नियम
सं० 4/ 73/ 78-के ०से० ( 1 ) -केन्द्रीय सचिवालय सेवा के ग्रेड 1 में धनु० जातियों तथा अनु ० जनजातियों के लिए आरक्षित रिक्तियों की वर्ष 1977 तथा 1978 की प्रवर सूची में शामिल करने हेतु संघ लोक सेवा आयोग द्वारा 1979 में ली जाने वाली सीमित विभागीय प्रतियोगिता परीक्षा के नियम सर्वसाधास्ण की सूचना के लिए नीचे प्रकाशित किए बाते हैं ।
चयत सूची में भामिल किए जाने के लिए चयन किए जाने बाले व्यक्तियों की संख्या आयोग द्वारा जारी किए जाने वाले मोटिस में निर्दिष्ट कीजाएगी ।
"अनुसूचित जातियों तथा अनुसूचित जनजातियों का अभिप्राय निम्न- लिखित श्रादेशों में उल्लिखित अनुसूचित जातियों/जन जातियों में से किसी एक से है
संविधान ( मनुसूचित जातियां) भावेश , 1950, संविधान (भनुसूचित अन जातियां) प्रादेश , 1950 , संबिधान (अनुसूचित जातियां ) ( संष राज्य क्षेत्र) आदेश, 1951 , संविधान [ अनुसूचित जन जातियां ) ( संघ राज्य क्षेल) झावेश 1951, ( अनुसूचित जातिर्या तथा अनुसूचित जन जातियां सूचियां (भ्राशोधन ) श्रादेश, 1956 , बम्बई पुनर्गठन अधिनियम 1960, पंजाब पुर्नगठन अधिनियम, 1966, हिमाचल प्रदेश राज्य अधिनियम 1970 तथा उत्तर पूर्वी क्षेत्र (पुनर्गठन) अधिनियम, 1971 और अनुसूचित आतियां तथा अनुसूचित जन जातियां भावेश ( संशोधन ) अधिनियम 1976 द्वारा यथा संशोधित] संविधान (जम्मू और कश्मीर) भनुसूचित जातियां भावेश, 1956, संविधान ( अण्डमान और निकोबार द्वीप समूह) अनुसूचित जन जातियां आदेश , 1959 अनुसूचित जातियां तथा अनुसूचित जन जातियां श्रादेश ( संशोधन) अधिनियम , 1976 द्वारा यथा संशोधित, संविधान ( वादरा और नागर हवेली ) अनुसूचित जातियां भादेश, 1962, संविधान (दादरा और नागर हवेली) अनुसूचित जन जातियां भादेश, 1962, संविधान ( पाण्डिचेरी ) अनुसूचित जातियां आदेश 1964 संविधान अनुसूचित जन जातियां ( उत्तर प्रदेश) आदेश , 1967 , संविधान ( गोआ, दमत और वियु) अनुसूचित जन जातियां श्रादेश , 1968 संविधान (गोश्रा, दमन और वियु) अनुसूचित जन जातियां प्रादेश , 1968 मीर संविधान (नागालैण्ड) अनुसूचित जन जातियां अादेश, 1-9701
2. संघ लोक सेवा भायोग द्वारा यह परीक्षा इन नियमों के परिशिष्ट में निर्धारित ढंग से ली जाएगी ।
परीक्षा की तारीख और स्थान आयोग द्वारा निर्धारित किए जाएंगे ।
3. केन्द्रीय सचिवालय सेवा के अनुभाग अधिकारी ग्रेड अथवा केन्द्रीय सचिवालय प्राशुलिपिक सेवा के ग्रेड 'क' के ऐसे कोई स्थायी अधिकारी अथवा ऐसे कोई अधिकारी जिनका नाम अनुभाग अधिकारी ग्रेड की प्रवर सूची में अथवा के ० स ० आ ० से ० के ग्रेड 'क' की प्रवर सूची में शामिल है और जिन्होंने के ० स ० से ० के अनुभाग अधिकारी ग्रेड में अथवा के ० स ०ग्रा० से० के ग्रेड 'क' में अथवा दोमों में , जैसी भी स्थिति हो, 31 मार्च , 1978 को कम से कम 4 वर्षों की अनुमोदित तथा लगातार सेवा पूरी कर ली है, उक्त परीक्षा में बैठने के पाल होंगे ।
नोट:-( 1 ) के ० स ० आ० से० के ग्रेड 'क' अधिकारियों के मामले में अनुमोदित सेवा में उक्त सेवा के ब्रेड 'ख ' में की गई अनुमोदित सेवा की आधी सेवा शामिल होगी ।

