RULES
New Delhi , the 1st July 1972
G.S.R. 341 ( E ) . The rules for a limited departmental competitive examination for inclusion in the Select List for the Section Officers ' Grade of the Railway Board Secretariat Service to be held by the Union Public Service Commission in 1973 are published for general information .
2. The number of persons to be selected for inclusion in the Select List will be specified in the Notice issued by the Commission . Reservations shall be made for candidates belonging to the Scheduled Castes and the Scheduled Tribes in res- pect of vacancies as may be fixed by the Government.
Scheduled Castes/ Tribes mean any of the Castes / Tribes mentioned in the Constitution ( Scheduled Castes ) Order , 1950 the Constitution ( Scheduled Castes ) (Part C States ) Order , 1951 ; the Constitution ( Scheduled Tribes) Order , 1950 , and the Constitution ( Scheduled Tribes ) ( Part C States Order , 1951 , as amended by the Scheduled Castes and Scheduled Tribes Lists ( Modification ) Order , 1956 read with the Bombay Reorganisation Act , 1960 and the Punjab Reorganisation Act , 1966 ; the Constitution ( Jammu and Kashmir ) Scheduled Castes Order , 1956 , the Constitution ( Andaman and Nicobar Islands ) Scheduled Tribes Order , 1959 , the Constitution ( Dadra and Nagar Haveli ) Scheduled Castes Order , 1962 , the Con- stitution ( Dadra and Nagar Haveli ) Scheduled Tribes Order , 1962 , the Constitu- tion ( Pondicherry ) Scheduled Castes Order , 1964 , the Constitution ( Scheduled

3. The examination will be conducted by the Union Public Service Commission in the manner prescribed in the Appendix to these Rules .
The dates on which and the places at which the examination will be held shall be fixed by the Commission .
4. Any permanent or regularly appointed temporary officer of the Assistants' Grade of the Railway Board Secretariat Service who on the 1st July 1973 satisfies the following conditions , shall be eligible to appear at the examination :-
(1) Length of Service . He should have rendered a continuous service of not less than 5 years in any one or , as the case may be , more than one , of the follow- ing posts , namely:-
( 1) Assistant ( R.B.S.S. )
( il ) any other post , under the Central Government including the Union Territory Administrations or a State Government , the minimum and the maximum of the scale of pay of which were not less than rupees 160 and rupees 450 respectively in the case of a post held prior to 1st July 1959 and rupees 210 and rupees 530 respectively in the case of a post held on or after 1st July , 1959 .
NOTE . Any permanent or regularly appointed temporary officer of the Assis- tant's Grade of the Railway Board Secretariat Service who joined the Armed Forces during the period of operation of the Proclamation of Emergency issued on 26th October , 1962 , namely 26th October , 1962 to 9th January , 1968, would on reversion from the Armed Forces , be allowed to count the period of his service (including the period of training, if any ) in the Armed Forces towards the pres- cribed minimum service .
(2 ) Age . ( a ) He should not be more than 40 years of age . i.e. he must not have been born earlier than 1st July , 1933 .
Provided that :
( i ) any candidate bor . earlier than 1st July , 1933 but not earlier than 1st July, 1932 , who had rendered a continuous service of not less than five years on 1st July , 1972 ,
( li ) any candidate born earlier than 1st July , 1932 but not earlier than 1st July , 1931 , who had rendered a continuous service of not less than 5 years on 1st July , 1971 ,
(iii ) any candidate born earlier than 1st July , 1931 but not earlier than 1st July , 1930 , who had rendered a continuous service of not less than 5 years on 1st July, 1970 ,
(Iv) any candidate born earlier than 1st July, 1930 but not earlier than 1st July, 1929, who had rendered a continuous service of not less than 5 years on 1st July , 1969 ,
(v) any candidate born earlier than 1st July , 1929 but not earlier than Ist July, 1928 , who had rendered a continuous service of not less than 5 years on 1st July, 1968 ,
(vi ) any candidate born earlier than 1st July , 1928 but not earlier than 1st July , 1927 , who had rendered a continuous service of not less than 5 years on 1st July , 1967 ,
(vii) any candidate born earlier than 1st July , 1927 but not earlier than Ist. July, 1926 , who had rendered a continuous service of not less than 5 years on 1st July , 1966 ,
In any one or as the case may be more than one of the posts mentioned in Rule 4 ( 1 ) above , shall also be eligible for admission to this examination as a special This relaxation would be admissible for the examination to be held in case. 1973 only .

