New Delhi , the 19th July 1975
G.S.R. 419(E) . In exercise of the powers conferred by Section 141 of the Border Security Force Act , 1968 (47 of 1968 ) , and in supersession of all the existing rules and orders on the subject , the Central Government hereby makes the following rules , namely :-
1. Short title and commencement ,---( 1 ) These rules may be called the Border Security Force (Subordinate Officers and Under Officers ) Promotion and Seniority Rules , 1975 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In these rules , unless the context otherwise requires ,
(a) " Sub - Sector " includes the Battalions , Units and Establishments under a Deputy Inspector General .
(b) " Sector" includes all Sub- Sectors , Units and Establishments under an Inspector- General,
(c) Words and expressions used herein and not defined but defined in the Border Security Force Act , 1968 have the meanings respectively assigned to them in that Act .
3. Application of rules. These rules shall apply to the Subordinate Officers , Under- officers and all other enrolled persons of the Border Security Force .

4. Basis of Promotion. Promotion to the members of the Force to whom these rules apply shall be based on merit and suitability in all respects , with due regard to seniority .
5. Pre - promotion course . ( 1 ) Subject to the provisions of rule 21 , every such member of the Force shall , before any promotion , be required to pass a pre -promotion course referred to in sub- rule (3 ) or such other examinations as may be specified by the Director General , from time to time :
Provided that if the competent authority is satisfied that due to exigencies of service or other reasons , any such member is not able to pass the pre - promotion course , he may , with the prior approval of the next superior authority , be promoted but he shall be required to pass the next available pre - promotion course failing which he may be reverted ,
(2) For the purposes of these rules , the authority specified in column (2 ) of the Table below shall be the competent authority in respect of the promotions mentioned in the corresponding entry in column ( 1) thereof:

6. Maintenance of seniority list of Constables , Lance Naiks , Nalks and Head- Constables . Upto and including the rank of a Head-Constable , seniority lists shall be maintained Battalion- wise or Institution- wise or Unit- wise and Inter - Battalion , Inter - Unit and Inter - Institution transfers , in these ranks , shall be kept to the minimum except when such transfers are necessary in view of exigencies of operations .
7. List of seniority of Sub - Inspectors . The list of seniority of Sub - Inspectors of the Sub - Sector shall be maintained by the Deputy Inspector General :
Provided that in respect of persons working in the Border Security Force Academy , Tekanpur , Border Security Force Training Centre and School , Hazaribagh Central School ofWeapons and Tactics , Indore and all Battalions in the Headquarters Reserve and Artillery Regiment , such list shall be maintained by the Commandant , Border Security Force Academy , Tekanpur , and all such institutions and Battalions shall , for the purposes of this rule , be construed as one sub - sector .

8. List of seniority of Subedar (Inspectors). The list of seniority of Subedars (Inspectors ) of the Sector shall be maintained by the Inspector General :
Provided that in respect of persons working in the Border Security Force Academy . Tekanpur , Border Security Force Training Centre and School , Hazaribagh , Central School of Weapons and Tactics , Indore , and all Battalions in the Headquarters Reserve and Artillery Regiment , such list shall be maintained by the Commandant , Border Security Force Academy , Tekanpur , and all such institutions and Battalions shall , for the purposes of this rule , be construed as one sector .
9. Basis of seniority . Seniority in any rank shall be determined on the basis of continuous regular appointment in that rank .
10. Promotion to short- term vacancies.(a) Promotions to short -term vacancies may be made on an officiating basis if the exigencies of service so require .
(b ) Such promotions may be made from amongst persons who have been approved for promotion, by the competent authority , mentioned in rule 11 .
11. Authorities to approve officiating promotions . The authorities mentioned in column ( 1 ) of the Table below shall be the competent authority to make officiating promotions in short- term vacancies in the ranks mentioned in the corresponding entry in column (2 ) thereof :

12. Maintenance of list of persons approved for promotion in different ranka.-- (1 ) Subject to the provisions of rule 21 , separate list of candidates approved for promotion in each rank as specified in the Table below shall be maintained in accordance with the provisions hereinafter containtd and promotions shall be made from such lists .