(2) सैनिक सेवा के दौरान हुई किसी भी गैर हाजिरी की अवधि को उक्त सेवा के उपर्युक्त पदों के लिए निर्धारित सेवा अवधि में गिना जाएगा ।
(3) के० स० से ० के अनुभाग अधिकारी तथा के ० स ०भा०से ० के ग्रेट ' क' अधिकारी जो सक्षम प्राधिकारियों की स्वीकृति से संवर्ग घाय पदों पर प्रतिनियुक्ति पर हैं, यदि अन्यथा पाक्ष हैं तो इस परीक्षा में प्रवेश पाने के पात्र होंगे । परन्तु शर्त यह है कि यह उम अधिकारी के लिए लागू नहीं होगा जो किसी संवर्ग वाह्य पद पर अथवा दूसरी सेवा में स्थानान्तरण पर नियुक्त किये गये हैं और अनुभाग अधिकारी ग्रेड अथवा के० म० प्रा० से० के ग्रेड ' क' में, जैसी भी स्थिति हो, कोई लियन नहीं रखते हैं ।
4. परीक्षा में बैठने के लिए उम्मीदवार की पालता या अपात्रता के मंबन्ध में आयोग का निर्णय अंतिम होगा ।
5. किसी भी उम्मीदवार का परीक्षा में तब तक प्रवेश नहीं विया जग्गा जब तक कि उसके पास आयोग का प्रवेश प्रमाण-पत न हो ।
6. जिस उम्मीदवार ने--
( i) किसी भी प्रकार से अपनी उम्मीदवारी के लिए समर्थन प्राप्त किया है , अथवा
(ii) नाम बदल कर परीक्षा दी है, अथवा
( iii ) किसी अन्य व्यक्ति से छद्म रूप से कार्य साधन कराया है , अर्थवा
( iv) आली प्रमाण-पत्र या ऐसे प्रमाण-पत्र प्रस्तुत किए हैं जिनमें तथ्यों को बिगाड़ा गया हो, अथवा
( v) गलत या झूठे वक्तव्य दिए हैं या किसी महत्वपूर्ण तथ्य को छिपाया है, अथवा
(VI ) परीक्षा में प्रवेश पाने के लिए किसी अन्य अनियमित अथवा पनुषित उपायों का सहारा लिया है, अथवा
(vii) परीक्षा में समय अनुचित साधनों का प्रयोग किया हो, अथवा
(viii ) उत्तर पुस्तिकानों पर असंगत मातें लिखी हों जो अश्लील भाषा में या अनव आशय की हों , अथवा
(ix) परीक्षा भवन में और किसी प्रकार का दुर्व्यवहार किया हो , अर्थवा
(x) परीक्षा चलाने के लिए प्रयोग द्वारा नियुक्त कर्मचारियों को परेशान किया हो या अन्य प्रकार की शारीरिक क्षति पहुंचाई हों ,
(xi ) उपर्युक्त खण्डों में उल्लिखित सभी अथवा किसी भी कार्य के द्वारा आयोग को अभप्रेरित करने का प्रयत्म किया हो तो उस पर भ्रापराधिक अभियोग (क्रिमिमल प्रासीक्यूशन ) चलाया जा सकता है और उसके साथ ही उसे
(क) आयोग द्वारा उम परीक्षा से जिसका वह उम्मीववार है बैठने के लिए अयोग्य ठहराया जा सकता है, अथवा
(ख) उसे अस्थायी रूप से श्रथवा एक विशेष अवधि के लिए
(1) भायोग द्वारा ली जाने वाली किसी भी परीक्षा अथवा चयन के लिए ,
( 2) केद्रीय सरकार द्वारा उनके अधीन किसी भी नौकरी से वारित किया जा सकता है, और
(ग) यवि वह सरकार के अधीन पहले से ही सेवा में है तो उसके विरुद्ध उपर्युक्त नियमों के अधीन अनुशासनिक कार्यवाही की जा सकती है ।
7. परीक्षा के परिणामों के बाद आयोग जिम उम्मीदवारों को चयन के लिए उपयुक्त समझेगा उनके नाम दो अलग- अलग सूचियों में योग्यता

