RULES
New Delhi , the 8th July 1972
G.S.R. 333 ( E ) .-The rules for a limited departmental competitive examination for inclusion in the Select List for the Integrated Grades II and III of the General Cadre of the Indian Foreign Service , Branch 'B ' to be held by the Union Public Service Commission in 1973 , are hereby published for general information .
2. The approximate number of persons to be selected for inclusion in the Select List for the Integrated Grades II and III of the General Cadre of the Indian Foreign Service Branch 'B ' will be 18. ( This includes 3 vacancies reserved for Scheduled Castes and 1 vacancy for Scheduled Tribes Candidates . These numbers are liable to alteration ) .
3. Scheduled Castes / Tribes meun any of the Castes / Tribes mentioned in the Constitution ( Scheduled Castes ) Order , 1950 , the Constitution ( Schedulcá Castes ) (Part C States ) Order , 1951 , the Constitution ( Scheduled Tribes ) Order 1950 , and the Constitution ( Scheduled Tribes ) ( Part C States ) Order 1951 , as amend- ed by the Scheduled Castes and Scheduled Tribes Lists ( Modification ) Order , 1956 read with the Bombay Reorganisation Act . 1960 and the Punjab Reorgani- sation Act , 1966 ; the Constitution ( Jammu and Kashmir ) Scheduled Castes Order , 1956 , the Constitution ( Andaman and Nicobar Islands ) Scheduled Tribes Order , 1959, the Constitution ( Dadra and Nagar Haveli ) Scheduled Castes Order . 1962 , the Constitution ( Dadra and Nagar Haveli ) Scheduled Tribes Order 1962 , the

Constitution ( Pondicherry ) Scheduled Castes Order , 1964 , the Constitution ( Sche- duled Tribes ) ( Uttar Pradesh ) Order 1967 , the Constitution ( Goa , Daman and Diu) Scheduled Castes Order , 1968 , the Constitution ( Goa, Daman and Diu ) Scheduled Tribes Order , 1968 and the Constitution (Nagaland ) Scheduled Tribes Order, 1970 .
4. ( i ) The examination will be conducted by the Union Public Service Com- mission in the manner prescribed in the Appendix to these rules .
( ii ) The dates on which and the places at which the examination will be held shall be fixed by the Commission .
5. Any permanent or temporary officer of the Indian Foreign Service Branch 'B' belonging to Grade IV of the General Cadre , or Grade II of the cypher sub- Cadre , who , on the 1st January , 1973 , satisfies the following conditions shall be eligible to appear at the cxamination: -
(1) Length of Service . He should have rendered a continuous Service of not less than five years in any one or as the case may be , more than one of the follow- ing posts in Indian Foreign Service , Branch ' B ' , namely : -
( i ) Grade IV of the General Cadre ;
( ii ) Grade II of the Cypher Sub - Cadre ;
( 2 ) Age ( a ) . He should not be more than 40 years of age , i.e. , he must not have been born earlier than 1st January , 1933 .
Provided that-
( i ) any candidate born earlier than 1st January 1933 but not earlier than Ist January , 1932 who had rendered a continuous service of not less than five years on the 1st January , 1972 .
( ii ) any candidate born earlier than 1st January 1932 but not earlier than 1st January 1931 who had rendered a continuous service of not less than five years on the 1st January 1971 .
( iii ) any candidate born earlier than 1st January 1931 but not earlier than 1st January 1930 who had rendered a continuous service of not less than five years on the 1st January 1970 .
in any one , or as the case may be , more than one of the grades , mentioned above shall also he cligible for admission to the examination to be held in 1973 as a special case . This relaxation would be admissible for the examination to be held in 1973 only.
(b) The age limit prescribed above will be further relaxable:
( i) up to a maximum of five years if a candidate belongs to a Scheduled Castes or a Scheduled Tribes;
( ii) up to a maximum of three years if a candidate is a bona fide displaced person from erstwhile East Pakistan and had migrated to India on or after 1st January , 1964 but before 25th March , 1971 .
( iii) up to a maximum of eight years if a candidate belongs to a Scheduled Castes or a Scheduled Tribes and is also a bona fide displaced person from erstwhile East Pakistan and had migrated to India on or after 1st January 1964 but before 25th March 1971 ;
( iv) up to the maximum of three years if a candidate is a resident of the Union Territory of Pondicherry and has received education through the medium of French at some stage ;
(v) up to a maximum of three years if a candidate is a bona fide repatriate of Indian origin from Ceylon and has migrated to India on or after 1st November , 1964 , under the Indo- Ceylon Agreement of October , 1964.
( vi) up to a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also a bona fide repatriate of Indian origin from Ceylon and has migrated to India on or after 1st November , 1964, under the Indo - Ceylon Agreement of October 1964;