(2) The list ' A' to ' C' and copies of lists ' D ' and ' E' specified in column ( 1 ) of the Table above shall be maintained in each Battalion or Unit .
13. Maintenance of Promotion Lists . ( 1 ) The Commandant shall make entries in lists 'A' to 'C' , the Deputy Inspector GeneraGeneral in list ' D' and the Inspector General in list 'E' . Entries in lists ' D' and 'E' in respect of units directly under the Director General shall be made by the Directorate General .
(2) Consolidated gradation lists of Head- Constables approved for inclusion in list 'D' and of Sub - Inspectors ( Platoon Commanders ) approved for inclusion in list ' E' shall be maintained at the Directorate General , Border Security Force .
14. Procedure of selecting Constables for List ' A' and promotion from Constable to Lance Nalk ( 1 ) Once in every year , the Commandant shall obtain nominations from the Company Commanders and other Sub - Unit Commanders , of Constables as are qualified for promotion to the rank of L/ Naik and are considered suitable for being brought on List 'A' ,
(2) All such nominees shall have-
( i ) Completed not less than two years ' service as Constables ;
( ii ) attained such educational standards as may be specified by the Director General .
(3) The Commandant shall constitute a Board consisting of himself or his Second- in- Command , a Deputy Commandant or an Assistant Commandant and a Company Commander , in rotation , who shall assess the nominees in such manner as may be laid down from time to time by the Director General and prepare a list of names to be entered in List ' A' , taking into consideration the anticipated vacancies for the ycar.
15. Procedure of selecting Lance Naiks for List 'B' and promotion from Lance Naik to Naik. ( 1 ) Once in every year , the Commandant shall obtain nominations from the Company Commanders and other sub - unit Commanders , of Lance Naiks who are qualified for promotion as Naiks and are considered suitable for being brought on List 'B ' .
(2) All such nominees shall have-
( i ) completed not less than two years ' service as Lance Naiks ;
(ii ) attained such educational standards as may be specified by the Director General .
( 3) The Commandant shall constitute a Board consisting of himself or his Second - in- Command , a Deputy Commandant or an Assistant Commandant and a Company Commander , in rotation , who shall assess all the nominecs in such manner as may be laid down from time to time by Director General and prepare a list of names to be entered in List 'B ' , taking into consideration the anticipated vacancies for the year .
16. Procedure of selecting Nalks for List 'C' and promotion from Nalk to Head Constable . ( 1 ) Once in every year , the Commandant shall obtain nominations from the Company Commanders and other sub - unit Commanders . of Naiks who are qualified for promotion as Head- Constables and are considered suitable for being brought on List 'C' .
(2) All such nominees shall have-
( i) completed not less than two years ' service as Naiks ;
( ii) attained such educational standards as may be specified by the Director General .
(3 ) The Commandant shall constitute a Board consisting of himself or his Second- in- Command , a Deputy Commandant or an Assistant Commandant and a Company Commander . in rotation , who shall assess all the nominees in such manner as may be laid down from time to time by Director General and prepare a list of names to he entered in List ' C' , taking into consideration the anticipated vacancies for the year .
17. Procedure of selecting Head - Constables for List 'D ' and promotion from Head- Constable to Sub - Inspector ( Platoon Commander) . ( 1 ) (a) Once in every year , the Commandant shall obtain nominations from the Company Commanders and other Sub - Unit Commanders , of such Head - Constables as are qualified for promotion to the rank of Sub - Inspector ( Platoon Commander ) and are considered suitable for the same .
(b) All such nominees shall have-
(i ) completed not less than three years ' service as Head- Constables ;
( ii ) attained such educational standards as may be specified by the Director General .
he (c) The Commandant shall consider all such nominations and others whom considers suitable and send the nominations to the Deputy Inspector General giving his reasons in each case for his recommendations , THE GAZETTE OF INDIA EXTRAORDINARY

