SUBJECT . Revision in the rate of conversion of £ ( sterling ) into Rupees .
No. 75 - ITC ( PN ) /75.-Attention is invited to the former Ministry of Foreign Trade Public Notice No. 108 - ITC ( PN) / 72 , dated the 21st July , 1972 stipulating the revised rates of conversion of Pound Sterling into rupees for purpose of calculation of composite rates of exchange of different currencies as required under Public Notice No 15 - ITC ( PN ) / 72 , dated the 28th January , 1972 .
2. Consequent on the change in the R.B.I's spot selling and buying rates of pound sterling w.e.f. 2nd July , 1975 , the rate of conversion of & sterling intointo Rupees has also been revised to £ (St. ) 5.3420 Rs . 100. The above rate of exchange should be adopted from the 2nd July , 1975 , until further orders , for calculation of composite rate as prescribed in para 3 of the former Ministry of Foreign Trade Public Notice No. 15- ITC ( PN ) / 72 , dated the 28th January , 1972.

सं ० 75 - आई ० टी० सी० पी० एन ० )/ 75.- भूतपूर्व विदेश व्यापार मंत्रालय की सार्वजनिक सूचना संख्या: 108 - आईटी सी (पीएन ) / 72 , दिनांक 21 जुलाई , 1972 की ओर ध्यान श्राकृष्ट किया जाता है जिसमें सार्वजनिक सूचना संख्या 15 -भाई टी सी ( पीएन ) / 72 , विनांक 28 जनवरी , 1972 में यथा अपेक्षित विभिन्न मुद्राओं के विनिमय की मिश्रित दरों की गणना के लिए पौंड स्टलिंग को रुपये में परिर्वार्तत करने की परिशोधित करें निर्धारित की गई है ।
2. 2 जुलाई , 1975 से भारतीय रिजर्व बैंक की पौड स्टलिंग की स्थानिक विक्रय तथा क्रय करने की दरों में परिवर्तन के परिणामस्वरूप रुपयों में पौंड स्टॉलंग को परिवर्तित करने की दर भी 5.3420 पौंड ( स्टलिंग ) - 100 रुपये परिशोधित कर दी गई है । भूतपूर्व विदेश व्यापार मंत्रालय की सार्वजनिक सूचना संख्या 15 - आईटी सी ( पीएन )/ 72 , दिनांक 28 जनवरी 1972 के पैरा 3 में यथा निर्धारित मिश्रित दर की गणना के लिए मुद्रा विनिमय की उपर्युक्त वर 2 जुलाई , 1975 से अगले आदेश होने तक अपनानी चाहिए ।
SUBJECT . Import policy in respect of iron and steel items as given in Appendix 41 of the ITC policy Red Book ( Vol . I) for the period April, 1975 March , 1976.
No. 76 - ITC ( PN) / 75 -Attention is invited to the import policy in respect of various items of Iron and as given 'A''A' to of Appendix41K 41 of the Import Trade Control Policy Red Book (Volume I) for the period April , 1975- March , 1976 .
2. The import policy in respect of items appearing in Schedule 'A' to 'D ' of Apperdix 41 to the aforesaid Red Book , the import of which is permitted subject to clearar ce from lien and Steel Controller , Calcutta , has been reviewed and it has been decided to make certain amend- ments in the import policy of such items , as incorporated in the Annexure to this Public Notice . The import policy for these items indicated in the relevant Schedule of Apperdix 41 to the Import Trade Control Policy Red Book (Volume I) for April , 1975 - March , 1976 may be deemed to have been amended accordingly .

सं ० 76 - श्राई ० डी ० सी ० पी ० एम ० )/ 75 अप्रैल 1975-- मार्च 1976 अवधि के लिए आयात व्यापार नियन्त्रण नीति रेड बुक ( वा ०1 ) के र्पार्गशष्ट-- 41 में अनुसूची ' ए ' से ' ई ' तक में यथा प्रदान लोहा तथा इस्पात की विभिन्न मदो के सम्बन्ध मे आयात नीति की ओर ध्यान आकृष्ट किया जाता है ।
2. उपर्युक्त रेड बुक्र के परिशिष्ट 41 की अनुसूची 'ए ' से ' डी ' में दिखाई गई मदों के सम्बंध में जिनका आयात लोहा तथा इस्पात नियंत्रक कलकत्ता द्वाग निकासी के अधीन स्वीकृत है की आयात नीति की पुनरीक्षा की गई है और यह निश्चय किया गया है कि प्रस्तुत सार्वजनिक सूचना के लिए अनुबन्ध मे यथा शामिल की गई ऐसी मदो की आयात नीति में कुछ संशोधन किए जाए । तदनुसार श्रप्रैल 1975- मार्च 1976 के लिए आयात व्यापार नियत्रण न ति रेड बुक्क (वा० 1 ) के लिए परिशिष्ट की राम्बद्ध अनुसूची में संकेतित इन मदों के लिए श्रायात नीति को संशोधित किया गया समझा जाए ।