(vii) up to a maximum of three years if a candidate is a resident of the Union Territory of Goa , Daman and Diu ;
(viii ) up to a maximum of three years if a candidate is of Indian origin and has migrated from Kenya , Uganda and the United Republic of Tan- zania ( for merly Tanganyika and Zanzibar ) ;
( ix) up to a maximum of three years if a candidate is a bona fide repatriate of Indian origin from Burma and has migratedto India on or after 1st June , 1963 ;
(x) up to a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also a bona fide repatriate of Indian origin from Burma and has migrated to India on or after 1st June 1963;
(xi ) up to a maximum of three years in the case of Defence Services per- sonnel disabled in operations during hostilities with any foreign country or in a disturbed area , and released as a consequence thereof;
(xii ) up to a maximum of eight years in the case of Defence Services per- sonnal , disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof, who belong to the Scheduled Castes or the Scheduled Tribes .
Save as provided above the age limit prescribed can in no case be relaxed
NOTE 1.- Officers belonging to Grade IV of the General Cadre or Grade II of the Cypher Sub - Cadre , who are on deputation to ex - cadre posts with the ap- proval of the competent authority shall be eligible to be admitted to the ex- amination , if otherwise eligible .
This , however , does not apply to a person who has been appointed to an ex- cadre post or to another Service on ' transfer ' and does not have a lien on any post in the Indian Foreign Service Branch 'B' .
NOTE 2.-Assistants of the Central Secretariat Service who are on deputation to the Indian Foreign Service Branch 'B' shall not be eligible for admission to the examination .
6. The decision of the Commission as to the eligibility or otherwise of a candi- date for admission to the examination shall be final .
7. No candidate will be admitted to the examination unless he holds a certi- ficate of admission from the Commission .
8. A candidate who is or has been declared by the Commission guilty of im- personation or of submitting fabricated documents or documents which have been tampered with or of making statements which are incorrect or false or of sup- pressing material information or otherwise resorting to any other irregular or improper means for obtaining admission to the examination , or of using or attempting to use unfair means in the examination hall or of misbehaviour in the examination hall may, in addition to rendering himself liable to criminal prose- cution:-
( a) be debarred permanently or for a specified period : -
(1 ) by the Commission , from admission to any examination or appearance at any interview held by the Commission for selection of candi- dates; and
( ii ) by the Central Government from employment under them .
(b ) be liable to disciplinary action under the appropriate rules .
9. Any attempt on the part of a candidate to obtain support for his candida- ture by any means may be held by the Commission to be a conduct which , would disqualify him for admission to the examination .
10. Candidates must pay the fee prescribed in Annexure I to the Commission's Notice.

