RESOLUTION
TARIFFS
New Delhi , the 19th November , 1965
No. 5 ( 2 ) -Tar./65.-The Tariff Commission has submitted its Report on the continuance of protection to the Power and Distribution Transformers Industry on the basis of an inquiry undertaken by it under Sections , 11 ( e) and 13 of the Tariff Commission Act , 1951 ( 50 of 1951) . Its recom- mendations are as follows : -
( 1 ) Protection to the transformer industry should be continued for a further period of three years ending 31st December 1968 at the existing duty of 10 per cent ad valorem on transformers upto 50,000 KVA and 220 KV on the H.T. side and parts of such transformers , not otherwise specified , falling under I.C.T. item No. 72 ( 39 ) . This is exclusive of the regulatory customs duty as well as the surcharge .
(2) As the level of production of laminations and consequent pro- duction of transformers would depend entirely on the availa- bility of electrical steel sheets , larger allocation of foreign ex- change for import is imperative for the future development of the industry .

(3) The delays in the allocation of foreign exchange to expansion . projects of transformer manufacturers and the issue of import licences must be minimised.
(4) It would be advisable to include the production of steel strips. in 16 SWG also in the future production programme of the Rour- kela Steel Works .
(5) Early steps should be taken by Government for the substitu- tion of indigenous material for imports in all spheres where opportunities exist within the country . The production of CRGO sheets during the Fourth Plan period in preference to hot rolled sheets programmed for production at Rourkela plant of Hindustan Steel Ltd. should be explored .
( 6 ) As the transformer manufacturers are finding it difficult to pro- cure M.S. plates and sections from indigenous sources , high priority ought to be given to the transformer industry in the allocation of M.S. steel plates .
(7 ) The Indian Electrical Manufacturers ' Association has pleaded for a substantial increase in the allocation of copper to the wire manufacturers . It has also desired the Government to enter into an agreement with the producer country directly , if possible . This may be examined by Government .
(8 ) Government may examine the various suggestions made by the transformer industry for improving exports .
(9 ) The possibility of manufacture of seam welded radiators indi- genously may be explored by the Directorate General of Tech- nical Development .
(10) The Development Commissioner , Small Scale Industries , should, in consultation with the Directorate General of Technical Development , evolve a suitable arrangement for meeting the reasonable raw material requirements of the small scale units .
(11) In order to unify the requirements of various users , an orga- nisation like the Central Water and Power Commission could initiate collaboration amongst the purchasers of transformers . to reach an agreement regarding the general acceptance of Indian Standard Specifications.
(12) There is scope for immediate reduction of delivery periods pro- vided the planning of purchases by the Electricity Boards is well organised foreseeing their requirements of transformers. in advance according to the schemes approved and awaiting implementation by them .
(13) Dimensional standardisation of bushings above 11 KV should' be completed expeditiously with the concurrence of the prin- cipal transformer users so that the bushing manufacturers will have no difficulty in adopting the I.S.I. specifications .
(14) The adoption of ISI standards by the manufacturers of trans- formers and of components would remove the various short- comings that are being found owing to the multiplicity of designs in use in the country . The State Electricity Boards should therefore adhere to the I.S.I. standards in placing their orders with the producers for their future requirements of transformers .

(15) It is necessary for indigenous manufacturers to keep abreast of developments in other countries and to undertake research and development themselves .
2. Government have given careful consideration to recommendation (1) and having regard to the fact that in the present circumstances there is no likelihood of any unhealthy competition from imports and in view of the rate of duty on protected categories of power and distribution transformers and component parts thereof having gone up under the Finance ( No. 2 ) Act , 1965 beyond the level of protective rate recommend- ed by the Tariff Commission , Government consider that tariff protection to the Power and Distribution Transformers Industry need not be continued beyond 31st December , 1965 .
Government , however , propose to continue the rate of duty as at pre- sent . Necessary legislation to implement Government's decisions will be undertaken in due course .
3. Government have taken note of recommendations ( 2 ) to ( 6 ) and (8) to ( 11 ) and steps will be taken to implement them as far as possible . Attention of the purchasers of transformers is also invited to recommen- dation ( 11 ) . Government have noted recommendation (7 ) .
4. Attention of the State Governments is drawn to recommendations (12) to ( 14 ) . Attention of the principal transformer users and the bush- ing manufacturers is drawn to recommendation ( 13 ) and that of the manufacturers of transformers and of components to recommendation (14) .
5. Attention of the manufacturers of transformers is also invited to recommendation ( 15) .