(2) ( a) The Deputy Inspector General shall constitute a Board consisting of himself and two Commandants :
Provided that in respect of the Sub- Sector referred to in the proviso to rule 7 , the Board shall consist of three members nominated by the Director General .
(b) The Board shall review the service records of the nominees and take into consideration their performance in the courses attended by them.
(c) The Board shall assess all such nominees in such manner as may be laid down from time to time by the Director General .
(3) The Board shall prepare a list of names to be entered in List 'D' , taking into consideration the anticipated vacancies for the year .
(4) A gradation list of Head- Constables approved for inclusion in List ' D' shall be maintained by the Inspector General .
18. Procedure of selecting Sub - Inspectors (Platoon Commanders ) for List E ' and promotion from Sub- Inspector ( Platoon Commander ) to Subedar (Inspector/ Company 2 I/C) . ( 1 ) Once in every year , the Commandants shall recommend to the Inspector General through the Deputy Inspectors General , names of such Sub - Inspectors ( Platoon Commanders ) whom they consider suitable for promotion to the rank of Subedar (Inspector/Company 2 I/ C) .
(2) All such nominces shall have-
( i) completed not less than three years ' service as Sub - Inspectors ;
(ii ) attained such educational standards as may be specified by the Director General .
(3 ) The Inspector General shall constitute a Board consisting of himself and all the Deputy Inspectors General under him and at least one Commandant :
Provided that in respect of Sector referred to in the Proviso to rule 8 , the Board shall consist of one Deputy Inspector General nominated by the Director General , the Commandants of the Border Security Force Academy . Tekanpur , Border Security Force Training Centro and School , Hazaribagh , Central School of Weapons and Tactics , Indore . and one Commandant of a Battalion in the Headquarters Reserve and shall be presided over by such officer as may be nominated by the Director General
(4) The Board shall review the service recorrecords of the nominees and take into con- sideration their performance in the courses attended by them .
(5) The Board shall assess all such nominces in such manner as may be laid down from time to time by Director General .
(6) The Board shall prepare a list of names to be entered in List ' E' , taking into consideration the anticipated vacancies for the year .
19. Procedure for preparation of promotion lists. ( 1 ) The names of nominees found fit for inclusion in the afore - mentioned promotion lists shall be arranged by the Board concerned in the order of seniority :
Provided that any junior person who , in the opinion of the Board, is of exceptional merit, may for reasons to be recorded in writing , be assigned a position in the list higher than that of others senior to him .
(2) The names of such persons as are approved by a Board for inclusion in a promotion list shall be placed below the names of those persons who had been approved by the previous Boards ,
20. Accelerated promotions . The competent authority , mav with the prior approval of the next superior authority , promote out- of - turn , to the next higher rank , any person who is considered to be of exceptional merit :
Provided that the number of persons so promoted shall not exceed ten per cent of the total number of vacancies in each rank in any one year .
21. Promotion of Technical Personnel . The promotion of such personnel , unto and including the rank of Inspector , as may be designated as technical , by the Director General , from time to time , shall also be governed by the foregoing rules with the exception that...
(a) such technical personnel shall be required to pass such prescribed trade tests in their respective trades , instead of the pre- promotion courses mentioned THE GAZETTE OF INDIA EXTRAORDINARY [PART II- 1646
in sub- rule (3 ) of rule 5 , for promotion to such higher ranks as may be specified by the Director General ;
(b) promotion Boards in respect of technical personnel shall be constituted by the Director General and the promotion lists forlists for different ranks shall be maintained by such authorities as may be specified by the Director General from time to time,

का० प्रा० 419 ( प्र) -सीमा सुरक्षा बल अधिनियम, 1968 ( 1968 का 47 ) की धारा 141 द्वार। प्रदत्त शक्तियों का प्रयोग करते हुए तथा इस विषय पर सभी विद्यमान नियमों और आदेशों को अधिक्रांत करते हुए , केन्द्रीय सरकार निम्नलिखित नियम बनाती है , अर्थात्:--
1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल ( अधीनस्थ अधिकारी और अवर अधिकारी ) प्रोन्नति और ज्येष्ठता नियम , 1975 है ।
( 2 ) ये राजपत्तन में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. इन नियमों में , जब तक संदर्भ से अन्यथा श्रपेक्षित न हो,
(क ) " उप सैक्टर " के अन्तर्गत उप महानिरीक्षक के अधीन बटालियन , एकक और स्थापन भी हैं ;
(ख ) " सैक्टर " के अन्तर्गत महानिरीक्षक के अधीन सभी उप सैक्टर, एकक और स्थापन भी हैं ;
( ग ) इस में प्रयुक्त शब्दों और पदों के , जो परिभाषित नहीं किए गए हैं किन्तु सीमा सुरक्षा बल अधिनियम , 1968 ( 1968 का 47 ) में परिभाषित हैं, वही अर्थ होंगे जो उस अधिनियम में क्रमशः उनके हैं ।
3. नियमों का लागू होना. ये नियम अधीनस्थ अधिकारियों, अवर अधिकारियों और सीमा सुरक्षा बल के सभी अन्य अभ्यावेषित व्यक्तियों को लागू होंगे ।
4. प्रोन्नति का आधार. बल के सदस्यों को प्रोन्नति जिनको कि ये नियम लागू होते हैं, ज्येष्ठता का सम्यक् ध्यान रखते हुए सभी बातों में गुणागुण और उपयुक्ता पर आधारित होगी ।
5. प्रोन्नति पूर्व का अनुक्रम ( 1 ) नियम 21 के उपबंधों के अधीन रहते हुए , बल के प्रत्येक ऐसे सदस्य से , किसी प्रोन्नति के पूर्व, उपनियम ( 3 ) में निर्दिष्ट प्रोन्नति पूर्व के पाठ्यक्रम या ऐसी अन्य परीक्षाएं जो महा निदेश द्वारा समय - समय पर विनिर्दिष्ट की जाएं उतीर्ण करने की अपेक्षा की जाएगीः
परन्तु यदि सक्षम प्राधिकारी का समाधान हो जाता है कि सेवा की सम्यक् अभ्याव- श्यकताओं या अन्य कारणों से काई ऐसा सदस्य प्रोन्नति पूर्व का पाठ्यक्रम उतीर्ण करने के योग्य नहीं THE GAZETTE OF INDIA EXTRAORDINARY