11. After the examination , candidates will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate; and in that order so many candidates as are found by the Commission to be qualified by the examination shall be recommended for inclusion in the select list of the Integrated Grade II and III of the General Cadre of the Indian Foreign Service , Branch 'B ' up to the required number.
Provided that candidates belonging to the Scheduled Castes or the Scheduled Tribes may, to the extent the number of vacancies reserved for the Scheduled Castes and the Scheduled Tribes can not be filled on the basis of the general standard , be recommended by the Commission by a relaxed standard to make up the deficiency in the reserved quota , subject to the fitness of these candidates for inclusion in the Select List of Integrated Grade II and III of the General Cadre of the Indian Foreign Service ' B ' irrespective of their ranks in the order of merit at the examination .
NOTE 2. The form and manner of communication of the result of the examina- not a qualifying examination . The number of persons to be included in the Select List for the Integrated Grade II and III of the General Cadre of the Indian Foreign Service , Branch 'B ' on the results of the examination is entirely within , the competence of Government to decide . No candidate will , therefore , have any claim for inclusion in the Select List on the basis of his performance in this ex- amination, as a matter of right .
NOTE 2- The form and manner of communication of the result of the examina- tion to individual candidates shall be decided by the Commission in their discre- tion and the Commission will not enter into correspondence with them regarding the result .
12. Success in the examination confers no right to selection unless Govern- ment are satisfied , after such enquiry as may be considered necessary , that the candidate is eligible and suitable in all respects for selection .
Provided that the decision as to ineligibility for selection in the case of any candidate recommended for selection by the Commission shall be taken in con- sultation with the Commission .
13. A candidate , who , after applying for admission to the examination or after appearing at it , resigns his appointment in Grade IV of the General Cadre/ Grade II of the Cypher Sub - cadre of Indian Foreign Service Branch ' B ' or otherwise quits the Service or severs his connection with it , or whose services are terminated by his Department or who is appointed to an ex - cadre post or to another Service on ' transfer ' and does not have a lien on any post in Indian Forelgn Service Branch ' B ' , will not be eligible for appointment on the results of this examination .
This , however , does not apply to a person , who has been appointed on depu- tation to an ex - cadre post with the approval of the competent authority .
APPENDIX
The examination shall be conducted according to the following plan :-
Part I. Written examination carrying a maximum of 450 marks in the subjects as shown in para 2 below
Part II. Evaluation of record of service of such of the candidates as may be decided by the Commission in their discretion , carrying a maxi- mum of 150 marks .

2. The subjects of the written examination in Part I , the time allowed and the maximum marks allotted to each paper will be as follows :-

3. The syllabus for the examination will be as shown in the attached schedule .
4. All question papers must be answered in English .
5. Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe to write the answers for them.
6. The Commission have discretion to fix qualifying macks in any or all of the subjects at the examination .
7. Marks will not be allotted for mere superficial knowledge .
8. Deduction up to 5 per cent of the maximum marks in the written subjects will be made for illegible handwriting
9. Credit will be given for orderly , effective and exact expression , combined with the economy of words in all subjects of the examination .

EXAMINATION
( 1 ) Noting and Drafting , Precis Writing .
In addition to question requiring candidates to prepare notes and drafts on specific problems , passages may also be set for summary or precis .
( 2) Procedure and Practice in Govenment of India Secretariat and attached offices :-
This is intended to be an intensive and detailed test in methods and pro- cedure of work in the Government of India Secretariat and Attached Offices . Some guidance on the subject can be obtained from-
Manual of Office Procedure current at the time of the Notification.

(3) General Knowledge of the Constitution of India and Machinery of Govern ment; Practice and procedure in Parliament .
NOTE, Knowledge of the following will be expected ( i ) the main principles of the Constitution of India ; ( ii ) Rules of Procedure and Conduct of Business in the Lok Sabha and the Rajya Sabha; and ( iii ) the organisation of the machinery of the Government of India designation and allocation of subjects , between Ministries , Departments , and Attached and Subordinate Offices and their relation inter se .
(4) General Financial and Service Rules . The following books are recom- mended :-
( 1 ) Fundamental and Supplementary Rules ( A.G.P. & Ts . Compilation ) .
( ii ) C.S.R. ( Pension portion only ) .
( iii ) The Central Civil Services ( Conduct ) Rules , 1964,
( iv ) The Central Civil Services ( Classification , Control , and Appeal ) Rules , 1965 .
( v ) Compilation of the General Finance Rules ( Revised and Enlarged ) 1963.
(vi) Compilation of the Delegation of Financial Power Rules , 1958 ( with Government of India Decisions ) and the Delegation Orders , dated the 1st June , 1962 .
5. General Knowledge .
The paper will cover subjects of interest and importance at the present day. Questions will be set to test knowledge of the broad and salient features of the Five Year Plans and Community Development Schemes , as also intelligent awareness of current affairs , both national and international which an educated person may be expected to have . Candidates ' answers are expected to show their intellegent understanding of the questions and not detailed knowledge of any text books , reports , etc.