(b) The age limit prescribed above will be relaxable in the case of a permanent or regularly appointed temporary officer of the Assistants ' Grade of the Railway Board Secretariat Service who joined the Armed Forces during the period of operation of the Proclamation of Emergency issued on 26th October , 1962 namely 26th October , 1962 , to 9th January , 1968 , and who has reverted therefrom to the extent of the period of his seservice ( including the period of training , if any ) in the Armed Forces .
(c) The age limit prescribed above will be further relaxable:
( i ) up to a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe;
( ii ) up to a maximum of three years if a candidate is a bona fide displaced person from East Pakistan and has migrated to India on or after Ist January , 1964 ;
( iii) up to a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also a bona fide displaced person from East Pakistan and has migrated to India on or after 1st January , 1964;
(iv ) up to a maximum of three years if a candidate is a resident of the Union Territory of Pondicherry and has received education through the medium of French at some stage ;
( v) up to a maximum of three years if a candidate is a bona flde repatriate of Indian origin from Ceylon and has migrated to India on or after 1st November , 1964 , under the Indo - Ceylon Agreement of October , 1964;
(vi ) up to a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also a bona fide repatriate of Indian origin from Ceylon and has migrated to India on or after 1st November , 1964 , under the Indo - Ceylon Agreement of October , 1964 .
(vii ) up to a maximum of three years if a candidate is of Indian Origin and has migrated from Kenya , Uganda or the United Republic of Tanzania (formerly Tanganyika and Zanzibar ) ;
(viii ) up to a maximum of three years if a candidate is a bona fide repatriate of Indian origin from Burma and has migrated to India on or after 1st June , 1963 ;
( ix) up to a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also a bona fide repatriate of Indian origin from Burma and has migrated to India on or after 1st June, 1963;
(x ) up to a maximum of three years in the case of Defence Services per- sonnel disabled in operations during hostilities with any foreign country or in a disturbed area , and released as a consequence thereof ;
(xi) up to a maximum of eight years in the case of Defence Services per- sonnel , disabled in operations during hostilities with any foreign country or in a disturbed area , and released as a consequence thereof , who belong to the Scheduled Castes or the Scheduled Tribes ; and
(xii ) up to a maximum of three years , if a candidate is a resident of the Union Territory of Goa , Daman and Diu .
SAVE AS PROVIDED ABOVE THE AGE LIMIT PRESCRIBED CAN IN NO CASE BE RELAXED
NOTE - Assistants who are on deputation to ex - cadre posts with the approval of the competent authority will be eligible to be admitted to the examination, if otherwise eligible .
This. however, does not apply to an Assistant who has been appointed to an ex -cadre post or to another Service on " transfer " and does not have a lien in the Assistants' Grade .
5. The decision of the Commission as to the eligibility or otherwise of a candi- date for admission to the examination shall be final .

6. No candidate will be admitted to the examination unless he holds a certificate of admission from the Commission .
7. A candidate who is or has been declared by the Commission guilty of im- personation or of submitting fabricated documents or documents which have been tampered with or of making statements which are incorrect or false or of sup- pressing material information or otherwise resorting to any other irregular or improper means for obtaining admission to the examination , or of using or attempting to use unfair means in the examination hall or of misbehaviour in the examination hall , may , in addition to rendering himself liable to criminal prose- cution;- ya
( a) be debarred permanently or for a specified period by the Commission , from admission to any examination or appearance at any interview held by the Commission for selection of candidates ; and
(b ) be liable to disciplinary action under the appropriate rules .
8. Any attempt on the part of a candidate to obtain support for his candi- dature by any means may disqualify him for admission to the examination .
9. Candidates must pay the fee prescribed in Annexure I to the Commission's Notice .
10. After the examination , candidates will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate; and in that order so many candidates as are found by the Commission to be qualified by the examination shall be recommended for inclusion in the Select List of the Section Officers ' Grade up to the required number .
Provided that candidates belonging to the Scheduled Castes or the Scheduled Tribes may, to the extent the number of vacancies reserved for the Scheduled Castes and the Scheduled Tribes cannot be filled on the basis of the general standard , be recommended by the Commission by a relaxed standard to make up the deficiency in the reserved quota , subjectsubject to the fitness of these candidates for inclusion in the Select List for the Section Officers ' Grade irrespective of their ranks in the order of merit at the examination .
NOTE. Candidates should clearly understand that this is a competitive and not a qualifying examination . The number of persons to be included in the Select, List for the Section Officers ' Grade on the results of the examination is entirely within the competence of Government to decide . No candidate will therefore , have any claim for inclusion in the Select List on the basis of his performance in this examination , as a matter of right.
11. The form and manner of communication of the result of the examination to Individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result .
12. Success in the examination confers no right to selection unless Government in the Ministry of Railway's are sasatisfied , after such enquiry as may be considered necessary , that the candidate is eligible and suitable in all respects for selection .
13. A candidate , who , after applying for admission to the examination or after appearing at it , resigns his appointment in the Railway Board Secretariat Service , or otherwise quits the Service or severs his connection with it , or whose services are terminated by his Department , or who is appointed to an ex - cadre post or to another service on ' transfer' and does not have a lien in the Assistants ' Grade , will not be eligible for appointment on the results of this examination.
This , however , does not apply to an Assistant who has been appointed on deputation to an ex - cadre post with the approval of the competent authority,.
14. The seniority of candidates who joined the Armed Forces during the period of operation of the Proclamation of Emergency issued on 26th October, 1962, namely 26th October , 1962 , to 9th January , 1968 , and who could not compete at the Section Officers ' Grade ( Railway Board ) Limited Departmental Competitive Examination ( s ) held during the period of their service in the Armed Forces shall be regulated in accordance with the special orders issued by the Government of India in this behalf , in case they areare finally recommended for inclusion in the Select List for the Section Officers ' Grade on the results of the examination.