है तो वह अगले वरिष्ठ प्राधिकारी के पूर्व श्रनुमोदन से प्रोन्नत किया जा सकेगा , किन्तु उस से अगले उपलब्ध प्रोन्नति पूर्व पाठ्य क्रम को उत्तीर्ण करने की अपेक्षा की जाएगी जिस के न हो सकने पर वह प्रतिर्वार्तत किया जा सकेगा ।
(2) इन नियमों के प्रयोजनार्थ , नीचे की सारणी के स्तंभ ( 2 ) में विनिर्दिष्ट प्राधिकारी , उसके स्तंभ ( 1 ) में तत्सम्बद्ध प्रविष्टि में उल्लिखित प्रोन्नतियों के बारे में सक्षम प्राधिकारी होगा ।

( 3 ) नीचे की सारणी के स्तंभ ( 2 ) में विनिर्दिष्ट पाठ्यक्रम , उक्त सारणी के स्तम्भ ( 1 ) में तत्सम्बद्ध प्रविष्टि में निर्दिष्ट प्रोन्नतियों के लिए उपनियम ( 1 ) में निदिष्ट प्रोन्नति पूर्व का पाठ्यक्रम होगा ।

6. सिपाहियों, लांस नाइकों , नाइकों और मुख्य सिपाहियों की ज्येष्ठता सूची का रखा जाना.-- मुख्य सिपाही की पंक्ति तक और उसको सम्मिलित करते हुए ज्येष्ठता सूचिर्या बटालियन क्रम या संस्था क्रम या एककक्रम से रखी जाएंगी तथा इन पंक्तियों में अन्तर बटालियन , अन्तर एकक THE GAZETTE OF INDIA EXTRAORDINARY [PART II- 1648
और अंतर संस्था स्थानान्तरण न्यूनतम रखे जाएंगे , सिवाय तब के जब कि ऐसे स्थानान्तरण संक्रियाओं की आवश्यकताओं को दृष्टि में रखते हुए आवश्यक हों ।
7. वरोगाओं की ज्येष्ठता सूची. उप सेक्टर के दरोगाओं की ज्येष्ठता सूची उप- महा- निरीक्षक द्वारा रखी जाएगी :
परन्तु सीमा सुरक्षा बल अकादमी , टेकनपुर , सीमा सुरक्षा बल प्रशिक्षण केन्द्र और विद्यालय , हजारीबाग , केन्द्रीय आयुद्ध और सामरिकी विद्यालय , इंदौर और मुख्यालय रिजर्व तथा तोपखाना रेजीमेंट की सभः बटालियनों में कार्य करने वाले व्यक्तियों के बारे में , ऐसी सूची कमाण्डेंट , सीमा सुरक्षा बल अकादमी, टेकनपुर द्वारा रखी जाएगी और ऐसी सभी संस्थाओं और बटालियनों का , इस नियम के प्रयोजनों के लिए , एक सेक्टर के रूप में अर्थ लगाया जाएगा ।
8. सूत्रेदारों ( निरीक्षकों ) को ज्येष्ठता की सूची. सेक्टर के सूबेदारों ( निरोक्षकों ) की ज्येष्ठता की सूची महा- निरीक्षक द्वारा रखी जाएगी :
परन्तुसीमा सुरक्षा बल अकादमी , टेकनपुर , सीमा सुरक्षा बल प्रशिक्षण केन्द्र और विद्यालय, हजारीबाग, केन्द्रीय आयुद्ध और सामरिकी विद्यालय , इंदौर और मुख्यालय रिजर्व और तोपखाना रेजिमेंट की सभी बटालियनों में कार्य करने वाले व्यक्तियों के बारे में ऐसी सूची कमाण्डेंट , सोमा सुरक्षा बल अकादमा , टेकनपुर द्वारा रखो जाएगा और ऐसो सभी संस्थाओ और बटालियनों का अर्थ, इन नियमों के प्रयोजनार्थ एक सेक्टर के रूप में किया जाएगा ।
9. ज्येष्ठता का आधार. किसी पंक्ति में ज्येष्ठता उस पंक्ति में निरंतर नियमित नियुक्ति के आधार पर आवधारित की जाएगी ।
10. अल्पकालिक रिक्तियों में प्रोन्नति ( क ) अल्पकालिक रिक्तियों में प्रोन्नतियां स्थान्नापन्न आधार पर की जा सकेंगी , यदि सेवा की आवश्यकताओं में ऐसा अपेक्षित ह।।
(ख ) ऐसी प्रोस्स्रतियां उन व्यक्तियों में से की जा सकेंगी जो नियम 11 में उल्लिखित सक्षम प्राधिकारी द्वारा प्रोन्नति के लिए अनुमोदित कर दिए गए हैं ।
11. प्राधिकारी जो स्थानापन्न प्रोन्नतियों का अनुमोदन करेंगे.--नीचे की सारणी के स्तंभ 1 में उल्लिखित प्राधिकारी उस के स्तंभ ( 2 ) में तत्सम्बद्ध प्रविष्टि में उल्लिखित पदों में अल्पकालिक रिक्तियों में स्थानापन्न प्रोन्नति करने के लिए सक्षम प्राधिकारी होंगे :---