जो० एस ० प्रार ० 333 ( अ ) भारतीय विदेश सेवा शाख्रा के ( ख ) सामान्य संवर्ग के एकीकृत वर्ग दो और तीन की चयन सूची में सम्मिलिखित किए जाने के लिए संघ लोक सेवा आयोग द्वारा 1973 में ली जाने वाली सीमित विभागीय प्रतियोगिता परीक्षा के नियम यहां सर्वसाधारण की सूचना के लिए प्रकाशित किये जा रहे हैं ।
2. भारतीय विदेश सेवा , शाखा ( ख ) के सामान्य संवर्ग के एकीकृत वर्ग दो एवं तीन की चयन सूची में शामिल किए जाने के लिए चुने जाने वाले व्यक्तियों की सख्या लगभग 18 होगी ( इममै 3 स्थान अनुसूचित जाति के लिए और 1 स्थान अनुसूचित आदिम जाति के लिए सुरक्षित भी शामिल है ) ।

संविधान (अंडमान और निकोबार द्वीपसमूह ) अनुसूचित आदिम जाति श्रादेश , 1959 , संविधान (दादरा एवं नागरहवेली ) अनुसूचित जाति आदेश, 1962, संविधान ( दादरा एवं नागरहवेली) अनुसूचित आदिमजाति आदेश 1962 , संविधान ( पाडिचेरी ) अनुसूचित जाति आदेश 1964, मंविधान ( अनुसूचित श्रादिमजाति ) ( उत्तर प्रदेश ) आदेश 1967, संविधान ( गोश्रा, दमण और दीव) अनुसूचित जाति श्रादेश , 1968 संविधान ( गोश्रा , दमन और दीव ) अनुसूचित आदिमजाति आदेश , 1968 , और संविधान ( नागालैंड ) अनुसूचित आदिमजानि आदेश , 1970 में उल्लिखित अनुसूचित जातियां और आदिमजातियां ।
4. ( i ) संघ लोक सेवा आयोग यह परीक्षा इन नियमों के परिशिष्ठ में निर्धारित तरीके से लेगा ।
( ii ) जिन तारीखों को और जिन जगहों पर यह परीक्षा होगी वे संघ लोक मेवा आयोग द्वारा निश्चित की जाएगी ।
5. भारतीय विदेश सेवा, शाखा ( ख ) का कोई भी ऐसा स्थायी अथवा अस्थायी अधिकारी नो पामान्य संवर्ग के वर्ग IV में हो अथवा बीजांक उप-संवर्ग के वर्ग II में हो और जो पहली जनवरी , 1973 को नीचे लिखी शतं पूरी करता हो वह इस परीक्षा में सम्मिलित हो मकेगा :--
( 1 ) सेवा काल. उसने भारतीय विदेश सेवा, शाखा (ख ) में निम्नलिखित किसी एक अथवा एक से अधिक पदो पर जैसी भी स्थिति हो कम से कम 5 वर्ष सेवा की हो:-
( i) सामान्य संवर्ग के वर्ग IV में ;
(ii ) बीजांक उप- मवर्ग के वर्ग II में ;
( 2) श्रायु ( क) उसकी आयु 40 वर्ष से अधिक नहीं होनी चाहिये अर्थात् उसका जन्म पहली जनवरी , 1933 से पूर्व का नही होना चाहिए । लेकिन:-
( 1 ) कोई उम्मीदवार जिसका जन्म पहली जनवरी , 1933 मे पूर्व का हो लेकिन 1 जनवरी , 1932 से पहले का नहीं और जिसने 1 जनवरी, 1972 तक कम से कम 5 वर्ष निरंतर सेवा की हो ।
( ii ) कोई उम्मीदवार जिमका जन्म पहली जनवरी , 1932 में पूर्व हुआ हो लेकिन 1 जनवरी , 1931 मे पूर्व नहीं, और जिसने 1 जनवरी 1971 तक कम से कम 5 वर्ष निरंतर सेवा की हो ; और
( iii ) कोई उम्मीदवार जिसका जन्म पहली जनवरी , 1931 मे पूर्व हुआ हो लेकिन 1 जनवरी , 1930 मे पूर्व नहीं और जिसने 1 जनवरी , 1970 तक कम से कम 5 वर्ष निरन्तर सेवा की हो ,
किसी एक अथवा, जैमी भी स्थिति हो , उल्लिखित एक से अधिक वर्गों में सेवा की हो, उसे भी 1973 में होने वाली परीक्षा में विशेष मामले के रूप में बैठने दिया जाएगा ; यह छूट सिर्फ 1973 में होने वाली परीक्षा के लिए ही होगी ।