नई दिल्ली, दिनांक 19 नवम्बर , 1965
सं ० 5 ( 2 ) -टेरि०/ 65 . -टैरिफ आयोग अधिनियम 1951 ( 1951 का 50 ) की धारा 11 ( न ) और 13 के अन्तर्गत की गई जांच के आधार पर टैरिफ आयोग ने अपना प्रतिबेदन प्रस्तुत कर दिया है जो कि बिजली और वितरण ट्रांसफार्मर उद्योग का संरक्षण जारी रखने के विषय में हैं । इसकी सिफारिशें इस प्रकार हैं :--
( 1 ) ट्रान्सफार्मर उच्द्योग का संरक्षण 31-12-1968 को समाप्त होने वाली तीन वर्ष की अवधि के लिये और जारी रहना चाहिये । यह संरक्षण 50 हजार THE GAZETTE OF INDIA EXTRAORDINARY

के ०वी० ए ० तथा 220 के ० वी ० ए ० , एच ० टी० की तरफ और उन ट्रान्पफार्मरों के हिस्सों के लिए भी जिनका अन्यथा उल्लेख नहीं है और जो आई ० सी . टी. मर संख्या 72 ( 39 ) के अन्तर्गत आते हैं, के लिए वर्तमान शुल्क अर्थात् मूल्य के 10 प्र ० श ० तक जारी रहना चाहिये । यह विनियामक सीमा शुल्क तथा अधिभार को छोड़ कर होगा ।
( 2 ) चूंकि लैमिनेशन्स के उत्पादन का स्तर और उसके कारण ट्रांसफार्मरों का उत्पादन पूर्णतः विद्युत् इस्पात की चादरें उपलब्ध होने पर निर्भर होगा इसलिए इस उद्योग के भावी निकास के लिए आयात के लिए अधिक विदेशी मुद्रा निर्धारिण करना आवश्यक होगा ।
( 3 ) ट्रांसफार्मरों के निर्माताओं को बिस्तार प्रायोजनाओं के लिए बिदेशौ मुद्रा के आबंटन तथा आयात लाइसेंस जारी करने में जो निलम्म होता है वह न्यूनतम कर देना चाहिये ।
( 4 ) राउरकेला इस्पाप्त फारखाने के भावी उत्पादन कार्यक्रम में 16 एस ० डब्ल्यू . जी . की इस्पानों पत्तियों का उत्पादन भी शामिल कर लेना उचित होगा ।
( 5 ) भागात की जाने बाली वस्तुओं के स्थान पर सभी क्षेत्रों में जहां कहीं भी देश के अन्दर सम्भाबनाएं हों , देशी बस्तुओं का उपयोग करने के लिए सरकार द्वारा शीघ्र कदम उठाये जाने चाझिए । चौथी योजना अवधि में हिन्दुस्तान स्टील लि• के राउरकेला संयंत्र गर्म करके बनाई जाने वाली चादरों के स्थान पर सी ० आर जी० ओ ० चादरों के उत्पादन की जांच पड़ताल करमी चाहिए ।
( 6 ) चूकि ट्रान्सफार्मर निर्माताओं को देशी स्त्रोतों में एम ० एस ० प्लेटें और सैक्शन प्राप्त करने में कठिनाई होती है इसलिए एम ० एस ० प्लेट देने में ट्रांसफार्मर उद्योग को ऊंची प्राथमिकता देनी चाहिए ।
( 7 ) भारतीय विद्युत् निर्माता संघ ने कहा है कि तार निर्माताओं को आवंटित किए जाने बाले तांबे में काफी वृद्धि कर देनी चाहिए । उसने यह भी इच्छा प्रकट की है कि यदि सम्भव हो तो सरकार को सीधे उत्पादक देश के साथ करार कर लेना चाहिए । सरकार इस पर विचार कर सकती है ।
( 8 ) निर्यात में सुधार करने के लिये ट्रान्सफार्मर 'उद्योग ने जो विभिन्न सुझाव दिये हैं उन पर सरकार विचार करे ।
( 9) तकनीकी विकाम के महा- निदेशक देश में जोड़ की अलाई कर के रेड़येटर बनाने की सम्भावनाओं पर विचार करें ।
(10 ) लघु उद्योगों के विकास आयुक्त को तकनीकी विकास के महा-निदेशक की सलाह से कोई ऐसी उपयुक्त व्यवस्था करनी चाहिए जिससे कि छोटे कारखानों की कच्चे माल सम्बन्धी उचित आवश्यकताएं पूरी की जा सकें ।
( 11 ) विविध उपयोक्ताओं की आवश्यकताओं का समन्वय करने के उद्देषय से केन्द्रीय जन तथा बिजली आयोग जैसा कोई संगठन ट्रान्सफार्मरों के खरीददारों के मध्य ऐसे सहयोग का सूत्रपात कर सकता है जिससे कि भारतीय प्रतिमानों की सामान्य स्वीकृति के लिए एक करार किया जा सके ।