( 3 ) संबंधित निरीक्षक की सहमति के अधीन रहते हुए , दरोगा 1
निरीक्षक के पद तक और उसको सम्मिलित करते हुए ।
( ख) सीमा सुरक्षा बल अकादमी, टेकनपुर , सीमा सुरक्षा बल प्रशिक्षण केन्द्र और विद्यालय, हजारी बाग , केन्द्रीय श्रायुद्ध और सामरिकी विद्यालय , इंदौर और तोपखाना रेजीमेंट के कमाण्डेंट ।
( ग) उप महानिरीक्षक 1
दरोगा के पद तक और उसको सम्मिलित करते हुए ।
( घ) महानिरीक्षक और महानिदेशक
निरीक्षक के पद तक और उसको सम्मिलित करते हुए ।
12. विभिन्न पदों पर प्रोन्नति के लिए अनुमोदित व्यक्तियों को सूखी का रखा। जान ( 1 ) नियम 21 के उपबंधों के अधीन रहते हुए , नीचे की सारणी में यथा विनिर्दिष्ट प्रत्येक पद में प्रोन्नति के लिए अनुमोदित अभ्यर्थियों की पृथक् सूची, इस में इस के पश्चात् श्रन्तविष्ट उपबंधों के अनुसार रखी जाएगी और ऐसी सूचियों में से प्रोन्नतियां क जाएंगी ।

मुख्य सिपाहियों के रूप में प्रोन्नति के लिए योग्य नाइकों के नागों की सूची ।

दरोगायों ( प्लाटून कमाण्डरों ) के रूप में प्रोन्नति के लिए योग्य मुख्य सिपाहियों के नामों की तृची ।
पूची'ड'
सुबेदारों ( निरीक्षकों कम्पनी 2 प्रभारी ) के रूप में प्रोन्नति के लिए योग्य दरोगाओं (प्लाटून कमाण्डरों ) के नामों की सूची ।