( ख) ऊपर निर्धारित आयु सीमा में और भी छूट दी जाएगी जो इस प्रकार है:--
( i ) अगर कोई उम्मीदवार अनुसूचित जाति अथवा अनुसूचित आदिम जाति का तो अधिकतम छूट 5 वर्ष की होगी ;
( ii ) अगर कोई उम्मीदवार पहले के पूर्वपाकिस्तान का प्रमाणित विस्थापित व्यषि है और 1 जनवरी , 1964 से अथवा उसके बाद लेकिन 25 मार्च, 1972 से पूर्व भारत आ गया हो तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी ;
( iii ) अगर कोई उम्मीदवार अनुसूचित जाति अथवा अनुसूचित आदिमजाति का है और पहल के पूर्व पाकिस्तान का प्रमाणित विस्थापित व्यक्ति भी है और 1 जनवरी , 1964 को अथवा उसके बाद लेकिन 25 मार्च , 1971 से पूर्व भारत आ गया है तो उसे अधिकतम 8 वर्ष की छूट दी जाएगी ;
( iv ) अगर कोई उम्मीदवार पांडिचेरी संघ प्रदेश का निवासी है और अगर उसने किसी स्तर पर फैच के माध्यम से शिक्षा पाई है तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी ;
( v) अगर कोई उम्मीदवार श्रीलंका प्रमाणित देश प्रत्यावर्ती है और भारतीय मूल का है तथा एक नवम्बर , 1964 को अथवा उससे पूर्व अक्तूबर , 1964 के भारत , श्रीलंका करार के अधीन भारत आ गया है तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी;
( vi ) अगर कोई उम्मीदावर अनुसूचित जाति अथवा अनुसूचित श्रादिमजाति का है और श्रीलंका का भारत मूल का प्रमाणित देश प्रत्यावर्ती है जो अक्तूबर , 1964 को भारत- श्रीलंका करार के अन्तर्गत 1 नवम्बर , 1964 को अथवा उसके बाद भारत आ गया है उसे अधिकतम 8 वर्ष की छूट दी जाएगी;
( vii ) अगर कोई उम्मीदवार गोआ , दमन और दियु संघ प्रदेश का निवासी है तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी;
( viii ) अगर कोई उम्मीदवार भारत मूल का है और कीनिया , उगांडा तथा संयुषत तंजानिया गणराज्य ( जो पहले टांगानिका और जंजीचार कहलाते थे ) से आया है तो उसे अधिकतम 3 वर्ष की छूट दी आएगी ;
( ix ) अगर कोई उम्मीदवार बर्मा का भारत मूल का प्रमाणित देश प्रत्यावर्ती है और, 1 जून , 1963 को अथवा उसके बाद भारत आ गया है तो उसे अधिकतम 3 वष की छूट दी जाएगी
(X ) अगर कोई उम्मीदवार अनुसूचित जाति अथवा अनुसूचित आदिमजाति का है तथा बर्मा का भारत मूल का प्रमाणित देश प्रत्यावर्ती भी है और 1 जनवरी , 1963 को अथवा उसके बाद भारत श्रा गया है तो उसे अधिकतम 8 वर्ष की छूट दी जाएगी ;
( xi ) अगर कोई उम्मीदवार किसी दूसरे देश के साथ अथवा किसी गड़बड़ी वाले इलाके में लड़ाई के समय कार्रवाई में अपाहिज हो गया हो और रक्षा सेवा का कर्मचारी i 1EA 11.C. INDIA EXTRAORDINARY

