months prior to commencement of commercial production.
(v) Training Stipend Reimbursement: One month's wage, maximum Rs. 15,000 per employee, subject to a maximum ceiling of 100% of the eligible Fixed Capital Investment. (For domicile/original residents of Chhattisgarh)
(vi) Electricity Subsidy: subsidy on green energy consumption at the rate of Rs.1per unit, for 10 years from the date of first commercial production.
(2) The Fixed Capital Investment Subsidy shall be linked to turnover as follows:

(3) The employment multiplier shall vary from 1.0 to 1.5, based on the employment generated by AOP as per following:

3. This package shall be subject to the following conditions:-
(1) Narol Textile Infrastructure and Enviro Management (NTIEM) shall be required to obtain Udyam Aakanksha Registration.
(2) Narol Textile Infrastructure and Enviro Management (NTIEM) shall be provided the investment incentives mentioned in Para 12.13 of the Industrial Development Policy 2024-30 for developing the Private Industrial Park.
(3) Narol Textile Infrastructure and Enviro Management (NTIEM) shall develop basic common infrastructure and facilities in the private industrial park, and land shall be allotted to its members. Manufacturing enterprises shall be established by the AOP members on the land so allotted to them.
(4) The AOP shall be eligible for investment incentives, and shall receive the benefit of this package, only if a minimum investment of Rs.1,000 crore is made jointly by its members, or employment is provided to total 1,000 persons in their permanent employment.
(5) AOP members shall be required to commence first commercial production before 31 March 2030.
(6) Timeline for computation of total capital investment and employment:
(i) The timeline for computation of eligible Fixed Capital Investment and employment shall be as per the timeline mentioned in Para (17) of Annexure-1 of the Industrial Development Policy 2024-30.
(ii) The AOP shall receive the benefit of this package only if the AOP members jointly provide employment to a minimum of 1,000 persons within the timeline mentioned in Para (17) of Annexure-1 of the Industrial Development Policy 2024-30.
(iii) Upon providing minimum employment of 1,000 persons, the AOP shall be provided the additional investment incentive arrears under this package, from the date of commencement of commercial production.
(iv) Fixed Capital Investment shall include land, shed/building, plant & machinery, electricity supply, water supply, climate control, IT design, CAD/CAM and computers, production-related furniture, DG set, fire-fighting hydrant, ETP, STP, ZLD, and dormitories for workers.
(7) AOP members shall be required to provide employment, in their permanent employment, to a minimum of 50% domicile/original residents of Chhattisgarh in the first year from commencement of first commercial production, a minimum of 75% within 3 years, and a minimum of 90% within the first 5 years.
4. The interpretation of the terms mentioned in this package shall be as per the Industrial Development Policy 2024-30 and the rules framed for its implementation. Implementation of this package in respect of the concerned exemptions, subsidies, and reimbursements shall be carried out as per the procedure mentioned in the rules issued therefor, and necessary guidelines and directions may be issued by the Government of Chhattisgarh, Department of Commerce and Industry.
This notification shall be deemed to be effective from the date of its issue.