APPENDIX
The examination shall be conducted according to the following plan:-
Part I.-Written examination carrying a maximum of 450 marks in the sub- jects as shown in para 2 below.
Part II . Evaluation of record of service of such of the candidates as may be decided by the Commission in their discretion , carrying a maximum of 150 marks .
2. The subjects of the written examination in Part I, the time allowed and the maximum marks allottedto each paper will be as follows :

3. The syllabus for the examination will be as shown in the attached schedule .
4. All question papers must be answered in English .
5. Candidates must write the papers in their own hand . In no circumstances will they be allowed the help of a scribe to write the answers for them .
6. The Commission have discretion to fix , qualifying marks in any or all of the subjects at the examination .
7. Marks will not be allotted for mere superficial knowledge .
8. Deduction up to 5 per cent of the maximum marks in the written subjects will be made for illegible handwriting .
9. Credit will be given for orderly , effective and exact expression , combined with due economy of words in all subjects of the examination .
SCHEDULE
Syllabus of the Examination
Where knowledge of the rules , orders , instructions , etc. is required candidates will be expected to be conversant with amendments issued upto the date of noti- fication of this examination .
(1) Noting and Drafting , Precis Writing
In addition to questions requiring candidates to prepare notes and drafts on specific problems , passages may also be set for summary or precis .
(2) Office Procedure and Practice .
This is intended to be an intensive and detailed test in methods and provedure of work in the Ministry of Railways ( Railway Board ) and Attached Offices . Some guidance on the subject can be obtained from-
Manual of Office Procedure issued by the Ministry of Railways ( Railway Board) current at the time of the Notification;
(3 ) General Knowledge of the Constitution of India and Machinery of Govern- ment; Practice and Procedure in Parliament .

NOTE . Knowledge of the following will be expected : ( i ) the main principles of the Constitution of India ; ( 11 ) Rules of Procedure and Conduct of Business in the Lok Sabha and the Rajya Sabha ; and ( lii ) the organization of the machinery of the Government of India-distribution and allocation of subjects between Ministries , Departments , and Attached and Subordinate Offices and their relation inter se .
(4) General Financial and Service Rules .
The following books are recommended :-
( 1) Indian Railway General Code Vol . I.
( ii ) Indian Railway Establishment Code Vol . I.
( ili ) The Railway Services ( Conduct ) Rules , 1966 .
(iv) The Railway Servants ( Discipline and Appeal ) Rules , 1968 .
(5 ) General Knowledge .
The paper will cover subjects of interest and importance at the present day . Questions will be set to test knowledge of th broad and salient features of the Five Year Plans and Community Development Schemes , as also intelligent aware- ness of current affairs , both national and international which an educateducated person may be expected to have . Candidate's answers are expected to show their intelli- gent understanding of the questions and not detailed knowledge of any text books . report etc.