( 2) उपर्युक्त सारणी के स्तंभ ( 1 ) में विनिर्दिष्ट 'क' से 'ग' तक की जूचियां और 'घ ' और ' ङ' की सूचियों की प्रतियां प्रत्येक बटालियन या एकक में रखी जाएंगी ।
13. प्रोन्नति सूचियों का रखा जाना ( 1 ) कमाण्डेंट 'क ' से 'ग ' तक की सूचियों में उप महा - निरीक्षक 'घ ' सूची में और महानिरीक्षक 'ङ' सूची में प्रविष्टियां करेगा । सीधे महा निदेशक के अधीन एककों के बारे में ' घ ' और 'ङ' सूचियों में प्रविष्टियां महानिदेशक द्वारा की जाएगी ।
( 2) सूची 'घ' में सम्मिलित की जाने के लिए अनुमोदित मुख्य सिराहियों की और सूची 'ङ' में सम्मिलित की जाने के लिए दरोगाओं ( प्लाटून कमांडरों ) की समेकित श्रेणीकरण सूचियां महा निदेशालय सीमा सुरक्षा बल में रखी जाएंगी ।
14. सूची ' क ' के लिए सिपाहियों के चयम और सिपाही से लांस नाइक के रूप में प्रोति की प्रक्रिया ( 1 ) प्रत्येक वर्ष में एक बार कमाण्डेंट कम्पनी कमाण्डरों और अन्य उप एकक कमाण्डरो से , उन सिपाहियों के जो लांस नाइक की पंक्ति में प्रोन्नति के लिए अहित हैं और सूची ' क' पर लाए जाने के लिए उपयुक्त समझे जाते हैं नोम निर्देशन प्राप्त करेगा ।
(2) ऐसे सभी नाम निर्दिष्ट व्यक्तियों ने , --
( i ) सिपाहियों के रुप में दो वर्ष स अन्यून सेवा पूरा कर ल। हागो ;
( ii ) ऐसे शैक्षणिक स्तर मान प्राप्त कर लिए होंगे जो महानिदेशक द्वारा विनिदिष्ट किए जाएं ;
( 3 ) कमाण्डेंट, चक्रानुक्रम् से स्वयं को या उस के सेकिण्ड इन कमाण्ड , उप कमाण्डेंट मा सहायक कमाण्डेंट और कम्पनी कमाण्डर को मिलाकर बोर्ड का गठन करेगा , जो नाम निर्दिष्ट व्यक्तियों को ऐसी रीति से निर्धारित करेगा जो महानिदेशक द्वारा समय- समय पर अधिकथित की जाए और वर्ष में प्रत्याशित रिक्तियों को दृष्टि में रखते हुए , सूची ' क ' में प्रविष्ट करने के लिए नामों की सूची तैयार करेगा ।
15. सूखी ' क' के लिए लांस नाइकों का चयन करने और लांस माइक से नाइक के रूप में प्रोन्नति के लिए प्रक्रिया ( क ) प्रत्येक वर्ष में एक बार, कमाण्डट , कम्पनी कमाण्डर और अन्य उप एकक कमाण्डरों से लांस नाइकों के , जो नाइक के रूप में प्रोप्नति के लिए श्रहित हैं और सूची' ख' पर लाए जाने के लिए उपयुक्त समझे जाते हैं, नाम निर्देशन प्राप्त करेगा ।
( 2 ) ऐसे सभी नाम निर्दिष्ट व्यक्तियों ने, --
( i ) लांस नाइक के रूप में दो वर्ष से अन्यून सेबा पुरी कर ली होगी;
( ii ) ऐसे शैक्षणिक स्तरमान प्राप्त कर लिए होंगे जो महानिदेशक द्वारा विनिविष्ट किए जाएं ।
( 3 ) कमाण्डेंट , चक्रानुक्रम से स्वयं को या उस के सेकिण्ड- इन -कमाण्ड , उप कमाण्डेंट या सहायक कमाण्डेंट और कम्पनी कमाण्डर को मिलाकर बोर्ड का गठन करेगा जो सभी नाम निर्दिष्ट व्यक्तियों को ऐसी रीति से निर्धारित करेगा जो महा - निदेशक द्वारा समय -समय पर THE GAZETTE OF INDIA EXTRAORDINARY

