का० प्रा० 150 ( प्र) न्यूनतम मजदूरी अधिनियम, 1948 (1948 का 11) की धारा 4 की उपधारा ( 1 ) के खंड ( iii ) के साथ पठित धारा 3 की उपधारा ( 1 ) के खंड (क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार ने इसमे उपाबद्ध अनुसूषी के स्तम्भ ( 2 ) में विनिविष्ट मजदूरी की न्यूनतम दरो को जो उक्त अनुसूची के स्तम्भ ( 1 ) की तत्स्थानी प्रविष्टियों में विनिविष्ट नटेराइट खानों में उसके नियोजन में नियोजित प्रश्रगों के कर्मचारियों को संथेय है, नियत करने के लिये निम्नलिखित प्रस्ताव बनाये हैं जो उक्त अधिनियम की धारा 5 की उप- धारा ( 1) के खण्ड (ख ) की अपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिये प्रकाशित किये जा रहे हैं, जिनके उमसे प्रभावित होने की संभावना है भौर यह सूचना की जाती है कि उक्त प्रस्तावों पर, राजपा में इस अधिसूचना के प्रकाशन की तारीख से दो माम के अवसान पर या उसके पश्चात् विचार किया जायेगा ।
ऊपर विनिदिष्ट अवधि के श्रवमान से पूर्व उक्त प्रस्तावों की बाबत ो भी प्रापति या मुझाव किर्मी व्यक्ति से प्राप्त होगे , केन्द्रीय सरकार न पर विचार करेगी ।

स्पष्टीकरण
1. श्रम अधिसूचना के प्रयोजन के लिये--
(क ) "अकुशल कार्य " से वह कार्य श्रभिप्रेत है जिसमे बहुत थोड़ी या कुठे भी कुशलता का कार्य या अनुभव अपेक्षिन न करने वाली माधारण क्रियार्य सम्मिलित है।

(ख) "अर्द्धकुशल कार्य " से वह कार्य श्रभिप्रेत है, जिसमें कार्य के अनुभव से अजित कुष्ठ मात्रा में गुणभता था सक्षमना सम्मिलित है और को कुशन कर्म वारी के पर्यवेक्षण या मार्ग दर्शन के अधीन किये जाने योग्य हैं और इसके अन्तर्गत अकुणन पर्यवेक्षी कार्य भी थाना है।
(ग) 'कशल कार्य' में वह कार्य अभिप्रेत है जिसमें कार्य के अनुभव से अथवा णिया के रूप में या किसी तकनीकी या व्यावभायिक मंग्या में प्रशिक्षण के माध्यम से अजित कुणलन। या भक्षमन, अपेक्षित है जिसके बालन में स्वप्रेरणा और विवेकबुद्धि श्रावश्यक है ।
2. इस अधिसूचना द्वारा नित्रा न्यूनतम दर सर्वम्मिलित करें है जिनमें, श्राधारी दर, जीवन निर्वाह भन्ना, श्रावश्यक वस्तुओं के रियायतो दर पर दिये गये प्रदायों, यदि कोई हों, का नकदी मूल्य सम्मिलित हैं तथा मावाहिक विधाम के लिये देय मजदूरी भो गम्मिलित है ।
3. अठारह वर्ष से कम आयु के और असमर्थ वर्षाक्तयों को देय मजरों की न्यूनत्रन ५२, भनुचित प्रवर्ग के अवम्क कर्मकारों के लिये इम अधिसूचना द्वारा नियन दरों का श्रमण. 80 प्रतिशन और 70 प्रतिशत होगी ।
4. इस अधिसूचत द्वारा नियक मजदूरी की न्यूनतम दरें ठेकेदारी द्वारा नियोजित कर्मचारियों को भी लागू है ।
5. जहां संषिदा या करार पर अवधारित मजदूरी को विद्यमान दरे इस अधिसूचना द्वारा नियत दरों से उच्चतर है, बहा तेर्मी उरुवनर दरे हम अधिसूचना के प्रयोजनार्थ न्यूनतम मजदूर। की दरें समझी जायेंगी ।

NOTIFICATIONS
New Delhi , the 7th March, 1980
S.O. 150 (E ) .--The following proposals made by the Central Government in exercise of the powers conferred by clause (a ) of sub - section ( 1 ) of section 3 , read with clause (iii) of sub - sec tion ( 1 ) of section 4 of the Minimum Wages Act, 1948 ( 11 of 1948) for fixing the minimum rates of wages as specified in column- (2) of the Schedule annexed hereto , payable to the categories of employees employed in employments in Laterite mines as specified in the corresponding entries in column ( 1 ) of the stid Schedule , are hereby published , as required by clause (b) of sub -section ( 1 ) of section 5 of the said Act for the informa- tion of all persons likely to be affected thereby and notice is hereby given that the said proposals shall be taken into corsi- deration on or after the expiry of two months from the date of publication of this notification in the Official Gazette .
Any objection or suggestion which may be received from any person with respect to the said proposals before the expiry of the period specified above will be considered by the Central Government .