( 12 ) माल देने की अवधियों को तत्काल ही कम करने की गुंजाइश है बशर्ते कि बिजली बोडों द्वारा की जाने वाली खरीदों की योजना भली प्रकार बनाई जाय और ऐसा करने में उन के द्वारा स्वीकृत तथा अमल के लिए पड़ी हुई योजनाओं के अनुसार ट्रान्सफार्मरों की भारी मावश्यकताओं को ध्यान में रख लिया जाय ।
( 13) 11 के ० वी० से अधिक की बुशिग की मापों का मानकीकरण प्रमुख ट्रान्सफार्मर उपयोक्ताओं की सहमति से शीघ्र समाप्त किया जाये जिससे निर्माताओं को भारतीय मानकशाला के मानक अपनाने में कोई कठिनाई न हो ।
( 14) भारतीय मानकशाला के मानकों के ट्रान्सफार्मर तथा उनके हिस्से पुर्जी के निर्माताओं द्वारा अपना लिये जाने पर वे विभिन्न त्रुटियां दूर हो जायेंगी जो देश में बहुत सी डिजायनों के चलन के कारण हो रही हैं । इसलिए राज्यों के बिजली बोर्डों को चाहिये कि ट्रान्सफार्मर सम्बन्धी अपनी भावी आवश्यकताओं के आर्डर देते समय घे भारतीय मानकशाला के प्रतिमानों पर ही जोर दें ।
( 15 ) देशी निर्माताओं को चाहिये कि में अन्य देशों में होने वाले विकास के बराबर रहें और स्वयं भी गवेषणा तथा विकास का कार्य करते रहें ।
2. सरकार ने सिफारिश ( 1 ) पर सावधानी से विचार किया है और इस तथ्य को ध्यान में रखते हुए कि वर्तमान अवस्थाओं में आयात से कोई बुरी प्रतिस्पर्धा होने की सम्भावना नहीं है और यह भी देखते हुए कि बिजली तथा वितरण सम्बन्धी मंरक्षित श्रेणी के ट्रान्सफार्मरों तथा उन के हिस्सों पुर्णों के प्रशुल्क की दर वित्त ( सं ० 2 ) अधिनियम, 1965 के अन्तर्गत टैरिफ आयोग द्वारा सिफारिश- शुदा संरक्षित दर के स्तर से भी ऊंची हो गई है, सरकार का विचार है कि बिजली तथा वितरण ट्रान्स- फार्मर उद्योग का टैरिफ संरक्षण 31 दिसम्बर 1965 के आगे जारी नहीं रहना चाहिये ।
फिर भी सरकार प्रशुल्क की दर वर्तमान के समान ही बनाये रखना चाहती है । सरकार के निश्चयों को अमल में लाने के लिये आवश्यक कानून यथासमय बनाया जायगा ।
3. सरकार ने सिफारिशें ( 2 ) से ( 6 ) तथा ( 8 ) से ( 11 ) नोट कर ली हैं और उन्हें यथासम्भव अमल में लाने के लिये कदम उठाये जायेंगे । ट्रान्सफार्मरों के खरीदारों का ध्यान सिफारिश ( 11 ) की भोर दिलाया जाता है । सरकार नै सिफारिश ( 7 ) भी नोट कर ली है ।
4. राज्य सरकारों का ध्यान सिफारिश ( 12 ) से ( 14 ) की ओर दिलाया जाता है । प्रमुख ट्रान्सफार्मर उपयोक्ताओं और बुशिग निर्माताओं का ध्यान सिफारिश ( 13 ) की ओर तथा ट्रान्स- फार्मर और उनके हिस्से निर्माताओं का ध्यान सिफारिश ( 14 ) की ओर दिलाया जाता है ।
5. ट्रान्सफार्मर निर्माताओं का ध्यान सिफारिश ( 15 ) की ओर भी दिलाया जाता है ।
आदेश
आदेश दिया जाता है कि यह संकल्प भारत के राजपत्र में प्रकाशित कर दिया आय और उस की एक एक प्रति समस्त सम्बद्ध व्यक्तियों को भेज दी जाय ।