क्रम में रखे जाएंगे जिनमें एक सूची अनु ० जातियों के उम्मीदवारों के लिए बीर दूसरी सूची भनु ० जन जातियों के उम्मीदवारों के लिए होगी और इस क्रम में जितने भो उम्मीदवार आयोग द्वारा योग्य पाए जाएंगे , उनकी उपर्युक्त प्रत्येक वर्ग को चयन सूची में शामिल किए जाने के लिए अपेक्षित संख्या तक सिफारिश की जाएगी ।
नोट.--उम्मीदवारों को यह स्पष्ट रूप से समझ लेना जाहिए कि यह प्रतियोगिता परीक्षा है न कि अहंक परीक्षा । परीक्षा के परिणाम के आधार पर प्रत्येक चयन सूत्री में शामिन किए जाने वाले व्यक्तियों की संख्या नियत करने के लिए सरकार पूरी तरह से सक्षम है । कोई भी उम्मीदवार इस परीक्षा में अपने निष्पादन के आधार पर चयन सूची में शामिल किए जाने के लिए अधिकार के रूप में दावा नहीं कर सकेगा ।
४. प्रत्येक उम्मीदवार को परीक्षा फल की सूचना किस रूप में और किस प्रकार दी जाए, इसका निर्णय श्रायाग स्वयं करेगा । आयोग परीक्षा फल के बारे में किमी भी उम्मीदवार से पत्त्राचार नहीं करेगा ।
9. परीक्षा में पाम हो जाने मात्र से नियुक्ति का अधिकार तब तक नहीं मिलता, जब तक कि सरकार आवश्यक जांच के बाद संतुष्ट न हो जाए कि उम्मीदवार सेवा में कार्य संचालन की दृष्टि से चयन के लिए हर प्रकार से योग्य है ।
परन्तु आयोग द्वारा चयन के लिए अनुशंसित किए गए किभी उम्मीद वार को चयन के लिए अपात्र मानने के बारे में निर्णय आयोग के साथ परामर्श करके किया जाएगा ।
10. यदि कोई उम्मीदवार जो परीक्षा में प्रवेश के लिये श्रावेदनपत्न भेजने के बाद अथवा परीक्षा में बैठने के बाद अपनी नियुक्ति से त्यागपत्त दे देता है अथवा और किसी कारण वश सेवा छोड़ देता है अथवा उससे संबन्ध विच्छेद कर लेता है अथवा उनकी सेवा उसके विभाग द्वारा समाप्त कर दी जाती है श्रथवा उसको किसी संवर्ग बाह्य पर्व पर अथवा अन्य सेवा में स्थानान्तरण पर नियुक्त कर दिया जाता है । और केन्द्रीय सचि वालय सेवा के अनुभाग अधिकारी ग्रेड अथवा के ० स ० आ ० से ० के ग्रेट 'क' में उनका लियन मही है तो वे इस परीक्षा के परिणाम में के आधार पर नियुक्ति के पाव नहीं होंगे ।
परन्तु यह बात उस व्यक्ति के मामले में लागू नहीं होती जो मक्षम प्राधिकारी के अनुमोदन से मवर्ग बाह्य पद पर प्रतिनियुक्ति पर नियुक्त कर दिया गया है ।
परिशिष्ट
परीक्षा निम्नलिखित योजना के अनुमार ली जाएगीः--
भाग-1- लिखित परीक्षा में निम्मलिखित विषयों पर दो प्रश्न पक्ष, प्रत्येक 200 अंकों के होंगे ।
प्रश्न पत्र भारत सरकार के सचिवालय तथा सम्बद्ध कार्यानयों में कार्यविधि तथा कार्यप्रणाली ।
प्रश्न पत्त्र-II: भारत के संविधान और सरकारी तंत्र संसद कार्य प्रणाली तथा क्रिया विधि का सामान्य ज्ञान ।
प्रत्येक प्रश्न पत्र के लिए 2 घंटे का समय दिया जाएगा ।
भाग- II-आयोग द्वारा अपने विवेक से मिर्णीत किए गए उम्मीदवारों के गोपनीय रिपोर्टोों तथा साक्षात्कार का मूल्याकन- 200 अंक ।
2. परीक्षा का पाठ्य विवरण अनुसूची में दिए गए अनुमार होणा
3. उम्मीदवारों को प्रश्न पत्त अंग्रेजी अथवा हिन्दी ( देव नागरी ) में लिखने का विकल्प होगा । प्रश्न पत्र अंग्रेजी और हिन्दी में तैयार किए जाएंगे ।