जी० एस ० श्र०५० 341 ( प्र) - रेलवे बोर्ड सचिवालय सेवा अनुभाग अधिकारी पदक्रम की प्रवर सूची में शामिल करन के उद्देश्य से संघ लोक सेवा आयोग द्वारा 1973 में ली जाने बाली प्रतियोगिता परीक्षा के नियम आम जानकारी के लिए प्रकाशित किये जाते हैं ।
2. प्रवर सूची में शामिल करने के लिए चुने जाने बाले व्यक्तियों की संख्या आयोग द्वारा जरी की जाने वाली सूचना में विनिर्दिष्ट की जाएगी । अनुसूचित जातियों तथा अनुसूचित आदिम आतियों के अथि कि लिए रिक्तियों का आरक्षण भारत सरकार द्वारा नियत की गयी संख्या में ।कसा जाएगा ।
अनुसूचित जातियों/ श्रादिम जातियों से अभिप्राय है कोई भी ऐसी जाति / आदिम जाति जिसका उल्लेख संविधान ( अनुसूचित जाति ) आदेश , 1950 संविधान ( अनुसूचित जाति ) ( भाग 'ग ' राज्य ) आदेश , 1951 संविधान ( अनुसूचित आदिम जाति ) आदेश , 1950 और अनुसूचित जाति और अनुसूचित आदिम जाति सूची आशोधन आदेश , 1956 द्वारा यथा संशोधित और बम्बई पुनर्गठन अधिनियम , 1960 और पंजाब पुनर्गठन अधिनियम , 1966 के साथ पठित संविधान ( अनुसूचित आदिम जाति ) ( भाग ' ग ' राज्य ) श्रादेण , 1951 संविधान ( जम्मू और कश्मीर ) अनुसूचित जाति आदेश, 1956 संविधान ( अन्डेमान और निकोबार द्वीप) अनुसूचित आदिम जाति आदेश , 1959 संविधान ( दादर और नागर हवेली ) अनुसूचित जाति 1962 संविधान ( दादर और नागर हवेला अनुसूचित आदिम जाति आदेश , 1962 संविधान ( पांडिचेरी ) अनुसूचित जाति आदेश , 1964 संविधान ( अनुसूचित श्रादिम जानि ) ( उत्तर प्रदेश ) आदेश , 1967 संविधान ( गोआ, दमन, दीव ) अनुसूचित श्रादिम जाति आदेश, 1968 और संविधान ( नागालैन्ड ) अनुसूचित श्रादिम जाति आदेश , 1970 में किया गया है ।
3. परीक्षा संघ लोक सेवा आयोग द्वारा इन नियमों के अनुबन्ध में निर्धारित ढंग से ली जायेगी । जिन तारीखों को और जिन स्थानों पर परीक्षा ली जाएगी वे आयोग द्वारा निश्चित किये जाएंगें ।
4. रेलवे बोर्ड सचिवालय सेवा के महायक पदक्रम का कोई स्थायी या विधिक्त नियुक्त अस्थायी अधिकारी , जो 1 जुलाई , 1973 को निमम्नलिखित शर्तें पूरी करता है , परीक्षा में बैठने का पात्र होगा ।

( 1 ) सेवा कालः-उसने निम्नलिखित में से किसी एक या यथास्थिति, एक से अधिक पदा पर पांच वर्ष से अन्यन निरन्तर सेवा की हो अर्थात:-
(i) सहायक ( रे ० बो० स ० से ० )
( ii ) संघ शासित प्रदेशों के प्रशासनों सहति केन्द्रीय सरकार या किसी राज्य सरकार के अधीन कोई और पद जिसका न्यूनतम और अधिकतम वेतनमान पहली जुलाई, 1959 से पहले धारित पद के मामले में 160 और 450 रुपये और पहली जुलाई, 1959 या उसके बाद धारित पद के मामले में 210 और 530 रुपये से कम न हो ।
टिप्पणी :-रेलवे बोर्ड सचिवालय सेवा के सहायक पदक्रम के स्थायी या विधिवत नियुक्त अस्थायी अधिकारी को , जो 26 अक्टूबर , 1962 को जारी की गई आपात उद्घोषणा की प्रवर्तन अवधि के दौरान अर्थात् 26 अक्टूबर , 1962 से 9 जनवरी , 1968 तक सशस्त्र सेनाओ में चला गया हो सशस्त्र सेनाओं से प्रत्यवर्तन पर , सशस्त्र सेनाओं में अपने सेवा काल (जिसमें प्रशिक्षण अवधि, यदि कोई हो , शामिल है ) को निर्धारित न्यूनतम सेवा के लिए गिनने की अनुमति होगी ।
न हुआ हो परन्तु
2. श्रायु. ( क) वह 40 वर्ष से अधिक आयु का नहीं होगा अर्थात् उसका जन्म 1 जुलाई 1933 से पहले
( i ) कोई अभ्यर्थी जिसका जन्म 1 जुलाई 1933 मे पहले हुआ हो लेकिन 1 जुलाई, 1932 से पहले न हुआ हो और जिसने 1 जुलाई , 1972 को लगातार 5 वर्ष से अन्यून सेवा कर लीहो,
( ii ) कोई अभ्यर्थी, जिसका जन्म 1 जुलाई, 1932 से पहले हुआ हो लेकिन 1 जुलाई, 1931 से पहले न हुआ हो और जिसते 1 जुलाई, 1971 को 5 वर्ष की अन्युन निरन्तर सेवा कर ली हो,
(iii ) कोई अभ्यर्थी जिसका जन्म 1 जुलाई , 1931 से पहले हुआा हो लेकिन 1 जुलाई , 1930 मे पहले न हुआ हो और जिसने 1 जुलाई, 1970 कते 5 वर्ष से अन्यून निरन्तर सेवा कर ली हो,
( iv ) कोई अभ्यर्थी जिसका जन्म 1 जुलाई , 1930 से पहले हुआ हो परन्तु 1 जुलाई, 1929 से पहले न हुआ हो और जिसने 1 जुलाई, 1969 को 5 वर्ष से अन्यून निरन्तर सेवा कर ली हो, THE GAZETTE OF INDIA EXTRAORDINARY