EXPLANATIONS
1. For the purpose of this notification :
(a) " Unskilled work " is one which involves simple opera- tions requiring little or no skill or experience on the job;
(b) " Semi- skilled work " is one which involves some degree of skill or competence acquired through experience on the job and which is capable of being performed under the supervision or guidance of a skilled employee , and includes unskilled supervisory work;
(c) " Skilled wark" is one which involves skill or competence acquired through experience on the job or through training as an apprentice or in a technical or vocational institute and the performance of which calls for initiative and judgement .
2. The minimum rates of wages fixed as per this notification are all inclusive rates including the basic rate , the cost of living allowance and cash value of concessional supply, if any, of essential commodities and also include the wages payable for the weekly rest day.
3. The minimum rates of wages for persons below 18 years of age and for disabled persons shall be 80% and 70 % respectively of the rates payable to the adult workers of the appropriate category as specified in the Schedule above . 4. The minimum rates of wages fixed as per this notification
are applicable also to employees engaged by contractors . 5. Where the existing rates of wages , based on contract o agreement or otherwise , are higher than the rates fixed by th notification , the higher rates shall be treated as the minimu rates of wages applicable for the purpose of this notification

संभावना है और यह सूचना जाती है कि उक्त प्रस्तावों पर उस तारीख में, जिसको उम राजपत्र की जिसमें यह अधिसूचना प्रकाशित होती है, प्रति जनता को उपलब्ध करा दी जाती है, दो भाम के अवमान के पश्चात विचार किया जाएगा ।
उपर विनिदिष्ट ग्रर्वाध के अवसान से पूर्व उक्त प्रस्तावों की बाबत जो भी आपत्ति या मुक्ताय किसी व्यक्ति से प्राप्त होंगे , केन्द्रीय सरकार उन पर विचार करेगी ।

तरह वर्ष से कम आयु के और असमर्थ व्यक्तियों को वेब न्यूनतम ५रें समुचित प्रभर्ग के कर्मकारों के দিহ হুশ সমি- सूचना द्वारा नियन दरों का क्रमशः 80 प्रतिशत और 70 प्रतिशत होगी
4. इस अधिसूचना के प्रयोजनों के लिए
(क) "अकुशल कार्य " से वह कार्य अभिप्रेत है जिसमें बहुत थोड़ी या कुछ भी कुशलता का कार्य या अनुभव अपेक्षित न करने वामी साधारण क्रियाएं सम्मिलित हैं ।
(ख) "अर्थ -कुशल कार्य " से वह कार्य अभिप्रेत है, जिसमें कार्य के अनुभब से अजित कुछ मात्रा में कुशलता या सक्षमता सम्मिलित है और ओ कुशल कर्मचारी के पर्यवेक्षण या मार्ग वर्शन के अधीन किए जाने योग्य है और उसके अन्तर्गत अकुशल पर्यवेक्षी कार्य भी थाता है,
(ग) " कुशल कार्य" से वह कार्य अभिप्रेत है जिसमें कार्य के अनुभव से अथवा शिक्षु के रूप में या किसी तकनीकी या व्यावसायिक संस्था में प्रशिक्षण के माध्यम से अजित कुशलता या सक्षमता भ्रपेक्षित है जिसके पालन में स्वप्रेरणा और विवेकबुद्धि आवश्यक है ।
5. जहां संविदा या करार पर अवधारित मजदूरी की विद्यमान दरें इस अधिसूषना द्वारा नियत दरों से उच्चतर हैं वहां ऐसी उज्जतर बरें इस अधिसूचना के प्रयोजनार्थ न्यूनतम मजदूरी की दरें समझी जाएंगी ।