नोट 1:- सभी प्रश्नों के लिए एक मा विकल्प होगा तथा उसी प्रश्न पक्ष में विभिन्न प्रश्नों के लिए अलग-अलग विकल्प नहीं होगा ।

गोड 2-- प्रश्न पन्न का उत्तर हिन्दी (देवनागरी ) में देने का विवकल्प ri देने वाले उम्मीदवारों को अपने इस इरादे का उल्लेख पावेदन- पत्र के कालम में स्पष्ट रूप में करना चाहिए । ग्रन्यथा यह ममझ जाएगा कि वे गर्भी प्रश्नपत्रों के उत्तर अंग्रेजी में ही देंगे ।
'नौर 3:- प्रश्न-पत्र के उपर हिन्दी ( देवनागरी ) में लिखने वाले उम्मीदवार यदि ये चाहे तो हिन्दी के गाथ-गाथ तकनीकी शब्दावली यदि कोई हो , के अग्रेजी गर्याय भी कोष्टको में दे सकते हैं ।
4 उम्मीदवारों को प्रश्न-पत्रों के उत्तर स्वयं ही लिखने होगे । जन्हे किसा भी हालत में उनकी ओर से उत्तर लिम्बने के लिए किसी अन्य व्यक्ति की सहायता लेने की अनुमति नहीं दी जाएगी ।
... पायोग अपने विवेक से परीक्षा के किसी एक या भभी भागों के प्रहार निर्धारित करेगा केवल उन्ही उम्मीदवारों के गोपनीय रिपोर्टो के मूल्यजन गथा माक्षात्कार में बुलाए जाने पर विचार किया जाएगा जो लिखित परीक्षा में आयोग के विवेकानमार नियत किए गए न्यूननम अन्ईक व्यंग प्राप्त कर लेंगे ।
१. केवल मनही ज्ञान के लिए नम्बर नहीं दिए जाएंगे ।
२. लिखित विषयों में अस्पष्ट लिम्वाई के लिए अधिकसम अंको के
5% अभ. काट लिए जाएंगे ।
8 परीक्षा के गभी विषयों में इस बात का श्रेय दिया जाएगा कि अभिव्यक्ति कम से कम शब्दों में क्रमबद्ध तथा प्रभावशाली ढंग से और ठोषटी की गई हो ।
अभसूची
परीक्षा का पाठ्य विवरण
जहा नियमों आदेशों , अनुदेशों श्रादि का जान अपेक्षित है, उम्मीदवारों से यः अपेक्षा की जाएगी कि ये हम परीक्षा की अधिसूचना की तारीभ्र तक जारी किए गए संशोधनों की जानकारी रखते हैं ।
भारत सरकार के सचिवालय गथा मम्बद्ध कार्यालयों में कार्यविधि तथा काय प्रणाली ।
याः 'भारत गरकार के सचिवालय तथा सम्बद्ध कार्यालयों में कार्य विधि तया कार्यप्रणानी में गहन तथा विस्तृत परीक्षा लेने के लिए है । इस मस्कार में कुछ मार्गदर्शन निम्नलिखित पुस्तकों में प्राप्त किया जा संकता
( १ ) हम अधिम्चना के ममत्र प्रचालित कार्यालय पद्धति पुस्तिका
( 3 ) कार्यालय पद्धति पर मचिवालय प्रशिक्षण तथा प्रबन्ध संम्थान द्वारा जारी की गई टिप्पणिया ।
(३) गृह मंत्रालय द्वारा जारी की गई गघ के गरकारी काम काज मैं हिन्दी के प्रयोग में संबन्धित 'आदेणों की पुस्तिका"
भार के संविधान और सरकारी तंत्र संसद कार्य प्रणाली प्रथा कार्य विधि । और II का मामान्य ज्ञानः-

limited No. 4 / 73 /78 - CS( I ) ( ili ). The rules for 21 departmental competitive examination to be held by the Union Public Service Commission in 1979 for additions to the Select List of 1977 and 1978 for Grade I of the Central Secretariat Service against vacancies reserved for the Scheduled Castes and the Scheduled Tribes are pub- lished below for general information .