SUBJECT. Import of raw materials and components by Prima Contractors Facility for grant of import licences direct during the licensing period April, 1975- March, 1976.
No. 77 - ITC ( PN) / 75 . The question of allowing the prime contractors to import raw materials and components directly for the jobs undertaken by them has been under consideration , as prime contractors not only undertake design and consultancy responsibilities , but also fabrication , assembly , inspection , erection , commissioning , etc. It has been decided that prime contractors may be allowed to import raw materials and components required for fabrication in the commissioning of projects on the AU condition that the imported raw material should be fabricated on his account by the approved producer . Such contractors will execute a joint bond and bank guarantee with the associate producers undertaking that the imported materials will be used by the associate producers for the purpose for which they were allowed . The producer shall not include the imported raw material obtained by him from the contractors for the purpose of fabrication in his consumption certificate for grant of further licences based on past consumption . In other words , the producer should not take any credit for consumption of such imported raw material in his factory . furnish a joint bond and bank guarantee at a later stage at the time of actual clearance of the goods through the customs . Such applications may be considered on the recom- mendation of the Ministry of Industry and Civil Supplies who will certify the standing of the prime contractors and the nature of the jobs undertaken and the requirements of imported raw materials and components , etc It is , therefore , necessary that all such applications shoulshould be made to the Chief Controller of Imports and Exports , New Delhi through the Ministry of Industry and Civil Supplies

विषयः-प्रमुख ठेकेदारों द्वारा कच्ची सामग्री और संघटकों का आयात लाइसेंस अवधि अप्रैल, 1975 - मार्च , 1976 के दौरान आयात लाइसेंसों की मजुरी के लिए सीधे ही सुविधा ।
सं ० 77- भ्राई ० टी ० सी० पी०एन० ) / 75.---प्रमुख ठेकेदारो द्वारा लिए गए कार्यों के लिए उन्हें सीधे ही कच्ची सामग्री और सघटकों का आयात करने की अनुमति देने के प्रश्न पर विचार होता रहा है क्योंकि प्रमुख ठेकेदार केवल डिजाइन और परामर्श देने के उत्तरदायित्व का कार्य ही नहीं लेते बल्कि संरचना , संयोजन, निरीक्षण, उत्थापन, मज्जीकरण आदि का कार्य भी लेते हैं । यह निश्चय किया गया है कि प्रमुख ठेकेदारों को परियोजनाओं के सज्जीकरण में सरचना के लिए अपेक्षित कच्ची सामग्री और संघटकों के आयात करने की अनुमति इस वास्तविक उपयोक्ता शर्त पर दी जा सकती है कि अनुमोदित उत्पादक द्वारा ग्रायातित कच्चे माल की अपने लेखे पर संरचना होनी चाहिए । ऐसे ठेकेदार सहयोगी उत्पादकों के साथ यह बचन देते हुए एक सयुक्त बाण्ड और बैंक गारण्टी का निष्पादन करेंगे कि आयातित सामग्री महयोगी उत्पादकों द्वारा उसी कार्य के लिए उपयोग की जाएगी जिसके लिए उन्हे अनुमति दी गई थी । उत्पादक, ठेकेदारों से संरचना के लिए प्राप्त किए गए कच्चे माल को भूतकालीन उपयोग के आधार पर भविष्य में लाइसेंसों की मजूरी के लिए अपने उपभोग -प्रमाणपत्र में शामिल नहीं करेगा । दूसरे शब्दों में , अपने कारखाने में ऐसे कच्चै माल के उपभोग के लिए उत्पादक को कोई भी क्रेडिट नही मिलना चाहिए । यदि आवेदनपत्न देते समय सहयोगी उत्पादकों के नामों को निर्दिष्ट करना सम्भव नही है तो ऐसे मामलों में ठेकेदार , बाद में , मीमाशुल्क विभाग से माल की बास्तविक निकासी के समय संयुक्त बाण्ड और बैंक गारण्टी भेज सकते हैं । ऐसे आवेदनपत्नों पर उद्योग और नागरिक संभरण मत्रालय की सिफारिश पर विचार किया जाएगा जो कि प्रमुख ठेकेदारों की साख और लिए गए कार्यों के स्वरूप और आयातित कच्ची सामग्री तथा सघटकों आदि को प्रमाणित करेगा । इसलिए यह आवश्यक है कि ऐसे सभी श्रावेदनपत्त्र उद्योग तथा नागरिक संभरण मंत्रालय के माध्यम से मुख्य नियत्तक , श्रायात- निर्यात , नई दिल्ली को भेजने चाहिए ।