श्रधिकथित की जाए और वर्ष में प्रत्याशित रिवित्तयों को दष्टि में रखते हुए, सूची 'ख' में प्रविष्ट किए जाने के लिए नामों की सूची तैयार करेगा 1
16. सूची 'ग' के लिए माइकों का चयन करने और नाइक से मुख्य सिपाही के रूप में प्रोन्नति करने के लिए प्रक्रिया ( 1 ) अत्येक वर्ष में एक बार , कमाण्डेंट , कम्पनी कमाण्डरों और अन्य उप एकक कमाण्डरों से नाइकों के , जो मुख्य सिपाही के रूप में प्रोन्नति के लिए अहित हैं और सूची 'ग' पर लाए जाने के लिए उपयुक्त समझे जाते हैं , नाम निर्देशन प्राप्त करेगा ।
(2) ऐसे सभी नाम निर्दिष्ट व्यक्तियों ने, --
( i ) नाइक के रूप में दो वर्ष से अन्यून सेवा पूरी कर ली होगी ;
( ii ) ऐसे शैक्षणिक स्तर मान प्राप्त कर लिए होंगे जो महा- निदेशक द्वारा विनिर्दिष्ट हिए जाए ।
( 3) कमाण्डेंट , चक्रानुक्रम से , स्वयं को या उस के सैकिण्ड-इन-कमाण्ड , उप कमाण्डेंट या महायक कमाण्डेंट और कम्पनी कमाण्डर को मिला कर बोर्ड का गठन करेगा, जो सभी नाम- निविष्ट व्यक्तियों को ऐसी रति से निर्धारित करेगा जो महानिदेशक द्वारा समय -समय पर अधिकथित की जाए और वर्ष में प्रत्याशित रिक्तियों को दृष्टि में रखते हुए , सूची ' ग' में प्रविष्टि के लिए नामों की सुची तैयार करेगा ।
17. सूची ' घ ' के लिए मुख्य सिपाहियों के चयन और मुख्य सिपाही से दारोगा (प्लाटून कमाण्डर ) के रूप में प्रोन्नति की प्रक्रिया ( 1) ( क ) प्रत्येक वर्ष में एक बार , कमाण्डेंट , कंम्पनी कमाण्डरों में ऐसे मुख्य सिपाहियों के जो दारोगा ( प्लाटून कमाण्डर ) केपद पर प्रोन्नति के लिए अहित हैं और उस के लिए उपयुक्त समझे जाते हैं , नामनिर्देशन प्राप्त करेगा ।
( ख) ऐसे सभी नाम निर्दिष्ट व्यक्तियों ने, - -
( i) मुख्य सिराही के रूप में तीन वर्ष मे अन्यून सेवा पूरी कर ली होगी ;
( ii ) ऐसे शैक्षणिक स्तरमान प्राप्त कर लिए होंगे जो महानिदेशक द्वारा विनिर्दिष्ट किए आएं ।
( ग) कमाण्डेंट ऐसे सभी नामनिर्देशनों पर और अन्यों पर जिनको वह उपयुक्त रमझता है , विचार करेगा और प्रत्येक दशा में अपने द्वारा सिफारिश के लिए कारण देते हुए उप महानिरीक्षक को नाम निर्देशन भेजेगा ।
( 2) ( क) उप-महानिरीक्षक स्वयं को और दो कमाण्डेंटों को मिलाकर बोर्ड का गठन
परन्तुनियम 7 के परन्तुक में विनिर्दिष्ट उप संक्टर के बारे में , बोर्ड महानिदेशक द्वारा नाम निर्दिष्ट तीन सदस्यों से मिलकर बनेगा ।
( ख ) बोर्ड , नामनिर्दिष्ट व्यक्तियों के सेवा अभिलेखों का पुनबिलोकन करेगा और उन के द्वारा पूरै किए गए पाठ्यक्रमों में उनके कार्यों पर विचार करेगा ।