'The number of persons to be selected for inclusion in the Select List will be specified in the Notice issued by the Commission.
"Scheduled Castes /Tribes " mean any of the Castes/ Tribes mentioned in the Constitution (Scheduled Castes ) Order , 1950; the Constitution (Scheduled Tribes ) Order , 1950; the Contitution ( Scheduled Castes ) ( Union Territo- ries) Order, 1951 ; the Constitution ( Scheduled Tribes ) (Union Territories ) , Order . 1951 ; as amended by the Sche- duled Castes and Scheduled Tribes Lists (Modification ) Order , 1956; the Bombay Reorganisation Act . 1960 ; the Punjab Reorganisation Act , 1966; the State of Himachal Pradesh Act , 1970 ; the North Eastern Areas ( Reorganisation Act, 1971 ) and the Scheduled Castes and Scheduled Tribes Orders ( Amendment ) Act , 1976 ; the Constitution ( Jammu and Kashmir ) Scheduled Castes Order , 1956 ; the Consti- tution (Andaman and Nicobar Islands) Scheduled Tribes Order, 1959 as amendedby the Scheduled Castes and Sche- duled Tribes Order ( Amendment ) Act, 1976 ; the Constitu- tion (Dadra and Nagar Haveli ) Scheduled Castes Order, 1962; the Constitution (Dadra and Nagar Haveli ) Sche- Tribes Order , 1962 ; the Constitution ( Pondicherry ) Scheduled Castes Order , 1964 , the Constitution ( Scheduled Tribes ) (Uttar Pradesh ) Order , 1967 ; the Constitution ( Goa, Daman and Diu ) Scheduled Castes Order , 1968 ; the Constitution ( Goa . Daman and Diu ) Scheduled Tribes Order . 1968; and the Constitution ( Nagaland ) , Scheduled Tribes Order, 1970 . duled
2. The examination shall be conducted by the Union Public Service Commission in the manner prescribed in the Appendix to these rules.
The dates on which and the places at which the exami- nations will be held shall be fixed by the Commission .
3. Any permanent officer of the Section Officers ' Grade of the Central Secretariat Service or Grade A of the Cen- tral Secretariat Stenographers' Service or any officer whose name has been included in the Select List for the Section Officers' Grade or the Select List for Grade ' A' of the Cen- tral Secretariat Stenographers Service and who belongs to any Scheduled Caste or Scheduled Tribe and who on 31st December, 1978. has rendered not less than 4 years ' ap- proved and continuous service in the Section Officers' Grade of Central Secretariat Service or in Grade 'A' of the Central Secretariat Stenographers ' Service or in both , as the case may be , shall be eligible to appear at the exami- nation .
Note :-( 1 ) In the case of Grade'A ' Officers of the Cen- tral Secretariat Stenographers' Service , the approved ser- vice shall include half of the approved service rendered in Grade 'B' of that Service .
( 2 ) Any period of absence on Military duties may be allowed to be counted towards the prescribed length of ser- vice in any of the above posts .
( 3) Section Officers of the Central Secretariat Service and Grade ' A' of the Central Secretariat Stenographers ' Service who are on deputation to ex -cadre posts with the approval of the competent authority shall be eligible to be admitted at the examination if otherwise eligible. Provided that it shall not apply to an officer who has been appointed to an ex-cadre post or to another service on transfer and does not have a lien in the Section Officers' Grade or the Grade 'A' of the Central Secretariat Stenographers ' Service . as the case may be .

4. The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examina- tion shall be final .
5. No candidate shall be admitted to the examination unless he holds a certificate of admission from the Commis- sion.
6. A candidate who is or has been declared by the Com- mission to be guilty of :-
(i) obtaining means , or support for his candidature by any
( ii) impersonating , or
( iii ) procuring impersonation by any person , or
( iv) submitting fabricated document or documents which have been tampered with , or
( v) making statements which are incorrect or false , or suppressing material information , or
( vi ) resorting to any other irregular or improper means in connection with his candidature for the exami- nation , or
( vii ) using unfair means during the examination , or
(vii ) writing irrelevant matter including obscene lan- guage or pornographic matter in the script ( s ) ; or
(ix) misbehaving in any other manner in the examina- tion hall ; or
(x) harassing or doing bodily ployed by the Commission their examinations ; or harm to the staff em- for the conduct of
(xi ) attempting to commit or as the case may be abetting to commission of all or any of the acts specified in the foregoing clauses.
may , in addition to rendering himself liable to criminal prosecution , be liable :-
(a) to be disqualified by the Commission from the examination for which he is a candidature; or
(b) to be debarred either permanently or for a speci- fied period
( i) by the Commission from any examination or selection held by them;
( ii ) by the Central Government from any employ- ment under them; and
( c) to disciplinary action under the appropriate rules.