( v ) कोई अभ्यर्थी , जिसका जन्म 1 जुलाई , 1929 से पहले हुआ हो परन्तु 1 जुलाई, 1928 से पहले नहुआ हो और जिसने 1 जुलाई, 1968 को 5 वर्ष से अन्यून निरन्तर सेवा कर ली हो,
( vi ) कोई अभ्यर्थी , जिसका जन्म 1 जुलाई , 1928 से पहले हुआ हो परन्तु 1 जुलाई , 1927 से पहले न हुआ हो और जिसने 1 जुलाई 1967 को 5 वर्ष की अन्यून निरन्तर सेवा कर ली हो,
( vii ) कोई अभ्यर्थी , जिसका जन्म 1 जुलाई , 1927 से पहले हुआ हो लेकिन 1 जुलाई , 1926 से पहले न हुआ हो और जिसने 1 जुलाई 1966 को 5 वर्ष से अन्यून निरन्तर मया कर ली हो,
ऊपर नियम 4 ( 1 ) के किसी एक भाग या यथास्थिति एक से अधिक भाग में उल्लिखित इस परीक्षा में विशेष रुप से प्रवेश पाने का पात्र होगा । यह छूट केवल 1973 में होने वाली परीक्षा के लिए ही दी जाएगी ।
( ख ) रेलवे बोर्ड मचिवालय सेवा के सहायक पदक्रम के स्थायी या विधिवत नियुक्त अस्थायी अधिकारी के मामले में जो 26 अक्टूबर , 1962 को जारी की गयी श्रापात उद्द्घोषणा की प्रवर्तन अवधि के दौरान अर्थात् 26 अक्टूबर , 1962 से 9 जनवरी , 1968 तक , सशस्त्र मेनाओं में चला गया हो, सशस्त्र सेनाश्रों में प्रत्यार्तित हो चुकी हो , ऊपर निर्धारित श्रायु सीमा , सशस्त्र सेना में उसके मेवा काल ( जिसमें प्रशिक्षण की अवधि यदि कोई हो, भी शामिल है ) की सीमा नक शिथिल की जा सकती है ।
(ग ) ऊपर निर्धारित आयु सीमा और आगे शिथिन की जा सकेगी :--
( i ) अधिक से अधिक 5 वर्ष तक यदि कोई अभ्यर्थी अनुसूचित जाति या अनुसूचित श्रादिम जाति का हो,
( ii ) अधिक से अधिक तीन वर्ष तक यदि कोई अभ्यर्थी पूर्व पाकिस्तान का हो और 1 जनवरी , 1964 को या उसके बाद भारत में प्रवजन कर गया हो,
( iii ) अधिक से अधिक आठ वर्ष तक यदि कोई अभ्यर्थी अनुसूचित जाति और अनुसूचित आदिम जाति का हो और पूर्व पाकिस्तान का सवाशयी विस्थापित हो ,