(ग) बोर्ड ऐसे सभी नामनिदिष्ट व्यक्तियों को ऐसी रीति से निर्धारित करेगा जो समय समय पर, महा- निदेशक द्वारा अधिकथित की जाए ।
( 3) बोर्ड वर्ष में प्रत्याशित रिक्तियां को दृष्टि में रखते हुए , सूची 'घ' में प्रविष्ट किए आने के लिए नामों की सूची तैयार करेगा ।
( 4) सूची 'घ' में सम्मिलित किए जाने के लिए अनुमोदित मुख्य सिपाहियों की यद- क्रम सूची महानिरीक्षक द्वारा रखी जाएगी ।
لا 18. सूबो' ङ ' के लिए दारोगाओं ( प्लाटून कमाण्डरों ) के चयम और दारोगा ( प्लाटूम कमाण्डर ) से सूबेदार ( निरीक्षक/ कम्पनी 2 प्रभारी) के रूप में प्रोन्नति की प्रक्रिया.-- ( 1) प्रत्येक वर्ष में एक बार कमाण्डेंट, उप-महानिरीक्षक की मार्फत महा-निरीक्षक को ऐसे दारोगाओं ( प्लाटून कमाण्डरों ) के नामों की सिफारिश करेगा , जिन को वह सूबेदार (निरीक्षक /कम्पनी 2 प्रभारी ) के पद पर प्रोन्नति के लिए उपयुक्त समझता है ।
(2) ऐसे सभी नाम निदिष्ट व्यक्तियों ने,- -
( i) दारोगाओं के रूप में तीन वर्ष से अन्यन सेजा पूरी कर ली होगी ;
( ii) ऐसे शैक्षणिक स्तरमान प्राप्त कर लिए होगे जो महानिदेशक द्वारा विनिर्दिष्ट किए जाएं ।
( 3) महानिरीक्षक स्वयं को और उस के अधीन सभी उप- महानिरीक्षकों और कम से क्रम एक कमाण्डेंट को मिलाकर बोर्ड का गठन करेगा :
परन्तु नियम 8 के परन्तुक में निर्दिष्ट सैक्टर के बारे में , बोर्ड महा- निदेशक द्वारा नाम निर्दिष्ट एक उ५-महा निरीक्षक, मीणा सुरक्षा बल अकादमी, कनपुर , सीमा सुरक्षा बल प्रशिक्षण केन्द्र और विद्यालम , हजारीबाग, केन्द्रीय आयुध और सामरिकी विद्यालय , इंदौर के कमाण्डेंट और मुख्यालय रिजर्व में बटालियन के एक कमाण्डे से मिलकर बनेगा और उसकी अध्यक्षता ऐसे अधिकारी द्वारा की जाएगी जिस को महानिदेशक नाम निर्दिष्ट करे ।
( 4 ) बोर्ड नामनिर्दिष्ट व्यत्रित्तयों के सेत्रा अभिलेखों का पुनर्विलोकन करेगा और उनके द्वारा पूरे किए गए पाठ्यक्रम में उन के कार्य पर विचार करेगा
( 5) बोर्ड ऐसे सभी नानिदिष्ट व्यक्तियों को ऐसी रीति से निर्धारित करेगा जो महा- निदेशक द्वारा समय -समय पर अधिकथित को जाए ।
( 6) बोर्ड, वर्ष में प्रत्याशित रिक्तियों पर विचार करते हुए, नूची ' ङ' में प्रविष्ट किर आने के लिए नामों की सुची तयार करेगा ।
19. प्रोति सूचियों को तैयार करने की प्रक्रिया ( 1 ) पूर्व वणित प्रोन्नति सूचियों में सम्मिलित किए जाने के लिए योग्य पाए गए नाम निर्दिष्ट व्यक्तियों के नामों को संबंधित बोर्ड द्वारा ज्येष्ठता के क्रम से रखा जाएगा:
परतु किसी कनिष्ठ व्यक्ति को , जो बोर्ड की , राय में, असाधारण गुणागुण श्राला है, लिखित रूप में कारण लिपिबद्ध कर के सूची में उससे ज्येष्ठ अन्य व्यक्ति से उच्चत्तर स्थिति समानुदेशित की जाएगी ।

( 2 ) ऐसे व्यक्तियों के नाम जिन्हें प्रोन्नति सूची में सम्मिलित करने के लिए बोर्ड द्वारा अनुमोदित किया गया है , उन व्यक्तियों के नामों के नीचे रखे जाएंगे जो पूर्ववर्ती बोडौं द्वारा अनुमोदित किए गए थे ।
20. त्वरित प्रोस्रतियां सक्षम प्राधिकारी किसी व्यक्ति को जो असाधारण गुण वाला समझा जाता है , अगले वरिष्ठ प्राधिकारी के पूर्वानुमोदन से, अगली उच्चतर पंक्ति में पारी के बाहर प्रोन्नत कर सकेगा :
परन्तु इस प्रकार प्रोन्नत किए गए व्यक्तियों की संख्या किसी वर्ष में प्रत्येक पंक्ति में की रिक्त्तियों की कुल संख्या की दस प्रतिशत से अधिक नहीं होगी ।
21. तकनीकी कार्मिकों की प्रोन्नति. निरीक्षक की पंक्ति तक और उसको सम्मिलित करते हुए , ऐसे कार्मिकों की जो समय - समय पर महानिदेशक द्वारा तकनीकी अभिहित किए जाएं , प्रोन्नति इस अपवाद के साथ पूर्वगामी नियमों से भ। शासित होगी कि
( क) ऐसे तकनीकी कार्मिकों से ऐसे उच्चत्तर पंक्तियों में प्रोन्नति के लिए नियम 5 के उन नियम ( 3 ) में उल्लिखित प्रोन्नति पूर्व पाठ्यक्रम क्रमों के बजाए , उनकी अपनी क्रमिक ट्रेडों में ऐसे निहित ट्रेड परीक्षण उतीर्ण करने की अपेक्षा की जाएगी जो महानिदेशक द्वारा विनिर्दिष्ट किए जाएं ।
(ख ) तकनीकी कार्मिकों के बारे में प्रोन्नति बोर्डों का गठन महानिदेशक द्वारा किया जाएगा और विभिन्न पदों के लिए प्रोग्न्नति नूचियां ऐसे प्राधिकारियों द्वारा रखी आएंगी जिन्हें महानिदेशक समय -समय पर विनिर्दिष्ट करे ।