7. The names of the candidates who are considered by the Commission to be suitable for selection on the results of any examination shall be arranged in the order of merit in two separate lists one being for candidates belonging to the Scheduled Castes and the other being for candidates belonging to the Scheduled Tribes and in that order as many candidates as are found by the Commission to be qualified, shall be recommended for inclusion in the Select List for each of the aforesaid two categories of candidates up to the required number .
Note : Candidates should clearly understand that this is a competitive and not a qualifying examination . The number of persons to be included in each Select List on the results of the examination is entirely within the competence of Government to decide . No candidate will therefore have any claim for inclusion in the Select List on the basis of his performance in this examination , as a matter of right .
8. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result .
9. Success in the examination confers no right to selection unless Government are satisfied after such enquiry as may be considered necessary, that the candidate . having regard to his conduct in service is cligible and suitable in all res- pects for selection .

Provided that the decision as to ineligibility for selection in the case of any candidate recommended for selection by the Commission shall be taken in consultation with the Com- mission.

A candidate who after applying for admission to the examination or after appearing at it , resigns his appointment or otherwise quits the service or severs his connection with it or whose services are terminated by his Department or who is appointed to an ex -cadre post or to another Service on ' transfer and does not have a lien in the Section Officers ' Grade of the Central Secretariat Service or Stenographer Grade 'A' of the Central Secretariat Stenographers' Service will not be eligible for appointment on the results of this examination .
This , however , does not apply to a person who has been appointed on deputation to an ex-cadre post with the ap- proval of the competent authority.
APPENDIX
The examination shall be following plan :- conducted according to the
Part I : Written examination consisting of two papers in the following subjects each carrying 200 marks:-
Paper I : Procedure & Practice in the Government ofIndia Secretariat and Attached Offices
Paper II General Knowledge of the Constitu- tion of India and Machinery of Government , Practice & Procedure in Parliament .
The papers will be of 24 hours duration each.
Part II : Evaluation of C. Rs . and interview of such of the candidates as maybe decided by the Com- mission in their discretion--200 marks .
2. Syllabus of the examination will be as shown in the Schedule .
3. Candidates are allowed the option to answer the paper either in English or in Hindi (Devanagari ) . Question papers will be set in English and Hindi .
Note 1 : The option will be same for all the question and not for different questions in the same papers .
Note 2 Candidates desirous of exercising the option to answer the paper in Hindi (Devanagari ) should indicate their intention to do so in the concerned column of the application form . Otherwise it would be assumed that they would answer all papers in English. The option once exer- cised shall be treated as final and no request for alteration in the said column shall be entertained .
Note 3 Candidates exercising the option to answer the paper in Hindi ( Devanagari ) may, if theythey so desire, give English version within brackets of the description of the technical terms, if any, in addition to the Hindi version ,
4. Candidates must write the papers in their own hand . In no circumstances they will be allowed the help of a scribe to write answers for them .
5. The Commission have the discretion to fix qualifying marks in any or all the parts of the examination . Only those candidates who obtain such minimum qualifying marks in the written examination as may be fixed by the Commission in their discretion will be considered for cvaluation of C. Rs . and called for interview.
6. Marks will not be allotted for mere superficial know- ledge.
7. Deduction upto 5 per cent of the maximum marks in the written subjects will be made for illegible hand writing .
8. Credit will be given for orderly, effective and exact expression combined with due economy of words in all sub- jects of examination .

PROCEDURE AND PRACTICE IN GOVERNMENT OF INDIA SECRETARIAT AND ATTACHED OFFICERS
This is intended to be an intensive and detailed test in methods and procedure of work in the Government of India Secretariat and attached Offices . Some guidance on the subject can be obtained from
(i) Manual of Office Procedure current at the time of the Notification .
(ii) Notes on Office Procedure issued by the Institute of Secretariat Trading and Management .
( iii ) 'Hand Book of Orders regarding use of Hindi for official purposes of the Union' issued by the Ministry of Home Affairs .