(V) अधिक से अधिक तीन वर्ष तक यदि कोई अभ्यर्थी श्रीलंका से प्रत्यार्तित भारतीय मूल का हो , और अक्टूबर, 1964 के भारत - लकां करार के अन्तर्गत 1 नवम्बर, 1964 को या उसके बाद भारत में प्रव्रजन कर गया हो,
(vi ) अधिक से अधिक आठ वर्ष तक यदि कोई अभ्यर्थी अनुसूचित जाति या अनुसूचित आदिम जाति का हो और श्रीलंका से प्रत्यावर्तित भारतीय मूल का हो और 1 नवम्बर , 1964 को या उसके बाद भारत -श्रीलंका करार के अन्तर्गत भारत में प्रक्षजन कर गया हो,
(vii ) अधिक से अधिक तीन वर्ष तक यदि अभ्यार्थी भारतीय मूल का हो और केन्या, उगान्दा और तजानिया के संयुक्त गणराज्य ( भूतपूर्व तांगानिका और जनजीबार ) से प्रव्रजन करके भारत आया हो,
( viii ) अधिक से अधिक तीन वर्ष तक यदि अभ्यर्थी भारतीय मूल का बर्मा से आया हुआ सदाशयी प्रत्यावर्ती हो और 1 जून , 1963 को या उसके बाद प्रव्रजन करके भारत आया हो,
( ix ) अधिक से अधिक आठ वर्ष तक यदि श्रभ्यर्थी अनुसूचित जाति का हो और माथ ही भारतीय मूल का बर्मा से आया हुआ सदाशयी प्रत्यावर्ती हो तथा 1 जून 1963 को या उसके बाद प्रव्रजन करके भारत आया हो,
(X) अधिक से अधिक तीन वर्ष तक यवि श्रभ्यर्थी किसी अन्य देश के साथ युद्ध के दौरान या उपद्रवग्रस्त क्षेत्र में आपहिज हो जाने के फलस्वरुप मुक्त हुआ सैनिक कर्मचारी हो,
( xi ) अधिक से अधिक आठ वर्ष तक यदि श्रभ्यर्थी किसी अन्य देश के माथ युद्ध के दौरान या उपद्रवग्रस्त क्षेत्र में अपाहिज हो जाने के फलस्वरूप मुक्त हुआ सैनिक हो और यदि अनुसूचित जाति या अनुसूचित आदिम जाति का हो, और
( xii) अधिक से अधिक तीन वर्ष तक यदि अभ्यर्थी गोआ, दमन और दीव के संघ क्षेत्र का निवासी हो ।
सकती । उपर्युक्त उपबन्धों के अतिरिक्त किसी भी हालत में निर्धारित आयु सीमा में छूट नहीं दी जा
टिप्पणीः--वे सहायक जो सक्षम प्राधिकारी की अनुमति से. सवर्ग वाह्य पदों पर प्रतिनियुक्ति पर हो , भी परीक्षा में बैठने के पादत्त हो सकेगें यदि अन्यथा पात्त्र हों
यह उस सहायक के मामले में लागू नहीं होता जो संवर्ग वाह्य पद पर नियुक्त हुआ हो या सेवा पर " अन्तरित " हो और सहायक पद क्रम में उसका धारणाधिकार न हो ।

5. परीक्षा में प्रवेश के लिए कोई अभ्यर्थी पात्र है या नहीं इमे सम्बन्ध में आयोग का निर्णय अन्तिम होगा ।
6. जब तक किसी अभ्यर्थी के पास आयोग से प्राप्त प्रवेश प्रमाण पत्र नहीं होगा , तब तक परीक्षा में नहीं बैठने दिया जाएगा ।
7. कोई अभ्यर्थी , जिसकी बाबत आयोग द्वारा यह घोषित किया जाता है या कर दिया जाता है कि वर प्रतिरूपण का या गढ़े दस्तावेजों को जिनमें गड़बड़ की गयी है , प्रस्तुत करने का , या ऐसे कथन करने का जो गलत या मिथ्या हो , या महत्वपूर्ण जानकारी को छिपाने का अथवा परीक्षा में प्रवेश पाने के लिए किन्हीं अन्य अनियिमित या अनुचित साधनों का अन्यथा सहायालेने का या परीक्षा हाल में अनुसूषित साधनों के उपयोग करने का उपयोग करने के प्रयत्न करने का या परीक्षा-हाल में कथाचार का दोषी है , स्वंय श्रापराधिक अभियोजन के दायित्वाधीन होने के अतिरिक्त :--
(क ) अभ्यर्थियों के चयन के लिए आयोग द्वारा आयोजित किसी परीक्षा में प्रवेश से या किसी माक्षात्कार में उपस्थित होने से स्थायी रूप में या किसी विनिश्ष्टि अवधि के लिए विजित होगा , और
(ख ) ममुचित नियमों के अधीन अनुग्रामनिक का वाई के दायित्वाधीन होगा ।
8. अपनी अभ्यथिता के लिए किसी अभ्यर्थी द्वारा किसी भी माधन में किया गया कोई प्रयास उसे प्रवेश के लिए अनर्ह बना सकता है ।
9. अभ्यर्थी के लिए आवश्यक होगा कि वह आयोग की सूचना के अनुबन्ध 1 में निर्धारित फीस का भूगतान करे ।
10. परीक्षा के बाद , हर अभ्यर्थी को अन्तिम रूप से दिये गये कुल अंकों के अनुसार योग्यना के आधार पर , अभ्यर्थियों की एक योग्यता सूची आयोग द्वारा बनायी जायेगी और उसी क्रम में उतने अभ्यर्थियों की, जितनों को आयोग परीक्षा में श्रर्ह समझे, अनुभाग अधिकारी 'पदक्रम की प्रवर सूची में शामिल करने के लिए सिफारिश की जायेगी । परन्तु यदि अनुसूचित जाति और अनुसूचित आदिम जातियों के लिए आरक्षित रिक्तियां मामान्य स्तर के आधारपर भरने से रह जायें तो उन्हें भरने के लिए आयोग द्वारा , स्तर में छूट देकर अनुसूचित जातियों और अनुसूचित श्रादिम जातियों के अभ्यर्थियों की सिफारिश की जा सकेगी बशर्ते वे अभ्यर्थी अनुभाग अधिकारी पदक्रम की प्रवर सूची में शामिल किये जाने के योग्य हों, भले ही परीक्षा में योग्यता क्रम स उसका स्थान कहीं भी हो ।