है और परिणामतः उससे मुक्त कर दिया गया है तो उसे भी अधिकतम तीन वर्ष की छूट दी जाएगी ;
(xii ) अगर कोई उम्मीदवार ऐमा रक्षा मेवा कर्मचारी है जो किमी दूसरे देश अथवा किमी गड़बड़ी वाले इलाके मेंलड़ाई के दौरान कार्रवाई में अपाहिज हो गया है और परिणामत , मुक्त कर दिया गया है और जो अनुसूचित जाति अथवा अनुसूचित आदिम जाति का भी है उमे अधि कतम 8 वर्ष की छूट दी जाएगो :
कवर व बताया गया है उसके अतिरिक्त किसी और स्थिति में निर्धारित सीमा में होल नहीं दी जा सकती
नोट -सामान्य संवर्ग के वर्ग चार के अधिकारी अथवा बीजांक उप -संवर्ग के वर्ग वो के ऐसे अधिकारी भी , जी सक्म प्राधिकारी की अनुमति में संवर्ग नाहय वर्गों पर प्रतिनियुक्त हैं, श्रगर अन्यथा योग्य होंगे तो इस परीक्षा में बैठे सकेंगे ।
किन यह किमी ऐसी व्यक्ति पर शागू नहीं होगा जो किसी संवर्ग वाहय पद पर नियुक्त हो अथवा "स्थानान्तरण " पर किसी दूसरी सेवा में ही ओर भारतीय विदेश सेवा , शाखा (ख ) से किसी पद पर उसका पड़णाधिकार न हो ।
नोट 2.--केन्द्रीय मचिवालय सेवा के सहायक जो भारतीय विदेण मेवा शाखा (ख) में प्रतिनियुक्त हैं इम परीक्षा में बैठने योग्य नहीं होगे ।
6. परीक्षा में शामिल होने के विषय में किसी उम्मीदवार के पवाचार के विषय में अथवा ग्रन्यथा संत्र लोब गवा आयोग का निर्णय अन्तिम होगा ।
2. किसी भी उम्मीदवार को तत्र तक इरा परीक्षा में बैठने की अनुमति नहीं दी जायगी जब तक कि उसके पास संघ लोक सेवा आयोग का प्रवेग प्रमाण पत्र नहीं होगा ।
. अगर किमी उम्मीदवार को संघ लोक सेवा आयोग द्वारा क्षदमव्ययव्तता अथवा जाली प्रलेख अथवा ऐसे प्रनब्रों के जमा कराने का जिनके बाद में फेरबदल की गई हो ग्रथवा ऐसी बातें रखने का दोषी पाया गया हो जो गलत हो अथवा झूठी हों अथवा जिनमें महत्वपूर्ण सूचना को दबाया गया हो अथवा जिमने परीक्षा में प्रवेश पाने के लिए किसी भी अन्य अनुमति अथवा अनुचित तरीक से काम लिया हो अथवा परीक्षा हाल में नागुनासिब तरीके से काम लिया हो अथवा कोशिश कीहो अथवा परीक्षा हाल में थन्चित व्यवहार किया हो, उस पर आपराधिक अभियोग तो चलावी ही जा सकता है और इसके अतिरिक्त उमे,
(क) हमेशा के लिए अथवा एक निश्चित अवधि के लिए ;
{1} इस आयोग द्वारा उम्मीवदारों के चयन के लिए , इस आयोग द्वारा ली जाने वाली किसी परीक्षा में प्रवेश अथवा किसी माक्षाधिकार में , और
(2) केन्द्रीय सरकार द्वारा अपने अधीनस्थ योजना से वंचित किया जा सकता है ।
(ख) समोपयुक्त नियमों के अधीन अनुशासनात्मक कार्यवाही की जा सकती है ।
9. अगर कोई उम्मीदवार अपनी उम्मीदवारी के लिए उमर्थन प्राप्त करने की किमी भी तरह कोई कोशिश करता है तो इस कोशिश को यह आयोग एक ऐसा आचरण मानेगा, जिसकी वजह से उसे परीक्षा में प्रवेश के आयोग्य ठहराया जा सके ।
10 उम्मीदवारों को इस आयोग के नौटिम के उपबन्ध 1 में निर्धारित फीस देनी होगी ।