अर्ध-कुराल/ अकुशल पर्यवेक्षी
1. The minimum rates of wages fixed by this notifice tuerfic all inclusive rates including the basic rate , the cost of living allowance and the cash value of the concessional supply , if any , ofessential commodities , and include also the wages payable for the weekly day of rest.
2. The minimum rates of wages fixed by this notification are applicable to employees engaged by contractors also .
ब्रेकर, रसोइया, शिशु गृह-आया, ड्रिलर, बागवान, प्रधान चौकीदार , मददगार, मुकद्दम , मेट खानिक , মাল मैन, पावनासो, मित्राही, अर्वेकुशल अकुशल पर्यवेक्षी अन्य प्रवर्ग चाहे वे किसी भी नाम से जाने जाते हों ।
10 3. The minimum rates of wages payable to young persons be low 18 years of age and disabled persons shall be 80 % and 70% respectively of the rates fixed by this notification for adult workers of the appropriate category-

स्पष्टीकरण

Where the existing rates of wages based on contract or agreement are higher than the rates fixed by this notification the higher rates shallbe treated as minimum rates ofwages for the purpose of this notification .
2. इस अधिसूचना द्वारा निवत मजदूरी की नूनम वरें नियोजित कर्मचारियों को भी लागू हैं ।

3. जहां संविवा या करार पर भवधारित मजदूरी की विद्यमान दरें इस अधिसूचन। द्वार। नियत दरों से उच्चतर है वहां ऐसी उच्वतर वरें इस अधिसूचना के प्रयोजनार्थ न्यूनतम मजदूरी की वरें समझी जाएंगी ।
4 (क) ' कुशल कार्य' वह कार्य है, जिसमें ऐसी साधारण संक्रियाएं शती हैं जिनके लिए कार्य की थोड़ी सी कुशलता या अनुभव की अपेक्षा हो या कुलशता या अनुभव की बिल्कुल अपेक्षा नहीं,
(ख) 'अर्धकुशल कार्य' वह कार्य है , जिसमें कार्य के अनुभव से अजित कुछ म.क्षा में कुशलनः या सक्षमता सम्मिलित है और जा पर्यवेक्षण या मागं दर्शन के अधीन किए जाने योग्य है,
(ग) 'कुशल कार्य' वह कार्य है, जिसमे कार्य के अनुभव से अथवा शिक्षु के रूप में या किसी तकनीकी या व्यावसायिक संस्था में प्रशिक्षण के माध्यम से अर्जित कुशलता या सक्षमत । प्रपेक्षित जिसके पालन में स्वप्रेरणा भौर पहल भावश्यक है ।
5. अठारह वर्ष से कम आयु के और असमर्थ व्यक्तियों को वेय मजदूरी की न्यूनतम दरें समुचित प्रवग के कर्मकारों के लिए इस अधिसूचना द्वारा नियत वरों का क्रमशः 80 प्रतिशत मौर 70 प्रतिशत होगी ।

S.O. 152 (E) . The following proposals made by the Central Government in exercise of the powers conferred by clause (b ) of sub - section ( 1 ) of sub- section ( 1 ) of section 3 read with clause (iii) of sub - section ( 1) of section 4 of the Minimum Wages Act , 1948 (11 of 1948) for revising the minimum rates of wages as specified in column 2 of the Schedule annexed hereto payable to the categories of employces employed in an employment in Magnesite mines specified in the corresponding entries in column (1 ) of the sald Schedule , are hereby published , as required by clause (b) of sub- section ( 1 ) of section 5 of the said Act for information of all persons likely to be affected thereby and notice Is hereby given that the said proposals will be taken into con- sideration on or after the expiry of two months from the date ofpublication of this notification in the Official Gazette.
Any objection or suggestion which may be received from any person with respect to the sald proposals before the period specified above will be considered by the Central Government. SCHDEULE

EXPLANATION
1. The minimum rates proposed are all -inclusive rates including the basic rate , the cost of living allowance and the cash value of concessional supply, if any , of essential commodi- ties and also include the wages payable for the weekly rest day.
2. The minimum rates of wages are applicable to employees engaged by contractors also .
3. Where the prevailing rates of wages based on contract or agreement are higher than the notified rates under the Act , the higher rates would be protected and treated as minimum wages for purposes of this notification .
4. (a) Unskilled work is one which involves simple operations requiring little or no skill or experience on the job .
(b) Semi -skilled work is one which involves some degree of skill or competence acquired through experience on the job and which is capable of being performed under the supervision or guidance on the job .
(c) Skilled work is one which involves skill or competence acquired through experience on the job or through training as an apprentice or in a technical or vocational institute and the performance of which calls for initiative and judgement .
5. The minimum rates of wages for young persons below 18 years of age and disabled persons shall be 80 per cent and 70 per cent respectively of the rates payable to adult workers of the appropriate category .