टिप्पणीः-अभ्यर्थियों को स्पष्ट रूप से यह समझ लेना चाहिये कि वह एक प्रतियोगिता परीक्षा है न कि अर्हक परीक्षा । परीक्षा परिणाम के आधार पर अनुभव अधिकारी पदक्रम की प्रवर सूची में कितने व्यक्तियों को शामिल किया जाये यह विनिश्चय करना पूर्णतः मरकार की सक्षमता के अन्तर्गत होगा । इसलिए इस परीक्षा में प्रर्दाशत योग्यता के आधार पर किसी अभ्यर्थी को प्रवर सूची में शामिल किये जाने का अधिकार नहीं मिल जाता ।
11. प्रत्येक अभ्यर्थी को परीक्षा परिणाम किस रूप में और किस ढंग से भेजा जाये इस बात का निर्णय आयोग स्वविवेक से करेगा श्रीर परिणाम के संम्बन्ध में आयोग अभ्यर्थी से कोई पत्त्र- व्यवहार नहीं करेगा ।
12. परीक्षा में मफलता से चयन का कोई अधिकार प्रश्त नहीं होता जब तक कि ऐसी जांच के पश्चात् जो आवश्यक समझी जाये सरकार के रेल मंत्रालय का यह ममाधान न हो जाये कि अभ्यर्थी चयन के लिए सभी तरह में पात्त्र और उपयुक्त है ।
13. कोई अभ्यर्थी जो परीक्षा में प्रवेश के लिए आवेदन करने के बाद या उसमें बठने चुकने के बाद रेलवे बोर्ड मविवानय में अपनी नियुक्ति से त्यागपत्त देता है या अन्यथा सेवा छोड़ जाता है या उसमे अपना सम्बन्ध विच्छेद कर लेता है या जिसकी सेवाएं उसके विभाग द्वारा समाप्त करदी जाती है या जो संवर्ग बाह्य पद पर नियुक्त किया जाता है या दूसरे पद पर अन्तरित किया जाना है और सहायक पदक्रम में अपना धारणविकार नहीं रखता , वह परीक्षा-परिणाम के आधार पर नियुक्ति का पात्र नही होगा ।
यह बात उस सहायक के मामले में लागू नहीं होगी जो किसी संवर्ग वाहूय पद पर प्रतिनियुक्ति पर , सक्षम प्राधिकारी की अनुमति से, नियुक्त हुश्रा हो ।
14. उन अभ्यर्थियों की वारिष्ठता , जो 26 अक्टूबर, 1962 को जारी की गयी आपात उद्घोषणा की प्रर्वतन अवधि के दौरान अर्थात् 26 अक्टूबर , 1962 से 9 जनवरी , 1968 तक सशस्त्र सेना में चले गये हों और जो सशस्त्र सेना में अपनी सेवा के दौरान हुई अनुभाग अधिकारी ( रेलवे बोर्ड ) समिति विभागीय प्रतियोगिता परीक्षा ( ओं ) में नहीं बैठ सके , भारत सरकार द्वारा इस निमित जारी किये गये विशेषआदेशों के अनुसार विनियमित की जायेगी बशर्ते परीक्षा परिणाम के आधार पर अनु- भाग अधिकारी पदक्रम की प्रवर सूची में शामिल करने के लिए अन्तिमरूप से उनकी सिफरिश की गयी हो ।