11. परीक्षां के बाद संघ लोक सेवा आयोग उम्मीदवारों के नामों को उनकी उस योग्यत के अनुरूप क्रमबद्ध करेगा जो प्रत्येक उम्मीदवार को अंतिम रूप से दिये गये पूर्णाकों के आधार पर स्थिर होता है हो , और इस क्रम में संघ लोक सेवा आयोग जिन उम्मीदवारों को परीक्षा में योग्य पाएगा उन्हें भारतीय विदेश सेवा शाखा ( ख ) सामान्य संवर्ग के एकीकृत वर्ग II और ।।। की चयन सूची में अपेक्षित संख्या तक शामिल करने की सिफारिश करेगा ।
लेकिन अनुसूचित जातियों अथवा आदिम जातियों के उतने उम्मीदवारों की , जितने स्थान अनुसूचित जातियों और अनुसूचित आदिम जातियों के लिए मुरक्षित स्थानों में से सामान्य स्तर के आधार परन भरे जा सके हों , आयोग द्वारा रियाती स्तर पर भी सिफारिश की जा सकती है जिससे कि सुरक्षित " कोटे " की कमी को पूरा किया जा सके बशर्ते कि ये उम्ममीदवार भारतीय विदेश सेवा ( ख ) के सामान्य संवर्ग के वर्ग ।। एवं ।।। की चयन सूची में शामिल किए जाने के योग्य हों , परीक्षा के योग्यता क्रम में उनकी स्थिति चाहे कुछ भी क्यों न रही हो ।
नोट 1- उम्मीदवारों को यह अच्छी तरह से समझ लेना चाहिए कि यह एक प्रतियोगिता परीक्षा है , अर्हकारी परीक्षा नहीं । परीक्षा के परिणाम के आधार पर भारतीय विदेश सेवा शाखा (ख ) के सामान्य संवर्ग के एकीकृत ।। और ।।। की चयन सूची में कितने व्यक्तियों को शामिल किया जाए यह तथ करना पूरी तरह मरकार की सामर्थ्य में है । इसलिए कोई भी उम्मीदवार अधिकार पूर्वक यह दावा नहीं कर सकेगा कि इस परीक्षा में उसके निप्पादन के आधार पर उमे चयन सूची में शामिल किया जाना चाहिए ।
नोट 2-- इस परीक्षा के परिणाम के विषय में प्रत्येक उम्मीदवार को किस रूप में और किस तरह समाचार दिया जाए इसका निश्चय संघ लोक सेवा आयोग अपने दिवेक मे करेगा और यह आयोग परिणाम के विषय में उनके साथ इम तरह का कोई पत्त्राचार नहीं करेगा ।
12. परीक्षा में मफलता से चयन का अधिकार नहीं मिल जाता जब तक कि आवश्यक पूछ- ताछ के बाद इम ओर से संतुष्ट न हो जाए कि वह उम्मीदवार चयन के लिए हर दृष्टि से योग्य ओर उप युक्त है ।
यह भी व्यवस्था है कि संघ लोक सेवा आयोग ने जिम उम्मीदवार के चयन को निकारिग को हो उसकी योग्यता का निर्णय इस आयोग के परामर्श से ही लिया जाएगा ।
13. अगर कोई उम्मीदवार इस परीक्षा में बैठने के लिए आवेदन - पत्र देगा अथवा इसमें बैठने के बाद भारतीय विदेश सेवा शाखा ( ख ) के सामान्य संवर्ग के वर्ग चार बीजांक उप-संवर्ग के बाँ दो में अपनी नियुक्ति में से त्यागपत्त्र दे देता है अथवा अन्यथा नौकरी छोड़ देता है अथवा उसमे अपना नाता तोड़ लेता है अथवा जिसकी मेवाएं उसके विभाग द्वारा समाप्त कर दी जाती हैं अथवा जिसे किसी संवग वाह्य पद पर अथवा स्थानान्तर' पर दूसरी सेवा में नियुक्त कर दिया जाता है और भारतीय विदेश सेत्रा शाखा ( ख ) में किसी पद पर जिसका ग्रहणाअधिकार नहीं रहना वह इम परीक्षा के परि णामों के आधार पर नियुक्त के योग्य नहीं होगा ।
लेकिन यह किसी ऐसे व्यक्ति पर लागू नहीं होता जो प्रतिनियुक्ति पर किसी संवर्ग बाहूय पद पर सक्षम प्राधिकारी की पूर्वानियुक्ति से नियुक्ति किये गये हों ।

परिशिष्ट
निम्नलिखित योजना के अनुसार परीक्षा आयोजित की जाएगी :--
भाग 1-- नीचे पैरा 2 में दिखाए गए विषय में लिखिन परीक्षा , जिसमें अधिकतम 450 होगे !
7 2-- ऐसे उम्मीदवारों के सर्विस रिकार्ड का मूल्यांकन, जिनको आयोग अपने विवेक से निश्चिन करेगा ओर इस मूल्यांकन में अधिकतम अक 150 होंगे ।
2. भाग 1 में लिखित परीक्षा के विषय , नियत समय और प्रश्न पत्त्र में निर्धारित अधिकतम अंक इस प्रकार होंगे : --

