New Delhi , the 20th January 1977
G. S. R. as ( E) . In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Directorate General of Technical Development ( Class I posts ) Recruitment Rules , 1963 , namely:-
1. ( 1 ) These rules may be called the Directorate General of Technical Development (Class I posts) Recruitment ( Amendment) Rules , 1977 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Directorate General of Technical Development (Class I posts) Recruitment Rules , 1963 , foratem 2 and the entries relating thereto , the following item shall be substituted , namely :-

Selection shall be made in consultation with the Union public Service Commission .
1. Secretary ( IndustrialDev- elopment) or Additional Secretary Department of Industrial Development .
2. Secretary (Technical Development ) & Director General Technical Deve- lopment .
Development Officers ( Engineering ) (Selection Grade) with 3 years' ser- vice in the grade , failing which with 8 years' total service in the grade of Development Officer ( Engineering) (Selection Grade ) and Development Officer (Engineering ) combined to- gether, and failing both , Development Officer (Engineering ) with 8 years' service in the grade , rendered after appointment thereto on a regular basia .

"Note: Where an officer is considered for promotion under these rules , all persons senior to him in that Grade shall also be considered notwith- standing that they may not have rendered the specified number of years ofregular service in that Grade ."
Transfer on deputation ( including short- term-contract) .
Officers under the Central / State Governments, Public Sector Undertakings , Universities , Reco- gnised Research Institutions , holding analogous posts or with 5 years' regular service in posts in the scale of Rs . 1500-2000 or equivalent and possessing the qualifications and experience prescribed for direct recruits in Column 7 .
(Period of deputation / Contract shall ordinatıly not exceed 5 years .)

नई दिल्ली , 20 जनवरी , 1477
सा० का ० नि ० 25 ( श्र ) राष्ट्रपति, सविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, तकनीकी विकास महानिदेशालय ( वर्ग 1 पद ) भर्ती नियम , 1963 में और सशोधन करने के लिए निम्नलिखित नियम बनाते है, अर्थात्
1. ( 1 ) इन नियमो का नाम तकनीकी विकास महानिदेशालय ( वर्ग 1 पद ) भर्ती ( संशोधन ) नियम, 1977 है ।
( 2 ) ये राजपत्न मे प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. तकनीकी विकास महानिदेशालय ( वर्ग 1 पद ) भर्ती नियम , 1963 की अनुसूची में , मद 2 और उससे सम्बन्धित प्रविष्टियो के स्थान पर निम्नलिखित मद रखी जाएगी , अर्थात्:-

2. औद्योगिक सलाहकार ( इजीनियरी )
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से यात्रिक | औद्योगिक / वैद्युत / इलेक्ट्रानिक्स/ धातुकर्मी इजीनियरी में उपाधि ।
टिप्पण: आयुसीमा अवधारित करने को निर्णायक तारीख अभ्यर्थियो से (उनसे भिन्न जो अण्डमान और निकोबार द्वीपसमूह और लक्षद्वीप मे रहते हैं ) आवेदनो की प्राप्ति की अन्तिम तारीख होगी ।
( ii ) किसी ख्यातिप्राप्त इजीनियरी उद्योग मे या इजीनियरी उत्पादो के योजना, विकास / उत्पादन , अनुसंधान डिजाइनो/ या विनि- र्माण में संव्यवहार करने वाले किसी सर- कारी विभाग में किसी उत्तरदायी हैसियत मे 10 वर्ष का व्यावहारिक अनुभव ।

(अर्हताए , अन्यथा सुहित अभ्यर्थियों की दशा में सघ लोक सेवा आयोग के विवका- नुमार शिथिलनीय , विशेषकर , अनुसूचित जाति और अनुसूचित जनजाति के अभ्य- थियों के लिए आरक्षित पदो की दशा में , अनुभव संबधी अर्हता शिथिल की जा सकती है । ) वांछनीय

( i) इजीनियरी उद्योगों की आधुनिकतम प्रवृत्तियो समस्याओ और तकनीकों से भारतीय दशाओं के विशेष प्रतिनिर्देश के साथ , सुपरिचय और उनका ज्ञान ।
( ii ) अग्रेजी से भिन्न किसी यूरोपीय भाषा अर्थात् जर्मन, फासीमी, रूसी या इतालवी का ज्ञान ।

प्रोन्नति
1. अध्यक्ष:
अध्यक्ष, सदस्य, संघ लोक सेवा आयोग ।
चयन , सघ लोक सेवा आयोग के परामर्श से किया जाएगा ।
2. सदस्य:
विकास अधिकारी ( इजीनियरी ) ( चयन श्रेणी ) जिन्होंने उस श्रेणी मे 3 वर्ष सेवा की हो जिमके न होने पर ऐसे व्यक्ति जिन्होंने विकास अधिकारी ( इजीनियरी ) ( चयन श्रेणी ) और विकास अधिकारी ( इजीनियरी ) को श्रेणियो में दोनो को मिला कर 8 वर्ष सेवा की हो , और दोनो के न होने पर विकास अधिकारी ( इजीनियरी ) , जिसने उस श्रेणी मे नियमित आधार पर नियुक्ति के पश्चात् 8 वर्ष सेवा की हो । " ( टिप्पण जहा किसी अधिकारी पर इन नियमो के अधीन प्रोन्नति के लिए विचार किया जा रहा हो वहा उस श्रेणी में उसमे श्रेष्ठ सभी व्यक्तियो पर भी, इस बात के होते हुए भी विचार किया जाएगा कि उन्होंने उस श्रेणी में विनिर्दिष्ट वर्षों की सख्या नक नियमिन सेवा नहीं की है, । ) "
1. सचिव, ( औद्योगिक विकास ) या अपर सचिव, औद्योगिक विकास विभाग । 2. सचिव ( तकनीकी विकास) और महानिदेशक , तक्नीकी विकास ।
प्रतिनियुक्ति पर स्थानान्तरण ( जिसमें अल्प-कालिक संविदा सम्मिलित है )
केन्द्रीय राज्य सरकारों , पब्लिक सेक्टर उपक्रमों, विश्वविद्यालयो, मान्यताप्राप्त अनु- संधान सम्थाओ के अधीन सदृश पद धारण करने वाले या ऐसे अधिकारी, जिन्होंने 1500-2000 रु० वेतनमान के या समतुल्य पदों पर 5 वर्ष निरन्तर सेवा की हो और जो स्तम्भ 7 मे मीधे भर्ती किए जाने वाले व्यक्तियो के लिए विहित अर्हताए और अनुभव रखते हो । ( प्रतिनियुक्ति. सविदा की अवधि साधारणतया 5 वर्ष से अधिक नही होगी । )