अनुबन्ध
'परीक्षा निम्नलिखिन योजना के अनुसार ली जायेगी:-
भाग 1 नीचे पैरा 2 में दिये गये विषयों में अधिकतम 450 अंकों की लिखित परीक्षा ।
भाग ।।- उन अभ्याथियों के सेवा वृत का मूल्यांकन, जिनके बारे में आयोग स्वविवेक से ऐसा करने का विनिश्चय करे । यह मूल्यांकन अधिकतम 150 अंकों का होगा ।
2. भाग 1 में लिखित परीक्षा के विषय , अनुमत और प्रत्येक प्रश्न पत्नत्र के लिये , नियत अधिकतम अंक नीचे बताये गये हैं :-

5. अभ्यार्थियों के लिए यह श्रावश्यक है कि सभी प्रश्न -पत्रों के उत्तर वे अपने हाथ से लिखे । किसी भी स्थिति में उत्तर लिखने के लिए लिपिक की सहायता लेने की अनुमति उन्हें नही दी जायेगी ।
6. परीक्षा के किसी अथवा सभी विषयों के अर्हक अंक निर्धारित करने का अधिकार आयोग को होगा ।
7. केवल वाह्य ज्ञान के लिए कोई अंक नहीं दिये जायेंगे ।

8. लिखित विषयों में अस्पषट लिखाई पर अधिकतम अंकों के 5 प्रतिशत तक की कटौती की जा सकेगी
9. परीक्षा में सभी विषयों में सुव्यवस्थिन , प्रभावकारी और सटीक अभिब्यक्ति के साथ -साथ कम से कम शब्दों में अपनी बात कहने के लिए क्षेय दिया जायेगा ।
अनुसूची
परीक्षा का पाठ्यक्रम
जहां नियमों, आदेशों, हिदायतों आदि का ज्ञान अपेक्षित हो वहां अभ्यर्थियों से अपेक्षा की जाती है कि वे इस परीक्षा की अधिसूचना की तारीख तक जारी किये गये संशोधनों से भिज्ञ हैं ।
( 1 ) टिप्पण और मसौदा लेखन , सार-लेखन
उन प्रश्नों के अतिरिक्त जिनमें अभ्यर्थियों को विशेष समस्याओं पर टिप्पणी लिखनी पड़े , मसौदा प्रस्तुत करना पड़े , संक्षेप या सार के लिए उद्धरण भी दिये जा सकते हैं ।
. ( 2 ) कार्यालय पद्मति और परिपाटी रेल मंत्रालय ( रेलवे बोर्ड ) और सम्बद्र कार्यालयों में पद्रति और कार्य की क्रियाविधि की यह एक गहन और व्योरेवार परख होगी । इस विषय में कुछ मार्ग- दर्शन रेल यंत्रालय ( रेलवे बोर्ड ) द्वारा जारी की गयी अधिसूचना के समय प्रचलित कार्यक्रम पद्रति निय- मावली से मिल सकता है ।
( 3) भारत के संविधान और शासन तंत्र का सामान्य ज्ञान , संसद्र की प्रव्रति और परिपाटी
टिप्पणीः-निम्नलिखित का ज्ञान अपेक्षित होगा:- ( i ) भारत के संविधान के प्रमुत्त सिद्धान्त (ii ) लोक सभा और राज्य सभा की पद्धति के नियम और उनका कार्य संचालन ( iii ) भारत सरकार तंत्र का गठन- मंत्रालयों, विभागों और सम्बद्ध और अधीनस्थ कार्यालयों के बीच , विषयों का विविधान और उनके पारस्परिक सम्बन्ध
(4) सामान्य वित्तीय और सेवा नियम
निम्नलिखित पुस्तकों के अध्ययन की सिफारिश की जाती है:-
( i ) भारतीय रेल सामान्य संहिता भाग ।
(ii ) भारतीय रेल स्थापना संहिता नियम भाग ।
( iii ) रेल कर्मचारी ( आचरण ) नियम 1966 |

इस प्रश्न-पत्र में सामयिक रुचि और महत्व के विषयों से सम्बन्धित प्रश्न पूछें जायेंगे । पंचवर्षीय योजनाओ और सामुदायिक विकास योजनाओं की व्यापक और मुख्य विशेषताओं के ज्ञान के साथ -साथ राष्ट्रीय और अन्तराष्ट्रीय मामयिक समस्याओं की प्रबद्र जानकारी परखने के लिए ऐसे प्रश्न पूछे जायेंग जो एक शिक्षित व्यक्ति से अपेक्षित होते हैं । अभ्यर्थियों द्वारा लिखे गये उतरों से उनकी बुद्धिमता प्रकट होनी चाहिए और यह अभ्यास होना चाहिए कि वे प्रश्नों को समझाते हैं उनसे मान किसी पाठ्य पुस्तका रिपोर्ट आदि के व्योरेवार ज्ञान का आभास नहीं होना चाहिए ।