3. परीक्षा का पाठ्य विवरण मंत्रद्र अनुसूची के अनुसार होगा ।
4. सभी प्रश्न पत्नों के उत्तर अंग्रेजो में दिए जाने चाहिए ।
5. उम्मीदवारों को अपने हाथ से प्रश्न पत्त्र के उत्तर लिखने चाहिए । किमी भी हालत में उन्हे अपने उत्तर लिलने के लिए किसी लिपिक से सहायता लेने की अनुमति नहीं दी जाएगी ।
6. अयोग को यह अधिकार होगा कि वह इस परीक्षा के किसी भी या सभी विषयों में अर्हक अंक निर्धारित करे ।
7. केवल बाहरी ज्ञान के लिए अंक नहीं दिए जायेंगे ।
8. अपठनीय लेख न के लिए लिखित विषयों के अधिकतम अंक में से 5 प्रतिशत अंक तक काट लिए जांएगे ।
9. उन लोगों को श्रेय दिया जाएगा जो परीक्षा के सभी विषयों में व्यवस्थित , प्रभावपूर्ण और सही ढंग से उत्तर देंगे और यथोचित रुप से शब्द - भितव्ययिता से काम लेंगे ।

अनुसची
परीक्षा का पाठ्यक्रम
जहां नियमों , आदेशों , अनुदेशों आदि का ज्ञान अपेक्षित है वहां उम्मीदवारों से इस बात की प्रत्याशा की जाती है कि इस परीक्षा की अधिसूचना प्रकाशित होने की तारीख तक जारी संशोधन से परिचित हों ।
( 1) दिग्वणी और मसोदा लखन सार लेखन -इस प्रश्न के अतिरिक्त जिसमें उम्मीदवारों से टिप्पणी और मसौदा तैयार करने के लिए कहा जाएगा , ऐमे उदाहरण भी दिए जा सकने जिनका संक्षेप या सार प्रस्तुत करना होगा ।
( 2) भारत सरकार सचिवालय तथा सम्बद्ध कार्यालयों में क्रियाविधि और कार्यप्रणाली- इसका उद्देश्य भारत सरकार सचिवालय और मम्न्ध कार्यलयों को कार्य की विधियों और प्रक्रिया का गहन और व्यापक परीक्षा लेना है । इन दरारे में नीवे लिखी बातों में कुछ मार्गदर्शन प्राप्त किया जा सकता है :--
( 1 ) अधिसूचना प्रकाशित होते को समय का कार्यानय पद्धति मैनुएल ;
( 2 ) मचिवालय प्रशिक्षण शाला द्वाग जारी 'नंःटिम आन आफिम प्रोसिजयर का अध्याय 7 और
( 3) मचिमडन के सामने मामले प्रस्तुत करते के सम्बन्ध करने के मम्न्ध्र में मत्रिमडल चिवालय द्वारा जारी अनुदेश ।
( 3) भारत के सविधान तथा सरकार की कार्यत्रणानी में संसद की कयाविश्रि और कार्य प्रणाली का सामान्य ज्ञान ।
नोट -निवनिखिन बानों का ज्ञात श्रोक्षिन होगा:
( 1 ) भारत के मविधान के मुख्य सिद्धांत
( 2 ) लोकसभा और राज्य सधा के कार्यविधि नियमावली और कार्य मचााय निथ मा- वली ; और

( 5) सामान्य ज्ञान:-
इस प्रश्न पत्त्र में वर्तमान समय के रोचक तथा महत्त्वपूर्ण विषयों पर प्रश्न पूछे जाएगे । पच- वर्षीय योजनाओं और सामुदायिक विकास योजनाओं की मुख्य विशेषताओं के ज्ञान की परीक्षा लेने के लिए प्रश्न पूछे जाएगे , और राष्ट्रीय तथा अंतराष्ट्रीय वर्तमान घटना तक के प्रति ऐसी बुद्धिपूरक जानकारी की भी परीक्षा ली जाएगी, जिसकी किसी शिक्षित व्यक्ति मे प्रत्याशा की जा सकती है । उम्मीदवारों से उनके उत्तर में इस बात की अपेक्षा की जाती है कि वे प्रश्नों को अच्छी तरह समझते है , न कि उन्हें किसी पाठ्य पुस्तक , रिपोर्ट गादि का विस्तृत शान है ।
